Medicaid oversight bill passes Iowa Senate with bipartisan support

Since Terry Branstad returned to the governor’s office, the overwhelming majority of Iowa Senate votes on contentious political issues have fallen along strict party lines: 26 Democrats one way and 24 Republicans the opposite. However, the Branstad administration’s rush to privatize Medicaid has created space for bipartisanship, as a growing number of Republicans acknowledge the dangers of shifting to managed care for a program through which one in six Iowans access health services.

Last month, three GOP senators joined their Democratic colleagues to vote for a bill that would have halted Iowa’s Medicaid privatization. That legislation is going nowhere in the Republican-controlled state House, and federal officials recently approved waivers to allow the Iowa Department of Human Services to implement the managed care policy as of April 1.

Yesterday a quarter of the GOP state senators voted with all 26 Democrats for a Medicaid oversight bill that had cleared the Senate Human Resources Committee unanimously. In her remarks to open floor debate on Senate File 2213, Human Resources Committee Chair Amanda Ragan said the bill was designed “to safeguard the interests of Medicaid members, encourage the participation of Medicaid providers, and protect Iowa taxpayers.” She told colleagues, “we must require DHS and the managed care companies to protect consumers, preserve provider networks, address the unique needs of children and assure accountability.”

IA-Sen: Patty Judge thinking about challenging Chuck Grassley

The Des Moines Register’s Jason Noble snagged a surprising scoop yesterday: former Lieutenant Governor and Iowa Secretary of Agriculture Patty Judge is considering running for the U.S. Senate this year. Referring to Grassley’s approach to the U.S. Supreme Court vacancy, Judge told Noble,

“Iowans have always been straight shooters, and up until the recent time I would have said the same thing about Chuck,” Judge said. […]

“I don’t like this double-speak,” Judge said. “I don’t like this deliberate obstruction of the process. I think Chuck Grassley owes us better. He’s been with us a long time. Maybe he’s been with us too long.”

To qualify for the Democratic primary ballot, Judge would need to submit nominating papers with the Secretary of State’s Office by March 18, three weeks from today. That doesn’t leave much time to collect at least 2,104 signatures, including minimum amounts in at least ten Iowa counties. But Judge could pull together a campaign quickly, having won three statewide elections–for secretary of agriculture in 1998 and 2002 and on the ticket with Chet Culver in 2006.

Three other Democrats are seeking the nomination to run against Grassley: State Senator Rob Hogg, former State Senator Tom Fiegen, and former State Representative Bob Krause. Former State Representative Ray Zirkelbach launched a U.S. Senate campaign in November but ended his campaign last month, Zirkelbach confirmed by phone this morning.

Dozens of Democratic state lawmakers endorsed Hogg in January. I enclose the full list below. Any comments about the Senate race are welcome in this thread.

Feds approve Iowa's Medicaid privatization, effective April 1

Iowa’s Medicaid program will shift to managed care for some 560,000 recipients on April 1, in accordance with waivers granted by the federal Centers for Medicare and Medicaid Services. CMS had previously denied the request from Governor Terry Branstad’s administration to privatize Medicaid by January 1, citing numerous signs that the state was not ready. In a letter the Branstad administration released today, Vikki Wachino of CMS noted “significant improvement” in several areas: the provider networks of three insurance companies picked to manage care for Medicaid recipients; plans for reimbursing out-of-network providers for services; better communication between state officials and Medicaid providers and recipients; and training of case managers to assist Medicaid beneficiaries during the transition.

I enclose below reaction to today’s news from the governor, key state lawmakers, and other stakeholders, as well as the full five-page letter from CMS to Mikki Stier, director for Medicaid in the Iowa Department of Human Services. Federal officials set several conditions on their approval of Iowa’s plans, such as monitoring the actions of the three managed-care organizations, making sure call centers are running their helplines competently, and preserving some “continuity of care” for Medicaid recipients.

Although the delay until April 1 will allow more time to prepare for the transition, the policy’s likely impact remains the same: more money for insurance company overhead and profit and less for health care services; a deterioration in care for disabled people, as seen in Kansas and other states; and less access to health care providers (a key issue for the three Iowa Senate Republicans who recently voted with Democrats to terminate Medicaid privatization).

Senate Democrats continue to push for “tough, bipartisan oversight and accountability protections.” Chelsea Keenan reported for the Cedar Rapids Gazette that the Senate Human Resources Committee will consider that bill (Senate File 2213) on February 24. I don’t expect that legislation to go anywhere. All I’ve heard from Iowa House Republicans is happy talk, backed up by no evidence, that privatizing Medicaid will save the state money and improve patient care.

Three Republicans join Iowa Senate Democrats in vote to terminate Medicaid privatization

This morning the Iowa Senate passed Senate File 2125, which would terminate contracts the state has signed with insurance companies picked to manage care for Iowans on Medicaid. Governor Terry Branstad announced his administration’s “modernization” plans early last year and selected four managed care providers in August, with a view to fully privatizing Medicaid by January 1, 2016. The state later terminated a contract with one of those four companies, and the federal government refused to grant the necessary waivers, saying Iowa would not be ready to shift to managed care until March 1 at the earliest.

Iowa Senate leaders made clear on day one of this year’s legislative session that Medicaid privatization would be a pressing concern. Senate President Pam Jochum has been sounding the alarm since last year, worried about how privatization would affect her developmentally disabled adult daughter and other Iowans with special needs. Jochum gave the opening and closing remarks in support of Senate File 2125 today. She repeatedly warned that the Branstad administration has tried to do too much, too fast, without input from state lawmakers or other stakeholders with expertise in the area. Fellow Democrats Chris Brase, Liz Mathis, Mary Jo Wilhelm, Rich Taylor, and Amanda Ragan echoed many of those concerns in their speeches.

During the floor debate, Republican State Senator David Johnson explained why he would vote for the bill. He read e-mails from numerous constituents expressing concern about access to health services for their loved ones on Medicaid. He pointed out that Minnesota took 20 years to transition to managed care, while Iowa is trying to implement the same changes over just one year. “It’s moving too fast. That’s the issue here. We need to put a dagger in this.”

Last week Johnson became the first GOP lawmaker to come out in favor of terminating the privatization program; I enclose below excerpts from Jason Clayworth’s report for the Des Moines Register. Johnson’s fears about “children at risk of losing services” stem from the failure of the managed care companies to sign contracts with thousands of providers who have been treating Iowans on Medicaid, including children on HAWK-I (Iowa’s version of the State Children’s Health Insurance Program). Scroll to the end of this post for more details on that access problem, based on data from the Iowa Department of Human Services.

Republicans who spoke against the bill today included Senators Jason Schultz and Mark Chelgren. Schultz claimed Democrats took “ownership” of managed care by putting assumptions about Medicaid savings into the health and human services budget for the current fiscal year. During her concluding remarks, Jochum pushed back hard against the idea that a vote for last year’s health and human services budget was a vote for managed care. Rarely do I ever agree with Schultz, but I think Senate Democrats walked into a trap there. The Branstad administration’s estimates on reduced Medicaid costs after privatization were never grounded in reality, but Democrats accepted those assumptions in the budget they passed–not because they supported the Branstad effort, but likely because doing so gave them an extra $51 million to spend on other health-related priorities.

Chelgren argued that lawmakers should keep their word after voting for a budget that assumed Medicaid would shift to managed care. He likened the situation to Congressional Republicans voting to repeal the 2010 Affordable Care Act without having a plan ready to replace “Obamacare.” The analogy fails because terminating Medicaid privatization that hasn’t been fully implemented would not be like repealing Obamacare after several years of operation. The status quo is an available and less disruptive alternative to serving the 560,000 Iowans on Medicaid. Chelgren claimed that halting Medicaid privatization and starting the process over would “betray” those who signed up as providers under the new system. That argument made no sense; public comments from Iowans on Medicaid and health care stakeholders have overwhelmingly opposed the Branstad policy.

