Yesterday the U.S. Senate approved an amended version of the Jumpstart Our Business Startups (JOBS) Act, which is supposed to make it easier for entrepreneurs to start small companies. All five Iowans in the U.S. House voted for this bill two weeks ago, but Iowa’s senators split on party lines.  

The U.S. Senate approved a new transportation authorization bill on March 14. Iowa’s senators Chuck Grassley and Tom Harkin were both part of the 74 to 22 majority supporting the highway bill, officially called MAP-21. Republicans cast all of the no votes. In today’s polarized Senate, 74 votes looks like an overwhelming mandate, but it’s worth noting that even larger bipartisan majorities approved the four previous transportation authorization bills from 1987, 1991, 1998, and 2005.

Before final passage of MAP-21, senators voted on numerous amendments. Some were related to transportation policy, while other “non-germane” proposals were considered as part of a deal to avoid a Republican filibuster. U.S. Attorney Stephanie Rose told members of the U.S. Senate Judiciary Committee yesterday that she wasn’t a key decision maker regarding the May 2008 immigration raid in Postville, Iowa.

All federal transportation programs are at risk of shutting down if Congress does not pass a new authorization bill by March 31.  House Speaker John Boehner has failed to find 218 votes in his chamber for his preferred five-year highway bill. Last month the House passed the first part of Boehner’s three-pronged approach, expanding offshore oil drilling as a way to fund federal transportation programs. However, many House conservatives believe the rest of Boehner’s bill is too expensive, and the lack of earmarks gives members nothing to sell in their districts. Yesterday Boehner told reporters that he plans to “see what the Senate can produce and to bring their bill up” in the House.

Boehner’s failure put the ball in the Senate’s court. In theory, passing a transportation bill should be straightforward, because portions of the bill already passed Senate committees with unanimous bipartisan support. But for the past month the Senate has been bogged down in disputes over how many amendments will be voted on when the chamber takes up the highway bill on the floor. This week the Senate moved toward resolution; after the jump I discuss how Iowa’s two senators voted on key procedural motions and amendments related to the transportation bill.

The Air Force confirmed yesterday that its proposed budget for fiscal year 2013 would eliminate 459 positions from the 132nd Fighter Wing based in Des Moines as 21 F-16s are retired. The total number of Air Force jobs in Des Moines would drop by 39 percent to 758 positions, KCCI-TV reported.

Governor Terry Branstad and most all members of Iowa’s Congressional delegation promised to keep fighting the uphill battle to overturn that decision. I’ve posted all of their statements after the jump.  

Last month President Barack Obama nominated Stephanie Rose, U.S. attorney for Iowa’s northern district, for a federal judgeship in Iowa’s southern district. If confirmed, Rose would become the first woman to serve as a district judge in Iowa’s southern district. Today the Des Moines Register published an opinion piece urging U.S. senators not to “rubber-stamp” Rose’s nomination.  

Governor Terry Branstad’s approval ratings were mediocre during the first year of his fifth term, but the latest Des Moines Register poll by Selzer and Co found that 56 percent of Iowa respondents approve of the job Branstad is doing, while 58 percent have a favorable impression of the governor.

The U.S. Senate voted today to table Republican Senator Roy Blunt’s amendment to repeal a federal regulation on birth-control coverage in employer-provided health care insurance. Iowa’s senators split on party lines.

The U.S. Postal Service announced yesterday that it will keep mail processing facilities in Waterloo and Cedar Rapids open, saving hundreds of jobs.

Both houses of Congress approved a deal today to extend a payroll tax cut through the end of this year. It was only the second time I can remember that Senator Tom Harkin and Representative Steve King (IA-05) voted against a bill that the rest of Iowa’s Congressional delegation supported.

President Barack Obama released his draft budget for the 2013 fiscal year yesterday. Details on the president’s proposed spending and tax rates are after the jump, along with reaction from the Iowans in Congress and some of their challengers.  

The U.S. House overwhelmingly approved the Stop Trading on Congressional Knowledge (STOCK) Act today, but House leaders amended the bill U.S. senators passed last week. An amendment offered by Republican Senator Chuck Grassley of Iowa will be at the center of negotiations on the House-Senate conference committee charged with reconciling the two versions of the STOCK Act.

The League of Conservation Voters released its National Environmental Scorecard yesterday, based on 11 U.S. Senate votes and 35 U.S. House votes during 2011.

