How bad is this economy?

Worse than you thought:

Skittish employers slashed 533,000 jobs in November, the most in 34 years, catapulting the unemployment rate to 6.7 percent, dramatic proof the country is careening deeper into recession.

As companies throttled back hiring, the unemployment rate bolted from 6.5 percent in October to 6.7 percent last month, a 15-year high.

“These numbers are shocking,” said economist Joel Naroff, president of Naroff Economics Advisors. “Companies are sharply reacting to the economy’s problems and slashing costs. They are not trying to ride it out.”

The unemployment rate would have moved even higher if not for the exodus of 422,000 people from the work force. Economists thought many of those people probably abandoned their job searches out of sheer frustration. In November 2007, the jobless rate was at 4.7 percent.

I knew things were bad (I have a couple of friends who’ve been laid off this fall), but I am surprised the monthly job-loss total is worse than at any time since 1974. That is terrible.

At Daily Kos, TomP has Barack Obama’s response to the unemployment numbers. Excerpt:

At the same time, this painful crisis also provides us with an opportunity to transform our economy to improve the lives of ordinary people by rebuilding roads and modernizing schools for our children, investing in clean energy solutions to break our dependence on imported oil, and making an early down payment on the long-term reforms that will grow and strengthen our economy for all Americans for years to come.”

It looks like Obama will try to fold a lot of energy and infrastructure programs into a large economic stimulus bill early next year. That’s a smart approach, but I hope he won’t make too many concessions to boondoggles like “clean coal.” Also, I would hope that a large portion of the infrastructure spending goes on fixing and maintaining current roads and bridges, along with expanding rail travel. Too often federal spending on the transportation sector goes largely toward new road construction.

Neil Hamilton, director of the Agricultural Law Center at Drake University, wants Barack Obama to establish

a New Farmer Corps and set a 10-year goal of establishing one-half million new farms in the United States.

The New Farmer Corps would link his advocacy for public service with an initiative to plant the next generation of America’s farm families. The program would assist current owners to transfer land and offer new farmers training, capital and markets to make their farms thrive. It would encourage states and counties to plan for supporting new farmers. […]

The New Farmer Corps would build on existing efforts, such as Iowa’s voluntary land-link program, which matches aging farmers with young families seeking a start. It would harness loans offered by USDA and Farm Credit banks, but supplement them with benefits new farmers could earn by caring for the land, conserving energy and producing healthy food. Congress could authorize education, training and health benefits to families investing their sweat, labor and dreams on rural and urban farms.

America has no shortage of people eager to put their hands in the soil to feed us. Thousands of potential new farmers exist – college students laboring on urban farms, farm kids hoping to continue the family tradition, and immigrants and refugees who brought their agrarian legacy to America. What we lack is a coordinated, creative national effort.

The New Farmer Corps could succeed by supplementing current efforts with new funds and tax incentives, such as Iowa’s tax break for owners who make land available to new farmers rather than holding it until death. The New Farmer Corps could offer special training and credit incentives for veterans returning from Iraq and Afghanistan, so they can join the ranks of America’s farmers and continue serving, but in more pastoral and nurturing ways.

Open thread on Obama's economic team

Apologies for not getting this thread posted yesterday, when President-elect Barack Obama unveiled his economic team.

On the plus side, there are no incompetent hacks in this group. I’ve heard particularly good things about Peter Orszag’s work at the Congressional Budget Office, and he will produce reliable numbers at the Office of Management and Budget.

People I respect speak quite highly of Melody Barnes, who will run Obama’s Domestic Policy Council.

Also, it’s encouraging that Obama is committed to a major stimulus bill that will focus on infrastructure investments. I’ll reserve further judgment until we see more specifics about Obama’s plans, because spending $350 billion on stuff worth doing is a lot better than spending $350 billion on boondoggles.

I also agree with Matthew Yglesias that if you’re going to throw tens of billions of dollars at the economy, high-speed rail in the Midwest would be an excellent place to start. (UPDATE: Senator John Kerry has introduced a major bill that would promote high-speed rail development across the country.)

On the down side, since I opposed the series of Wall Street bailouts we’ve been seeing this fall, I’m not thrilled to see Timothy Geithner as Treasury Secretary and Larry Summers as chief of the National Economic Council. During Bill Clinton’s presidency, I wanted economic policy to be more in the direction that Labor Secretary Robert Reich was proposing, but Clinton and now Obama are clearly favoring the approach of Clinton’s Treasury Secreatry, Robert Rubin. Almost everyone on Obama economic team has close ties to Rubin.

I think Bill Richardson will do fine at the Commerce Department, but I would have preferred to see him in a different cabinet position.

If you were one of those Obama supporters who claimed during the primaries that he would govern in a much more progressive way than Hillary Clinton, now would be a good time to rethink your views.

Meanwhile, George W. Bush’s team is taking care of one troubled financial firm after another. The latest bailout plan, for Citigroup, is a particularly bad deal for taxpayers, according to Paul Krugman (who reluctantly supported the $700 billion bailout package approved before the election).

What do you think about the team Obama is assembling to handle the economy?

