GOP lawmakers abandon Iowa's civil rights legacy

Ralph Rosenberg served in the Iowa legislature from 1981 through 1994 and was director of the Iowa Civil Rights Commission from 2003 through 2010.

The Iowa legislature turned its back on our state’s proud civil rights legacy with last week’s passage of Senate File 2385, which neuters the effectiveness of the civil and human rights agencies and eliminates specific commissions dedicated to marginalized populations.

This combination undercuts Iowa values of respect and protecting the dignity of all Iowans. The bill compounds the removal of legal authority to proactively act on civil and human rights violations, by broadcasting a national message about how the Iowa government devalues diversity in religion, race, ethnic background, gender, or national identity. (Other pending Republican legislation reinforces this message, by calling for K-12 schools to teach history from a Western Civilization perspective, or limiting diversity, equity, and inclusion programming on college campuses.)

A raise for Iowa lawmakers is long overdue

Before adjourning for the year on April 20, the Iowa Senate did not take up a last-minute bill from the House that would have given state legislators and statewide elected officials a $10,000 raise, effective 2025.

Lawmakers should not wait until the closing days of the next session to address this issue. Stagnant, relatively low salaries are a real barrier to bringing more diverse perspectives and life experiences to the statehouse.

Whip count fail: Iowa House leaders suffer defeat on stormwater bill

Iowa House Speaker Pat Grassley confers with Majority Leader Matt Windschitl on March 6 as votes for a bill limiting local government authority stall at 49.

For the second time in three years, a bill backed by top Iowa House Republicans failed to gain the 51 votes needed on the House floor. Senate File 455, which would restrict local government authority to regulate topsoil and stormwater, topped out at 49 votes in favor during floor debate on March 6. By the time the clerk closed the machine a few minutes later, yes votes had dropped to 44.

Such events are rare in any legislature, because leaders typically don’t bring a bill to the floor unless they know it will pass. No bill favored by the majority has failed an Iowa Senate floor vote for many years.

The last time Iowa House GOP leaders lost a floor vote was in March 2022, on an amendment that combined liability protection for trucking companies with limits on private employers requiring employees or customers to be vaccinated against COVID-19. Republicans had a 60-40 majority at that time; the GOP advantage in the chamber has since grown to 64-36.

Majority Leader Matt Windschitl quickly filed a motion to reconsider Senate File 455, indicating leaders plan to call another vote on the bill soon. Even so, the episode revealed surprisingly deep opposition to this legislation in Republican ranks.

Iowa legislature's clock runs out on feeding hungry kids

At least four bills that would have helped needy Iowa families feed their children didn’t make it through the state legislature’s first “funnel.”

Most bills not related to taxes or spending are considered dead for the 2024 session if not approved by at least one Iowa House or Senate committee by February 16. Efforts to expand access to meals didn’t receive a subcommittee hearing, let alone consideration by a full committee. That was true even for one school lunch bill with 20 Republican co-sponsors.

"It's embarrassing"—Democrats slam do-nothing Iowa House environment panel

“When I joined Environmental Protection, I never envisioned that I would be talking about a raccoon bounty, but here we are,” Democratic State Representative Josh Turek said on February 7, while the House Environmental Protection Committee considered the only bill on the agenda that day.

As they weighed in on the bill, Democrats voiced broader frustrations about the committee’s failure to engage with any of Iowa’s serious environmental challenges.

Who's who in the Iowa House for 2024

Iowa House members return to Des Moines on January 8 for the opening day of the 2024 legislative session. Although the balance of power remains the same (64 Republicans, 36 Democrats), I’m publishing a new version of this post to note small changes in leadership or among the chairs, vice chairs, and members of standing House committees. Where relevant, I’ve noted changes since last year’s session.

Thirty-eight House members (24 Republicans and fourteen Democrats) are serving their first term in the legislature. Two Republicans previously held other legislative offices: Craig Johnson served one and a half terms in the Iowa Senate, and David Young served two terms in Congress.

The House members include 71 men and 29 women (sixteen Democrats and thirteen Republicans), down from 31 women who served in 2021 and 2022. The record for women’s representation in the Iowa House was 34 female lawmakers in 2019.