During her concluding remarks, Jochum refuted claims that 39 other states have put Medicaid in managed care. In reality, only four states have fully privatized the system, as the governor is doing.

Shortly after the floor debate, senators voted 29 to 19 to approve SF 2125. Republicans Jake Chapman and Tom Shipley joined Johnson and all 26 Senate Democrats. Notably, those three Republicans all represent strongly GOP districts, not marginal seats.

The bill now goes to the Iowa House, where Speaker Linda Upmeyer has indicated she does not plan to bring the measure up for debate. For a nurse practitioner by training, Upmeyer is remarkably insensitive to ordinary people’s health care needs–not only those on Medicaid, but also chronically ill Iowans who could benefit from medical cannabis. UPDATE: Added more links and comments on the Medicaid debate below. According to Erin Murphy, Upmeyer confirmed today that the House will not take up SF 2125, because the governor would certainly veto it. Given how unpopular Medicaid privatization is, the public would likely support a legislative override of that veto. But at least five more Republican senators would have to change their stands to override a veto in the upper chamber. In the House, at least 24 GOP state representatives would need to support an override, assuming all 43 House Democrats voted in favor.

Who's who in the Iowa Senate for 2016

The Iowa legislature’s 2016 session began on Monday. For the sixth year in a row, the 50 state senators include 26 Democrats and 24 Republicans. Just seven senators are women (six Democrats and a Republican), down from a high of ten women serving in the chamber during 2013 and 2014. All current senators are white. To my knowledge, the only African-American ever to serve in the Iowa Senate was Tom Mann, elected to two terms during the 1980s. No Latino has ever served in the Iowa House or Senate; Nathan Blake fell 18 votes short of becoming the first in 2014. No Asian-American has served in the state Senate since Swati Dandekar resigned in 2011.

I enclose below details on the Iowa Senate majority and minority leadership teams, along with all chairs, vice chairs, and members of standing Senate committees. Little has changed since last year, in contrast to the Iowa House, which saw some big changes in the majority Republican caucus since the legislature adjourned in June.

Term limits are a terrible idea generally but would be especially awful if applied to the Iowa Senate, as the longest-serving current senator bizarrely advocated last year. The experience gap between Democrats and Republicans is striking. As detailed below, only four of the 24 Senate Republicans have ten or more years of experience in the Iowa legislature, compared to seventeen of the 26 Democrats. No current Iowa Senate Republican has more than 20 years legislative experience, whereas six Democrats do.

Some non-political trivia: the 50 Iowa Senate members include three Marks, three Bills, three Richards (who go by Rich, Rick, and Dick), two Mikes, two Toms, two Joes, and two men named Charles (one goes by Chaz).

Feds say Iowa not ready, must delay Medicaid privatization until March 1

For months, Governor Terry Branstad has dismissed warnings from patients, advocates, doctors, hospitals, editorial boards, and lawmakers that the state’s rush to privatize Medicaid would disrupt health care for some 560,000 Iowans. Today the governor finally got the message in a form he can’t ignore. Director Vikki Wachino of the federal government’s Centers for Medicare and Medicaid Services wrote to Iowa Medicaid Director Mikki Stier,

Based on our review last week of Iowa’s progress, as well as the information you have provided, CMS expects that we will ultimately be able to approve Iowa’s managed care waivers. However, we do not believe that Iowa is ready to make this transition Jan. 1. CMS previously outlined the requirements to provide high quality, accessible care to Medicaid beneficiaries, and Iowa has not yet met those requirements, meaning that a transition on January 1 would risk serious disruptions in care for Medicaid beneficiaries. While you have made progress in some areas of readiness, our review also identified significant gaps that need to be addressed before CMS can authorize your waiver requests. For that reason, CMS will work with you toward approval of your request effective March 1, 2016, provided that the state demonstrates progress toward readiness consistent with the actions in the attachment to this letter.

Click through to read the full four-page letter and four-page attachment from Wachino to Stier, which the Des Moines Register posted online. CMS officials found that “significant areas of the state did not have many provider types within a reasonable distance,” and that “Relying too heavily on out-of-network providers is likely to create confusion among beneficiaries and providers, result in access issues for beneficiaries, and disrupt continuity of care for beneficiaries.” Many of the points raised echo concerns three Democratic state senators expressed during meetings with CMS officials in Washington last month.

The CMS readiness review also showed that nearly half of Medicaid recipients who tried to call the state’s call centers earlier this month could not get through. Many Iowans who did reach a staffer on the phone were not able to find out whether any of their current doctors had signed contracts with the four managed care providers approved to run Medicaid. The CMS findings are consistent with what I’ve been hearing from acquaintances: the enrollment packets sent to Medicaid recipients did not include basic details they would need to make an informed choice of managed care provider (such as where their family’s current doctors will be in-network).

I enclose below reaction to today’s news from Branstad, who struck an upbeat tone, and key Democratic lawmakers, who vowed to keep fighting to improve legislative oversight of the Medicaid privatization. The Democratic-controlled Iowa Senate approved such a bill during the 2015 session, but the Republican-controlled Iowa House declined to take it up. Oversight is the very least state lawmakers could do to prevent the transition to managed care from becoming a pretext for denying services to vulnerable Iowans.

David Pitt noted in his report for the Associated Press,

Two legal challenges continue including one from the Iowa Hospital Association, a trade group for the state’s hospitals. It sued the state claiming the privatization plan is illegal because it takes millions of dollars from a dedicated hospital trust fund and gives it to the four managed care companies.

UPDATE: Added below reaction from Representative Dave Loebsack (D, IA-02). I expect that during next year’s re-election campaign, Loebsack will highlight his efforts to shield constituents from the negative consequences of shifting Medicaid to managed care. His only declared Republican opponent is State Senator Mark Chelgren, who like his GOP colleagues in the upper chamber has done nothing to slow down the privatization or strengthen legislative oversight of the process.

Iowa House district 67 preview: Ashley Hinson vs. Mark Seidl

Television reporter and former KCRG morning show anchor Ashley Hinson emerged today as the likely Republican nominee in the Iowa House district that outgoing Speaker Kraig Paulsen is vacating. Paulsen announced in August that he would not seek another term in House district 67. Instead, he will take up a newly-created senior position at Iowa State University next year.

Hinson is on Twitter here and has a campaign website and Facebook page. At this writing, HinsonforHouse.com says little about political priorities; there’s no issues page or even a full bio of the candidate. The blurb on the front page offers a vague call to “stand up” against “politics as usual” and a promise to “make sure that everyone feels heard and is heard in Des Moines.” Hinson’s working campaign slogan appears to be “Trusted. Proven. Leader.”

Democrat Mark Seidl made his campaign in House district 67 official earlier this month. He unsuccessfully challenged Republican State Representative Renee Schulte in 2010 and ran against Paulsen in 2012. I am not aware of a Seidl campaign presence on Twitter or Facebook, but the candidate’s website is here. The issues page consists of bullet points on improving the business climate in Iowa, creating well-paid jobs, supporting education, balancing the budget, and maintaining “Iowa’s leadership in renewable energy.”

Iowa Senate President Pam Jochum endorsing Hillary Clinton is a big deal

Iowa Senate President Pam Jochum endorsed Hillary Clinton for president today in a guest column for the Des Moines Register. This afternoon, she will elaborate on her reasons at a Women for Hillary event in Dubuque.

Jochum joins the list of prominent Iowa supporters of Barack Obama before the 2008 caucuses who are now backing Clinton. An Iowa House Democrat at that time, Jochum headed Obama’s leadership team in Dubuque County. Obama easily won a plurality of delegates in Dubuque and carried all of the neighboring counties too.