UPDATE: The members of the New York Times editorial board are not wild about putting Geithner and Summers in charge:

As treasury secretary in 2000, Mr. Summers championed the law that deregulated derivatives, the financial instruments – a k a toxic assets – that have spread the financial losses from reckless lending around the globe. He refused to heed the critics who warned of dangers to come.

That law, still on the books, reinforced the false belief that markets would self-regulate. And it gave the Bush administration cover to ignore the ever-spiraling risks posed by derivatives and inadequate supervision.

Mr. Summers now will advise a president who has promised to impose rational and essential regulations on chaotic financial markets. What has he learned?

At the New York Fed, Mr. Geithner has been one of the ringmasters of this year’s serial bailouts. His involvement includes the as-yet-unexplained flip-flop in September when a read-my-lips, no-new-bailouts policy allowed Lehman Brothers to go under – only to be followed less than two days later by the even costlier bailout of the American International Group and last weekend by the bailout of Citigroup.

It is still unclear what Mr. Geithner and other policy makers knew or did not know – or what they thought they knew but didn’t – in arriving at those decisions, including who exactly is on the receiving end of the billions of dollars of taxpayer money now flooding the system.

Confidence in the system will not be restored as long as top officials fail or refuse to fully explain their actions.

Yet another thread on Obama cabinet appointments (updated)

The more I think about it, the more I think Hillary Clinton should stay in the Senate. However, most analysts are speculating she will accept Barack Obama’s offer to become Secretary of State. Here’s a roundup of recent coverage on the appointment.

Tom Harkin thinks Hillary will be secretary of state, and he likes the idea:

Harkin said he was confident that former President Bill Clinton would not pose conflicts, as he’s agreed to make public the donors to his foundation and clear his travel schedule and speeches with the Obama administration, should his wife become secretary of state.

“If he’s willing to do whatever the Obama team and the president wants – and he should understand it, he’s a former president – that would be fine,” Harkin said.

He also said Obama naming her would be a demonstration of unity to the world. Sen. Clinton and Obama waged an intense, six-month campaign for the Democratic presidential nomination this year.

“I think it would send a good signal to the world if Hillary Clinton were secretary of state,” Harkin said. “The signal it sends to the world is we can have big fights politically here in the United States and yet after the election’s over, we pull together.”

Where does that leave Bill Richardson? I hope he ends up in the cabinet. UPDATE: ragbrai08 has heard rumblings Richardson might become Secretary of the Interior, which would be a decent fit for him.

Kia Franklin of the Drum Major Institute wrote an interesting piece on Eric Holder, the likely attorney general, and where he stands on civil justice issues.

John Crabtree of the Center for Rural Affairs blog offers “A Different View of [Tom] Vilsack,” the front-runner to run the U.S. Department of Agriculture:

It is difficult, if not impossible, to predict when, where and from whom leadership will emerge. The book on Tom Vilsack is not complete, and perhaps that is a good thing. He does not get a perfect score on my litmus tests. But, when I disagree with him in the future I will continue to engage him, just as I always have, whether he is a private citizen or the Secretary of Agriculture. And he will engage me, just as he always has.

I hope that, at the end of the day, our next Secretary of Agriculture is the kind of leader that can help create a future for rural America with thriving family farms and ranches and vibrant rural communities. I believe Governor Vilsack can provide that leadership. Perhaps he just might get the chance.

James L. of Swing State Project is concerned that Obama might choose either Representative Stephanie Herseth-Sandlin or Representative Collin Peterson for the USDA job. Both are from Republican-leaning districts that would be hard for a different Democrat to hold.

Obama supposedly was leaning toward offering the Commerce Department position to uber-fundraiser Penny Pritzker, but she withdrew her name from consideration.

Haven’t heard much about a possible secretary of transportation. Obama supports greater investment in core infrastructure as well as high-speed rail and public mass transit, so I am hopeful he will put someone with vision in charge of this department. The highway bill comes up for reauthorization in 2009 and is sure to be one of the major battlegrounds in Congress.

Still no word on a Treasury Secretary. Matt Stoller remembered another reason why Larry Summers is wrong for the job.

Most people seem to think Robert Gates will stay on as Defense Secretary. I don’t see why Obama can’t appoint a Democrat for that position. We have plenty of qualified people in our party. Keeping the Republicans in charge of defense supports their propaganda that the GOP is best for defending the country.

The Mayor of Miami, Manny Diaz, is being considered either for Transportation or for Housing and Urban Development. Representative Jim Clyburn of South Carolina is not interested in the HUD appointment.

UPDATE: Why does Obama want to reinforce Republican stereotypes about how they’re the only ones who can handle national security? Now General Jim Jones, a supporter of the Iraq War and John McCain, is tipped to run the National Security Agency. That is just crazy. Put some Democrats in charge, please. It’s not as if we don’t have people who could do this job well. I would not be surprised if Jones undermines Obama in this position.

UPDATE 2: The New York Times says Hillary Clinton will take the Secretary of State job.

Several news outlets are saying Timothy Geithner, about whom I know nothing, will be Obama’s Treasury Secretary nominee. Geithner is president of the Federal Reserve Bank of New York.