Why Iowa Republicans may struggle to agree on new abortion ban

Top Iowa Republicans reacted quickly on June 16 after the Iowa Supreme Court’s split decision kept abortion legal in Iowa up to 20 weeks.

In a joint news release, Governor Kim Reynolds, Senate Majority Leader Jack Whitver, and House Speaker Pat Grassley promised to work together on what they called “pro-life policies to protect the unborn.” But they did not indicate whether a new law might differ from the near-total abortion ban passed in 2018, which remains permanently enjoined after the Supreme Court deadlock.

The statements also did not clarify whether Republicans plan to convene a special legislative session before lawmakers are scheduled to return to Des Moines next January. Communications staff working for the governor and House and Senate leaders did not respond to Bleeding Heartland’s questions.

Any new abortion ban would be challenged immediately, and two years might pass before the Iowa Supreme Court rules on whether that law violates the state constitution. So anti-abortion advocates will want the legislature and governor to start the process sooner rather than later.

But even with the large House and Senate majorities Iowa Republicans now enjoy, it may not be easy to draft a bill that can get through both chambers.

How two more GOP bills will change public education in Iowa

Reshaping K-12 education has been a major theme of the Iowa legislature’s 2023 session. In January, Republican majorities quickly approved Governor Kim Reynolds’ plan to divert hundreds of millions of public dollars to private schools. In March, the House and Senate passed a “bathroom bill” prohibiting transgender people from using school facilities that align with their gender identity.

Last week, House and Senate Republicans finished work on another two major education bills. Senate File 496 will impose many new restrictions on public schools, while Senate File 391 will lower standards for teachers and librarians and relax several high school curriculum requirements.

The Senate approved both bills on straight party-line votes. Four House Republicans (Michael Bergan, Chad Ingels, Megan Jones, and Hans Wilz) joined Democrats to vote against Senate File 496. Ingels and all Democrats present opposed Senate File 391.

Reynolds is certain to sign both bills and claim victory for her stated goals of empowering parents and giving school districts more flexibility. This post will explain how key provisions changed before final passage, and which parts of each bill didn’t make the cut.

What's done, what's left as Iowa legislature's 2023 session winds down

The Iowa House and Senate finished work this week on several priority bills for Republicans, and leaders are closer to agreement on the next state budget.

The accelerating pace raises the prospect that the Iowa legislature may adjourn for the year close to the session’s scheduled end date of April 28. Stalemates over policies related to education and COVID-19 vaccines pushed the last two legislative sessions well into overtime; the 2021 session ended on May 19, and last year’s work wrapped up on May 24.

This piece highlights where things stand with high-profile bills approved in either the House or Senate this week, and other legislation that will likely be part of late deal-making. Forthcoming Bleeding Heartland posts will focus on many of those bills separately.

What's in, what's out of Iowa governor's big education policy bill

Both chambers of the Iowa legislature have approved versions of Governor Kim Reynolds’ so-called “parental empowerment” bill, which would rewrite many state policies related to public schools. The state Senate changed some parts of the bill before approving Senate File 496 along party lines on March 22.

The House adopted a more extensive rewrite before passing the bill on April 4, by 55 votes to 42. Six Republicans (Michael Bergan, Austin Harris, Chad Ingels, Megan Jones, Brian Lohse, and Hans Wilz) joined all 36 House Democrats to vote no.

This post walks through the provisions in the governor’s initial proposal (Senate Study Bill 1145), noting how each section changed during Iowa Senate debate, and again when House Republicans approved a 38-page amendment before sending the legislation back to the upper chamber.

Reynolds is likely to get most of what she asked for, but the bill that eventually lands on her desk may contain quite a few additional changes to Iowa Code.

Can Iowa's "bathroom bill" withstand court challenge?

Republicans took another step last week toward making the Iowa legislature’s 2023 session the worst ever for LGBTQ people. After letting similar bills die without committee approval as recently as 2021, the GOP fast-tracked legislation this year that prohibits transgender people from using the school restroom or locker room that corresponds to their gender identity.

