A company hired to ramp up Iowa’s capacity to test for novel coronavirus has been sending messages to sick Iowans that could discourage them from seeking a COVID-19 test.

Some people who reported respiratory symptoms when completing the Test Iowa online assessment, but did not qualify for an appointment at a drive-through site, received a message warning that COVID-19 testing “is quite invasive and uncomfortable” and that tests should be reserved “for those who need it the most.”

Neither Nomi Health nor state officials have clarified whether the Iowa Department of Public Health helped write or approved the wording.

Governor Kim Reynolds said on May 11 that it’s “too early” to decide whether to cancel this summer’s county fairs or the Iowa State Fair, which is scheduled to run from August 13 through August 23.

As much as I enjoy the fair, it would be reckless to bring Iowans from every county to mingle at the State Fairgrounds three months from now.

Iowa is among a dozen states picked to receive shipments of the antiviral drug remdesivir for use in treating patients hospitalized for novel coronavirus, the U.S. Department of Health and Human Services announced on May 9. Our state will receive ten cases, which works out to 400 vials of the medication.

Governor Kim Reynolds implied at her latest news conference that when federal officials approved the shipment, they didn’t understand the reasons Iowa’s COVID-19 case counts have been rising. Publicly available information does not support that explanation.

The gaslighting was strong during Governor Kim Reynolds’ White House meeting on May 6 and Vice President Mike Pence’s Iowa visit two days later. Pence described Iowa as a COVID-19 “success story” on Wednesday. He elaborated in West Des Moines on May 8,

“Iowa has been leading the way with Governor Kim Reynolds […] From very early on, the strong steps and mitigation efforts have made a difference here. We grieve the loss of life here in Iowa, but the numbers speak for themselves. The outbreak in Iowa has not been like we’ve seen in other states and other metropolitan areas around the country. It’s a tribute to your early, strong steps.”

Meanwhile, Sioux City still tops a national list of “metro areas with the most recent cases and deaths, relative to their population, in the last two weeks.” Waterloo/Cedar Falls is fourth. Confirmed COVID-19 cases are rising rapidly in several smaller counties where Reynolds lifted restrictions on some business activities last week.

But that’s a topic for another day.

I was struck by Reynolds’ failure this week to follow best practices for slowing the spread of the virus.

Former Governor Chet Culver wrote to Governor Kim Reynolds on May 7, urging her to have an immediate and comprehensive performance audit conducted of Nomi Health’s COVID-19 testing services in Iowa. The Utah-based company is providing testing at drive-through sites under a $26 million no-bid contract with the state. 

Culver suggested that Reynolds ask State Auditor Rob Sand to perform such an audit, or order a comparable review by a competent and independent agency. His letter outlined serious problems already known to the public about the Test Iowa program. He warned that if not remedied immediately, by making Nomi Health’s performance fully compliant with all applicable federal and state laws, and with best pandemic practices, those difficulties will place the health of Iowans at great risk. Iowa Republicans were too clever by half when they slipped language targeting Planned Parenthood into a budget bill last year. Instead of prohibiting state agencies from awarding sex education grants to all entities that provide abortions, GOP lawmakers wrote an exception into the law so that UnityPoint facilities could remain eligible for the funding.

For that reason, a Polk County District Court determined this week that the prohibition violated the Iowa Constitution’s equal protection guarantee.

Karl Keeler, president of MercyOne Central Iowa Medical Center, told staff during a May 5 information session that “We have a lot of work to do” to stay safe from novel coronavirus, since Iowa is among five states with the highest level of community spread. The hospital group has adopted new rules requiring patients and visitors as well as staff to wear masks at its facilities.

Keeler also said the 77 patients hospitalized with COVID-19 infections at MercyOne’s Des Moines and West Des Moines facilities as of May 5 was “the highest we’ve had.” The number of Iowans in the hospital because of coronavirus has steadily climbed, reaching a new statewide high of 414 on May 6.

I do not live in Iowa anymore, although I did spend a lot of my years in a very rural part of the state. I still have grandchildren in Iowa and I can’t help but watch with horror the slow-rolling disaster that is the “economic re-opening” of the state by Governor Kim Reynolds. It has brought from the deep recesses of my mind a classic short story written by Shirley Jackson, and I have realized that we are living this tale in real-time.

“The Lottery” was first published in 1948. During my youth, this work became a part of every American Literature curriculum. I confess that I neither understood the story nor grasped its importance until now.

Religious institutions across Iowa are now allowed to hold large services, under Governor Kim Reynolds’ latest proclamation related to novel coronavirus, which took effect on May 1. While most churches declined to schedule in-person services for this Sunday morning, some are looking at ways to modify their space or practices in order to resume face-to-face worship soon.

In mid-March, the governor temporarily prohibited religious or spiritual gatherings of more than ten people. Her April 27 order lifted that ban, provided that houses of worship “implement reasonable measures […] to reduce the risk of transmission of COVID-19 consistent with guidance issued by the Iowa Department of Public Health.” Among other things, the department recommends that people practice good hygiene and adjust the layout so congregants not from the same household can “sit at least six feet apart.”

That advice is insufficient to keep those carrying the virus from infecting others.

Enclosed below is the full text of a letter former Governor Chet Culver sent Governor Kim Reynolds challenging the newly announced policies restricting workers from seeking unemployment compensation if they decline to return to a job, believing workplace conditions are unsafe.

Iowa Workforce Development Director Beth Townsend acknowledged on April 30 that Iowans who refuse to go back to their jobs because of unsafe working conditions will not automatically be excluded from receiving unemployment payments.