NBC News says Bill Richardson will be Commerce Secretary. I don’t like him nearly so much for that job as I would like him for Secretary of State, Transportation, or Interior. Richardson’s a corporate Democrat, judging from his record in the 1990s. He ran the whip to get NAFTA through the House during Bill Clinton’s first term.

Still no progressives in Obama’s cabinet.

UPDATE 3: My brother, who works in the investment field and is much more of a moderate Democrat than I am, is “sick” about the prospect of Geithner running Treasury. His other comment about Geithner is not printable at this blog.

UPDATE 4: This is from a speech Geithner gave in May 2006:

Credit derivatives have contributed to dramatic changes in the process of credit intermediation, and the benefits of these changes seem compelling. They have made possible substantial improvements in the way credit risk is managed and facilitated a broad distribution of risk outside the banking system. By spreading risk more widely, by making it easier to purchase and sell protection against credit risk and to actively trade credit risk, and by facilitating the participation of a large and very diverse pool of non-bank financial institutions in the business of credit, these changes probably improve the overall efficiency and resiliency of financial markets.

With the advent of credit derivatives, concentrations of credit risk are made easier to mitigate, and diversification made easier to achieve. Credit losses, whether from specific, individual defaults or the more widespread distress that accompanies economic recessions, will be diffused more broadly across institutions with different risk appetite and tolerance, and across geographic borders. Our experience since the introduction of these new instruments-a period that includes a major asset price shock and a global recession-seems to justify the essentially positive judgment we have about the likely benefits of ongoing growth in these markets.

Hmmm, he didn’t seem to have seen any of the current problems coming. Also, he apparently was involved in the bailout negotiations. So it seems like this is a very status quo pick for Obama.

On an even less encouraging note, Obama’s leading candidate to run the CIA is a “Bush-Cheney apologist.”

That’s not exactly “change we can believe in.”

UPDATE 5: Two people on Obama’s short list would both be highly competent and celebrated by progressives: Representative Raul Grijalva for Interior (he heads the House Progressive Caucus) and former Representative David Bonior for Labor (he has close ties to organized labor).

Open thread on Obama cabinet speculation

Who do you think Barack Obama will pick for his cabinet? Post your speculation here.

I predicted before the election that Obama’s cabinet would include at least two Republicans but no Democrats who strongly supported Hillary Clinton in the primaries. However, my brother knows someone who knows someone who knows Obama and thinks that Tom Vilsack will be Obama’s secretary of agriculture.

The two appointments I’ll be watching most closely are attorney general and secretary of transportation. Probably Obama has a long list of people he knows who’d like to be attorney general. I want a strong advocate in that position.

The highway bill is coming up for reauthorization in 2009, and I want the cabinet secretary to push for more balance in our transportation funding, rather than such a huge portion of the federal money going to new road construction. Bill Richardson is my dream candidate for secretary of transportation, but Obama may tap him for secretary of state or some other high-profile job.

UPDATE: I agree with Matt Stoller, Larry Summers would be a bad choice for Treasury secretary.

King can't face the truth about Highway 20 funding

Representative Steve King has so little to show for his six years in Congress that he used his first television commercial to take credit for a Highway 20 widening project, even though the funding for that project came from the state (not a federal appropriation).

STATEMENT BY CONGRESSIONAL CANDIDATE ROB HUBLER

Rep. Steve King continues to mislead voters about state funding for Highway 20 project

       During an interview with KMEG-TV yesterday, Rep. Steve King continued to mislead his constituents about the funding of the forthcoming improvements to Highway 20.  While he acknowledged the appropriation of state funds–which King had nothing to do with, contradicting the claims he is making in his radio and television ads-King still can’t admit that the state had to step in pay for the project rather than wait for King to obtain the federal funding needed to widen the highway.

       For six years, King failed to do his job in Congress to obtain four-lane federal construction funding for his top priority – improving Highway 20.  As State Senator Steve Warnstadt has stated, the Iowa legislature worked in a bipartisan manner to provide state funding for critical projects like four-laning Highway 20.  

       When the state announced that it was stepping forward with funding three weeks before the election, King shamelessly tried to take credit for the project when he clearly had nothing to do with the granting of state funds.

       Steve King is right about one thing.  He told KMEG that people should be offended when a politician “intentionally and willfully misinforms the public for their political gain.”   He should talk to the mirror about that.  He has misinformed the public to get re-elected, by claiming credit for the $48 million in funding that was recently announced by the Iowa Department of Transportation.

       That is separate and unrelated to any federal funds that may have gone toward the highway in the distant past, and not part of some “pool,” as he now claims.  And if such a pool did exist, King has done nothing to contribute to it.  

       If I’m elected to Congress, I will follow the example Rep. Leonard Boswell has set with the widening of Highway 34 in southern Iowa, obtaining funding for at least 10 miles every year.  Had Steve King done that, we would have had at least 60 miles completed for Highway 20.