The Iowa Senate passed the latest “bathroom bill,” Senate File 482, on March 7 in a party-line vote. The Iowa House approved the bill on March 16 by 57 votes to 39, with five Republicans (Chad Ingels, Megan Jones, Brian Lohse, Phil Thompson, and Hans Wilz) joining every Democrat present in opposition.

Governor Kim Reynolds is expected to sign the bill, along with legislation banning gender-affirming health care for minors. At this writing, neither bill has been forwarded to her office.

Iowa’s GOP trifecta won’t have the final word on the subject, however. Transgender plaintiffs have challenged restrictive bathroom policies in several states, and I expect one or more Iowa students to file suit soon after Senate File 482 goes into effect.

During the floor debates in the Iowa House and Senate, lawmakers pointed to key issues courts will consider as they weigh the bill’s stated goal (protecting students’ privacy) against its adverse impact on a specific group (students whose sex listed on a birth certificate does not match their gender identity).

Democrats blew a chance to connect with rural Iowa

Sierra Club has been opposed to the carbon dioxide pipelines that several corporations are trying to build across Iowa since the projects were first announced. The pipeline companies claim the capturing of carbon dioxide from ethanol plants will address climate change, save the ethanol industry, and provide economic benefits. There is no merit to any of these claims.

One thing we learned from the Dakota Access pipeline fight several years ago is that the crucial strategy to oppose the pipelines is to organize the impacted landowners into a unified opposition. Through the fantastic work of Sierra Club’s Conservation Program Coordinator, Jessica Mazour, the landowners have created a groundswell of opposition. Their efforts helped persuade Republican legislators to introduce bills that would restrict or prohibit the use of eminent domain for the pipelines.

State Representative Steven Holt introduced one of those bills. Initially numbered House File 368, it was renumbered House File 565 following approval by the House Judiciary Committee.

Iowa ban on gender-affirming care would face uphill battle in court

UPDATE: The governor signed this bill on March 22. Original post follows.

Moving with unusual speed last week, Iowa Republican lawmakers approved Senate File 538, which broadly prohibits gender-affirming care, including puberty blockers, hormone treatments, and surgery, for Iowans under age 18.

Governor Kim Reynolds is expected to sign the bill soon, having used several opportunities over the past year to position herself against transgender youth.

The new law would certainly be challenged in court, as similar bans prompted lawsuits in Arkansas and Alabama.

During hours-long debates in the Iowa Senate and House, lawmakers raised points that would be central to litigation over whether banning gender-affirming care violates the constitutional rights of transgender children, their parents, and medical professionals.

But there is much more of value in the passionate speeches delivered about Republicans’ latest attempt to target LGTBQ Iowans. What Iowa's remarkable medical malpractice debate revealed

“Medical Malpractice Reform gets Iowa back in the game of recruiting and retaining physicians to care for Iowans!” Governor Kim Reynolds tweeted on February 16. She had just signed House File 161, a bill limiting damages in medical malpractice lawsuits.

Reynolds waited a long time for that moment. Two years running, similar proposals failed to reach her desk for lack of support in the GOP-controlled state House.

The bill signing capped one of the most dramatic debates in recent Iowa political memory.

It’s rare for more than a handful of Republican lawmakers to go on record against any bill that’s a priority for leadership. Not only did seventeen GOP lawmakers oppose passage of House File 161, six members of the majority party explained their objections during the hours-long debates in the House and Senate on February 8.

In addition to exposing divisions within Republican ranks, some remarks from the legislative proceedings may become important if the new law is challenged in court.

Who's who in the Iowa House for 2023

The Iowa House opened its 2023 session on January 9 with 64 Republicans and 36 Democrats, a four-seat gain for the GOP compared to last year.

Thirty-eight representatives (24 Republicans and fourteen Democrats) were just elected to the chamber for the first time in November. Two Republicans previously held other legislative offices: Craig Johnson served one and a half terms in the Iowa Senate, and David Young served two terms in Congress.

The House members include 71 men and 29 women (sixteen Democrats and thirteen Republicans), down from 31 women who served for the last two years. The record for women’s representation in the Iowa House was 34 female lawmakers in 2019.