More important, Jochum is a hero to many on what you might call “the Democratic wing of the Iowa Democratic Party.” I’m thinking of the 26 percent who voted for Ed Fallon in the 2006 gubernatorial primary, as well as people who have long advocated for campaign finance reform at the state level. Although I think highly of Senate Majority Leader Mike Gronstal, he’s not the progressive champion Jochum is–not by a long shot. She has helped fight some very tough fights, where powerful interest groups were lined up on the other side. I can’t think of an Iowa state legislator in my lifetime who has reached such a senior leadership position while being as consistently progressive as Jochum.

My impression is that many on the “Democratic wing” of the party have already committed to caucus for Bernie Sanders. Others feel conflicted as I do, drawn to Sanders for his passion and his uncompromising policy agenda, while recognizing Clinton’s strengths as a candidate and what it would mean for this country to elect a woman president. That Jochum is on board with Clinton could carry a lot of weight with undecided Democrats like me.

Before today, eight Democratic state senators and nine state representatives had already endorsed Clinton for the 2016 caucuses. I’ve enclosed the full list after the jump, along with excerpts from Jochum’s Des Moines Register op-ed.

Some big 2008 Obama supporters on new list of Iowa Women for Hillary

Today Hillary Clinton’s campaign released names of “nearly 200 women from all of Iowa’s 99 counties including nearly two dozen State Legislators, County Chairs and local elected officials” who support Clinton’s presidential bid. I’ve enclosed the full list after the jump. Many of these women also backed Clinton for president before the 2008 Iowa caucuses, such as former Iowa Attorney General Bonnie Campbell, former State Senator Staci Appel, and Ruth Harkin.

Nine women currently serving in the Iowa House are on the Iowa Women for Hillary list: State Representatives Marti Anderson, Timi Brown-Powers, Abby Finkenauer, Ruth Ann Gaines, Vicki Lensing, Mary Mascher, Jo Oldson, Sally Stutsman, and Phyllis Thede. Lensing and Mascher were among 21 state lawmakers who backed Clinton before the 2008 caucuses. Oldson was also in the legislature then; to my knowledge, she did not endorse a candidate before the 2008 caucuses. I am seeking confirmation and will update as needed.

The others were not in the state legislature in 2007, but Anderson and then Johnson County Supervisor Stutsman were high-profile supporters of Clinton’s campaign. Thede and Gaines were county leaders for Obama. I don’t know whether Finkenauer and Brown-Powers were active volunteers for any of the presidential campaigns that year. UPDATE: Brown-Powers told me that she caucused for Obama but was not active in the campaign.

Two current Iowa Senate Democrats are on the new Iowa Women for Hillary list: Janet Petersen backed Obama in 2007, as a member of the Iowa House. Liz Mathis was not a state lawmaker that year, and I am not aware of her publicly endorsing a candidate.

State Representatives Cindy Winckler and Beth Wessel-Kroeschell endorsed Clinton as Iowa House members in 2007 but have not done so this year. I am seeking comment from both on whether they have picked a different candidate, are undecided, or plan not to endorse before the 2016 caucuses.

Like Gaines and Thede, several other women on today’s press release were among the Obama campaign’s county leaders in 2007, such as Peggy Bramman (Delaware County), Clara Oleson (Cedar County), and Debbie Gitchell and Jan Bauer (Story County).

I got a kick out of seeing Bauer’s name, because earlier this year, she told the Washington Post that she was “waiting to see how aggressively pursued I am” before picking a candidate. Bleeding Heartland cited that comment as an unfortunate example of prairie prima donna behavior, which hurts the Iowa caucuses.

The best-known onetime John Edwards supporter on the new Women for Hillary list is Roxanne Conlin, a former U.S. attorney and Democratic nominee for governor and U.S. Senate. She came out for Clinton a few months ago.

Two other prominent Iowa women who weren’t on today’s press release are worth noting as once-dedicated Obama supporters backing Clinton for president in 2016. Jackie Norris was an early Obama campaign staffer in 2007 and ran Obama’s 2008 general election campaign in Iowa. Early last year, she showed up for the “Ready for Hillary” super PAC’s first event in this state. Former Iowa Democratic Party chair Sue Dvorsky announced in June that she will be helping Clinton’s campaign build support for next year’s caucuses.

IA-01: "Middle Class Fighter" Pat Murphy is in

Former Iowa House Speaker Pat Murphy made his second Congressional campaign official this morning. In the shortest YouTube candidate announcement video I’ve ever seen (just fourteen seconds long), Murphy declared, “The truck’s up and running…and so am I.” A press release announced, “Middle Class Fighter to Take on [GOP incumbent Rod] Blum,” and a e-mail to supporters fleshed out Murphy’s case. Excerpt:

Teri and I discussed this race long and hard and the bottom line is that middle class Iowans deserve to have a voice in Congress, somebody who knows the struggles they face, and will fight for them.  I’ve done that my whole life, because that’s who I am.  And there’s no other candidate running – from either party – who has been on the right side of these fights from day one.

From raising the minimum wage and teacher pay, passing equal pay for women, to protecting women’s health care and all Iowan’s civil rights.  That’s my record.  Fighting for progressive Iowa values is in my blood, with your help, it’s exactly what I’ll do in Congress.

I enclose below the candidate’s full e-mail to supporters, as well as excerpts from the press release. It points to Murphy’s lead in a recent internal poll of Democrats in IA-01 and recalls his outright victory in the 2014 primary, despite being outspent by some of his four opponents. The press release also notes that in the general election, Murphy outperformed both U.S. Senate nominee Bruce Braley and the gubernatorial ticket of Jack Hatch and Monica Vernon. Vernon has been considered the front-runner for the 2016 primary in IA-01, on the strength of early fundraising and endorsements from Iowa-based and Washington Democrats. Gary Kroeger is also seeking the Democratic nomination.

Former U.S. Representative Dave Nagle is backing Murphy for Congress again, as is the Blue America PAC, which supports progressive candidates in Democratic primaries as well as against Republicans in general elections. Murphy dominated the labor union endorsements before the 2014 primary. I’ll be interested to see whether Vernon picks up more labor support this cycle. So far, she has the backing of Teamsters Local 238, the “largest Teamster Local headquartered in the state of Iowa,” and the  Cedar Rapids/Iowa City Building Trades Council, which supported her during the 2014 primary. UPDATE: Added below a Vernon campaign press release “welcoming” Murphy to the race and listing her key endorsers. They include several Iowa House Democrats who served in the legislature while Murphy was speaker from 2007 through 2010. SECOND UPDATE: Added Kroeger’s statement below.

Weekend open thread: Hall of Fame and Family Leadership Summit edition

What’s on your mind this weekend, Bleeding Heartland readers? This is an open thread: all topics welcome.

All five Democratic presidential candidates appeared at the Iowa Democratic Party’s Hall of Fame dinner in Cedar Rapids on Friday night. I’ve posted below my impressions from the speeches; you can watch the videos on C-SPAN. It’s a shame the venue couldn’t accommodate more people, because lots of interested Iowa Democrats were unable to get tickets for the event.

Before the Hall of Fame dinner, I spent some time with an old friend who’s a huge Hillary Clinton supporter. Huge, as in, she didn’t take down her Hillary yard sign until the grass was long enough to need mowing in the spring of 2008. She mentioned to me that she’s relieved to see Clinton working hard this year instead of “ignoring” Iowa like last time. When I told my friend that Hillary visited Iowa more than 30 times in 2007, spending all or part of 70 days in the state, she was surprised. I’m amazed by how many Iowans have bought into the media-constructed narrative that Clinton “bombed” in the caucuses because she took the state for granted.

