Iowa House and Senate Republicans have yet again approved school funding at a level that will fail to meet the needs of K-12 school districts.

House File 2316 increases Supplemental State Aid by 2.5 percent (or $181 per pupil) for the coming academic year, the level Governor Kim Reynolds requested. Total state funding for public school districts and Area Education Agencies will increase by $172 million to about $3.58 billion, according to analysis by the nonpartisan Legislative Services Agency.

GOP lawmakers bristle at accusations that they have underfunded K-12 schools, when state aid has increased nearly every year. Republicans “have never once” cut funding to education, Iowa Senate Education Committee chair Amy Sinclair said during the February 14 floor debate.

But a 2.5 percent increase is tantamount to a funding cut in real terms, because it will not keep pace with rising costs for school districts.

Moreover, a review of school funding over nearly 50 years shows that this Republican trifecta has been far less willing to support public schools than past Iowa legislatures.

Iowans entering court-controlled spaces are no longer required to wear face coverings, under an Iowa Supreme Court order that took effect on February 14.

The Iowa Supreme Court reintroduced a comprehensive mask mandate last August, after the Delta variant caused a surge in cases and hospitalizations. A December order kept the requirement in place, as the Omicron variant became dominant. The February 11 order signed by Chief Justice Susan Christensen noted, “With both variants now on the wane, we find it appropriate to end this protocol.”

However, the new order gives judges discretion to “require face coverings by participants or take other measures to mitigate the spread of COVID-19 in court proceedings as necessary.”

Iowa Senate President Jake Chapman made it official on January 31: he will seek re-election in the new Senate district 14, rather than moving to safer Republican territory nearby. His decision sets up what should be a competitive race against Democratic State Senator Sarah Trone Garriott this November.

Bleeding Heartland previously reviewed the political landscape and recent voting history of Senate district 14, a swing district mostly populated by suburban voters. As the campaign progresses, I’ll check in regularly on how Chapman and Trone Garriott are making their case.

Iowa’s four U.S. House members all entered the election year with substantially more cash on hand than their opponents, the latest quarterly filings with the Federal Election Commission show.

However, Democratic challengers in the first and second districts are raising enough money to fund strong general election campaigns.

Deidre DeJear’s campaign for governor submitted an amended financial disclosure on February 11, listing all contributors, regardless of donation size.

The report filed with the Iowa Ethics and Campaign Disclosure Board last month listed $56,924.78 in unitemized contributions to DeJear’s campaign, an unusually large number. Campaign manager Cynthia Sebian-Lander told me online donors accounted for most of that total, but the report listed each gift from individuals whose cumulative contributions exceeded a certain threshold.

Polk County Soil and Water Commissioner John Norwood announced on February 7 that he will run for Iowa secretary of agriculture as a Democrat. In a news release enclosed at the end of this post, Norwood promised to “protect urban and rural consumers, expand economic opportunities around diversified food and agricultural production, and advocate for the needs of ALL food, grain, and livestock producers.”

He added that he wants to create a “a modern vision for Iowa for its highly productive but “unbalanced” agricultural system,” in order to provide “healthy soil, clean air, swimmable/fishable waters and safe drinking water for everyone.”

Norwood expanded on his vision in a recent telephone interview with Bleeding Heartland. (Disclosure: I have known the candidate since before this website existed and consider him a friend.)

State Representative Chris Hall will not seek the Democratic nomination for governor, he told Bleeding Heartland on February 7. Having seriously considered the race, he concluded it was not possible to raise the resources or name identification to run a viable campaign.

Hall added, “I care deeply about the direction of the state and Democratic Party, and hope to contribute meaningfully to both.” He has represented part of Sioux City in the Iowa House since 2011, serving in recent years as the ranking Democrat on the Appropriations Committee. He has not announced whether he will seek a seventh term in the state legislature.

Business owner Deidre DeJear is the only active Democratic candidate for governor; State Representative Ras Smith left the field last month. While other Democrats are rumored to be thinking about the race, time is running short. Candidates for governor must submit nominating papers to the Iowa Secretary of State’s office by March 18, including signatures from at least 3,500 eligible Iowa voters, with at least 100 signatures from at least nineteen counties.

Any new contender would need to put together a statewide organization before the June 7 primary. The nominee will face Governor Kim Reynolds, whose campaign had $4.78 million cash on hand as of December 31, compared to $8,547.28 in the bank for DeJear.

