U.S. Representative Mariannette Miller-Meeks is among three Republicans who will be fined $500 for violating the mask mandate on the House floor, Congressional correspondents reported on May 18. Seven more House Republicans received warnings for breaking the same rule. The mask refusers include some on the far-right wing of the GOP caucus: Marjorie Taylor Greene, Lauren Boebert, Thomas Massie, Chip Roy, and Louie Gohmert.

Under House rules, $500 will be deducted from members’ salaries for a first violation of the mask requirement. A second offense will bring a $2,500 fine.

Miller-Meeks declared on May 14 that the House should set “an example for the rest of the country,” following updated guidance from the U.S. Centers for Disease Control saying fully vaccinated people could safely forgo face coverings in most situations.

In the natural order of things, members of Congress brag about the federal assistance they fought to obtain for their constituents.

The Republicans who represent Iowa in the U.S. House and Senate turned that formula on its head this week. Every one cheered the news that tens of thousands of Iowans will soon lose the federal government support they depend on.

U.S. Representative Mariannette Miller-Meeks has been on the road and on social media encouraging Iowans to get vaccinated for COVID-19, sometimes even administering the shots herself.

In a video released on May 4, Miller-Meeks highlighted her medical background and advocated for vaccines as a way of “getting our lives back to normal,” while acknowledging that getting a shot “is your decision to make.”

She was less tolerant of personal choices when approached the next day by a journalist seeking an interview.

U.S. Representatives Ashley Hinson (IA-01) and Mariannette Miller-Meeks (IA-02) were among dozens of House Republicans whose campaigns received $5,800 in March from Stephen Wynn, a former Republican National Committee finance chair who resigned in 2018 after former employees alleged sexual harassment or assault.

$5,800 is the maximum amount individuals can donate to federal campaigns for the 2022 election cycle ($2,900 each for the primary and general elections).

State Representative Ray Sorensen included two negative memes about COVID-19 vaccines in his latest weekly newsletter on Iowa legislative happenings.

Since early March, the Republican has regularly shared memes purporting to be humorous near the end of his online updates about bills the House has approved or is considering. The edition Sorensen sent out late last week, covering week 13 of the legislative session, included the following two images, interspersed with memes mocking public assistance programs, feminists, environmentalists, President Joe Biden, and leftist intellectuals.

Regardless of the outcome of the unionization campaign in Bessemer, Alabama, the efforts of workers there have delivered a powerful message to the nation.

Enacted 86 years ago, the National Labor Relations Act sent an equally powerful message to companies large and small: that workers have inalienable rights of free speech, legally protected concerted activity for economic improvements, and the right to form, join, and assist a union of their choosing.

For the second straight election cycle, Iowa Republicans have gotten away with not counting disputed ballots in a race the GOP candidate won by fewer than ten votes.

Democrat Rita Hart announced on March 31 that she was withdrawing her contest of the election in Iowa’s second Congressional district, where Republican Mariannette Miller-Meeks was certified the winner by six votes out of more than 394,000 cast.

The U.S. House voted 244 to 172 on March 17 to reauthorize the Violence Against Women Act (VAWA) with some new provisions. All Democrats present, including Representative Cindy Axne (IA-03), were joined by 29 Republicans, including Representative Mariannette Miller-Meeks (IA-02), to send the bill to the U.S. Senate. Republican Representatives Ashley Hinson (IA-01) and Randy Feenstra (IA-04) opposed the legislation.

The race in Iowa’s second Congressional district, the closest U.S. House election since 1984, isn’t over just yet.

On December 22, Democratic candidate Rita Hart filed a “notice of contest” in the House, officially challenging the six-vote margin that separates her from Republican Mariannette Miller-Meeks. Now, the issue goes to the House Administration Committee, which recently agreed on rules to hear the case. Should it agree to investigate further, the winner could be decided by a majority vote in the House.

Hart’s bid is a long-shot. In the last 107 elections to be contested under the Federal Contested Elections Act, 104 failed. However, other circumstances favor Hart: Democrats control the chamber (221 to 211) and have already taken the unprecedented step of expelling Republican Marjorie Taylor Greene from her two committees. Plus, the Hart campaign has credible evidence that the initial vote-counting and subsequent recounting were flawed.

“No person should be discriminated against, no person should be bullied because of who they are, and no person should be discriminated against in the workplace, for any reason,” Republican Congressional candidate Ashley Hinson told an eastern Iowa magazine geared toward LGBTQ readers last fall.