Ten Republican presidential candidates came to Ames on Saturday for the Family Leadership Summit organized by Bob Vander Plaats’ FAMiLY Leader organization. C-SPAN posted all of those speeches here. As usual, Donald Trump sucked up most of the oxygen in the room by questioning whether Senator John McCain had been a hero during the Vietnam War. O.Kay Henderson posted the audio at Radio Iowa. Rival presidential candidates with the exception of Ted Cruz rushed to condemn Trump’s remarks. Some of the Family Leadership Summit attendees may have been more upset by Trump’s comments about his three marriages and his admission that when he’s done something wrong, “I don’t bring God into that picture.”

A close look at the status of abortion regulations in Iowa

Anti-abortion activists suffered a setback last month when the Iowa Supreme Court unanimously ruled unconstitutional the state ban on using telemedicine for medical abortions. But the health and human services budget for the fiscal year that began on July 1 contained two provisions sought by those who want to reduce the number of abortions performed in Iowa.

The first part of this post examines new language in the Iowa Code related to ultrasounds for women seeking abortions. Who was closer to the mark: Iowa Right to Life, which hailed the “HUGE life-saving victory” as the anti-choice movement’s biggest legislative success in two decades? Or Planned Parenthood of the Heartland, which countered that the ultrasound language would neither change the standard of care at their clinics nor “directly impact a woman’s access to abortion”?

Next, the post addresses language lawmakers first adopted in 2013 and renewed in the just-passed human services budget, which allows the Iowa governor to determine whether Medicaid should reimburse for abortion services. No other state has a similar provision.

Finally, I offer some thoughts on an odd feature of anti-abortion activism in the Iowa legislature. State Senate Republicans advocate more for restrictions on abortion rights and access than do GOP representatives in the House, even though “pro-choice” Democrats control the upper chamber, while all 57 members of the House majority caucus are nominally “pro-life.” Iowa House leaders have not been eager to put abortion bills on the agenda. This year, rank-and-file House Republicans didn’t even introduce, let alone make a serious attempt to pass, companion bills to most of the abortion-related legislation their counterparts filed in the state Senate.

Iowa Senate, House approve gas tax increase

A bill that would raise Iowa’s gasoline tax by 10 cents a gallon is on its way to Governor Terry Branstad’s desk after approval today by both chambers in the Iowa legislature. The Iowa Senate passed Senate File 257 this morning by 28 votes to 21. Sixteen Democrats and twelve Republicans voted for the bill, while ten Democrats and eleven Republicans opposed it. Senate Majority Leader Mike Gronstal had reportedly insisted on at least half the GOP caucus supporting a gas tax increase as a condition for bringing the bill to the floor.

A few hours later, the Iowa House took up the Senate bill (rather than the bill that cleared two House committees last week). Thirty Republicans and 23 Democrats voted yes, while 26 Republicans and 20 Democrats voted no.

Only two state legislators missed today’s votes: Republican State Senator Mark Chelgren and Republican State Representative Chip Baltimore. Baltimore voted against the House version of this bill in committee last week, while Chelgren doesn’t serve on the committees that approved the bill in the Senate. Chelgren appears to have been absent for all of today’s votes, while Baltimore was at the Capitol but left the chamber when the gas tax bill came up. Speaking to reporters later, he tried to make a virtue out of his absence: “I refuse to legitimize either the bill or the process with a vote.” Weak sauce from a guy who is widely expected to seek higher office someday.

Conservative groups are urging Branstad to veto Senate File 257, but that seems unlikely, given the governor’s recent comments on road funding. Branstad’s spokesman said today that the governor will carefully review the final bill before deciding whether to sign it.

Final note: several of the “no” votes came from lawmakers who may face competitive re-election campaigns in 2016. Those include Democrats Chris Brase (Senate district 46), Steve Sodders (Senate district 36), and Mary Jo Wilhelm (Senate district 26), and Republicans Dennis Guth (Senate district 4) and Amy Sinclair (Senate district 14).

IA-01 Democratic candidate news roundup

Another Democrat is moving closer to a Congressional bid in Iowa’s first district. The Daily Iowan reported several days ago that Ravi Patel “is assembling campaign operatives and meeting with influential donors in Eastern Iowa in preparation for the run.” He is best known as principal and president of Hawkeye Hotels, a fast-growing company his parents established. Pat Rynard wrote on the Iowa Starting Line blog that Patel “has built connections from holding many fundraisers for Democratic candidates” and is “an entrepreneur involved in many startup businesses.”

If he runs for Congress, Patel told the Daily Iowan that his campaign “would be data-driven and heavy on social media.” His biggest potential weakness would probably be his youth (current age: 29). Iowans have nominated some young candidates who faced competitive primaries against more experienced rivals, most recently Ben Lange, the GOP’s 2012 nominee in IA-01. But despite a lot of excitement on social media, State Representative Anesa Kajtazovic didn’t make much headway with IA-01 Democratic voters, finishing fourth in the 2014 primary. Anecdotally, many Democrats liked Kajtazovic but questioned whether she had enough experience for the job she was seeking. Patel would also be competing against others who have more longstanding ties to the district. Although he owns a home in Cedar Rapids now, he has spent most of his life in either Burlington or Iowa City, which are located in the second Congressional district.

The front-runner in the Democratic primary remains Cedar Rapids City Council member Monica Vernon, who last week added her first labor union endorsement to the long list of sate legislators backing her second bid for Congress. After the jump I’ve posted the press release announcing the Teamsters Local 238 endorsement of Vernon. That local did not endorse in the 2014 primary to represent IA-01, but two other Teamsters locals backed the eventual winner Pat Murphy. Note: the press release mentions that Teamsters Local 238 has approximately 6,000 members. A representative for the union told me that between 2,000 and 2,500 of those members live in the IA-01 counties.

Other Democrats considering a bid in IA-01 include former Governor Chet Culver, former State Senator Swati Dandekar (who placed third in the 2014 primary), and former Saturday Night Live actor Gary Kroeger. His most recent blog post, which I’ve excerpted below, takes a quick look at the history of America’s major political parties with a view to reducing the “vitriol in our disagreements.” Kroeger posted today on Facebook that if elected to Congress, he would push for creating a national jobs program inspired by a non-profit foundation he profiled at his blog a couple of years ago.

Any comments about the IA-01 race are welcome in this thread. Republican blogger Craig Robinson pointed out recently that GOP incumbent Rod Blum will benefit tremendously from having U.S. Senator Chuck Grassley on the ballot in 2016.

It’s also worth noting that at least three and perhaps as many as six battleground Iowa Senate races will be located within IA-01 next year. State Senator Jeff Danielson will seek a fourth term in Senate district 30, covering parts of Waterloo and Cedar Falls; he faced well-funded challengers in his last two re-election campaigns. State Senator Mary Jo Wilhelm won by just 126 votes in Senate district 26 in 2012. I expect the GOP to target that district, half of which is in IA-01 and half in IA-04. Republicans are less likely to mount a serious challenge against either State Senator Liz Mathis in Senate district 34 or State Senator Brian Schoenjahn in Senate district 32, but a surprise retirement would instantly make either of those races competitive. Meanwhile, Democrats are likely to target Senate district 28, where GOP State Senator Mike Breitbach won by only 17 votes in 2012. First-term Senator Dan Zumbach could also face a serious challenger in Senate district 48. After the jump I’ve posted a map showing all the Iowa Senate district lines. UPDATE: Perhaps I should also have mentioned Democratic State Senator Steve Sodders (SD-36) and Republican Tim Kapucian (SD-38), who will be up for re-election in 2016 as well in counties that are part of IA-01. I haven’t heard of potentially strong challengers in either Iowa Senate district, but that could change before next spring.

