A strong Democratic ground game wasn’t quite enough to overcome the partisan lean and spending disparity in Iowa House district 100.

Republican Blaine Watkins will be the next representative for the district covering most of Lee County, after he won the March 11 special election by a surprisingly narrow margin.

Unofficial results indicate that Watkins received 2,749 votes to 2,574 for Democrat Nannette Griffin (51.5 percent to 48.2 percent). Voters living in this area preferred Donald Trump to Kamala Harris in the 2024 general election by 62.2 percent to 35.4 percent, according to Bleeding Heartland’s analysis of precinct-level results.

THE WINNING FORMULA FOR WATKINS

Griffin carried the early vote and two of the six precincts where polls were open on March 11: one in Fort Madison, where she has owned and operated a business for many years, and one in Keokuk. Watkins carried the other four election-day precincts by margins large enough to overcome Griffin’s advantage in absentee ballots. His best precinct was in Donnellson, where he grew up.

Third in a series on the new Iowa law that removed legal protection against discrimination for transgender and nonbinary Iowans, as well as any path for the state to officially recognize their gender identity.

Given the choice, most legislators will not cast a potentially career-ending vote—especially when they know the outcome isn’t riding on their decision.

But on February 27, five Republican members of the Iowa House voted against Senate File 418, the bill that laid the groundwork for future discrimination against transgender Iowans and others. A sixth GOP lawmaker (who left the capitol during the floor debate) later put a note in the House Journal to confirm he would have voted no.

These lawmakers come from different political backgrounds but have a couple of things in common. All represent heavily Republican areas, not swing districts—which means they are at greater risk of losing to a GOP primary challenger than to a Democrat in a general election. In addition, all have opposed at least one other high-profile bill the House approved during the past few years.

This post is mostly about the six Republicans who took a public stand against Senate File 418. I also discuss eight of their colleagues, who signaled they were uncomfortable with discrimination against transgender Iowans but eventually fell in line.

Democrats go into the November 5 election with the smallest Iowa House contingent they’ve had in five decades. But even though control of the chamber is not in question, this year’s state House races matter.

Despite having a 64 to 36 advantage for the past two years, Republicans struggled to find 51 votes for some of their controversial legislation, such as Governor Kim Reynolds’ plan to overhaul the Area Education Agencies. So chipping away at the GOP majority could help limit further damage to public education or civil rights.

Conversely, a net loss of Democratic-held seats would allow the majority to govern with even fewer constraints.

This post highlights nine Iowa House seats most at risk of flipping, plus seven districts that could be competitive, or where the results could shed light on broader political trends in Iowa. I will update later with unofficial results from all of these races.

All seven Iowa legislators who faced competition for their party’s nominations prevailed in the June 4 elections. The outcome was a reversion to normal following a tumultuous 2022 cycle, in which six Iowa House Republicans lost their primaries. Two years ago, Iowa’s new political map forced three pairs of House members to face off against each other, and Governor Kim Reynolds endorsed challengers against several more GOP lawmakers who had opposed her “school choice” plan.

Crucially, Reynolds did not endorse any 2024 candidates running against incumbents. On the contrary, she backed one of the incumbents in a tough primary.

In addition, property rights proved to be a less potent issue here than in South Dakota, where fourteen Republican lawmakers lost to primary challengers on June 4.

Although Iowa saw no upsets, several of this year’s legislative races revealed that Republicans could be vulnerable to candidates from the right. The two challengers who came closest to knocking off incumbents were both vocal opponents of using eminent domain to build CO2 pipelines.

This post covers the primaries from the narrowest winning margin for the incumbent to the most comfortable victory.

Four of the 64 Iowa House Republicans have competition in the June 4 primary, and the most closely-watched of those elections will happen in House district 60. State Representative Jane Bloomingdale held off a primary challenger in 2022, even as several of her GOP colleagues failed to secure their nominations. She now faces John Rosenfeld, who is running to her right on several issues.

In a late twist, Governor Kim Reynolds endorsed Bloomingdale, even though the incumbent voted against one of the governor’s top legislative priorities last year and has consistently opposed GOP efforts to ban abortion in Iowa.

Over the last dozen or so years in Iowa, we have seen a new assault on citizens’ rights, putting the future of our state in a precarious situation. It seems every other week there are reports and new sets of statistics tarnishing what was once a sterling record for Iowa on the well-being of its citizens. We have seen Iowa lose its destination status for those looking for an excellent public education as well as a dearth of coverage for mental health care. Iowa now ranks the worst in the country for OB/GYN coverage per capita and is consistently cited as an example of what not to do when it comes to stewardship of our waterways.

On top of these dire statistics, we are also seeing unprecedented assaults on the civil liberties of Iowans, from banning books in schools (and prompting at least two costly lawsuits because of it) to banning transgender Iowans from participating in sports to restricting the right to privacy and health care for half of the state’s population.

Voters in Iowa’s large school districts overwhelmingly picked progressive candidates over conservatives on November 7. In many urban and suburban districts, candidates backed by local Democrats, the Iowa State Education Association (ISEA), and/or the LGBTQ advocacy group One Iowa Action ran the table, while candidates backed by activists on the religious right fell short.

The results are a rebuke to Governor Kim Reynolds and Iowa’s Republican-controlled legislature, which enacted new laws in 2023 that undermined public schools and LGBTQ students, and restricted school library books and inclusive curriculum materials.

They also show the enduring strength of the state’s largest teachers union. For many years, Iowans elected school boards in September and city councils and mayors in November. The GOP trifecta changed state law so that beginning in 2019, school board and city elections would occur on the same day. The idea was to increase local election turnout and thereby diminish the ISEA’s influence over school boards. Nevertheless, candidates backed by public educators prevailed in many of this year’s most competitive races.