Hinson had a chance to put her stated beliefs into action on February 25, when the U.S. House considered the Equality Act. The bill would ban discrimination on the basis of sexual orientation or gender identity in the areas of employment, education, housing, public accommodations, jury service, and access to credit or federal funding. But the new member of Congress from Iowa’s first district voted against it, as did all but three House Republicans (roll call).

Representative Cindy Axne, the lone Democrat in Iowa’s Congressional delegation, co-sponsored the Equality Act and was part of the 224 to 206 majority that approved it.

As a group, Iowa’s U.S. House members have less seniority than at any time in more than a century. But their lack of experience in Congress didn’t translate into undesirable committee assignments.

On the contrary: Iowa’s two-term Democrat and three Republican newcomers will all serve on influential panels.

Iowa’s delegation split along party lines as the U.S. House voted 232 to 197 on January 13 to impeach President Donald Trump on one count of “incitement to insurrection.”

Ten Republicans, including the third-ranking member of the GOP caucus, joined every Democrat in voting to impeach. I’ve enclosed below the lengthy House Judiciary Committee report supporting impeachment and the full text of the article, which argued that Trump “gravely endangered the security of the United States and its institutions of Government,” “threatened the integrity of the democratic system, interfered with the peaceful transition of power, and imperiled a coequal branch of Government.”

Iowa’s Representative Cindy Axne (IA-03) said in a written statement,

Iowa Republican leaders universally denounced the January 6 storming of the U.S. Capitol by a mob of President Donald Trump’s supporters. But not one of them has condemned Trump’s continued lies about a “stolen” victory, nor have any unequivocally said that Joe Biden won a free and fair election.

On the contrary, Iowa’s top Republican officials have acknowledged Biden will be president while validating the fantasy of widespread irregularities or “illegal” votes in key states that delivered Biden’s electoral college win.

U.S. Representative Cindy Axne and other Democrats from Iowa came around late to the idea of impeaching President Donald Trump in 2019. But following the violent attempted coup at the U.S. Capitol on January 6, the sole remaining Democrat in Iowa’s Congressional delegation has determined that there is no time to waste in removing Trump from office permanently.

Axne’s office confirmed on January 8 that she will sign a resolution fellow House Democrats drafted, which charge Trump with abuse of power.

I do not make this decision lightly, but President Trump has the blood of five Americans – including one Capitol Police officer – on his hands. On Sunday, I swore to uphold the Constitution and protect our nation from enemies foreign and domestic. A President who incites an attack on the seat of our government is a threat that cannot be tolerated for even one more day.

A longtime Republican member of Congress from Iowa has renounced his party following the attempts by elected officials and a violent mob to overturn the results of the 2020 presidential election.

“I will no longer claim I am a Republican tonight,” Jim Nussle tweeted on January 6, “as I am outraged and devastated by the actions of too many elected Republicans (some I know and served with) and supporters. Today a final line was crossed that I will not excuse. The GOP is NO more and left me and others behind.”

Later that evening, 121 House Republicans–more than half the GOP caucus–voted to reject Arizona’s electoral votes for Joe Biden, as did six GOP senators.

For as long as most Iowans can remember, our state has had at least one long-serving U.S. House representative. But following Dave Loebsack’s retirement and a second straight election in which Iowans voted out two members of Congress, our state’s House contingent now has less seniority than at any time since the 1860s.

Voters in a battleground southeast Iowa Senate district will soon choose a successor to Republican State Senator Mariannette Miller-Meeks.

U.S. House Speaker Nancy Pelosi confirmed on December 30 that the House will seat Miller-Meeks, who was certified the winner by six votes in Iowa’s second Congressional district. The same day, Miller-Meeks confirmed that she is resigning from the Iowa legislature, effective January 2.

To my knowledge, no candidate has announced plans to run in Senate district 41 early next year. During a December 30 telephone interview, Democrat Mary Stewart said she was considering the race but had no timetable for deciding. Miller-Meeks defeated Stewart in 2018 by 11,460 votes to 10,652 (51.7 percent to 48.1 percent).

Former Republican State Senator Mark Chelgren represented the district for eight years, retiring in 2018. He hadn’t heard about Miller-Meeks’ resignation before speaking to Bleeding Heartland by phone on December 30. Chelgren said he would consider running for the Senate again but wasn’t ready to give a formal statement, since he hadn’t discussed the matter with his family or Republican colleagues.

Though recent voting patterns in the area favor Republicans, turnout for a mid-winter special election is a question mark.