IA-01: More than a dozen Democratic legislators endorse Monica Vernon

Some of the most prominent Democratic legislators living in Iowa’s first Congressional district have endorsed Cedar Rapids City Council member Monica Vernon, a day after she announced she will run for Congress again in 2016. The group includes lawmakers from the three largest metro areas in IA-01:

Cedar Rapids (State Senators Liz Mathis and Rob Hogg, State Representatives Art Staed, Kirsten Running-Marquardt and Liz Bennett)

Waterloo/Cedar Falls (State Senator Bill Dotzler and State Representative Timi Brown-Powers)

Dubuque (Iowa Senate President Pam Jochum)

Support from Mathis is particularly noteworthy, because many Iowa Democrats encouraged her to run for Congress in 2014. Mathis endorsed Vernon shortly before last year’s five-way primary.

Former State Senator Jack Hatch and several current lawmakers who live outside IA-01 also endorsed Vernon today: State Senators Joe Bolkcom, Bob Dvorsky, and Rich Taylor, and State Representatives Vicki Lensing, Mary Mascher, and Sally Stutsman. All besides Taylor represent parts of Johnson County, which is part of the Cedar Rapids/Iowa City corridor.

The full press release from Vernon’s campaign is after the jump. It sends a strong signal to any other Democrats who may be considering this race, including former State Senator Swati Dandekar and Ravi Patel, the president of Hawkeye Hotels.

Who's who in the Iowa Senate for 2015

The Iowa legislature’s 2015 session begins today. Democrats maintained their 26 to 24 majority in the upper chamber. After the jump I’ve posted details on the Iowa Senate majority and minority leadership teams, along with all chairs, vice chairs, and members of standing Senate committees. Where relevant, I’ve noted changes from the previous committee assignments. Click here for a similar post on the new Iowa House.

I’ve also enclosed below details on the tenure of all 50 Iowa senators. The experience gap between the caucuses is striking, even more so since three of the longest-serving GOP state senators retired in 2014. Only seven of the 24 Republicans have served in either the state House or Senate for more than four years, whereas nineteen of the 26 Democrats have more than four years of legislative service. Only four of the 24 Senate Republicans have ten or more years of experience in the Iowa legislature, compared to seventeen of the 26 Democrats. No current Iowa Senate Republican has more than 20 years legislative experience, whereas six Democrats do.

Just seven of the 50 senators are women, down from ten women in the chamber two years ago. The Democratic caucus includes 20 men and six women; the Republican caucus 23 men and one woman.

All current Iowa senators are white. To my knowledge, no African-American has ever served in the Iowa Senate. CORRECTION: Bleeding Heartland reader northwest points out that I forgot Tom Mann, who represented part of Des Moines in the Iowa Senate during the 1980s.

No Latino has ever served in the Iowa House or Senate; Nathan Blake fell 18 votes short of becoming the first in 2014. No Asian-American has served in the state Senate since Swati Dandekar resigned in 2011.

Some non-political trivia: the 50 state senators include three Marks, three Bills, three Richards (who go by Rich, Rick, and Dick), two Mikes, two Toms, two Joes, and two men named Charles (one goes by Chaz).

Mid-week open thread: 2018 IA-Gov scenarios edition

All topics are welcome in this open thread. I’d like to hear from Bleeding Heartland readers about the next race for Iowa governor. Winning that election needs to be a top priority for Iowa Democrats.

I remain 100 percent convinced that Terry Branstad will not serve out his entire sixth term. By the end of 2015, he will have set a record as the longest-serving governor in U.S. history. He is committed to “grooming” Lieutenant Governor Kim Reynolds to be the next governor. But Reynolds was almost unknown when Branstad selected her as his running mate. She had only two years of experience in the state legislature, all of it in the Iowa Senate minority. Before that, she had a long tenure as the Clarke County treasurer, a job that doesn’t allow politicians to build up a profile outside their home county.

Since Reynolds has no constituency in the Republican base, I find it hard to imagine she could win the nomination for governor campaigning from her current job. However, if she has a year or more under her belt as governor by the spring of 2018, she might have a fighting chance in the GOP primary. Even then, I don’t think other Republicans would give her a pass. Plenty of people have ambitions to succeed Branstad. I’ll be surprised if Secretary of Agriculture Bill Northey doesn’t run for governor during the next cycle.

On the Democratic side, several state lawmakers could be credible candidates for governor. Iowa Senate President Pam Jochum considered it this past cycle but opted out for family reasons. I hope Jochum will take the plunge in 2018, as she would be a great candidate and a fantastic governor. State Senators Janet Petersen and Rob Hogg would also be excellent leaders and will probably also give this race a look.

UPDATE: Two-time candidate for secretary of state Jake Porter is considering a gubernatorial bid on the Libertarian ticket and sees both outgoing Secretary of State Matt Schultz and newly-elected Secretary of State Paul Pate as likely Republican candidates. Pate sought the GOP nomination for governor in 1998 after one term in the secretary of state’s office, so he could easily do that again. I find it hard to believe that the Madison County attorney position will give Schultz a good launching pad for a gubernatorial campaign, but anything is possible.

Porter also mentioned State Treasurer Mike Fitzgerald as a possible Democratic candidate. Fitzgerald considered running for governor in 2013.

SECOND UPDATE: Lots of names being floated in the comments: Bob Vander Plaats, Iowa House Speaker Kraig Paulsen, State Representative Peter Cownie, and State Senator Amy Sinclair on the Republican side; newly elected State Senator Chaz Allen or State Representative Nancy Dunkel on the Democratic side.

Erin Murphy, who covers Iowa politics for Lee Enterprises newspapers, has predicted a matchup between Jochum and Reynolds in 2018. I like Jochum’s odds there, a lot.

Associated Press reporter Ryan Foley reports that Republican strategists are “keeping a close eye” on Chaz Allen. I wonder whether that may be wishful thinking on their part, as they appear to have no chance of winning Iowa Senate district 15 as long as Allen is around. I think 2018 would be a little early for him to run for governor.

I should also mention that incoming U.S. Senator Joni Ernst will probably go all-in for Reynolds in the 2018 primary. Reynolds helped to recruit Ernst for the Iowa Senate and later for the U.S. Senate race.

THIRD UPDATE: Some Iowa politics-watchers expect State Senator Liz Mathis to run for governor in 2018. I don’t think she would run against Petersen or Jochum in a primary, though, and I consider either of them more likely to run than Mathis.

IA-01: Who should run against Rod Blum?

Judging by the comments in this thread, Bleeding Heartland readers are eager to discuss who should take on Republican Rod Blum in the next election to represent Iowa’s first Congressional district.

Blum should be a one-termer. Unofficial results show he beat Pat Murphy by about 7,000 votes (51.2 percent to 48.7 percent) in a banner year for Iowa Republicans. Democratic turnout should be much higher for a presidential election than it was this year. Blum’s record in Congress will also make him an easier target for the next Democratic opponent. He didn’t campaign like an extreme right-winger, but he’s about to start voting like one, which will hurt him with independents. The next Paul Ryan budget (which Blum will support) will include big cuts to entitlement programs. I wouldn’t be shocked to see Blum help House Republicans shut down the federal government again.

Fewer women will serve in the Iowa Senate, more in Iowa House

For the past two years, ten women have served in the Iowa Senate (20 percent of the chamber’s membership). That number will fall to seven or eight by the time the newly-elected legislature begins its 2015 session.

However, the number of women who will serve in the Iowa House will grow from 25 to 27 for the next two years. Follow me after the jump for details and a full list of Democratic and Republican women who will serve in the newly-elected Iowa legislature.