Prominent Democrats who ruled out running for governor last year include State Senator Pam Jochum, U.S. Representative Cindy Axne, and State Auditor Rob Sand.

Iowa politics watchers and national forecasters agree that the third Congressional district is the only toss-up race among Iowa’s 2022 federal elections. Two-term Democratic incumbent Cindy Axne will face the winner of a three-way GOP primary.

The latest Federal Election Commission filings paint a confusing picture of the Republican race, rather than a clear path for the establishment favorite, State Senator Zach Nunn.

For the second straight year, the state of Iowa missed a deadline for releasing a detailed report on state finances. Officials publicly acknowledged the delay last week but have not explained why the Annual Comprehensive Financial Report for fiscal year 2021 is not complete.

Staff at the Iowa Department of Administrative Services, which compiles this report, have not responded to five inquiries from Bleeding Heartland about the matter over the past two weeks. Staff at the Iowa Department of Management, which prepared a public notice about the late report, likewise ignored three attempts to clarify the source of the problem.

When economists talk about rent-seeking, they are usually not referring to literal payments to temporarily use someone else’s physical property. Except in Iowa:

“[Iowa Governor Kim] Reynolds proposes that retired farmers no longer be taxed on cash rent for their farmland…”

More about how economists define rent-seeking differently from Iowa farmers in a moment, but here is the key point — This is not about the retired farming couple who earns $20,000 in cash rent on their paid-for farmland on top of their Social Security income. Income taxes are among the least of worries for this couple. They are likely paying nothing or very little in either federal or state income tax. And in rural Iowa today, these folks likely have many more pressing needs that could be met by an effective state government, but they won’t be.

Instead, this is all about the retired farmers who would receive $100,000 or more in cash rent, either to avoid passing the land on to younger farmers or as part of a complex tax scheme involving their children’s inheritance.

The news that Justice Stephen G. Breyer intends to retire at the end of the U.S. Supreme Court’s current term should warm the cockles of those who welcome the appointment of a justice who believes in something other than “might makes right (wing).” Do we dare to use the words “Joe Biden victory” in a headline?

We can. But to succeed, he will have to carefully plan strategy, the way a winning football team must anticipate every defense formation and tactic — along with the offense’s inevitable missed blocks, miscues, and outright fumbles. So, in this season of NFL playoff games, I offer myself as the Biden administration’s offensive coordinator.

The filing deadline for campaign finance disclosures is always an exciting day for political reporters. My plan for this week was to write a series of posts about fundraising and spending for each of Iowa’s statewide races: governor, attorney general, state treasurer, secretary of state, state auditor, and secretary of agriculture.

I shifted gears after reviewing the latest reports for Governor Kim Reynolds and Deidre DeJear, the only Democrat actively campaigning for governor.

Unless things change dramatically in the coming months, Reynolds will be able to use most of her war chest to help down-ballot Republicans.

U.S. Representative Ashley Hinson tried to pull a fast one on Iowans this week.

After the U.S. Army Corps of Engineers approved funding for two lock and dam projects along the Mississippi River, Hinson took credit for the spending. “We secured $829 million in federal funding to upgrade locks & dams along the Upper Mississippi River,” she tweeted on January 19, describing the projects as “game-changing for Iowa’s agriculture industry & our Mississippi River communities!”

The trouble is, Hinson voted against the bipartisan infrastructure bill that provided this “game-changing” funding.

Opening day speeches at the Iowa legislature are often filled with boring platitudes. But Senate President Jake Chapman dispensed with cliches about bipartisan work for the common good in his welcoming remarks on January 10.

Instead, the chamber’s second-ranking Republican called on colleagues to “take a stand” against what he described as a “sinister agenda” by the media and teachers, “who wish to normalize sexually deviant behavior against our children.”

Chapman’s broadside made headlines across the state and quickly inspired a new RAYGUN t-shirt: “Just another SINISTER TEACHER who’s passionate about education.”

Many conservatives have applauded Chapman for his crusade to remove books he considers “obscene” from public schools and create a felony offense for teachers and librarians who disseminate such material. But Iowa’s new political map put the Senate president in a swing district for the first time. He hinted last month that he will seek re-election there, rather than moving to a solid Republican district nearby.

Conspiracy theories that play well in some GOP circles could drive suburban moderates toward Democratic State Senator Sarah Trone Garriott, who is already running in Senate district 14.

