Like their counterparts across the country, top Iowa Republicans howled on August 24 when President Joe Biden rolled out a three-pronged student loan relief program.

Speaking at a town hall meeting, Senator Chuck Grassley asserted that it’s “unfair” to forgive some student loans but not help other people who struggle to repay their obligations.

U.S. Representative Ashley Hinson denounced the plan as a “handout to the wealthy and a total slap in the face” to working people who didn’t go to college or already paid off their student loans.

The outrage over student debt relief was striking, since Grassley and Hinson have not objected to some other federal government handouts, which benefited their own families.

Tom Barton wrote an excellent article for the Cedar Rapids Gazette about what’s at stake in this November’s vote on a pro-gun amendment to the Iowa Constitution. Republicans who pushed for the amendment have downplayed its potential impact on existing gun regulations. But legal experts told Barton some laws, such as a broad prohibition on firearms ownership by people with felony convictions, might not survive a court challenge if voters approve the constitutional amendment.

In a little-noticed passage tucked into a recent decision on abortion rights, a majority of Iowa Supreme Court justices suggested that existing gun regulations could be doomed under a “strict scrutiny” standard.

Politicians love spending time at the Iowa State Fair, and many candidates for state and federal offices made multiple visits this year. But in a break with a long-running practice, Republicans seeking statewide and federal offices mostly shunned the Des Moines Register’s Political Soapbox.

Just three of the eleven GOP candidates invited to the Soapbox were willing to devote 20 minutes of their state fair visit to a public speech outlining their agenda. Every elected Republican official steered clear.

Avoiding the Register’s platform is another sign of growing Republican hostility toward traditional Iowa media. Other recent examples: some GOP candidates refused to meet with high-profile editorial boards in 2018 and 2020, and Iowa Senate leaders abandoned more than a century of tradition to kick reporters off the chamber’s press bench this year.

More than four years after signing into law a ban on using public funds to promote the name, likeness, or voice of Iowa’s statewide elected officials in a “paid exhibit display at the Iowa state fair,” Governor Kim Reynolds continues to spend part of her office budget on an Iowa State Fair booth plastered with her name and picture.

Neither the Republican-controlled legislature nor the state board charged with enforcing the self-promotion law have taken any steps to remedy the situation.

Lawyers representing Governor Kim Reynolds have taken the first step toward reinstating a 2018 law that would ban nearly all abortions in Iowa. A Polk County District Court struck down that law in 2019, and Reynolds did not appeal the decision. A motion filed on August 11 asks the court to lift the permanent injunction, which was founded on Iowa and U.S. Supreme Court rulings that have since been reversed.

In a written statement amplified on her social media, Reynolds promised, “As long as I’m Governor, I will stand up for the sanctity of life and fight to protect the precious and innocent unborn lives.”

Left unsaid by the governor, but made clear by the legal brief her team filed: pregnant Iowans’ interests have almost no value in the eyes of the state.

Iowa Republican politicians rarely question the actions of law enforcement officers in any context. But forced to choose between giving federal agents the benefit of the doubt and knee-jerk loyalty to former President Donald Trump, it wasn’t a close call.

People in the health care field have worked their tails off since the COVID-19 pandemic hit Iowa with a vengeance in 2020.

Doctors, nurses, and all manner of technicians and support staff have performed heroically under circumstances that often were trying.

But the death this year of a patient at a Centerville care center has struck a chord with many Iowans — and not just because COVID claimed another life. The reaction has ranged from sadness to anger because the person’s treatment was unprofessional, uncaring and incompetent, if not bordering on criminal.

The ACLU of Iowa and Planned Parenthood North Central States announced on August 5 that they will not pursue litigation challenging Iowa’s mandatory 24-hour waiting period before all abortions. The Iowa Supreme Court allowed that 2020 law to go into effect in June, when a 5-2 majority reversed the court’s abortion rights precedent and sent Planned Parenthood’s case back to District Court.

In a written statement, ACLU of Iowa legal director Rita Bettis Austen described the decision to dismiss the case as “extremely difficult.”

But the move was wise in light of Iowa’s current legal landscape. Dropping this challenge could push back by years any ruling by the conservative-dominated Iowa Supreme Court to establish a new legal standard for reviewing abortion restrictions. That could strengthen the position of Planned Parenthood and the ACLU as they fight grave threats to Iowans’ bodily autonomy.