Following up on prospects for increasing racial and ethnic diversity in the Iowa legislature, all five African-American state representatives were re-elected to the Iowa House this week: Helen Miller (House district 9), Ruth Ann Gaines (House district 32), Ako Abdul-Samad (House district 35), Deborah Berry (House district 62), and Phyllis Thede (House district 93). Neither party nominated any African-American candidates for the Iowa Senate, which remains all-white.  

Iowans have yet to elect a Latino candidate to the state legislature. Democrats nominated Karyn Finn in House district 60 and Maria Bribriesco in Senate district 47, but both lost to Republican incumbents on Tuesday.

As has been the case since Swati Dandekar left the Iowa Senate in 2011, the Iowa legislature includes no Asian-American lawmakers. Neither party nominated any Asian-American candidates in 2014.

Auditor details mismanagement by Matt Schultz and Mary Mosiman

If you thought nothing could surprise you anymore about Iowa Secretary of State Matt Schultz, I recommend reading the report Chief Deputy State Auditor Warren Jenkins released yesterday. Jenkins reviewed payments to Schultz’s former chief deputy Jim Gibbons after Gibbons stopped coming to work. You can download a pdf of the audit here. I’ve posted the full text after the jump.

Key points: Schultz told Gibbons in May 2012 that his position would be eliminated at the end of the calendar year. Gibbons stopped coming in to work regularly the following month. Normal procedure calls for at-will state employees to be paid “until the end of the pay period, up to a maximum of 2 weeks after being notified their position is to be eliminated.” After learning that state agencies are not allowed to make severance payments to at-will employees, Schultz decided to keep Gibbons on the payroll through December 2012. There are no timesheets or records of how often Gibbons came to work between June and December of that year. Former colleagues could not provide Jenkins with much information about anything Gibbons did for the Secretary of State’s Office. Gibbons reported directly to Schultz.

The audit concluded, “Based on the lack of documentation supporting work performed by Mr. Gibbons, we cannot determine the public benefit of the Secretary of State’s Office paying Mr. Gibbons $90,738.67 in salary, vacation, and benefits for the period June 8, 2012 through December 31, 2012.” Jenkins also questioned the public benefit of paying more than $21,000 to two other at-will employees whose positions were eliminated.

Schultz is now running for Madison County attorney. That election will be a good test of whether Madison County Republicans care more about partisan allegiance or basic competence. A statement from Schultz tried to pass off Gibbons’ work arrangement as something advised by the Department of Administrative Services. That spin is misleading, for reasons I explain after the jump.

Current State Auditor Mary Mosiman was one of Schultz’s deputies during the period examined, and to put it mildly, this report casts an unflattering light on her. She has claimed that she warned Schultz that keeping Gibbons on the payroll was damaging to morale in the agency. But the bottom line is, she never blew the whistle on a colleague getting tens of thousands of taxpayer dollars for doing no work.

In addition, Jenkins found that neither Mosiman nor Gibbons submitted timesheets or “leave slips” documenting approval of planned time off. As a result, Mosiman “was paid for one week of accumulated vacation she should not have received” when she left the Secretary of State’s Office for her current job. She has reportedly already returned to the state her excess payment of $2,500. No one knows whether that’s the full extent of overpayments to Schultz’s subordinates. Jenkins’ report states, “Because timesheets and leave slips were not required to be completed and were not submitted by the Deputies, we are unable to identify any additional vacation hours used but not properly recorded for the Deputies.”

The state auditor is supposed to make sure the public’s money is well spent. How can someone do that job without understanding the need to record essential information such as time spent working and time spent on vacation? Even if Mosiman was not aware that she received too much vacation pay, she should have recognized and taken steps to correct the lack of record-keeping at the Secretary of State’s Office. She should not have stood by and let Gibbons collect month after month of salary and benefits, long after he stopped coming to work.

Prospects for increasing diversity in the Iowa legislature

Forty men and ten women currently serve in the Iowa Senate. No senators are African-American, Latino, or Asian-American.

Seventy-five men and 25 women currently serve in the Iowa House. Five state representatives are African-American and none are Latino or Asian-American.

Time for a look at how those numbers might change after the November election, now that primaries have determined the major-party nominees in all state legislative districts. Weekend open thread: Jack Hatch running mate edition

What’s on your mind this weekend, Bleeding Heartland readers? This is an open thread.

Gubernatorial candidate Jack Hatch will announce his choice for lieutenant governor sometime before the Iowa Democratic Party’s statewide convention on June 21. He has been vetting and interviewing possible choices for several weeks. According to Hatch,

“I want to choose a running mate that can become governor on Day One, at any time, and that really supplements and adds to my experience as an elected official and a business person,” he said.

He added he would not be “restricted” by demographic concerns such as a candidate’s gender or geographic location – suggesting he would not consider women exclusively.

I think we can all agree that it would be a huge mistake for Hatch to choose a man, when Iowa Democrats are nominating only one woman for statewide office (Sherrie Taha for secretary of agriculture) and only one woman for federal office (Staci Appel in the third Congressional district).

The last five Iowa lieutenant governors have been women: Jo Ann Zimmerman (independently elected), Joy Corning (Terry Branstad’s running mate), Sally Pederson (who served under Tom Vilsack), Patty Judge (Chet Culver’s running mate), and current Lieutenant Governor Kim Reynolds.

The logical choice for Hatch would be a woman from eastern Iowa, where two-thirds of the state’s voters live. A few days ago, Iowa Senate President Pam Jochum of Dubuque told Erin Murphy that she won’t be the lieutenant governor candidate and “declined to comment on whether Hatch had asked her to run with him.” State Senator Liz Mathis, from the Cedar Rapids metro area, told James Q. Lynch, “I have been approached and encouraged, (but) it is not the right time for me to do that.”

Lynch mentioned two of the unsuccessful candidates in Iowa’s first Congressional district: Cedar Rapids City Council member Monica Vernon, who finished second to Pat Murphy, and State Representative Anesa Kajtazovic of Waterloo, who finished fourth. Vernon would be a better fit for the ticket, according to the criteria Hatch laid out for Lynch: a person “who could actually become governor, someone who does not need to be trained, who has had accomplishments in public life and or business, and who brings a level of depth to a campaign that we would want.” Also, since Vernon was a Republican until about five years ago, she has a potentially compelling message for moderates and swing voters.

Highlights from this year's Iowa Senate votes on Branstad nominees

During the 2014 legislative session, the Iowa Senate confirmed all but a handful of Governor Terry Branstad’s more than 200 nominees for state boards and commissions. It’s not unusual for senators to vote down one or two appointees, but this year the Senate confirmed everyone who came up for a vote on the floor.

The only close call was former Iowa House Republican Nick Wagner, confirmed to the Iowa Utilities Board last month with just one vote to spare. Branstad originally named Wagner to the three-member utilities board in 2013 but pulled his nomination when it became clear that senators would not confirm him. Branstad named Wagner to that board anyway, right after the Senate adjourned for the year in 2013. By the time his nomination came up for consideration this year, a couple of factors that worked against him were no longer relevant. Former State Senator Swati Dandekar had resigned from the board to run for Congress, so there would no longer be two of three members from Marion (a Cedar Rapids suburb). Furthermore, Branstad named attorney Sheila Tipton to replace Dandekar, so senators could no longer object to the lack of a lawyer on the Iowa Utilities Board.

Still, most of the Democratic caucus opposed Wagner’s nomination. State Senator Rob Hogg cited the nominee’s support for a bad nuclear power bill that the legislature considered a few years back. Meanwhile, State Senator Matt McCoy (who incidentally wanted to pass the nuclear bill) noted that as a key Iowa House Republican on budget matters, Wagner “was not willing to listen” and “took very difficult and very hard-line positions.” After the jump I’ve posted the roll call on the Wagner nomination; 11 Democrats joined all 24 Republicans to confirm him.