Governor Kim Reynolds returned to the capitol on January 18, after canceling her public events on January 13 and 14. Announcing those cancellations, staff said in a statement that the governor “is not feeling well, but has tested negative for COVID-19.” Her spokesperson Alex Murphy did not respond to subsequent messages seeking to clarify whether Reynolds was tested again over the holiday weekend.

At least five individuals associated with the Iowa House or Senate have tested positive for COVID-19 in recent days, including Democratic State Senators Zach Wahls and Nate Boulton. (The legislature does not require lawmakers or staff to report coronavirus infections.) Reynolds, Wahls, and Boulton are all vaccinated and boosted for COVID-19.

The governor spent considerable time with her face uncovered around other unmasked people last week: at a crowded Iowa GOP breakfast on January 10, while delivering her Condition of the State address in the House chamber the following day, and while attending the Iowa Supreme Court chief justice’s report to lawmakers on January 12.

Natalie Harwood: Most of the Des Moines City Council left our most vulnerable open to frostbite and death in the elements.

This week in Des Moines, temperatures are anticipated to plummet into the negatives. Despite this fact, and even in light of the freezing death of a Des Moines citizen last year outside of a closed warming center, the Des Moines City Council is refusing to act on opening a 24-hour emergency warming center. In doing this, they are condemning the most vulnerable people in our community to suffer in the frigid temperatures, or worse, and are in direct opposition to their own campaign promises.

Americans for Prosperity — Iowa announced its first two endorsements for Republican legislative primaries on January 13. In both Iowa House districts, the candidates backed by the influential conservative lobby group will face more experienced GOP lawmakers in the June 7 primary.

Drew Klein, state director of the Koch-funded network‘s Iowa chapter, declined to comment for the record about the reasons underlying AFP — Iowa’s 2022 primary endorsements. AFP lobbies for or against dozens of bills Iowa lawmakers consider every year. The group’s priorities include tax cuts, undermining public sector unions, reducing occupational licensing requirements, and various measures to redirect public funds away from public schools.

AFP is backing Zach Dieken in the new House district 5, where State Representative Dennis Bush is seeking re-election, and first-term State Representative Steven Bradley in the new House district 66, where six-term State Representative Lee Hein is also running. The group is already publicizing its endorsements in Facebook ads.

This week, Iowa’s COVID-19 hospitalizations reached levels not seen for more than a year. Even with 100 out-of-state nurses and respiratory therapists helping to manage the workload, the state’s major medical centers are being crushed. Hospital leaders, health care workers, and public health officials in the Quad Cities, Cedar Rapids, and central Iowa have been begging for weeks: “We are overwhelmed.” “We’re exhausted.” “We need your help.”

Against this backdrop, Governor Kim Reynolds has not made even a token effort to encourage Iowans to slow the spread of a virus that has killed more than 8,200 of her constituents, claiming more than 100 lives each week in recent months.

As COVID-19 hospitalizations reach levels not seen in Iowa for more than a year, the state has extended a contract for 100 out-of-state nurses and respiratory therapists to alleviate staff shortages at major medical centers.

Iowa Department of Public Health spokesperson Sarah Ekstrand confirmed to Bleeding Heartland via email that the state has twice extended the six-week contract signed with Kansas company Favorite Healthcare Staffing in early December—first to run through January 28, and more recently to run through February 11.

Ekstrand added that the state recently accepted bids “to establish a statewide hospital bed transfer line. The goal is to establish a call center to help relieve pressure on hospital staff in order for them to be able to spend more time caring for ill patients.”

The Iowa Senate convened for its 2022 session on January 10 with 32 Republicans and eighteen Democrats. Twelve senators are women (seven Democrats and five Republicans), up from eleven women in the chamber prior to the 2020 election and double the six women senators who served prior to the 2018 election.

I enclose below details on the majority and minority leadership teams, along with all chairs, vice chairs, and members of standing Iowa Senate committees. Where relevant, I’ve mentioned changes since last year’s legislative session. The biggest change: Republican Dave Rowley was elected in December to succeed Republican Zach Whiting, who resigned to take a job in Texas.

All current state senators are white. The only African American ever to serve in the Iowa Senate was Tom Mann, elected to two terms during the 1980s. No Latino has ever served in the chamber, and Iowa’s only Asian-American senator was Swati Dandekar, who resigned in 2011.

Some non-political trivia: the 50 Iowa senators include two Smiths, a Democrat and a Republican, and two Taylors, a Democrat and a Republican. As for first names, there are three Jeffs and two men each named Zach, Craig, Mark, Dan, Jim, and Tim.