As a kid, I loved fishing off the dock because it assured immediate action, since I could catch tiny fish as fast as my worm hit the water.

But my dad practiced real fishing. He’d pack a lunch and fish in a small boat all day, even if nothing but mosquitoes were biting. He was in it for the long term, and it paid off with big catches. If he didn’t catch anything one day, he’d try again the next. He understood big catches took patience.

Like my dad’s long-term fishing, Republicans understand culture wars aren’t about instant gratification. The best example is their 49-year battle against Roe v Wade. They eventually found a right-wing majority on the Supreme Court brazen enough to overturn settled law and rob women of privacy and thus choice.

But the new front in the culture war is clearly public education. The hard right seems determined to chip away through multiple avenues of attack. 

For a second straight year, Governor Kim Reynolds has reappointed Erik Helland to Iowa’s Public Employment Relations Board (PERB) after Helland failed to win Iowa Senate confirmation. In an apparent effort to circumvent the legally required confirmation process, Reynolds appointed Helland to a different position on the three-member board, which adjudicates labor disputes within state and local government or school districts.

She used the same maneuver last summer to name Helland as PERB chair after the Iowa Senate did not confirm him during the 2021 legislative session.

The governor has not filled the now-vacant position of PERB chair, saying in a recent letter to the top Iowa Senate staffer that her administration “has initiated, but has not yet completed, the selection process.” That leaves the board with no quorum; Reynolds has kept one position unfilled since August 2020.

The long-running vacancy allows the governor’s preferred nominees to remain on the board, even if they don’t receive a two-thirds confirmation vote in the state Senate. Asked for comment on Helland’s reappointment, the Democratic senators who reviewed the PERB nominees accused the governor of “a partisan power grab” and “rigging the appointment process so she can get her way.”

Reynolds’ spokesperson Alex Murphy did not respond to eight inquiries about the PERB appointments between late May and July 28.

In 2019 I wrote a Bleeding Heartland article about the growing disparity between administrative and teacher salaries. At the time I didn’t anticipate that the situation would get much worse. I hoped that Iowa’s ever-increasing rainy day funds might be used when pay became more of a problem. 

Regrettably, here I am again three years later, encouraging Iowans to focus on what has become a major issue.

Question: Should “We the people” of Iowa pay for our government not telling us what it is doing?

Answer: The question is rhetorical, because we already do so—even though as a matter of principle and given the intent of Iowa’s Sunshine laws, we should not.

The center of this Q&A is the Iowa Public Information Board (IPIB). When created in 2012, after years of work with state lawmakers, the board was heralded. The concept was, challenges to government secrecy would be subject to quick, inexpensive answers. No need to hire a lawyer to represent your concerns.

But two good commentaries illustrate how those dreams were more like delusions.

Top Iowa Republicans crowed this month when the state’s official figures showed the GOP had expanded its voter registration lead over Democrats. At this point in the 2018 election cycle, registered Republicans outnumbered Democrats in Iowa by around 24,000. The current disparity is more than three times as large. According to the latest numbers released by the Secretary of State’s office, Iowa has 681,871 active registered Republicans, 597,120 Democrats, and 555,988 no-party voters.

The voter registration totals should concern Democrats, but two other trends facing the party’s candidates in this midterm election should worry them more.

Longtime advocates for access to public records in Iowa expressed concern this week about new administrative rules proposed by the Iowa Public Information Board.

The draft rules would spell out requirements for acknowledging and responding “promptly” to public records requests, but would also create a new excuse for government bodies that fail to provide timely access to records. Nothing in Iowa’s open records statute, known as Chapter 22, authorizes the board’s proposed language on “unforeseen circumstances,” nor is that concept consistent with Iowa Supreme Court precedent.

The Iowa Supreme Court has rejected Governor Kim Reynolds’ request that it quickly green-light any and all abortion restrictions the state might enact.

The action means that it could be years before the high court determines whether the state constitution guarantees any level of bodily autonomy for pregnant Iowans.

New restrictions on absentee voting prevented hundreds of Iowans from having their ballots counted in the June 7 primary election, Bleeding Heartland’s review of data from county auditors shows.