Most of the Republicans who will represent Iowa in Congress next year are on record saying Joe Biden will be president of the United States.

But none have stated publicly that Biden legitimately won every state that cast its electoral votes for him on December 14.

With President Donald Trump and many of his supporters spreading false allegations of election fraud every day, it’s critically important for Republicans to state unambiguously that Biden won both the national popular vote and more votes than Trump in states that account for 306 electoral votes. Few prominent Iowa Republicans are up to that task.

Governor Kim Reynolds would have joined the Texas attorney general’s lawsuit seeking to throw out the presidential election results in Pennsylvania, Wisconsin, Michigan, and Georgia, she announced on December 10. The same day, Reynolds rejected Attorney General Tom Miller’s request to sign on in support of the defendants in that case.

Reynolds said in a campaign statement, “As I have said all along, President Trump, his campaign, and supporters have every right to pursue lawful, legal action in the courts. The American people deserve a fair and transparent election.”

Meanwhile, Reynolds and other prominent Iowa Republicans continue to denounce Rita Hart for appealing the second Congressional district result to the U.S. House–a step federal law allows.

Everyone knew Iowa’s State Canvassing Board wouldn’t have the final word on the 2020 election in the second Congressional district when it certified a six-vote win for Republican Mariannette Miller-Meeks on November 30. Most politics watchers expected Democratic candidate Rita Hart to file for an election contest.

Instead, the Hart campaign announced on December 2 that it will bypass Iowa’s process and appeal directly to the Democratic-controlled U.S. House.

This won’t end well.

All 24 counties in Iowa’s second Congressional district have recounted their votes, but the race between Democrat Rita Hart and Republican Mariannette Miller-Meeks is far from over.

Trackers including Pat Rynard of Iowa Starting Line and Tom Barton of the Quad-City Times reached the same conclusion: once all counties submit their new numbers to the Iowa Secretary of State’s office, Miller-Meeks will have a six-vote lead out of more than 394,000 ballots cast. Rynard posted vote changes in each county since election day here. The two candidates’ vote share is identical to the one-hundredth of a percent (49.91 percent).

The Miller-Meeks campaign’s lawyer Alan Ostergren declared victory after Clinton County’s recount board finished its work on November 28. The Republican candidate said in a written statement, “While this race is extraordinarily close, I am proud to have won this contest and look forward to being certified as the winner by the state’s Executive Council on Monday.”

Three Republicans (Governor Kim Reynolds, Secretary of State Paul Pate, and Secretary of Agriculture Mike Naig) and two Democrats (State Treasurer Michael Fitzgerald and State Auditor Rob Sand) serve on the Executive Council. Assuming that body certifies the result, an election contest is extremely likely.

Republican lawmakers and Governor Terry Branstad set out to cripple public sector unions in 2017 by enacting a law that eviscerated bargaining rights and established new barriers to union representation. Under that law, public employees must vote to recertify their union in each contract period (in most cases, every two or three years). Anyone not participating in the election is considered to have voted against the union. So a successful recertification requires yes votes from a majority of all employees in the bargaining unit.

The law hasn’t accomplished its goal of destroying large unions that typically support Democratic candidates. The vast majority of bargaining units have voted to recertify in each of the past four years. This fall, all 64 locals affiliated with the Iowa State Education Association voted to keep having that union negotiate their contracts. AFSCME Council 61, which represents most Iowa state and local government workers, was nearly as successful, with 64 out of 67 units voting to recertify.

I decided to return to a question Bleeding Heartland first pondered in 2017: how many candidates for other Iowa offices could declare victory under the system Republicans forced on labor unions?

I found that even after Iowa’s highest-turnout election in decades, our state would have no representation in Congress if contenders needed a majority vote among all constituents. “Winners” could be declared in about a third of state legislative races.

Democrat Rita Hart’s campaign has asked for a recount in all 24 counties of Iowa’s second Congressional district, where Republican Mariannette Miller-Meeks led by 196,862 votes to 196,815 (49.92% to 49.90%) after the canvass. It’s the closest U.S. House race in the country, and one of the closest in Iowa history.

The lead has changed twice since election night: first, when fixing a tabulation error in Jasper County put Hart slightly ahead, and then when a correction in Lucas County moved Miller-Meeks back into the lead.

Recounts in Iowa rarely produce big changes in vote totals, so Republicans are confident they will pick up this seat. However, overcoming a deficit of 47 votes out of nearly 400,000 cast is certainly possible in a recount.