The Iowa House opened its 2022 session on January 10 with 60 Republicans and 40 Democrats, a one-seat gain for the GOP compared to last year, thanks to a special election last fall.

The House members include 69 men and 31 women (21 Democrats and ten Republicans), down from a record 34 women in 2019 and 33 women in 2020.

Six African Americans (Democrats Ako Abdul-Samad, Ruth Ann Gaines, Ras Smith, Phyllis Thede, and Ross Wilburn, and Republican Eddie Andrews) serve in the legislature’s lower chamber. Republican Mark Cisneros is the first Latino elected to the Iowa legislature, and Republican Henry Stone is only the second Asian American to serve in the House. The other 92 state representatives are white.

Democrat Liz Bennett is the only out LGBTQ member of the Iowa House. To my knowledge, Abdul-Samad (who is Muslim) is the only lawmaker in either chamber to practice a religion other than Christianity.

I’ve posted details below on the Iowa House majority and minority leadership teams, along with all chairs, vice chairs, and members of standing House committees. Where relevant, I’ve noted changes since last year’s session. The most significant: Republican Mike Bousselot won a September special election following the death of Republican John Landon, and Republican Jon Dunwell won an October special election after Democrat Wes Breckenridge left the legislature for another job.

Some non-political trivia: the Iowa House has two members with the surname Meyer (a Democrat and a Republican). As for popular first names, there are six Davids (three go by Dave), three Roberts (a Rob, a Bob, and a Bobby), three men named Tom or Thomas, three named Steve or Steven, three named Charles (a Chuck and two Charlies), three Brians, three men named Michael (two go by Mike), three Jons and two Johns, and two men each named Gary, Dennis, and Ross. There are also two Elizabeths (a Beth and a Liz), two Shannons, an Ann and an Anne, and two women named Mary (down from four in 2020).

In October, I asked the Polk County District Court to declare religious use as a qualifying condition for participation in the state’s marijuana extract program, Iowa Code Chapter 124E.

On November 23, 2021, the state filed a Motion to Dismiss my Petition for Declaratory Judgment. The state said it had sovereign immunity and cannot be sued.

On November 24, 2021, I filed an application with the Iowa Department of Public Health (IDPH) for access to the program.

The state made three other arguments in its motion to dismiss:

State Representative Todd Prichard announced on Facebook January 11 that he will not seek another term in the Iowa House. The Democrat from Charles City won his first legislative race in a 2013 special election and has been re-elected four times. He served as House minority leader from November 2018 until June 2021.

Prichard was the Iowa House member with the most crossover appeal in 2020, based on results from the presidential and legislative races in all districts. His decision to retire at the end of this year opens up the new House district 58, where recent voting trends favor Republicans.

U.S. Representative Mariannette Miller-Meeks has been fined again for not wearing a mask in the U.S. House chamber. A January 10 news release from the House Ethics Committee announced that Miller-Meeks did not appeal the fine within the allowed time period.

That statement did not confirm when the first-term Republican from Iowa’s second district broke the chamber’s rules on face coverings. The Office of the Sergeant at Arms notified the committee of the fine on November 30.

During part of House Minority Leader Kevin McCarthy’s eight-hour speech on November 18, intended to delay action on a Democratic spending bill, Miller-Meeks can be seen on camera, nodding and laughing with her face uncovered. She’s near the right side of the frame in this clip from a PBS News Hour video.

Former State Representative Mary Ann Hanusa finally gave up her Congressional ambitions and announced on January 5 she’s running for state auditor. She won’t face any competition in the Republican primary, coming out of the gate with endorsements from Governor Kim Reynolds, Senator Chuck Grassley, and Senator Joni Ernst.

Democrat Rob Sand won the 2018 state auditor’s race by 660,169 votes to 601,320 for GOP incumbent Mary Mosiman (50.9 percent to 46.4 percent). Turnout set a modern midterm record for Iowa that year. Participation could be far lower in 2022—perhaps 1.1 million to 1.2 million voters.

Whether Hanusa emerges as a strong challenger will become more clear as her campaign unfolds, but here are some initial thoughts.

During the five years of their trifecta, Republican lawmakers shredded a 43-year-old collective bargaining law and overhauled a judicial selection process that had been in place for nearly six decades.

Now Iowa Senate Republicans are tossing out more than a century of precedent by refusing to seat any journalists on the chamber’s press bench. For the session that begins on January 10, they are relegating reporters to public galleries far removed from the action.