Six African Americans (Democrats Ako Abdul-Samad, Jerome Amos, Jr., Ruth Ann Gaines, Mary Madison, and Ross Wilburn, and Republican Eddie Andrews) serve in the legislature’s lower chamber. As Abdul-Samad began his seventeenth year at the capitol, he surpassed Helen Miller as Iowa’s longest-serving Black state legislator.

Republican Mark Cisneros was the first Latino elected to the Iowa legislature in 2020, and Democrat Adam Zabner is now the second Latino serving in the chamber. Republican Henry Stone became only the second Asian American to serve in the House after the 2020 election, and Democrat Megan Srinivas was also elected in November. The other 92 state representatives are white.

Democrat Elinor Levin is the only out LGBTQ member of the Iowa House. She and Zabner are also the first Jews to serve in the chamber for more than three decades. Abdul-Samad is the only Muslim member of the House, and Srinivas is Hindu.

I’ve posted details below on the Iowa House majority and minority leadership teams, along with all chairs, vice chairs, and members of standing House committees. Where relevant, I’ve noted changes since last year’s session. The biggest change is that House Speaker Pat Grassley created an Education Reform Committee to consider the governor’s school voucher plan and other controversial education bills. The House also eliminated the Information Technology Committee.

Some non-political trivia: the 100 Iowa House members include two with the surname Meyer (a Democrat and a Republican) and two Thompsons and a Thomson (all Republicans). As for popular first names, there are four men named David or Dave, four named Thomas or Tom, three Roberts (a Robert, a Bob, and a Bobby), three Brians, three men named Michael (two go by Mike), a Jon and two Johns, two named Charles (a Chuck and a Charley), and two men each named Jeff, Ken, Steve, Matt, Austin, and Josh or Joshua. There are also two Elizabeths (one goes by Beth), an Ann and an Anne, and two women each named Heather, Megan, and Shannon. As recently as 2020, four women named Mary served in the Iowa House, but just one was sworn in this week.

Board to scrap proposed open records rules, for now

UPDATE: The Iowa Public Information Board voted on August 18 not to proceed with these draft rules. They may look at open records rules again in the future but did not schedule a date for beginning the process. Original post follows.

The Iowa Public Information Board will not move forward with proposed administrative rules regarding open records requests, the board’s executive director Margaret Johnson told members of the Iowa legislature’s Administrative Rules Review Committee on July 19. Instead, the board’s rules committee will consider feedback next month and put the matter on the agenda for the full board’s September meeting.

Board members have not yet determined whether to let the proposed rule die by taking no action, or whether to post a formal notice of termination. Nor have they decided whether to draft a new version of open records rules after scrapping their first effort.

Johnson said the board had heard from eight speakers at a public hearing on July 11 and received nineteen written comments on the draft rule. (Board staff provided copies of those comments to Bleeding Heartland.)

When summarizing for state lawmakers the criticism the information board received, Johnson did not mention transparency advocates’ concerns about language that would create new excuses for officials wanting to delay providing records. Rather, she highlighted three objections offered by those representing government bodies.

"Frankenstein bill" produces rare defeat for Iowa House GOP

You don’t see this every day—or every year. Despite having a 60 to 40 majority, Iowa House Republicans lost a floor vote this week on a high priority bill for GOP leaders.

Controlling the calendar is one of the most important powers of the majority party. Nothing comes to the Iowa House floor unless Speaker Pat Grassley and Majority Leader Matt Windschitl want members to vote on it. Leaders typically don’t bring up any legislation unless they are confident they have the votes to pass it.

On March 16, Grassley thought he had 51 votes for a mash-up of two controversial bills. But his ability to count (and to persuade reluctant members of his caucus) fell short.

First look at finalized Iowa maps, with incumbent match-ups

Iowa lawmakers overwhelmingly approved the Legislative Services Agency’s second redistricting plan on October 28, by 48 votes to 1 in the Iowa Senate and 93 votes to 2 in the House. Democrats had already committed to approving any nonpartisan maps. Republicans liked that this plan (unlike the first LSA proposal) creates four U.S. House districts that Donald Trump carried. It also gives the party an excellent chance to maintain their Iowa House and Senate majorities.