Rob Hubler pledges to take no pay increases if elected to the House of Representatives

King has voted to raise pay six times and cost taxpayers more than $8.5 million since he was elected in 2002

       COUNCIL BLUFFS – Rob Hubler, Democratic candidate for Congress in Iowa’s 5th district, has pledged to not accept any increases in salary if he is elected to the House of Representatives, pointing out that incumbent Rep. Steve King has voted to increase his pay all six years that he has been in Congress.

       During a telephone news conference this morning, Hubler said that “taxpayers haven’t gotten their money’s worth in the past six years that King has been in Congress.”  Charging that King has not produced results for his western Iowa district during his three terms, Hubler pointed out that it has cost taxpayers more than $8.5 million to maintain his office, excluding travel expenses.  “That’s a lot of money to pay someone to remind us that we ought to celebrate Christmas,” said Hubler, referring to the only resolution or bill authored by King that has become law.

       “Obviously, we haven’t gotten much of a return on the our investment since King was elected in 2002,” said Hubler.  “The reason I’m running for Congress is that I think the fifth district deserves better than this.  While voting six times to increase his own pay by $15,000, the income of average Iowans has gone down over $2,000.  King has repeatedly voted against increases in the minimum wage while charging taxpayers over $8.5 million to run his office,” he said.

       “If Congress, over my objection, increases salaries for members of the House of Representatives while I’m in Congress, I will donate the amount of the increase to charities and non-profit organizations that are doing good work in our district,” Hubler promised.

       Commenting on King’s opposition to increases in the minimum wage for low income workers, Hubler said that he will “support efforts to see that the minimum wage keeps pace with inflation so that those at the bottom of the economic ladder don’t fall further behind.”

       Hubler chided King for misleading voters with his television ad in which the incumbent congressman takes credit for a recent appropriation the Iowa Department of Transportation to improve Highway 20. No federal funds are included in the appropriation.  “Since he hasn’t been able to accomplish anything in six years to improve the lives of his constituents, I guess King thought he’d better fabricate something before election day,” said Hubler.  “If I’m elected to Congress, I’ll work hard to produce results for the people who sent me there.

       Hubler, a Navy veteran and retired Presbyterian minister from Council Bluffs, recently was placed on the “Emerging Races” list by the Democratic Congressional Campaign Committee, signifying that his campaign to unseat King is viewed as competitive by the national committee.  Hubler has been campaigning for Iowa’s Fifth District seat in the House of Representatives for nearly 20 months, travelling more than 220,000 miles throughout the 32-county district.

Help Rob Hubler get his message out

Steve King keeps adding to the multitude of reasons to elect Rob Hubler to represent Iowa’s fifth district in Congress. He is running a misleading television ad in the Sioux City market:

         COUNCIL BLUFFS – Rob Hubler, Democratic candidate for Congress in Iowa’s 5th district, today called on Rep. Steve King to pull his new television ad in which he falsely claims credit for “working with others” to widen Highway 20 from two lanes to four lanes.

         Following an announcement by the Iowa Department of Transportation on Tuesday that $48 million had been allocated for 11.7 miles of four-laning Highway 20, King began running a television commercial claiming credit for the funding.  All of the funding is from a special fund recently approved by the Iowa legislature and none of the funding is from federal sources.

         “Steve King taking credit for funding Highway 20 improvements would be like me taking credit for the sun coming up this morning,” said Hubler.  “Our state legislators and the Iowa Department of Transportation deserve credit for allocating the funding for Highway 20, which is long overdue,” he said.  “King had nothing to do with approving money for highway improvements but, three weeks before an election, he is desperate to show some accomplishments in Congress, by taking credit where it is not due.”

         State Sen. Steve Warnstadt of Sioux City, who has fought for funding in the Iowa legislature, said today that the legislature, “rather than wait for the promises of federal politicians to be fulfilled, worked in a bipartisan manner to not only create the funding for TIME-21, but ensured that projects like four-laning Highway 20 would be top priority for new funding.”

         “I’m pleased that the Iowa Transportation Commission did not wait for federal funds, and is using the resources provided to them by the legislature for critical projects like Highway 20,” said Sen. Warnstadt.

         In his television ad, that began running this week, King says:  “Six years ago I made a commitment to you that I would pull out all the stops to build four-lane Highway 20.  Today with the commission’s announcement, I can tell you that 46 more miles will be built within five years.  My number one transportation priority was a promise, now it’s a plan, soon it will be a reality.  We work together and we get things done.”

         In a press release issued the same day, King again took credit for the Highway 20 improvement project.  “Steve King had absolutely nothing to do with any of that funding and is shamelessly trying to take credit for it,” said Hubler.  “I suppose this is what you do when you’ve spent six years in Congress and have only a resolution encouraging people to celebrate Christmas to show for it,” he added.

         Hubler pointed out that King is unable to get anything done to help his district because he is not respected by other members of Congress, even those in his own party.  “By contrast, Rep. Leonard Boswell of Iowa has a program for Highway 34 in which he gets 20 miles paved every year,” he said.

         Hubler said that he will work with the rest of the Iowa delegation to make sure Iowa gets help with maintaining our highways and bridges.  “I will sponsor and fight for legislation to fund at least ten miles of Highway 20 widening each year until it is completed,” he said.  “If Steve King had done this, we would have 60 miles completed during his three terms in Congress.”