Yesterday the U.S. Senate approved a conference committee report to provide about $63 billion for the Federal Aviation Administration through 2015. The House approved the same bill last Friday. Iowa’s delegation was divided, primarily because of provisions affecting airline workers’ ability to form a labor union.

Jobs are on my mind this weekend. On Friday the Bureau of Labor Statistics released some encouraging employment numbers. On the same day, news broke about proposed Air Force cuts that could eliminate around 500 jobs in the Des Moines area.  

U.S. Senators Chuck Grassley and Tom Harkin both voted for a bill to ban insider trading by members of Congress, which overwhelmingly passed the U.S. Senate today. Follow me after the jump for details on how the Iowans voted on significant amendments to the bill, including one backing term limits for members of Congress.  

President Barack Obama is making economic fairness a central theme of tonight’s State of the Union address. To bolster his proposals to increase tax rates on some forms of unearned income, billionaire investor Warren Buffett’s secretary will be one of First Lady Michelle Obama’s guests. A few excerpts from the prepared speech are after the jump, along with some White House “talking points” for allies. I’ll update this post later.

Last week, the U.S. House passed a resolution to disapprove President Barack Obama’s latest request to raise the debt limit. The mostly party-line vote was also mostly symbolic and consequently received little media attention. However, Republican challengers in Iowa’s first and second Congressional districts are likely to highlight this vote in their campaigns against Representatives Bruce Braley and Dave Loebsack.

Wikipedia, Reddit and many other websites are dark today to protest the Stop Online Piracy Act (SOPA) and the Protect Intellectual Property Act (PIPA), now pending in the U.S. House and Senate. Momentum appears to have shifted against this legislation in its current form, but a modified bill might still pose a threat to freedom of information. I sought comment on this legislation from all members of Iowa’s Congressional delegation.

The Bureau of Labor Statistics released new employment figures yesterday, showing nonfarm payroll employment up by 200,000 in December 2011, and the unemployment rate down slightly to 8.5 percent. Several members of Congress from Iowa cited the news a Their statements are after the jump.

I’ve also enclosed reaction from U.S. Senators Chuck Grassley and Tom Harkin to President Barack Obama’s recess appointments of Richard Cordray to head the Consumer Financial Protection Bureau and three members of the National Labor Relations Board. While Harkin welcomed Cordray’s appointment, Grassley slammed the president for “upending years of Senate practice and legal precedent.” Grassley was among Senate Republicans who filibustered Cordray’s confirmation last month.

Former Governor Chet Culver may finally get to start serving on the Federal Agricultural Mortgage Corporation board of directors sometime in the new year. President Barack Obama appointed Culver to that position in July, but the Senate Agriculture Committee didn’t get around to holding a confirmation hearing until December 15. You can watch Culver’s testimony here, beginning with Senator Tom Harkin’s introduction around the 76:00 mark. No senators on the Agriculture Committee raised objections to Culver’s appointment, so if it ever comes up for a vote on the Senate floor, he is likely to be confirmed.

Catching up on news from the weekend, the U.S. House and Senate averted a federal government shutdown by passing an omnibus spending bill for fiscal year 2012, which runs through September 30 of next year. The government had been operating on a continuing spending resolution, which was due to expire on December 17. Details on the last-minute appropriations deal and how the Iowans voted are after the jump, along with comments from some members of the Congressional delegation.

Both Republican Chuck Grassley and Democrat Tom Harkin voted Saturday morning for a two-month extension of the payroll tax cut and unemployment benefits.

The U.S. House and Senate approved the National Defense Authorization Act of 2012 this week. I can’t say I’m surprised to learn that President Barack Obama backed off on his threat to veto the bill over provisions relating to alleged terrorist detainees. The U.S. officially ended the war in Iraq today “with an understated ceremony in Baghdad” to lower the American flag of command. In a sense, Representative Ron Paul is correct to say that we’re “pretending” to bring all our troops home while putting 17,000 military contractors in Iraq. If the war is well and truly over, I wonder why two-thirds of U.S. senators recently voted against repealing the Authorization for the Use of Military Force Against Iraq Resolution of 2002. Senator Tom Harkin supported that effort to repeal the war authorization, while Senator Chuck Grassley opposed it. The proposed amendment to the 2012 defense authorization bill “would have forced the president to return to Congress and seek additional authority to send more troops” to Iraq.

In any event, today is a milestone in the war that began in March 2003. After the jump I’ve posted reaction from some members of Iowa’s Congressional delegation. I will update this post as more comments appear.

