At least 28 eagles died from lead poisoning in Iowa between September 1, 2011 and April 15, 2012, according to data collected by the non-profit Saving Our Avian Resources. The real figure could be significantly higher, and even this statistic casts doubt on claims that hunting with lead ammunition does no harm to wildlife.

Governor Terry Branstad will seek legislative action to increase pension contributions from Iowa’s police officers and professional firefighters. The change would offer relief for city budgets while cutting into the paychecks of public safety workers.

Despite finishing a distant third in the June 5 primary, John Landon won a district nominating convention last night to be the Republican candidate in the new Iowa House district 37. Since Democrats did not field a candidate in the Ankeny area district, Landon is in effect guaranteed a seat in the Iowa House for the next two years. I’ve posted background on Landon and the House district 37 campaign after the jump.

Friday the 13th sure was unlucky for Iowa Republicans, who must go back to the drawing board in the new Senate district 34. GOP nominee Randi Shannon dropped out of the race against Democratic State Senator Liz Mathis with a statement more bizarre than anything I can remember in major-party Iowa politics.  

AFSCME Iowa Council 61 filed a prohibited practice complaint yesterday with the Iowa Public Employment Relations Board, charging that Governor Terry Branstad disregarded Iowa’s collective bargaining law when he signed an executive order allowing state employees to contribute to their health insurance premiums.

Backers of restoring the dam at Lake Delhi in northeast Iowa received good news last week on potential federal funding, as well as a stern reminder about the strings attached to state support for the project.

The U.S. Department of Education has approved “one-year freeze of the target increases that schools are held to under the federal No Child Left Behind Act,” Iowa Department of Education Director Jason Glass announced on July 2. Iowa had requested the one-year freeze last week, shortly after federal education officials denied Iowa’s application for a waiver from No Child Left Behind requirements.

I also added the statement announcing members of the new Instructional Time Task Force, created under Senate File 2284, the education reform bill approved at the end of the legislative session.

Roughly 150,000 people, or about 5 percent of Iowa’s population, will not receive Medicaid coverage under the 2010 federal health insurance law if Governor Terry Branstad gets his way. The governor repeated yesterday that he does not intend to go along with the Medicaid expansion, because he doesn’t believe the federal government should or will provide the promised funding to cover the cost.

Congressional Republicans including Representative Steve King are urging governors to reject other aspects of the Affordable Care Act, such as the state-based health insurance exchanges. Branstad has not yet decided whether to take that route. More details on these stories and other fallout from last Thursday’s U.S. Supreme Court ruling are after the jump.  

The Iowa Department of Public Safety announced last week that it is halting electrical inspections of farm buildings. The move is consistent with Governor Terry Branstad’s opinion that the inspections are an unlawful bureaucratic overreach. One way or another, a court will probably decide whether the Electrical Examining Board or the Branstad administration violated state law.

The U.S. Supreme Court today struck down a Montana state law prohibiting corporate contributions to candidates or political parties. Iowa’s current restrictions on corporate money in elections should not be affected by the ruling, however.

The U.S. Department of Education recently denied Iowa’s request for a waiver from the requirements of the No Child Left Behind law, which went into effect in 2002. Late last week, Governor Terry Branstad and members of his administration traded accusations with Iowa Senate Education Committee Chair Herman Quirmbach over the eternal political questions “What’s to be done?” and “Who’s to blame?”

Iowa home and business owners can expect small solar power systems to pay for themselves more quickly, thanks to a new law Governor Terry Branstad signed last Friday.

In 2011, Governor Terry Branstad played hardball to force Cedar Rapids leaders to abandon a project labor agreement for a public building. Last Friday, one of the governor’s line-item vetoes boxed in Des Moines leaders. The governor’s action may eventually push capital city officials toward unpopular ways of refunding so-called “franchise fees” to residents.

Friday before holiday weekend news dump, part 2: Governor Terry Branstad line-item vetoed a $500,000 appropriation for the Food Bank of Iowa Iowa Food Bank Association (see clarification below). It was a surprisingly heartless play by the politician who said in September 2011, “If we want to be the healthiest state in the nation, we have to confront the issue of hunger in our communities.”

Over the weekend I looked into what an extra half million dollars might have meant to the growing number of Iowans who can’t always buy enough food.

Governor Terry Branstad signed an executive order today to nullify an administrative rule banning the use of lead ammunition for hunting mourning doves in Iowa. He advanced two contradictory positions: that the Iowa legislature (not the state Natural Resources Commission) should decide whether dove hunters must use alternative ammunition, and that he was compelled to act because the Iowa Senate failed to assert its authority on this important issue.

The Iowa Senate and House approved a conference committee agreement on education reform yesterday with bipartisan support in both chambers.

Matt Strawn stepped down early from his job as chair of the Republican Party of Iowa, but he will be immersed in this November’s down-ticket elections as Iowa chair of the 527 group GOPAC.

I’ve been skeptical that Iowa House Republicans and Iowa Senate Democrats would agree on comprehensive education or property tax reform in an election year. Until today, though, it never occurred to me that anyone would propose adjourning the 2012 legislative session without passing a budget for the next fiscal year, which begins on July 1.