Either way, one fact is clear: Hart performed much better than a generic Democrat, perhaps better than any nominee not named Dave Loebsack could have in these circumstances.

The non-profit 50-50 in 2020 dissolved early this year after working for a decade to increase women’s representation in Iowa politics. Although our state has elected a woman governor, a woman to the U.S. Senate (twice), and will have women representing three of the the four Congressional districts for the next two years, we have a long way to go toward parity in the Iowa legislature.

When lawmakers convene in Des Moines in January, women will make up one-quarter of the Iowa Senate for the first time. However, the number of women serving in the House will drop below one-third of the chamber.

As Iowa Democrats begin to regroup after a second straight awful presidential election up and down the ballot, we need to be realistic about where we stand. The first step is recognizing we don’t live in a swing state anymore.

Bleeding Heartland will analyze the Iowa election results from many perspectives in the coming weeks. For now, let’s review the big picture: just like in 2016, the outcome was more devastating than any Democrat’s worst nightmare.

Turnout set a new record: Iowans cast at least 1,697,102 ballots, roughly 107,000 more than the high water mark of 1,589,951 people voting in the 2012 presidential election.

But as we learned in November 2018, high turnout doesn’t only help Democrats.

President Donald Trump’s unhinged and at times frightening behavior during his first televised debate “worried” and “alarmed” some of his most influential allies. The next day, U.S. Senate Majority Leader Mitch McConnell and other top Washington Republicans criticized the president’s failure to condemn white supremacists. Former Republican National Committee chair Marc Racicot even revealed that he had decided to vote for Democrat Joe Biden, after concluding Trump is “dangerous to the existence of the republic as we know it.”

True to form, Iowa Republicans offered no hint of dissent from the president this week. They either said nothing about Trump’s debate performance or put a positive spin on it.

“Quite simply, when someone serves their sentence and pays the price our justice system has set for their crimes, they should have their right to vote restored automatically, plain and simple,” Governor Kim Reynolds said on August 5, shortly before signing a critically important document.

Executive Order 7 automatically restores voting rights to most Iowans who have completed prison sentences or terms of probation or parole associated with felony convictions. The Iowa-Nebraska NAACP estimated that the order paves the way for more than 40,000 people to vote this year. Going forward, approximately 4,700 Iowans who complete felony sentences each year will regain the same rights.

Reynolds had publicly promised to sign such an order seven weeks ago, after Republican senators declined to advance the state constitutional amendment that was her preferred way of addressing the problem.

Both the substance of the measure and the way the governor announced it revealed aspects of her leadership style.

President Lyndon Johnson signed the Older Americans Act into law on July 14, 1965. It responded to the need for community services, evidence-based health promotion, disease prevention programs, civic engagement, and elder justice for senior citizens. America’s seniors require a similar response to the COVID-19 pandemic.

The Iowa Alliance for Retired Americans believes that seniors must have relevant and accurate information about preventing and treating the coronavirus. Seniors and retirees are becoming more desperate looking for security and a cure. We should be able to trust President Donald Trump’s pronouncements. However, he repeatedly shows us that we cannot believe his statements.

Secretary of State Paul Pate will need approval from the Legislative Council in order to use his emergency powers to alter election procedures, under a bill Governor Kim Reynolds signed on June 25.

While Republicans have a majority on that legislative body, it’s not clear they would use that power to prevent Pate from repeating steps that led to record-breaking turnout for the June 2 primary.

Iowa Republicans have perfected the art of sneaking attacks on constitutional rights or the rule of law into budget bills shortly before adjourning for the year.

Last-minute budget amendments in 2019 sought to shorten the Iowa Supreme Court chief justice’s term, increase the governor’s influence over selecting judges, restrict medical care for transgender Iowans, and stop Planned Parenthood from obtaining sex education grants. Those measures spawned four lawsuits.

Judges will surely hear challenges to legislation Republicans enacted while burning the midnight oil this past weekend. A forthcoming post will address a 24-hour waiting period for abortion, approved during the session’s closing hours.

This post focuses on provisions that would make it harder for Iowans to vote by mail. Marc Elias, one of the country’s most prominent Democratic election lawyers, promised on June 14, “This will not stand. We will sue.”

Don’t bet against him. A Polk County District Court already struck down similar language in an administrative rule as “irrational, illogical, and wholly unjustifiable.”

The fields are set for Iowa’s 2020 federal campaigns. The U.S. Senate race and three out of four House races could be highly competitive this November. However, Democratic prospects for picking up the fourth Congressional district took a big hit last night.