The Senate defeated Democratic and Republican versions of a balanced budget amendment to the U.S. Constitution today. Details on the votes and statements from Iowa’s senators are after the jump.

Some members of Iowa’s Congressional delegation welcomed today’s announcement by the U.S. Postal Service delaying “the closing or consolidation of any Post Office or mail processing facility until May 15, 2012.” Early reaction is after the jump, along with background on the story.

A year ago, former President George W. Bush’s income tax cuts for all brackets were due to expire on December 31. Republicans had President Barack Obama and Congressional Democrats on the defensive, not wanting to be seen as raising taxes in a tough economy. Now the tables are turned as a payroll tax cut benefiting all wage earners will expire at the end of the year unless Congress acts otherwise. Democrats in Washington and around the country see this issue as a political winner.

Last week the U.S. Senate defeated two more proposals for extending the payroll tax cut. Meanwhile, the Democratic Congressional Campaign Committee and the Iowa Democratic Party used the controversy to create bad publicity for Representative Tom Latham (IA-04) and Representative Steve King (IA-05).

Delegates to the Iowa Farm Bureau’s state convention in Des Moines voted Craig Lang out as president of the organization yesterday.

U.S. Senate Republicans successfully filibustered President Barack Obama’s appointee to run the new Consumer Financial Protection Bureau today. It was the second time this week that Senator Chuck Grassley and his GOP colleagues blocked a presidential nominee.

Without Congressional action, a temporary payroll tax cut intended to stimulate the economy will expire on December 31 of this year. Last week the Senate defeated two proposals to extend the tax cut; Iowa Senators Chuck Grassley and Tom Harkin were on opposite sides of both votes.

Many Iowa Democrats have been expecting Senator Tom Harkin to retire when his current term expires in 2014. However, the chair of the Senate Committee on Health, Education, Labor and Pensions indicated yesterday that he plans to run for re-election at least one more time.

Least surprising news bulletin of the year: the Congressional “super committee” failed to agree on a plan to reduce the U.S. deficit. Reaction from most of the Iowans in Congress is after the jump.

Senator Tom Harkin and Representative Bruce Braley introduced legislation today that would levy a small tax on “most non-consumer financial trading including stocks, bonds and other debts,” as well as “all derivative contracts, options, puts, forward contracts, swaps and other complex instruments.”  

Ten years ago today, President George W. Bush signed a bill called the “United and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism,” better known as the PATRIOT Act. It’s a good time to reflect on the law’s impact as well as how the Iowans in Congress voted on its provisions over the last decade.

President Barack Obama announced yesterday that the last remaining U.S. troops in Iraq will leave that country by the end of 2011. All the Iowa Democrats in Congress welcomed the news and commended war veterans for their service. Senator Tom Harkin expressed regret only that the end to this “misguided” war “did not come sooner.” Representative Bruce Braley (IA-01) similarly described the war’s end as “long overdue.” Representative Dave Loebsack (IA-02) pledged to “closely monitor the safety of our troops” as they leave Iraq. Representative Leonard Boswell (IA-03) called for working “towards this end in Afghanistan as soon as possible.”

The Iowa Court of Appeals held a ceremony yesterday to mark Chief Judge Rosemary Sackett’s retirement after 28 years of service. Meanwhile, Senator Tom Harkin cleared the way this week for the first woman to be named U.S. District Court judge for Iowa’s southern district.

The U.S. House and Senate approved trade agreements with Columbia, Panama and South Korea yesterday. All Iowa Republicans supported each of the three deals, while Iowa Democrats voted against them. Links to roll calls and statements from most of the lawmakers are after the jump.

Senator Tom Harkin has tried repeatedly to change Senate procedures that obstruct simple majority rule. In January of this year, Senate Democrats failed to coalesce around his reasonable filibuster reform proposals, opting instead for what Harkin called “baby steps” that “don’t get to the heart of the matter.”

Tonight, while the chamber debated a low-profile bill, Senate Majority Leader Harry Reid used a simple majority vote to change Senate rules. He was targeting a procedure that amounted to a repeat filibuster rather than the filibuster itself, but he may have set the stage for major rule changes in the future.

A bipartisan vote in the U.S. Senate today appears to have prevented a federal government shutdown after the current fiscal year ends on September 30. Senators Chuck Grassley and Tom Harkin both supported the deal.