About 150 ballots that would have been valid under previous Iowa law were not counted due to a bill Republican legislators and Governor Kim Reynolds enacted in 2021, which required all absentee ballots to arrive at county auditors’ offices by 8:00 pm on election day. The majority of Iowans whose ballots arrived too late (despite being mailed before the election) were trying to vote in the Republican primary.

Hundreds more Iowans would have been able to vote by mail prior to the 2021 changes, but missed the new deadline for submitting an absentee ballot request form. More than half of them did not manage to cast a ballot another way in the June 7 election.

The new deadlines will trip up many more Iowans for the November election, when turnout will likely be about three times the level seen in this year’s primary, and more “snowbirds” attempt to vote by mail in Iowa from other states.

In the immediate aftermath of the January 6, 2021 coup attempt, Governor Kim Reynolds condemned the attack on the U.S. Capitol and called for prosecuting those who incited violence “to the full extent.”

But as a U.S. House Select Committee uncovers more evidence of former President Donald Trump’s apparent criminal conspiracy to subvert the peaceful transfer of power, Reynolds is “not paying any attention” to the investigation, she told reporters this week.

Governor Kim Reynolds announced on June 28 that she will seek to lift an injunction on a 2018 law that would have banned almost all abortions in Iowa. After that law was struck down in early 2019, Reynolds opted not to appeal the decision, due to an Iowa Supreme Court precedent that is no longer operative.

The governor will also ask the Iowa Supreme Court to rehear a recently-decided abortion case, taking into account the U.S. Supreme Court’s majority opinion that overturned the Roe v Wade and Casey precedents.

Worse things could befall Iowa and the nation than the Iowa caucus losing its “first-in-the-nation” status in presidential election years.

For example, it might be worse if the state kept that status and was viewed as a bellwether in the 2024 election.

Let’s face it. Iowa has little left of the virtues that had the state press routinely boasting about Iowa being “the center of the political universe” when it came to January and February every four years.

For an art-becomes-life perspective, consider a 1947 movie that kind of foretold the story of the Iowa caucuses.

The worst-case scenario for bodily autonomy in Iowa played out over the past ten days. First, the Iowa Supreme Court on June 17 overturned its own 2018 precedent that established a fundamental right to abortion, protected by the state constitution. Then, the U.S. Supreme Court on June 24 overturned the 1973 Roe v Wade decision that established a federal constitutional right to an abortion, and the related Casey decision of 1992.

Top Iowa Republicans immediately promised further action to restrict abortion, which is now legal in Iowa up to 20 weeks of pregnancy. It’s not yet clear when they will try to pass a new law, which exceptions (if any) may be on the table, or whether a ban modeled on other state laws could survive an Iowa court challenge.

Gerald Ott of Ankeny was a high school English teacher and for 30 years a school improvement consultant for the Iowa State Education Association.

On June 15, as many as a dozen Kansas City area schools shut down summer classes when a generalized threat was posted on Snapchat. A 19-year-old suspect has been charged with making a terrorist threat.

The Kansas City Star’s editorial board commented, “If lawmakers won’t do what most Americans want and pass some real, effective and warranted restrictions on gun access, then we are left with drilling children on how to react when a gunman comes into their school.”

That’s just where Governor Kim Reynolds wants Iowa schools to be — battened down, armed, drilled, quivering, guarded, and under desks.

The State Judicial Nominating Commission will interview an unusually small number of applicants for the Iowa Supreme Court vacancy to be created when Justice Brent Appel reaches the mandatory retirement age next month.

Only five people—three judges and two attorneys in private practice—applied for the position, the Iowa Judicial Branch announced on June 20. The commission will interview Third Judicial District Chief Judge Patrick Tott, Ames attorney Timothy Gartin, Des Moines attorney William Miller, District Court Judge Alan Heavens, and Iowa Court of Appeals Judge David May on June 27. The commissioners will send three names to Governor Kim Reynolds, who will have 30 days to appoint the next justice from that short list.

Five Iowa Supreme Court justices allowed a 24-hour waiting period for all abortions to go into effect and opened the door to more sweeping restrictions on June 17, when justices overturned the court’s 2018 precedent that had found the Iowa Constitution protects a fundamental right to seek an abortion.