One city election also underscored how unpopular book banning is with Iowans. In the notoriously conservative town of Pella, voters rejected by 2,041 votes to 1,954 (51.1 percent to 48.9 percent) a ballot measure that would have empowered the city council to overrule the public library board.

My stint on a rural Boone County school board from 1996 to 2005 was no picnic. It was punctuated by controversies over one-way vs. two-way sharing agreements, reorganization votes, and open enrollment petitions. Our board and our new administrator struggled to dig the school out of a financial hole created by a predatory sharing agreement and made worse by the erosion of farm families during the 1980s farm crisis. We worked hard to prevail against a relentless pounding from adverse rural demographic trends.

I’m certain some of the district’s constituents were sorry they ever had voted for me. And as my term ended, personal relationships within our board were strained, and cratering.

Education is shaping up to be a defining issue in an open-seat race for a strongly Republican Iowa House district.

State Representative Stan Gustafson, who currently represents House district 22, is planning to retire at the end of his current term. Samantha Fett, a former Carlisle school board member and chapter leader of Moms for Liberty, announced last month that she will seek the Republican nomination. Fett has spoken at several Iowa House or Senate meetings during the past two years, urging lawmakers to approve various education-related or anti-LGBTQ bills.

Garrett Gobble announced his candidacy for the same district in a September 8 Facebook post. He previously represented part of Ankeny in the Iowa House for one term. A recent guest commentary for the Des Moines Register indicated that Gobble hopes Governor Kim Reynolds and groups focused on school policies will stay out of his upcoming race.

Janice Weiner is a Democratic state senator representing Iowa City and a member of the Iowa Senate State Government Committee, where Republicans ran the bill that received final approval as House File 732.

During the time-limited debate on Iowa’s six-week abortion ban on July 11, the Iowa Senate—predictably—ran out of time. You can’t say everything that truly needs to be said, argue all the inaccuracies and vague language and failures and exceptions that sound good on paper but have shown themselves, across this country, to be paper tigers, in a matter of hours.

One important argument that fell on the “time certain” cutting room floor: freedom of religion. I’ve reorganized the freedom of religion portion of my constitutional arguments speech into this article.

Top Iowa Republicans reacted quickly on June 16 after the Iowa Supreme Court’s split decision kept abortion legal in Iowa up to 20 weeks.

In a joint news release, Governor Kim Reynolds, Senate Majority Leader Jack Whitver, and House Speaker Pat Grassley promised to work together on what they called “pro-life policies to protect the unborn.” But they did not indicate whether a new law might differ from the near-total abortion ban passed in 2018, which remains permanently enjoined after the Supreme Court deadlock.

The statements also did not clarify whether Republicans plan to convene a special legislative session before lawmakers are scheduled to return to Des Moines next January. Communications staff working for the governor and House and Senate leaders did not respond to Bleeding Heartland’s questions.

Any new abortion ban would be challenged immediately, and two years might pass before the Iowa Supreme Court rules on whether that law violates the state constitution. So anti-abortion advocates will want the legislature and governor to start the process sooner rather than later.

But even with the large House and Senate majorities Iowa Republicans now enjoy, it may not be easy to draft a bill that can get through both chambers.

FOX News canned Tucker Carlson last month. I didn’t watch his TV show, but I’ve seen enough segments to recognize his face and, eight of ten times, recall his name. The New Republic provided a sampler of what it described as his “fascist” commentary. Not pretty.

As soon as I heard the news, I started asking myself if Carlson had ever appeared in Iowa. I assumed he had.

Carlson was in Des Moines as recently as July 2022. I found a 26-photo gallery in the Des Moines Register chronicling his appearance at the FAMiLY Leadership Summit, hosted by The FAMiLY Leader and its founder/president-for-life Bob Vander Plaats. How I missed that story, I’ll never know. Every Republican of note is pictured, with Governor Kim Reynolds speaking and looking on, her face frozen in an expression of fond admiration.

Religious institutions across Iowa are now allowed to hold large services, under Governor Kim Reynolds’ latest proclamation related to novel coronavirus, which took effect on May 1. While most churches declined to schedule in-person services for this Sunday morning, some are looking at ways to modify their space or practices in order to resume face-to-face worship soon.

In mid-March, the governor temporarily prohibited religious or spiritual gatherings of more than ten people. Her April 27 order lifted that ban, provided that houses of worship “implement reasonable measures […] to reduce the risk of transmission of COVID-19 consistent with guidance issued by the Iowa Department of Public Health.” Among other things, the department recommends that people practice good hygiene and adjust the layout so congregants not from the same household can “sit at least six feet apart.”

That advice is insufficient to keep those carrying the virus from infecting others.

One of Iowa’s most prominent social conservatives has compounded U.S. Representative Steve King’s political problems.

Bob Vander Plaats worked closely with King during the 2010 campaign to oust three Iowa Supreme Court justices, and the two were among Senator Ted Cruz’s top Iowa supporters before the 2016 caucuses.

But Vander Plaats just endorsed King’s leading GOP primary rival.

“She lied to me,” were my first thoughts when I heard Governor Kim Reynolds had signed the health and human services budget that included a mean-spirited exclusion of transgender and intersex health care from Iowa’s Medicaid system.

It’s time for another news roundup on the Republican presidential campaigns in Iowa. This week brought new polls, new commercials, and hints of new candidates joining the race. It wasn’t a promising week for Bob Vander Plaats and his FAMiLY Leader organization, however.