This press release from the Iowa Department of Transportation confirms the above comments by Hubler and State Senator Steve Warnstadt. This project is funded by the state, not by any federal appropriation.

Iowa Guy calls out the television ad as one of King’s “lies.” Here is a rough transcript that someone in the fifth district sent to me (if anyone has an official script, please send me a copy). Judge for yourself:

Voice Over: “Steve King for Congress”

King’s ad creates a false impression. Note how he refers to “the commission” without making clear that he’s talking about the Iowa Transportation Commission’s announcement regarding Highway 20. He talks about how his “promise” is now a “plan” that will soon be a “reality,” without specifying what he did to make that plan a reality (because he played no role).

I read in one of my parenting books that lying can be a form of wish fulfillment. If I had achieved as little for constituents as King has, I’d probably wish I could take credit for a popular highway project too.

King said the extended 2007 funding debate for reauthorization of the federal State Children’s Health Insurance Program was a key moment. The measure was initially written for an increase of $35 billion, but was scaled back before being signed by President Bush in December.

King took to the House floor last fall with a sign that said the SCHIP acronym should instead stand for “Socialized Clinton-style Hillarycare for Illegals and their Parents.”

“I do believe if you took me out of the equation, there would have been a different (funding) result,” King said.

I have a close friend (self-employed) whose family was getting health coverage through her husband’s job. He was just laid off this month. Fortunately, their kids are eligible to be added to HAWK-I (that’s the Iowa version of SCHIP) as of November 1.

Plenty of children would be going without health insurance if not for HAWK-I, and in this economy, demand for the program will probably rise significantly.

Isn’t it great that King fought to scale back the funding?

Another recent “achievement” for King was his proposal to create a commission to study the current financial crisis. Hubler had some choice words about that idea, and I’ve put his full statement after the jump. Some excerpts:

       “For six years, Steve King has supported an administration that has refused to accept responsibility or to hold anyone accountable for policies that have devastated the middle class, provided tax breaks to big oil companies, mismanaged an unnecessary war, and now caused the worst financial meltdown since the Great Depression,” said Hubler.  “We don’t need to spend millions of dollars on a commission that will take months to find out what we already know; when there are no rules, and no regulators, markets do not regulate themselves.”

       “King opposed common-sense regulations designed to protect investors and consumers as his Republican-led Congress gave the Bush administration the authority to dismantle rules, allowing greedy Wall Street speculators and unscrupulous lenders free rein to engage in subprime lending with no oversight from Congress,” Hubler continued.  “Yet, instead of accepting responsibility for his part in creating this mess, King has tried to blame middle class borrowers for the collapse of the housing market,” said Hubler, referring to comments King made Saturday at a town hall meeting in Onawa.

Hubler is a strong Democrat as well as a strong candidate, which is why Wisconsin Senator Russ Feingold’s Progressive Patriots Fund is supporting him.

Hubler can win this race if he is able to get his message to voters. He’s already been up on the radio with at least one ad, featuring former Congressman Berkley Bedell. We have a great opportunity to take advantage of the coming Democratic wave. This post at Swing State Project notes that seats once thought safe for Republicans are becoming competitive across the country. The author names IA-05 (as well as IA-04) among the “Republican seats at severe risk of being lost or swept away in the ensuing tide.”

The Republican Party is now spending money on behalf of incumbents in some districts comparable to western Iowa in terms of partisan makeup. This recent story from Politico notes:

GOP Reps. John B. Shadegg of Arizona, Lee Terry of Nebraska, Henry Brown Jr. of South Carolina and Dan Lungren of California are all fighting for their political lives, a reversal of fortunes that has caught even the most astute campaign observers by surprise.

Markos commented on the Politico piece,

Shadegg’s AZ-03 is R+5.9.

Terry’s NE-02 is R+9.0.

Brown’s SC-01 is R+9.6

Lungren’s CA-03 is R+6.7.

Iowa’s fifth district has a partisan voting index of R+8. As I’ve written before, ten House Democrats already represent districts at least as Republican. This election will increase that number. Let’s make IA-05 one of them.

King’s third-quarter FEC filing showed a financial advantage over Hubler, but hardly an intimidating war chest. His cash on hand may not even be sufficient to run television ads across the district for the remainder of the campaign. He certainly won’t have a turnout operation to rival what Barack Obama’s campaign and the Iowa Democratic Party have going in western Iowa.

It only takes a minute to donate to Hubler’s campaign, giving him the resources to spread his message in the final weeks. Please take the time to help send a good man to Congress.

About the Fund: The proposed Natural Resources and Outdoor Recreation Trust Fund would provide a permanent funding source to support efforts to improve and preserve Iowa’s water quality, soils, wildlife habitat, and outdoor recreation opportunities.

To create the fund, proposed legislation mandates that 3/8ths of a cent from state sales tax revenue will be appropriated for the Trust Fund the next time the Iowa legislature approves a sales tax increase. Loebsack gets the connection between transportation and global warming

As I’ve written before, any serious effort to combat global warming will have to include policies that give Americans more accessible alternatives to driving.