Republican State Senator Ken Rozenboom cast the only vote against the maps in the upper chamber. The plan puts him in the same district as his GOP colleague Adrian Dickey.

In the lower chamber, only GOP State Representatives Tom Jeneary and Jon Jacobsen voted against the redistricting plan. Both are placed in House districts with other Republican incumbents, but Jacobsen told Bleeding Heartland in a telephone interview that’s not why he opposed the plan. Rather, he said the legislative maps carve up Pottawattamie County outside Council Bluffs into several districts represented by incumbents who live elsewhere.

I’ll have more to say about some legislative districts in forthcoming posts. For now, here are the basics about the plan Governor Kim Reynolds will soon sign into law. UPDATE: The governor signed the bill on November 4.

How many Iowa candidates "won" under rules Republicans forced on unions?

Sixth in a series interpreting the results of Iowa’s 2020 state and federal elections.

Republican lawmakers and Governor Terry Branstad set out to cripple public sector unions in 2017 by enacting a law that eviscerated bargaining rights and established new barriers to union representation. Under that law, public employees must vote to recertify their union in each contract period (in most cases, every two or three years). Anyone not participating in the election is considered to have voted against the union. So a successful recertification requires yes votes from a majority of all employees in the bargaining unit.

The law hasn’t accomplished its goal of destroying large unions that typically support Democratic candidates. The vast majority of bargaining units have voted to recertify in each of the past four years. This fall, all 64 locals affiliated with the Iowa State Education Association voted to keep having that union negotiate their contracts. AFSCME Council 61, which represents most Iowa state and local government workers, was nearly as successful, with 64 out of 67 units voting to recertify.

I decided to return to a question Bleeding Heartland first pondered in 2017: how many candidates for other Iowa offices could declare victory under the system Republicans forced on labor unions?

I found that even after Iowa’s highest-turnout election in decades, our state would have no representation in Congress if contenders needed a majority vote among all constituents. “Winners” could be declared in about a third of state legislative races.

Record number of women will serve in Iowa Senate; fewer elected to House

Second in a series interpreting the results of Iowa’s 2020 state and federal elections.

The non-profit 50-50 in 2020 dissolved early this year after working for a decade to increase women’s representation in Iowa politics. Although our state has elected a woman governor, a woman to the U.S. Senate (twice), and will have women representing three of the the four Congressional districts for the next two years, we have a long way to go toward parity in the Iowa legislature.

When lawmakers convene in Des Moines in January, women will make up one-quarter of the Iowa Senate for the first time. However, the number of women serving in the House will drop below one-third of the chamber.

How you can stop the effort to roll back transgender equality in Iowa

Nine Iowa House Republicans are trying to make it legal to discriminate against transgender Iowans in many areas of daily life, including education, employment, and housing.

House File 2164 would remove gender identity protections from the Iowa Civil Rights Act. Adding sexual orientation and gender identity language to that law in 2007 was one of the hard-fought victories of the new Democratic legislative majority.

The civil rights law bans discrimination against protected classes in “public accommodations, employment, apprenticeship and on-the-job training programs, vocational schools, or housing.” Iowa House and Senate Republicans set a terrible precedent last year by altering the code to deny gender-affirming surgery to transgender Medicaid recipients. (That law is being challenged in court.) So it’s not surprising a group of social conservatives want to deny all civil rights to trans Iowans.

It’s far from clear there are 51 votes to get this horrible proposal through the Iowa House, or that state Senate leaders would want to pass it in the upper chamber. After the jump I’ve highlighted how fair-minded Iowans can help keep this bill from becoming law.

The Iowa House opened its 2020 session on January 13 with 53 Republicans and 47 Democrats, a change from last year’s 54-46 split due to State Representative Andy McKean’s party switch shortly before lawmakers adjourned last year.

The House members include 67 men and 33 women (23 Democrats and ten Republicans). Although 34 women were elected to the chamber in 2018 (a record number), State Representative Lisa Heddens stepped down last summer, and Ross Wilburn won the special election to serve out her term in House district 46.