Why should anyone care where reporters sit at the Iowa capitol? Take it from someone who has never been allowed to work on the press bench: losing access to the chamber will greatly hinder news gathering in the Senate.

Guthrie County Attorney Brenna Bird launched her second campaign for Iowa attorney general on January 4. Although her Democratic opponent will be Attorney General Tom Miller, Bird signaled that her strategy will be to run against two Democratic presidents.

State Representative Ras Smith suspended his campaign for governor on January 5, saying he had reached “the heartbreaking conclusion that there are barriers that one campaign cannot overcome, no matter how hard we work or how faithfully we represent the majority of hardworking Iowans.”

In a written statement and recorded video message, Smith thanked Iowans who welcomed him a candidate for governor, saying the campaign “has reaffirmed for me the magnitude of mission-driven work that lies ahead.” He added, “Unfortunately, this process has also exposed a drastic disconnect between the current political system and the people.”

Iowa’s COVID-19 cases are exploding, and leaders of major hospital systems and clinics are pleading with the public to get vaccinated and take other precautions, including “masking up—even if you’re vaccinated.”

Meanwhile, Governor Kim Reynolds and top Republican lawmakers prioritize the concerns of those who refuse to do the bare minimum to combat the state’s third leading cause of death over the past two years.

Governor Kim Reynolds has kept one of three positions on Iowa’s Public Employment Relations Board (PERB) vacant for more than a year, and since October has ensured the board operates with Republican members only.

By law, the board that handles public sector labor relations “shall consist of three members appointed by the governor,” of whom no more than two “shall be of the same political affiliation.” Reynolds has left one position unfilled since August 2020 and recently replaced Democrat Mary Gannon with Republican Jane Dufoe. She serves alongside Erik Helland, a longtime Republican and former state lawmaker.

The current situation runs counter to the spirit of PERB’s partisan balance requirement and potentially allows Reynolds to circumvent the Iowa Senate confirmation process, by shifting board members who are not confirmed to an open position.

In addition, state salary records show Reynolds’ GOP appointees to PERB immediately earned higher pay than Gannon, despite the Democrat’s years of experience. For decades, under Republican and Democratic governors, PERB members not chairing the board had received identical salaries.

The governor’s communications director Alex Murphy confirmed Dufoe’s party affiliation in September, then did not respond to eight follow-up inquiries about the PERB appointments over a three-month period.

Former U.S. Ambassador Terry Branstad and his former chief of staff in Beijing, Steve Churchill, recently formed a consulting group to provide “strategic insight and solutions to corporate leaders and investors conducting business in China and the United States.”

Countless former diplomats who served presidents of both parties have traveled the same path after leaving government service. Thanks to former President Donald Trump, Branstad was able to start cashing in a year early.

As election year approaches, the leading national political forecasters have updated their analysis of the coming U.S. Senate and House elections. Larry Sabato’s Crystal Ball revised its House ratings on December 16, while Inside Elections with Nathan Gonzales and the Cook Political Report did so on December 28 and December 29, respectively.

The consensus is that Republicans are favored to win most of Iowa’s Congressional races, but the one House district held by a Democrat is a toss-up.

A Polk County District Court has rejected the state’s motion to dismiss part of Polly Carver-Kimm’s wrongful termination lawsuit against the state of Iowa, Governor Kim Reynolds, her former communications director Pat Garrett, and several senior Iowa Department of Public Health (IDPH) officials.

Carver-Kimm handled press contacts and public records requests for the IDPH for thirteen years before being forced to resign in July 2020. She asserts that she was “stripped of her duties and later terminated after she made repeated efforts to comply with Iowa’s Open Records law (Chapter 22) by producing documents to local and national media regarding the State of Iowa’s response to the ongoing pandemic.”

District Court Judge Lawrence McLellan’s December 22 ruling (enclosed in full below) affirmed the importance of the open records law and rejected the state’s effort to remove Reynolds as a defendant in this case.

Since State Auditor Rob Sand ruled out running for governor earlier this month, I’ve been meaning to catch up on the Democratic candidates who have been actively campaigning against Kim Reynolds: State Representative Ras Smith and Deidre DeJear, the 2018 nominee for secretary of state.

The field may not be set; many Democrats believe at least one other candidate will join the governor’s race early next year. Recent speculation has centered around State Representative Chris Hall. The six-term Iowa House Democrat from Sioux City, who is ranking member on the House Appropriations Committee, has not announced whether he will seek re-election or run for higher office in 2022. Hall declined to comment for the record when I reached out to him shortly after Sand confirmed he’ll run for state auditor again.