Otherwise continued increases in vehicle miles traveled by car and truck could cancel out reductions in greenhouse gas emissions due to cleaner fuel sources and greater fuel efficiency.

Last week 41 members of the House of Representatives signed a letter to Speaker Nancy Pelosi urging Congress to address transportation issues in forthcoming legislation on climate change.

Representative Dave Loebsack was the only Iowan to sign this letter, which was drafted by Ellen Tauscher (D, CA-10) and Earl “the Bike” Blumenauer (D, OR-03).

I received a copy of the letter from a Smart Growth America e-mail list and am reproducing it here. I couldn’t find the text anywhere online, so there’s no link:

Dear Speaker Pelosi,

We thank you for your continued work to address climate change through federal legislation. As you have previously noted, Congress has a historic opportunity to provide leadership on one of the defining issues of this era. As Congress begins work on comprehensive climate change legislation, we ask that this legislation address the second largest contributor of greenhouse gas emissions: surface transportation.

As you know, surface transportation produces one-third of the United States’ greenhouse gases, and sixty percent of these emissions come from personal vehicle use. Last year, Congress demonstrated leadership on climate change by raising CAFE standards to thirty-five miles per gallon by 2020. However, recent studies suggest that the expected increase in Vehicle Miles Traveled (VMTs) will negate both higher CAFE standards and a reduction of carbon content in fuel. If VMTs are not reduced, transportation sector emissions will rise forty percent above 1990 levels by 2030.

Through climate change legislation, we believe that Congress should encourage greater use of VMT-reducing strategies, especially public transportation. Significant funds should be dedicated to increase public transit, intercity passenger rail, freight rail capacity, intelligent transportation systems, and bicycle and pedestrian alternatives. In addition, the legislation should encourage smart growth and transit-oriented development.

We believe that climate change legislation should allocate a portion of funds to all sectors that generate greenhouse gases, including transportation. Supporting VMT-reduction strategies will lower greenhouse gas emissions, decrease transportation costs for Americans, and relieve pressure on other sectors to meet an overall emissions cap. Without such efforts, other industries will have to overcompensate to offset the transportation sector’s emissions. In addition, these policies will have the added benefits of providing consumers with increased transportation choices, improved accessibility, a greater range of housing choices, improved personal health and fitness, decreased air pollution, and reduced traffic congestion and commute times.

In the coming months, we look forward to supporting legislation that will reduce the transportation sector’s greenhouse gas emissions and demonstrate the United States’ commitment to addressing climate change.

This letter explains concisely why transportation has to be part of our conversation on global warming.

I also like the way it makes clear that dealing with transportation issues in the climate change bill will create more flexibility in setting the emissions caps for other sectors.

The road-building lobbies will vigorously oppose the changes this letter advocates. But perhaps they can be pitted against the powerful corporate interests that will oppose sharp reductions in industrial greenhouse gas emissions.

Here is some background on smart growth and transit-oriented development, in case you are wondering what those terms in the third paragraph mean.

Tauscher and Blumenauer deserve credit for leading on this issue. It will take a huge effort by many people to make good changes in federal transportation policies.

Flood recovery task forces accepting applications

If you want to contribute your time, energy and expertise toward helping Iowa communities recover and rebuild after this summer’s floods, consider applying to serve on one of these nine task forces.

GOVERNOR CULVER, LT. GOVERNOR JUDGE CALL ON IOWANS TO APPLY FOR REBUILD IOWA TASK FORCES

Governor Chet Culver and Lt. Governor Patty Judge are inviting Iowans to apply for a position on one of the nine new Rebuild Iowa task forces, which will help create a vision for Iowa’s recovery efforts.

“As the flood waters rose, we saw the strength, resilience and determination of Iowans shine through as our state joined together to save our homes, businesses, and communities,” said Governor Chet Culver.  “Now, we must tap into this same spirit of service as Iowans begin down the road to recovery.  I call on Iowans from across the state to help our friends and neighbors in need, and serve on one of these nine Rebuild Iowa task forces.  By locking arms and working together, I am confident that we can rebuild our state, stronger and better than before.”

Last month, Governor Culver signed his seventh executive order, which created the Rebuild Iowa Advisory Commission.  To be chaired by Gen. Ron Dardis of the Iowa National Guard, the 15 member commission is designed to help guide our state’s recovery efforts.  The Executive Order specifically calls for the creation of task forces to help guide the commission’s work.

“These task forces are an important step in helping Iowans recover from this year’s historic and severe flooding,” said Lt. Governor Patty Judge.  “The Governor and I look forward to working with the Rebuild Iowa Commission, the nine task forces, and all Iowans as we begin the difficult work of rebuilding our state and returning life to normal for all Iowans.

The nine task forces created are:

   * Flood Plain Management and Hazard Mitigation

   * Infrastructure and Transportation

   * Economic and Workforce Development

   * Cultural Heritage and Records Retention

Yes, people are very concerned about high gas prices

If you’ve ever attended a typical town hall meeting featuring a member of Congress in his or her district, you know that turnout tends to be low.