As in recent years, the governor withdrew a handful of nominees who were not likely to gain at least 34 votes (a two-thirds majority) in the upper chamber. A few nominees for low-profile boards had to go because of party imbalance issues. Chet Hollingshead, one of seven Branstad appointees to the Mental Health and Disability Services Commission, never came up for a vote, presumably because of a theft incident Bleeding Heartland user Iowa_native described here.

I am not sure why Senate Majority Leader Mike Gronstal informed Branstad that Jason Carlstrom was unlikely to be confirmed as chair of the Iowa Board of Parole. The governor first appointed Carlstrom to that position in the summer of 2012, to fill out the remainder of someone else’s term. The Iowa Senate unanimously confirmed him during the 2013 legislative session. When Branstad reappointed Carlstrom to the parole board this year, I didn’t expect him to run into any trouble. I will update this post if I learn more details.

The highest-profile nominee withdrawn by Branstad was former Iowa House Republican Jamie Van Fossen, whom the governor wanted to chair the Public Employment Relations Board. Cityview’s Civic Skinny described the backstory well; I’ve posted excerpts after the jump. Van Fossen still serves on that board, having been confirmed to a full term in 2012. But the new chair will be Mike Cormack, a Republican who served four terms in the Iowa House and later worked for the State Department of Education. Senators unanimously confirmed Cormack last month. The outgoing Public Employment Relations Board chair, Jim Riordan, has alleged that the board faced political pressure from Branstad staffers to hire an employer-friendly administrative law judge.

Will Branstad fix the mess his mental health funding veto created?

Iowa’s constitution allows the governor to line-item veto provisions in appropriations bills, and Governor Terry Branstad has used that power to overrule legislative decisions on many spending proposals, large and small. Among this year’s line-item vetoes, perhaps the most controversial was Branstad’s surprising decision to ax $13 million for mental health services. That line item was intended to cushion the blow for counties as Iowa reorganizes its mental health care delivery system. (In the past, available care depended greatly on a patient’s county of residence.) Despite broad bipartisan support for this appropriation and a large state budget surplus, Branstad decided that counties didn’t need extra help with mental health services.

This week four Democratic state senators and one Republican asked Branstad to help fix the mess he created, which has already led to some service cuts.

IA-Gov: Hatch rolls out campaign, Olson rolls out endorsements (updated)

Ethics board to investigate National Organization for Marriage spending on retention votes

Former Lieutenant Governor and Iowa Secretary of Agriculture Patty Judge is advising former State Senator Swati Dandekar’s campaign for Iowa’s first Congressional district, James Q. Lynch reports for the Cedar Rapids Gazette today. The article also includes comments from Dandekar and Judge on perhaps the biggest obstacle facing Dandekar’s candidacy: the perception that she risked the Iowa Senate majority in 2011.

Last-minute Iowa legislative scramble is nothing to brag about

The Iowa Senate wrapped up its work for the year shortly after midnight on May 23, and Iowa House members adjourned about 11 hours later. Lawmakers in both parties have been congratulating themselves for compromising on some big issues that ended in stalemate the previous two years. Rod Boshart compiled an excellent list of what the legislature did and didn’t approve during 2013.

We all can appreciate the desire to finish a big project before a holiday weekend, and since legislators stopped receiving per diem payments weeks ago, they understandably wanted to get out of town as quickly as possible. However, I found it disturbing that votes were held before most lawmakers, let alone members of the public, had time to digest final conference committee deals on education reform, an alternative to Medicaid expansion, property taxes, and the health and human services budget. Transparency isn’t just a buzzword. Had journalists and advocacy groups been able to look over the last-minute compromises, people might have discovered problematic language or even simple drafting errors, which could produce unintended consequences after Governor Terry Branstad signs these bills into law.

I have a lot of questions about the final education reform bill and the plan to provide health insurance to low-income Iowans, particularly those earning between 101 percent and 138 percent of the poverty level. I also need more time to sort through the budget numbers and final changes to the standings bill. After the holiday weekend Bleeding Heartland will examine the important results of the legislative session in more detail. For now, I’ve posted after the jump details on who voted for and against the major bills approved this week.

UPDATE: In the May 24 edition of the On Iowa Politics podcast, statehouse reporters Mike Wiser and James Lynch discussed how the big issues came together “behind closed doors,” with no public scrutiny or oversight. Lynch commented that to his knowledge, the conference committee named to resolve the impasse over Medicaid expansion never formally met, except perhaps for one organizational meeting. Lynch recounted one occasion when Iowa House Republican Dave Heaton was briefing journalists about the health care talks, and the journalists asked when that happened, since there hadn’t been any public notices of conference committee meetings. According to Lynch, Heaton replied, “We’re not having meetings, but we’re meeting.” Senate President Pam Jochum said that negotiations between Democratic State Senator Amanda Ragan and House Majority Leader Linda Upmeyer produced the “key to Iowa’s health care compromise.” Notably, Upmeyer didn’t have a prominent role in passing the House health insurance plan, nor was she named to the conference committee assigned to merge the House and Senate proposals.

Speaking to journalists on May 22, Senate Majority Leader Mike Gronstal and Jochum weren’t able to answer a specific question about compromise wording reached regarding Medicaid coverage of abortions. That was no minor issue–it was the last sticking point holding up approval of the health and human services budget. In effect, Gronstal told journalists, you can see the wording after the final bill is published.

Another Iowa legislative victory for Big Ag

Factory farm advocates failed in 2009 to circumvent the Iowa DNR’s rulemaking on applying manure over frozen and snow-covered ground. Then they failed in 2010 to win passage of a bill designed to weaken Iowa’s newly-adopted regulations on manure storage and application.

But this year, the Iowa Pork Producers Association succeeded in convincing state lawmakers to relax requirements for CAFO operators to be able to store their own manure properly. All they had to do was dress up their effort as an attempt to help families with aspiring young farmers.

IA-01: State Senator Jeff Danielson keeping options open

Democratic State Senator Jeff Danielson has not ruled out running for Congress in the open first district next year. I contacted Danielson after State Senator Liz Mathis confirmed on Saturday that she will not seek to replace Bruce Braley. Danielson responded on April 7, “I’m not actively seeking any other office at this time. I’m focused on the work of the Cedar Valley in the [legislative] session.” When I asked whether he might consider a Congressional bid after the session ends, Danielson responded yesterday, “I am keeping all options open for 2014.”

Danielson represents Iowa Senate district 30, covering most of Cedar Falls and part of Waterloo in Black Hawk County. He was just re-elected to a third four-year term in 2012, so he would not have to give up his current position to run for Congress next year. If he won the Democratic primary and the general election in IA-01, there would be a special election in Senate district 30 in early 2015. Republicans have a slight voter registration advantage in that district, but no-party voters have a plurality.

Danielson’s district includes the University of Northern Iowa campus, so he has been a vocal advocate for higher education funding in the Iowa Senate. He has also been a leading voice for better disclosure of campaign contributions. He supports a federal constitutional amendment to overturn the U.S. Supreme Court’s Citizens United decision and limit corporate campaign gifts. In Danielson’s latest re-election campaign, he focused on bipartisan work to support main street businesses and fully fund services Iowans depend on. He also emphasized his commitment to “protecting health care choices for women.”

IA-Sen: Most Democratic state legislators endorse Braley

Representative Bruce Braley’s campaign for U.S. Senate rolled out its largest batch of endorsements today: 71 state legislators. All 26 Iowa Senate Democrats plus 45 of the 47 Iowa House Democrats are named in the press release I’ve posted after the jump. For some reason, Iowa House Minority Leader Kevin McCarthy and former Iowa House Speaker Pat Murphy are not in this group. Murphy is running for the first Congressional district seat Braley is vacating.