Then State Senator Bill Dix floated one of the worst ideas I’ve heard lately.

Governor Terry Branstad released details from his 2011 tax return late last week. His income was down considerably from 2010 to a little more than $190,000. That’s still nearly four times the median household income in Iowa and puts Branstad in the top 5 percent of Iowa households by income level. The bulk of his income came from the salary for being governor ($116,131) and pension payments from his previous service in state government ($52,954).

Branstad’s tax bill was a bit of a head-scratcher: $17,777 in net federal taxes but only $52 in state taxes for 2011. Most Iowans pay way more than $52 in state taxes on income way below $190,000. Even more surprising, last year Branstad received a $369 refund on his state tax return despite reporting $313,663 in adjusted gross income during 2010.

The governor’s tax bill illustrates the inequities in Iowa’s tax code and the need for a more effective alternative minimum tax.

The Iowa legislature has passed a bill to create a public information board with the power to enforce open-records laws on local government entities.

Federal income taxes are due today for most Americans, unless you’ve filed for an extension like Mitt Romney. (What was he thinking?)

The Iowa Senate approved a broad education reform bill yesterday on a party-line vote of 26 to 24. Details on Senate File 2284 and the floor debate in the upper chamber are after the jump.

I’ve also included the latest news on efforts to stop Iowa school districts from starting the academic year before September 1. If state lawmakers don’t act on that proposal, Governor Terry Branstad may try to force the issue.

A conference committee of Iowa House and Senate members has yet to determine whether the Iowa legislature will allocate $5 million over two years to rebuild the dam at Lake Delhi in Delaware County. However, it’s already clear that more worthwhile lake restoration projects in Iowa will go without funding next year thanks to money set aside to rebuild the Delhi dam.

A Sioux City jury awarded Republican State Senator Rick Bertrand $231,000 over a television commercial that attacked him shortly before the 2010 general election. It is rare for a defamation case based on political advertising to succeed, for reasons explained below.

UPDATE: Governor Terry Branstad suggested on April 9 that this verdict has got him thinking about suing the Democratic Governors Association over their 2010 campaign materials. Details are at the end of this post.

LATER UPDATE: Incredibly, Bertrand is appealing this verdict in order to seek punitive damages as well as the compensatory damages the jury awarded. More comments below.

Cedar Rapids city officials received good news on two fronts this week: the Federal Emergency Management Agency approved $13.8 million to cover flood damage to the city’s hydroelectric plant in 2008, and the Iowa legislature approved a bill to help local governments fund flood mitigation efforts.

A U.S. District Court judge in Sioux City dismissed a lawsuit challenging a federal rule banning interstate sales of raw milk. However, the verdict contained a silver lining for Iowans who want to buy and drink this unpasteurized product.  

After several hours of delay due to a suspicious powder mailed to State Representative Ako Abdul-Samad, the Iowa House passed a bill last night to ban local governments from using “automated traffic law enforcement systems.” The 58 to 40 vote didn’t follow the usual party lines in the chamber. The bill wouldn’t have passed without some support from House Democrats.

Recreation on Iowa rivers generates enough economic activity to support about 6,350 jobs, according to a new study by Iowa State University’s Center for Agricultural and Rural Development.

Unfortunately, a new report by Environment Iowa indicates that this state’s rivers are among the country’s most polluted waterways.

Democratic opponents of a bill designed to promote nuclear power in Iowa have drafted a dozen amendments to House file 561, in case the bill comes up for debate in the Iowa Senate. The bill squeaked through the Iowa Senate Commerce Committee earlier this month. After the jump I’ve posted summaries of the proposed amendments, which would strengthen consumer protections and possibly deter MidAmerican Energy from pursuing a new nuclear reactor project.

Polk County has long been dominated by safe Democratic Iowa House seats in the city of Des Moines and safe Republican seats in the suburbs. One of the few truly competitive recent Iowa House races in this county took place in 2008, when Republican Chris Hagenow defeated Windsor Heights Mayor Jerry Sullivan by fewer than 100 votes in what was then House district 59.

Hagenow was easily re-elected in 2010. For a long time I heard nothing about anyone stepping up to challenge him in the new House district 43, where I live. Earlier this month, Susan Judkins declared her candidacy here. Background on both candidates is after the jump, along with a map and details on the district’s political makeup.

When Iowa House Appropriations Committee Chair Scott Raecker announced plans to retire from the legislature after this year’s session, he created an opening for Democrats in what would have otherwise been a hopeless district. Follow me after the jump for background on the new House district 40 and the two men who will compete to succeed Raecker.

The redistricting process and several Republican retirements have created many pickup opportunities for Iowa House Democrats. The devastating 2010 election left them nowhere to go but up in the lower chamber, where Republicans currently enjoy a 60 to 40 majority. Relatively few sitting House Democrats represent vulnerable districts.

Speaking to activists at the Polk County Democratic convention on March 10, I heard lots of optimism about the House races. After the jump I’ve posted some early thoughts on the seats up for grabs.

In a step forward for small-scale wind power in Iowa, the Iowa Utilities Board designated Johnson County and Floyd County as our state’s first Small Wind Innovation Zones last week.