This post will focus on bases of support for Smith and DeJear. We’ll know more about their capacity to run a strong statewide campaign after candidates disclose how much they’ve raised and spent this year. Those reports must be filed with the Iowa Ethics and Campaign Disclosure Board by January 19.

Bleeding Heartland is unlikely to endorse any candidate before the primary, but I welcome guest commentaries advocating for any Democratic contenders. Those wanting to learn more about the options should tune in to the Iowa Unity Coalition’s gubernatorial candidate forum on January 22 in Des Moines; both Smith and DeJear have agreed to participate.

The Iowa Department of Human Services (DHS) is appealing a Polk County District Court ruling that found the state law and policy designed to deny Medicaid coverage for gender-affirming surgery are unconstitutional. The state filed notice of its intent to appeal on December 17, near the end of its 30-day window to do so following the District Court’s decision in November.

The Iowa Attorney General’s office had no comment on the appeal. Governor Kim Reynolds’ office also had no comment on why the governor is determined to prevent transgender Iowans on Medicaid from receiving medically necessary care approved by their doctors.

Plaintiffs Aiden Vasquez and Mika Covington have been waiting for years to obtain surgery and first challenged the state law in court within weeks of Reynolds signing the provision into law in May 2019.

A rematch is coming in one of the last cycle’s closest Iowa House races.

Heather Matson announced on December 17 that she will run in the new House district 42, covering part of Ankeny. The Democrat represented the current House district 38 for two years before losing to GOP challenger Garrett Gobble in 2020.

While Gobble has not formally launched his re-election campaign, he posted on Facebook in October, “I look forward to getting to know the constituents of my new district!”

Both parties will likely spend heavily on this race.

State Representative Ako Abdul-Samad will seek a ninth term in the Iowa House, he announced on Facebook on December 19. He said he decided to run for re-election in House district 34 following “deep thought” and conversations with many constituents of all ages.

Abdul-Samad will be heavily favored in next year’s election. If he wins in 2022, he will become the longest-serving of the nineteen Black Iowans who have served in the state legislature since 1965. Former State Representative Helen Miller represented the Fort Dodge area for sixteen years before retiring in 2018.

The ACLU of Iowa filed suit on December 16 on behalf of three reporters and three media organizations over Governor Kim Reynolds’ long-standing failure to comply with Iowa’s open records law. The lawsuit cites five unfulfilled requests submitted by me, two submitted by Clark Kauffman of Iowa Capital Dispatch, and one submitted by Randy Evans of the Iowa Freedom of Information Council.

I’ve been seeking some of those records for more than a year. My oldest outstanding request, for video messages the governor may have recorded for meatpacking plant employees during the early weeks of the pandemic, dates to April 2020. Although Reynolds told members of the Iowa Capitol Press Association in January 2021 that she would commit to having her staff respond to open records requests “in a timely manner,” her office continues to stonewall.

An unusual race is shaping up in a solid blue Iowa Senate district with no incumbent.

Normally, the Democratic nominee in a district covering parts of Des Moines would be a lock to win in November. But community organizer Alejandro Murguia-Ortiz will run in the new Senate district 17 as an independent candidate on a progressive platform.

The Democratic field is nowhere near set; the first candidate likely to make a formal announcement is Grace Van Cleave.

One of the leading Democratic-aligned political action committees endorsed three Iowa candidates this week. EMILY’s List, which backs pro-choice Democratic women seeking federal, state, or local offices, endorsed U.S. Senate candidate Abby Finkenauer on December 15 and U.S. House candidates Christina Bohannan and Liz Mathis in the new first and second Congressional districts on December 16.

The PAC endorsed U.S. Representative Cindy Axne for re-election in the third district in March.

This week’s announcements were no surprise, since EMILY’s List supported Axne and Finkenauer in their 2018 and 2020 U.S. House campaigns, and said in April that Senator Chuck Grassley was one of three Republicans the group planned to target in 2022 Senate races.

Backing from EMILY’s List helps candidates raise money through the organization’s large network of donors. Perhaps more important, it indicates the group is prepared to pay for advertising on behalf of endorsed candidates or against their opponents.

The big question is whether EMILY’s List will keep its messages positive before the June 2022 Senate primary, or also target Democratic rivals. I couldn’t get an answer from the group yesterday.