The outcome is precisely what Republican legislators were seeking two years ago, when (buoyed by unusually rapid turnover on Iowa’s highest court) they passed a law nearly identical to the one struck down in the 2018 case.

Two dissenting justices warned that the latest decision injects “instability” and “confusion” into Iowa’s legal landscape, because the court’s majority did not establish a new standard for evaluating the constitutionality of abortion restrictions. Two justices signaled they would allow almost any limits on the procedure. Three justices indicated they might be open to a similar approach, or might strike a different balance that recognizes some bodily autonomy for Iowans wanting to terminate a pregnancy.

In the words of Justice Brent Appel, the majority set forth “a jurisprudence of doubt about a liberty interest of the highest possible importance to every Iowa woman of reproductive age.”

The ruling may also undermine public confidence that Iowa Supreme Court rulings are grounded in legal analysis, rather than politics.

The Wapello County Republican Party is proceeding with a July raffle at which the winner will walk away with an AR-15 style rifle.

Tickets for a chance to win a Ruger AR-556 and 300 rounds of ammunition cost $10 apiece or three for $25, according to Facebook posts advertising the event. The drawing will take place on July 16 at a licensed firearms dealer in Ottumwa, the largest city in the southeastern Iowa county.

The Linn County Board of Supervisors voted on June 13 to “prohibit any efforts by service providers to change sexual orientation and/or gender identity of minors, including conversion and reparative therapy,” in unincorporated areas of the county.

“Conversion therapy” refers to efforts to change a person’s sexual orientation or gender identity and has been widely discredited as ineffective and traumatizing for youth. Associations representing medical professionals, counselors, and therapists have denounced the practice for many years.

Supervisor Stacey Walker led efforts to pass the ordinance, and Supervisor Ben Rogers (also a Democrat) provided the second vote in favor. When the board considered the third and final reading, Walker said the policy “will save lives” and described it as “a moral imperative for all policymakers who take seriously their job of protecting the health and welfare of the people.”

No matter what we look like or where we live, Iowans want similar things. We want to make a good living, care for our families, and feel safe and connected to our communities.

But thanks to the policies of Iowa Republicans, that hasn’t been easy. The things that cost and matter the most—a roof over our heads, childcare for our kids, health care for our families—have long been put out of reach so wealthy corporations and billionaires can pay us less than they owe and rake in record profits.

And once again, Corporate Kim Reynolds and the Republican-led legislature have failed Iowans. As we watched the rest of America get back to work and begin to thrive, Governor Reynolds and GOP lawmakers spent the 2022 legislative session attacking working families, bullying kids, and targeting our public schools and educators.

“Oh, what a tangled web we weave, when first we practice to deceive,” was spoken by Sir Walter Scott in 1808 to portray the antics a Lord pursued in his lust for a rich woman. The phrase applies to Governor Kim Reynolds and her Iowa GOP peers, but in this case their lust is for using taxpayer money to pay for 2 percent of Iowa’s K-12 students to attend a private school.

Although the bill (Senate File 2369) didn’t get through the state House during this year’s legislative session, Reynolds has promised the issue will be her top priority if she is re-elected. Several of her allies won GOP primaries for Iowa House seats on June 7.

Secretary of State Paul Pate often uses the #BeAVoter hashtag and has repeatedly claimed that he works to make it “easy to vote and hard to cheat” in Iowa.

Since the June 7 primary election, Pate has spun the numbers as if they reflected a trend toward greater participation. In reality, this year’s primary turnout was way down compared to 2020, when Pate genuinely tried to make it easier for Iowans to vote during a pandemic.

Former President Donald Trump announced on June 5 that four Iowa Republican incumbents who are up for re-election in 2022 have his “Complete and Total Endorsement!”

U.S. Representative Mariannette Miller-Meeks was missing from the list.

On Feb 25, 2022, I resigned as a social studies teacher at Ankeny High School, a position I have held since 2012, effective at the end of the school year. I will not be returning to the classroom this fall.

I have not told all of this story in one place, but I want readers to understand the full context of my decision to leave in its relation to our nation’s destructive and divisive cultural forever war.

Bruce Lear: As Iowa’s education foundation crumbles, public school supporters need to be as persistent and passionate as the governor. 