Earlier this week, Braley’s campaign announced that it raised more than $1 million during the first quarter. That is a solid number, and I’ll be interested to see how the numbers break own (contributions from individuals vs PACs, for instance). Bleeding Heartland will publish a detailed roundup of Iowa Congressional fundraising after all the candidates have filed their reports with the Federal Election Commission. Those reports are due April 15.

Iowa Senate approves Medicaid expansion along party lines

Last night the Iowa Senate approved Senate File 296, a bill to expand Medicaid, on a strictly party-line vote of 26 to 23. You can listen to the entire Senate debate (approximately 90 minutes) at Radio Iowa. I’ve posted highlights from the debate after the jump, along with the full list of 52 organizations that have registered their support for Senate File 296. Some corporations and organizations have have registered their lobbyists as undecided on Senate File 296, but at this writing, not a single organization is registered against the Medicaid expansion.

New thread on the Iowa Congressional races

Dubuque business owner Rod Blum told the Marshall County Republican Central Committee this week that he plans to enter the GOP primary to represent the open first Congressional district. Blum finished a close second to Ben Lange in the 2012 IA-01 primary. Cedar Rapids business owner Steve Rathje was the first Republican to announce in IA-01. I haven’t heard any news lately about other possible Republican candidates in the first district, like State Representative Walt Rogers or former Secretary of State Paul Pate.

Iowa House Majority Leader Linda Upmeyer predicted on Sunday that the first Iowa woman elected governor or to Congress will be a Republican. If no Democratic woman steps up in IA-01, I believe Upmeyer will be proven right. I have heard from several independent sources that State Senator Liz Mathis is privately telling Democrats she won’t run for Congress. Senate President Pam Jochum took herself out of the running last month. Former Iowa House Speaker Pat Murphy is the only declared Democratic candidate so far. State Senator Steve Sodders is talking with potential supporters about the race.

I haven’t heard about any Republican planning to run against four-term Democrat Dave Loebsack in IA-02. For now, the Democratic Congressional Campaign Committee does not appear worried about holding this district.

According to the Des Moines rumor mill, former State Senator Staci Appel is considering a run for Congress in IA-03. Appel lives in Warren County and served one term in the Iowa Senate before losing to Republican Kent Sorenson in 2010. Mike Sherzan is currently the only declared Democratic challenger to ten-term Republican Tom Latham.

I haven’t heard of any Democrats planning to challenge six-term incumbent Steve King in IA-04. I’m still confident King will not run for the U.S. Senate. But if King does leave the fourth district open, many Republicans are rumored to be thinking about that race, including Upmeyer and State Representative Chip Baltimore.

IA-01: Democrat Steve Sodders thinking about it

State Senator Steve Sodders will “take a serious look” at running for the first Congressional district seat Bruce Braley is vacating. Speaking by telephone yesterday, Sodders said he is in the “very exploratory” phase, talking with different groups and individuals. He currently has no deadline for announcing his plans, but he expects to decide sometime before this summer whether to run in next year’s Democratic primary.

Marshall County Deputy Sheriff Sodders was first elected to the Iowa Senate in 2008. He was just re-elected to a four-year term in Senate district 36, covering Marshall and Tama counties and a small area in Black Hawk County. Consequently, he would not need to give up his Senate seat to run for Congress. In addition to serving as Senate president pro-tem, Sodders chairs the Economic Growth Committee. I’ve posted his official bio after the jump.

So far State Representative Pat Murphy is the only declared Democratic candidate in the first Congressional district, and Cedar Rapids businessman Steve Rathje is the only declared Republican.

I continue to believe that Iowa Democrats should nominate a woman for this very winnable seat–preferably someone other than the woman who just voted herself a 25 percent raise. I wish Senate President Pam Jochum had not taken herself out of the running so early.

Any relevant comments are welcome in this thread. The latest figures from the Iowa Secretary of State’s office indicate that the 20 counties in IA-01 contain 165,428 active registered Democrats, 137,943 Republicans, and 193,674 no-party voters.

New IA-01 discussion thread

All signs point to Representative Bruce Braley running for Iowa’s open U.S. Senate seat in 2014, so I thought I’d put up a new thread to discuss scenarios in the first Congressional district.

Former Iowa House Speaker Pat Murphy plans to run in the Democratic primary for IA-01. I don’t think he’s as strong a candidate as either Senate President Pam Jochum or State Senator Liz Mathis would be, and it is long past time for Democrats to nominate a woman in an open seat that leans Democratic. The latest numbers from the Iowa Secretary of State’s office show that IA-01 contains 167,987 active registered Democrats, 140,227 Republicans, and 196,078 no-party voters.

On the Republican side, I am seeking comment about a possible Congressional bid from both Ben Lange and Rod Blum. Both ran against Braley in 2012; Blum narrowly lost the primary. Iowa Senate Minority Leader Bill Dix ran for IA-01 when it was last an open seat in 2006, but he has ruled out running for Congress next year as he tries to take back the Senate majority for the GOP. CORRECTION: Dix lives in Butler County, which used to be in IA-01 but is now in IA-04 under Iowa’s new map.

Any comments about the IA-01 campaign are welcome in this thread. A race between Blum and either Jochum or Murphy would be an all-Dubuque affair.

New IA-Sen and IA-01 speculation thread (updated, adding IA-03)

Iowa politics watchers continue to chew over the possibilities for the open U.S. Senate race next year. To no one’s surprise, Governor Terry Branstad ruled out a Senate bid this morning, saying he’s never been interested in leaving Iowa to serve for six years in Washington, DC. Lieutenant Governor Kim Reynolds told journalists that she is focused on the Branstad administration’s agenda for Iowa but keeping her “options open” on the Senate race. Many other Republicans are thinking about it too, and only Representative Tom Latham has the potential to clear the field.

On the Democratic side, speculation continues to center around Representative Bruce Braley, who confirmed yesterday that he is considering running for Tom Harkin’s seat. If Braley takes on the Senate race, many Democrats expect State Senator Liz Mathis to run in the first Congressional district. She is well-known among Iowans in the Cedar Rapids television market, thanks to her previous career in news broadcasting. Senate President Pam Jochum of Dubuque said today that the IA-01 race is “something to think about.” Jochum indicated that to run and serve in Congress, she would need support for her developmentally disabled adult daughter, who lives with her.

Any comments related to the reshuffle in Iowa politics are welcome in this thread. UPDATE: Also no surprise: Democratic State Senator Matt McCoy of Des Moines would consider running in IA-03 if Latham goes for the Senate seat.

SECOND UPDATE: Iowa Senate Minority Leader Bill Dix ruled out running for either the U.S. Senate or IA-01 in 2014. Dix left the Iowa House in 2006 to run for the open seat in IA-01, but finished second in the GOP primary. Further updates are after the jump.

IA-Sen: Harkin retiring (updated)

Terrible news for Iowa Democrats: Senator Tom Harkin told Tom Beaumont of the Associated Press that he will retire rather than seek re-election in 2014. Not only will there be an open seat at the top of the ticket, the Iowa Democratic Party won’t be able to count on Harkin’s millions to fund a decent coordinated GOTV campaign in a midterm election year. Even if Democrats manage to win that statewide race while Governor Terry Branstad’s also on the ballot, we will lose an Iowan in charge of a powerful Senate committee. Incoming Iowa Democratic Party Chair Tyler Olson has a difficult road ahead.

Representative Bruce Braley is likely to run for Harkin’s seat, and unless either Tom or Christie Vilsack is interested, the primary would probably be uncontested. The silver lining here is a chance to elect a woman to Congress in IA-01. Iowa Senate President Pam Jochum would be my first choice, but there are many capable Democratic women in those 20 counties.