Congressman Bruce Braley held a telephone town hall meeting Tuesday evening to discuss high gas prices with interested constituents. Nearly 5,000 first-district residents who received an automated phone call inviting them to the meeting opted to listen.

That is a huge number. Obviously, the convenience of the telephone format helped, because people didn’t need to drive to a different town or county (which would burn gas and cost money).

Still, people have so many competing demands on their time that I am shocked by how many people spent part of a summer evening listening to a member of Congress talk about energy policy.

A lot of people hang up the second they realize the voice on the other end is a robocall.

In case it wasn’t already obvious, the high price of gas is of great concern to large numbers of Iowans. The overwhelming majority of us live in car-dependent neighborhoods.

Dubuque and Quad Cities are one step closer to passenger rail

I learned from Congressman Bruce Braley’s office that the House approved the 2008 Amtrak Reauthorization Bill on Wednesday. The bill includes funds proposed by Braley that will promote passenger rail links like the ones that may connect Chicago with Dubuque and the Quad Cities.

I appreciate Braley’s efforts to invest more in alternative transportation. Many Iowans will one day benefit from his work on the House Transportation Committee.

Now if Congressman Leonard Boswell would pick up the ball, maybe my family will be able to take a train from Des Moines to Chicago five or six years from now.

By the way, John McCain has long opposed Amtrak and would like to shut it down if elected president.

Both state and individual action are needed to reduce vehicle emissions

Sven of the Nevada progressive community blog Silver State posted this diary here yesterday asking people to tell him about promising future Democratic leaders in Iowa. One of the people I mentioned was State Senator Rob Hogg, who is a strong voice for the environment in our legislature.

Today I received a press release from the Iowa Environmental Council in which Hogg advocated “clean car” policies:

American innovation should be employed to help us maintain our mobile lifestyles, while reducing global warming pollutants, say clean air advocates, who are examining policies that will help reduce carbon dioxide and other pollution from cars.

“Clean car policies are a win-win for Iowans, reducing global warming pollution and saving consumers money at the pump,” said Iowa Senator Rob Hogg, (D-Cedar Rapids).

Hogg and other members of the Climate Change Advisory Council (ICCAC) will meet in Council Bluffs next week to discuss “several policies to make cars more efficient and help reduce both the expense of buying gas and greenhouse gas emissions.”

It’s nice to see Hogg speaking out on this subject, and I would be thrilled if our Democratic leaders in the legislature stepped up to the plate on clean car regulations next year.

That said, I can’t honestly say I’m very hopeful on that front. Mike Carberry published a strong indictment of our state’s inaction regarding several pressing environmental issues, and I find it hard to disagree with anything he wrote.

We don’t have to wait for state legislators to act in order to reduce the carbon-dioxide emissions from our cars. Daily Kos user Devilstower offered this handy list of tips:

   * Drive less.

   * Take public transit.

   * Walk.

   * If it’s too far to walk, use a bike.

   * If it’s too far to bike, and there no public transportation, car pool.

   * If you can’t car pool, use a smaller, more efficient vehicle.

   * If you have a long commute, move closer to work.

   * If you can’t move closer, take a closer job.

   * If you can’t get a different job, see if you can telecommute.

But individual actions can’t do all the work on this front–better government policies on vehicle emissions and transportation generally are also needed, as Daily Kos user cryptochrome pointed out in this response to Devilstower.

In any event, it’s good to see members of the ICCAC willing to consider clean car policies. Stay tuned–the council will submit its recommendations to Governor Chet Culver and the state legislature by December.

Even a stopped clock is right twice a day

For the first time that I can remember, I agree with one of Charles Krauthammer’s syndicated columns:

You want more fuel-efficient cars? Don’t regulate. Don’t mandate. Don’t scold. Don’t appeal to the better angels of our nature. Do one thing: Hike the cost of gas until you find the price point.

Unfortunately, instead of hiking the price ourselves by means of a gasoline tax that could be instantly refunded to the American people in the form of lower payroll taxes, we let the Saudis, Venezuelans, Russians and Iranians do the taxing for us — and pocket the money that the tax would have recycled back to the American worker.

Want to wean us off oil? Be open and honest. The British are paying $8 a gallon for petrol. Goldman Sachs is predicting we will be paying $6 by next year. Why have the extra $2 (above the current $4) go abroad? Have it go to the U.S. Treasury as a gasoline tax and be recycled back into lower payroll taxes.

Announce a schedule of gas tax hikes of 50 cents every six months for the next two years. And put a tax floor under $4 gasoline, so that as high gas prices transform the U.S. auto fleet, change driving habits and thus hugely reduce U.S. demand — and bring down world crude oil prices — the American consumer and the American economy reap all of the benefit.

Krauthammer came late to this party–I supported Republican presidential candidate John Anderson’s call for a 50-cent hike in the gas tax way back in 1979-1980. (The Republican Party was not yet fully in control of the anti-tax zealots back then.)