It’s no secret single-issue voters are loud, proud, and powerful. They fuel campaigns with rhetoric and resources. When choosing candidates, they focus on their long-term goals and don’t demand perfection over what’s possible.  

That’s how America woke up to find Donald Trump elected president. Thanks to three U.S. Supreme Court justices he appointed, the court is poised to ignore 49 years of precedent by turning back the clock to when women had few rights, slavery was commonplace, and only land-owning, white, males counted.

Throughout my professional career, I’ve heard educators say, “Yes, public education is important, but it’s not the only issue.”  

Iowa’s health and human services budget for the coming fiscal year includes a $500,000 appropriation for a new “maternal health” initiative modeled on an ineffective, wasteful Texas program.

But the bill, negotiated by House and Senate Republicans and approved on party-line votes in both chambers May 23, does not extend postpartum coverage for Iowans on Medicaid, a documented way to reduce maternal mortality.

After a hectic two days at the capitol, the Iowa House and Senate finished their work for the year shortly after midnight on May 25.

In the coming days, Bleeding Heartland will cover some of the final bills in detail. As usual, there were a few surprises in the “standings” bill, such as a provision expanding open enrollment from public schools. While Democrats opposed many bills sent to Governor Kim Reynolds this week, including a ban on COVID-19 vaccine requirements for schools or child care centers, they welcomed one of the last-minute proposals, which exempts diapers and period products from Iowa’s sales tax.

This piece will focus on bills that didn’t make it through, despite a push from Reynolds or top Republican lawmakers.

I anticipate future legislative battles over most if not all of these proposals. Earlier this year, the governor signed into law two priority items that failed to advance in 2021: a measure banning transgender Iowans from girls’ and women’s sports, and deep cuts to unemployment benefits.

Iowa Republican lawmakers gave anti-vaccine forces a parting gift on what may be the final day of the 2022 legislative session. On a party-line vote of 29 to 16, the Senate approved a ban on COVID-19 vaccination requirements for young children in day care or students at any level of education.

House members approved House File 2298 in February, and the bill made it through the Senate Judiciary Committee in time for the legislature’s second “funnel” deadline. It had languished on the “unfinished business” calendar for two months as House and Senate leaders negotiated behind the scenes on various unresolved issues.

State Senator Roby Smith is on track to outspend State Treasurer Michael Fitzgerald, if the latest reports filed with the Iowa Ethics and Campaign Disclosure Board are any guide.

A news release from the Republican’s campaign boasted that its donations, totaling $213,391.15 so far this election cycle, “have set an all-time record” for a candidate for Iowa state treasurer. Smith raised substantially more than Fitzgerald during the latest reporting period and had nearly three times as much cash on hand.

But it would be premature to conclude, as Smith’s news release asserted, “Our historic fundraising number and Fitzgerald’s lack of support shows Iowans are clearly ready for change.”

Each candidate takes advantages into what could be Iowa’s most competitive state treasurer’s race in four decades.

Iowa Secretary of Agriculture Mike Naig will take a big financial advantage into the general election, new campaign disclosures show. Although the GOP incumbent didn’t raise much more than Democratic challenger John Norwood during the latest reporting period, he has about ten times more cash on hand.

State Auditor Rob Sand has far outpaced his two challengers in fundraising, the latest campaign finance disclosures show. The Democrat’s re-election campaign is on track to greatly outspend the GOP nominee, unless some other Republican organization comes to the rescue.

Herb Strentz contrasts charming Australia molehills with troubling American mountains.

While spending a month in Australia, I found some charming molehills. Sadly, though, the “molehills” did not provide needed diversion from the troubling mountains of discord and lies in Iowa public life.

Way back in 1989, in a PBS program, “The Truth About Lies,” Bill Moyers asked, “…can a nation die of too many lies?” A reprise of that program today might straightforwardly declare, “Our nation is dying of too many lies.”

Iowa’s State Judicial Nominating Commission is accepting applications to replace the longest-serving current Iowa Supreme Court justice.

Justice Brent Appel, who has served on the court since October 2006, will step down on July 13, when he reaches the mandatory retirement age of 72. Since Justice David Wiggins retired in early 2020, Appel has been the only one of the seven justices appointed by a Democratic governor.