Five African Americans (Democrats Ako Abdul-Samad, Ruth Ann Gaines, Ras Smith, Phyllis Thede, and Wilburn) will serve in the legislature’s lower chamber; the other 95 lawmakers are white. No Latino has ever been elected to the Iowa House, and there has not been an Asian-American member since Swati Dandekar moved up to the state Senate following the 2008 election. Democratic State Representative Liz Bennett is the only out LGBTQ member of the lower chamber. To my knowledge, Abdul-Samad (who is Muslim) is the only lawmaker in either chamber to practice a religion other than Christianity.

Chief justice sheds new light on Iowa Supreme Court lobbying for judicial bill

Multiple Iowa Supreme Court justices spoke with Iowa House Republicans shortly before GOP lawmakers approved a bill that gave the governor more influence over the judicial selection process and shortened the chief justice’s term.

But only Chief Justice Mark Cady disqualified himself from considering the legal challenge to that law’s validity, and only Cady has been transparent about his communications on the issue with legislators and staff for Governor Kim Reynolds.

Justice Thomas Waterman and Justice Edward Mansfield appear to have pushed for the bill’s passage and stand to benefit from electing a new chief justice in 2021. Yet neither recused himself from hearing the case. Nor have they revealed their contacts with Republican legislators or the governor’s legal counsel Sam Langholz, despite a judicial rule calling for disclosure of information relevant to a recusal motion.

Some bad laws for Iowa's environment take effect today

Continuing Bleeding Heartland’s coverage of the Iowa legislature’s work during the 2019 session.

Iowa’s environmental community had something to celebrate when state lawmakers adjourned for the year without passing legislation that would crush small-scale solar development. An unusual coalition including solar installers, environmental groups, and livestock farmers helped keep the bill bottled up in the Iowa House despite intense lobbying by MidAmerican Energy and its allies, along with massive spending by undisclosed donors.

Unfortunately, lawmakers approved and Governor Kim Reynolds signed several other measures that will be detrimental for Iowa’s natural resources and take our state’s energy policy in the wrong direction. The new laws take effect today, as the 2020 fiscal year begins.

2019 Iowa legislative recap: Constitutional amendments

Bleeding Heartland continues to catch up on the legislature’s significant actions during the session that ended on April 27. Previous posts related to the work of the Iowa House or Senate can be found here.

Republicans showed little interest in amending the Iowa Constitution during the 2019 session. Only one amendment passed both chambers. If and when that proposal appears on a statewide ballot, it will spark a costly and divisive campaign about gun rights and regulations.

The Senate and House debate over the pro-gun amendment is the focus of the first half of this post. Arguments raised on both sides will surely return in future television commercials and mass mailings.

The rest of the post reviews this year’s unsuccessful attempts to change the constitution. One amendment (backed by Governor Kim Reynolds) made it through the Iowa House, and four others advanced from a House or Senate committee but did not come up for a floor vote. The rest did not get through a committee, even though some of the same ideas went further last year.

Iowa Republicans choose not to look for overspending on Medicaid prescriptions

The Iowa Department of Human Services will not audit a practice that could be inflating costs for Medicaid prescription drug payments by millions of dollars a year.

State Representative John Forbes raised concerns after finding discrepancies on bills for some prescriptions his Urbandale pharmacy filled for patients served by Amerigroup, one of Iowa’s Medicaid managed-care providers. Earlier this month, House members unanimously approved Forbes’ amendment to the health and human services budget, instructing DHS to “audit all prescription drug benefit claims managed by a pharmacy benefit manager under the Medicaid program.”

However, House and Senate Republicans dropped that section from the final version of House File 766.

State Senator Mark Costello, who floor managed the health and human services budget in the upper chamber, claimed Iowa’s Medicaid director Michael Randol and an Amerigroup representative had told him the audit was unnecessary.

Iowa lawmakers pass another unconstitutional "Ag Gag" bill

Iowa legislators just can’t quit violating the constitution in the service of livestock farmers and their lobby groups.