Unfortunately, we kept the price of gas artificially low for so many decades that we’ve developed most of our suburban neighborhoods in a way that makes people depend on cars to get around. It will take some time to change our mindset and make our neighborhoods more bike-friendly and accessible by public transit.

Fine particulate pollution more deadly than previously thought

Sobering news about the long-term effects of fine particulate matter in the air:

As many as 24,000 deaths annually in California are linked to chronic exposure to fine particulate pollution, triple the previous official estimate of 8,200, according to state researchers. The revised figures are based on a review of new research across the nation about the hazards posed by microscopic particles, which sink deep into the lungs.

“Our report concludes these particles are 70% more dangerous than previously thought, based on several major studies that have occurred in the last five years,” said Bart Croes, chief researcher for the California Air Resources Board. Croes will present his findings at a board meeting in Fresno this morning.

The studies, including one by USC tracking 23,000 people in greater Los Angeles, and another by the American Cancer Society monitoring 300,000 people across the United States, have found rates of heart attacks, strokes and other serious disease increase exponentially after exposure to even slightly higher amounts of metal or dust. It is difficult to attribute individual deaths to particulate pollution, Croes conceded, but he said long-term studies that account for smoking, obesity and other risks have increasingly zeroed in on fine particulate pollution as a killer.

What are the primary sources of fine particulate pollution? According to the World Health Organization:

“Short-term epidemiological studies suggest that a number of source types are associated with health effects, especially motor vehicle emissions, and also coal combustion. These sources produce primary as well as secondary particles, both of which have been associated with adverse health effects. One European cohort study focused on traffic-related air pollution specifically, and suggested the importance of this source of PM. Toxicological studies have shown that particles originating from internal combustion engines, coal burning, residual oil combustion and wood burning have strong inflammatory potential.

Translation: we now have even more compelling health reasons to reduce vehicle-miles traveled by car and not build any new coal-fired power plants in Iowa.

Fallon chides Boswell over Bike to Work photo-op

I got an e-mail from Ed Fallon’s campaign that contrasts Fallon’s “personal commitment” to transportation by bicycle with Congressman Leonard Boswell’s “photo-op” Bike to Work event on Monday morning:

Ed has been riding his bike as a consistent form of transportation for years. It’s his way of demonstrating his personal commitment and responsibility for reducing his carbon footprint.

The e-mail then shows a photo of Fallon “arriving by bike at his campaign office in the February snow,” as well as a photo of Boswell riding his bicycle on Monday, which the incumbent e-mailed to constituents:

Personal commitment or photo op?

You decide!

Speaking of Bike to Work Week, Fallon will be at the Handlebar Happy Hour on Friday at 5 pm at the El Bait Shop, 200 SW 2nd St, Des Moines.

Now, do I think Fallon would represent me better in Congress because he rides a bicycle regularly? No, but I do have confidence that because of this experience, he understands the need to make our roads more bike-friendly.

I know many people who are afraid to run errands on their bikes, but would consider it if there were bike lanes on more streets in the Des Moines area.

Although Boswell has served on the House Transportation Committee for some time, I have not seen any commitment from him to promoting “complete streets” that encourage travel by foot and by bicycle as well as by car.

I don’t care how often Boswell uses his bicycle as long as he gets behind the Safe and Complete Streets bill that Representative Doris Matsui recently introduced in the House. Tom Harkin has already introduced a similar bill in the U.S. Senate.

Congratulations are in order

To everyone who worked hard toward the passage of a law expanding health insurance coverage for Iowa children, which Chet Culver signed yesterday.

To the Iowa Council for International Understanding, which has posted translations of Iowa voter registration documents on its website in light of a court ruling that bars the Secretary of State’s office from providing information in any language other than English.

To Senator Chuck Grassley for looking into the spending practices of six tax-exempt “media-based ministries,” despite a large-scale public relations campaign accusing him of “religious McCarthyism.”

To Iowa Independent blogger Dien Judge, who was just appointed to the Monroe County board of supervisors, a position he will hold for the next six months.

And to Iowa City Council member Ross Wilburn, the bicyclist who won Johnson County’s annual Bike-to-Work Week Bike-Bus-Car race.

Put up a comment if you know of someone else who deserves congratulations this week.

I noticed that on the morning of Monday, May 12, Congressman Leonard Boswell is organizing a bike ride to his office in downtown Des Moines. Good for him. May I suggest that he become a co-sponsor of the Safe and Complete Streets bill that Representative Doris Matsui (D-CA) just introduced in the House of Representatives:

The bill would make sure that roads built and improved with federal funds safely serve everyone using the roadway-including pedestrians, bicyclists, bus riders, as well as those with disabilities.

“Once again, gas prices have hit record highs this week. As American families continue to feel the pain at the pump due to the skyrocketing costs of gasoline, they are driving less and less,” said Rep. Matsui. “By diversifying our roadways, we can provide real alternatives to travel by car.”

Boswell sits on the Transportation Committee and could help move this bill along.

Tom Harkin and Thomas Carper (D-DE) have already introduced a companion bill in the Senate.

The Iowa Environmental Council’s Lobby Day is Thursday, January 24, in the State Capitol Building rotunda, from 9 am to 3 pm.