Democrats will not have a contested primary in Iowa’s second Congressional district after all. Newman Abuissa announced on March 2 that he is suspending his campaign.

Republicans and GOP-aligned interest groups did not make a serious play for Iowa’s second Congressional district in the 2016 or 2018 elections, but this seat covering 24 counties in southeast Iowa is expected to be much more competitive this year, due to U.S. Representative Dave Loebsack’s retirement.

As the filing period for state and federal candidates approaches, both parties still have two declared candidates in IA-02, but the front-runners–former State Senator Rita Hart for Democrats and State Senator Mariannette Miller-Meeks–have further consolidated their positions.

The National Republican Congressional Committee has picked a favorite in the GOP primary to represent Iowa’s second district.

The Iowa Senate convened for its 2020 session on January 13 with 32 Republicans and 18 Democrats. Eleven senators are women (six Democrats and five Republicans), up from six women in the chamber before the 2018 elections.

I enclose below details on the majority and minority leadership teams, along with all chairs, vice chairs, and members of standing Iowa Senate committees. Where relevant, I’ve mentioned changes since last year’s legislative session. A few committees have new Republican leaders. On the Democratic side, Eric Giddens now represents the Senate district where Jeff Danielson resigned last year.

A few words about demographics: all current state senators are white. To my knowledge, the only African American ever to serve in the Iowa Senate was Tom Mann, elected to two terms during the 1980s. No Latino has ever served in the Iowa legislature; in 2014, Nathan Blake fell 18 votes short of becoming the first. No Asian American has served in the Iowa Senate since Swati Dandekar resigned in 2011.

Some non-political trivia: the 50 Iowa senators include two Smiths (a Democrat and a Republican) and two Taylors (both Democrats). As for first names, there are three Marks, three Zachs, and two men each named Dan, Jim, Tim, and Tom.

After the wipeout of 2016, I questioned whether Iowa’s top races of 2018 and 2020 would be foregone conclusions for the Republican incumbents. But amid unusually high turnout for a midterm election, Democratic challengers flipped two U.S. House seats and fell only a few points short against Governor Kim Reynolds and Representative Steve King.

One of my goals for 2019 was to provide in-depth reporting on Iowa’s federal and state legislative races. Thanks to our nonpartisan redistricting system, none of our four Congressional districts are considered safe for either party in 2020. While U.S. Senator Joni Ernst is still favored to win a second term, she is increasingly seen as a vulnerable GOP incumbent.

For the third time in U.S. history, the House of Representatives impeached a president. Following nearly ten hours of debate, House members voted 230 to 197 (roll call) to impeach President Donald Trump for abusing his power, and by 229 votes to 198 (roll call) to approve the second article, on Trump’s obstruction of Congress. As they had indicated in statements the previous day, Democratic Representatives Abby Finkenauer (IA-01), Dave Loebsack (IA-02), and Cindy Axne (IA-03) voted for both articles of impeachment. None gave a speech during the floor debate. Only two House Democrats voted against the first article, and three voted against the second, while Representative Tulsi Gabbard voted “present” in what she called a “stand for the center.”

No Republicans voted for either article, and Representative Steve King (IA-04) was among many GOP members who thundered against the drive to impeach Trump during the floor debate. I’ve enclosed below the video and transcript of his remarks, along with new statements from Senators Chuck Grassley and Joni Ernst, and comments from some Iowa Congressional candidates. House Speaker Nancy Pelosi announced after the impeachment that she won’t immediately refer the articles of impeachment to the U.S. Senate. House leaders hope to influence the Senate to agree to procedures that would allow for a “fair trial.” Senate Majority Leader Mitch McConnell has already said he is working closely with White House counsel and hopes to dispose of the impeachment articles quickly.

U.S. Representatives Abby Finkenauer (IA-01), Dave Loebsack (IA-02), and Cindy Axne (IA-03) confirmed on December 17 that they will vote for both articles of impeachment, which charge that President Donald Trump abused his power and obstructed Congress. Their support brought the number of House members who will vote for the articles to 217, according to a Washington Post analysis–a bare majority in the chamber.

Finkenauer, Loebsack, and Axne are among 31 House Democrats representing districts Trump carried in 2016. However, Trump’s vote share was below 50 percent in all of their districts; thirteen of their Democratic colleagues represent districts where Trump received a majority of votes.

Would you walk away from that post, less than a year into a four-year term, to spend more time running for another office? State Senator Mariannette Miller-Meeks just did.