Two months after a federal judge comprehensively dismantled Iowa’s 2012 law prohibiting “agricultural production facility fraud,” the state House and Senate approved a bill creating the crime of “agricultural production facility trespass.” Governor Kim Reynolds has indicated she will sign the legislation. (UPDATE: She signed it on March 14.)

Although the drafters modeled the new bill after portions of an Idaho statute that survived a legal challenge, federal courts could and should strike down this law. Like the previous “ag gag” legislation, its primary purpose is to suppress speech reflecting certain viewpoints.

Who's who in the Iowa House for 2019

The Iowa House opened its 2019 session today with 54 Republicans and 46 Democrats. State Representative Michael Bergan was sworn in for a second term, even though his Democratic opponent Kayla Koether is contesting the outcome. A special committee will consider her complaint in the coming weeks.

The new state representatives include 66 men and 34 women (24 Democrats and ten Republicans, record numbers for both parties).

Four African Americans (Democrats Ako Abdul-Samad, Ruth Ann Gaines, Ras Smith, and Phyllis Thede) will serve in the legislature’s lower chamber; the other 96 lawmakers are white. No Latino has ever been elected to the Iowa House, and there has not been an Asian-American member since Swati Dandekar moved up to the state Senate following the 2008 election. Democratic State Representative Liz Bennett is the only out LGBTQ member of the lower chamber. To my knowledge, Abdul-Samad (who is Muslim) is the only lawmaker in either chamber to practice a religion other than Christianity.

Lessons of 2018: Both parties elected more women lawmakers than ever

Fourth in a series interpreting the results of Iowa’s 2018 state and federal elections.

The largest group of women ever to run for the Iowa legislature has produced the largest contingent of women lawmakers in state history.

For the first time, women will make up more than a third of Iowa House members and a majority of the lower chamber’s Democratic caucus.

The number of women serving in the Iowa Senate will exceed the previous record set in 2013 and 2014. In a major shift from the recent past, the women senators will include almost as many Republicans as Democrats.

Iowans will likely elect record number of women lawmakers in 2018

A record number of women running for office in Iowa this year has translated into a record number of women who will appear on our state’s general election ballot. Iowa State University’s Carrie Chapman Catt Center for Women and Politics noted that 85 women (86 percent of female candidates on Iowa’s primary ballot) won their party’s nominations yesterday.

More women than ever will likely win Iowa House seats this November (current number: 28 out of 100). Female representation will almost certainly increase in the state Senate too and could exceed the previous record (ten out of 50 senators in 2013-2014). Follow me after the jump for details.

Kim Reynolds quietly signed unconstitutional immigration bill

Governor Kim Reynolds has signed a bill designed to force Iowa police and sheriffs to assist with federal immigration enforcement.

In so doing, she undermined public safety and constitutional rights against unreasonable searches and seizures–not only for those living in Iowa without legal authorization, but also for immigrants who are lawfully present or even U.S. citizens.

Who's who in the Iowa House for 2018

The Iowa House opens its 2018 session today with 58 Republicans, 41 Democrats, and one vacancy, since Jim Carlin resigned after winning the recent special election in Iowa Senate district 3. Voters in House district 6 will choose Carlin’s successor on January 16. UPDATE: Republican Jacob Bossman won that election, giving the GOP 59 seats for the remainder of 2018.

The 99 state representatives include 27 women (18 Democrats and nine Republicans) and 72 men. Five African-Americans (all Democrats) serve in the legislature’s lower chamber; the other 95 lawmakers are white. No Latino has ever been elected to the Iowa House, and there has not been an Asian-American member since Swati Dandekar moved up to the Iowa Senate following the 2008 election.

If all Iowa candidates had to win under rules Republicans forced on unions

“There’s not one Republican in this state that could win an election under the rules they gave us,” asserted AFSCME Council 61 President Danny Homan after the first round of public union recertification elections ended this week.

He was only slightly exaggerating.

A review of the last two general election results shows that Iowa’s capitol would be mostly devoid of office-holders if candidates for statewide and legislative races needed a majority vote among all their constituents–rather than a plurality among those who cast ballots–to be declared winners.