However, she warned that “it takes more than a mere assertion by the employee” to qualify for benefits under those circumstances.

For weeks, Governor Kim Reynolds told reporters at her daily news conferences that “data” and “metrics” informed her approach to slowing the spread of novel coronavirus (COVID-19) in Iowa.

That narrative flew out the window on April 27, when she unveiled her plan to lift some mitigation measures statewide and allow many kinds of businesses to reopen in 77 Iowa counties, effective May 1.

Reynolds and Dr. Caitlin Pedati, the state medical director and epidemiologist, sought to spin the new policy as “evidence-based.” In reality, they are betting Iowans’ lives on the potential for data collection that has barely begun.

Nine Iowa Republican legislators released an open letter on April 24 applauding Governor Kim Reynolds’ plan “to open the state of Iowa for business as soon as possible,” so Iowans can get “back to a sense of normalcy in a timely fashion.”

The number of Iowans known to have died because of novel coronavirus infections reached 107 on April 24, as reported cases and deaths each hit new one-day highs.

COVID-19 has now claimed more Iowa lives than all foreign military conflicts of the last three decades.

“I do want to encourage every Iowan to go to TestIowa.com and take the assessment,” Governor Kim Reynolds said as she rolled out a program to increase the state’s coronavirus testing capacity during an April 21 news conference. The governor announced the following day that more than 80,000 Iowans had completed an initial assessment during the first 24 hours the website was online.

However, the online survey at the new site is not accessible to all Iowans in high-risk groups for COVID-19 infections and complications. Representatives of the governor’s office and Iowa Department of Public Health did not respond to Bleeding Heartland’s repeated questions about barriers to taking the survey.

Across the country, we see “essential workers” as the people who keep us safe, treat the sick and injured, and maintain the systems that sustain us in difficult times. In the background, other essential workers toil in silence as they stock our shelves, clean our floors, as well as process, prepare, and serve our food. They are essential before, during, and after this crisis. 

At Tyson’s Fresh Meats in Waterloo, the employees I’ve talked to fear they’ve been placed in harm’s way, not because they are deemed essential, but because the facility has blatantly dismissed effective COVID-19 mitigation strategies that are supposed to keep them safe. Here’s what one employee noted:

Three weeks ago today, Iowa Department of Public Health Deputy Director Sarah Reisetter told reporters our state’s novel coronavirus (COVID-19) infections might hit “a first peak in the next two to three weeks.” But Iowa has racked up more confirmed cases and deaths attributed to COVID-19 during the past three days than in any previous three-day period. Outbreaks continue to be identified in long-term care facilities and meatpacking plants, where one infected person can pass the virus to many others.

Governor Kim Reynolds imposed stricter limits on socializing outside the household in fourteen northeast Iowa counties on April 16. The next day, she ordered all schools in the state to remain closed through the remainder of this academic year. But even as the governor encouraged Iowans to stay home if they can, she asserted on April 17 that “there are a lot of really positive signs” and suggested officials may be ready to start opening things up in parts of the state soon.

Meanwhile, the country’s most widely-cited model for COVID-19 now projects that use of hospital resources and coronavirus deaths in Iowa will peak on May 7 and 8, respectively. The Institute for Health Metrics and Evaluation (IHME) at the University of Washington also indicates that “relaxing social distancing may be possible” in Iowa after June 29. By comparison, the same model projects that the states of Washington and California already passed their peak for deaths and hospital resource use and may be able to scale down mandatory social distancing on May 18.

Why hasn’t Iowa turned the corner?

UPDATE: The state altered testing criteria again on May 6, but the changes were minimal (see new policy at the end of this post).

Iowa’s State Hygienic Laboratory posted new testing requirements on April 17 for people who suspect they have novel coronavirus (COVID-19) infections. The updated criteria are nearly identical to earlier versions, with a change designed to reduce the risk of asymptomatic patients bringing the virus to assisted living facilities.

Also on April 17, Iowa Department of Public Health Deputy Director Sarah Reisetter confirmed that some workers without symptoms will be tested at meatpacking plants where other employees are known to have COVID-19 infections.

Anyone believing that spokespersons for Iowa packing plants are doing what they say they are should talk to the employees. However, if you get two different stories, and if you want to decide who is telling the truth, place about 80 percent of the truth on the side of the worker.

When trouble hits our state, Iowans want leaders who talk straight and make sure all Iowans can be part of the solution.

That’s true when we are helping fellow Iowans recover from flooding, tornados and other natural disasters. And it’s certainly true of our efforts to battle the COVID-19 pandemic.

Novel coronavirus outbreaks have forced multiple meatpacking plants to shut down and turned Louisa County into Iowa’s hot spot for COVID-19 cases per capita. Governor Kim Reynolds asserted on April 15 that site visits and stepped up testing will keep employees healthy, minimizing disruption to the food supply chain.

But while routine food safety inspections of meatpacking plants continue, the companies’ additional steps to slow the spread of COVID-19 are outside the scope of regulation by the the U.S. Department of Agriculture (USDA) and the Iowa Department of Agriculture and Land Stewardship (IDALS).

Neither the Iowa Department of Public Health nor the governor’s office responded to inquiries about who–if anyone–will be inspecting meatpackers’ coronavirus mitigation measures.

For the first time on April 14, the Iowa Department of Public Health released information about novel coronavirus (COVID-19) infections by race and ethnicity. The results won’t surprise anyone who has been following the news from other parts of the country: a disproportionate number of Iowans with confirmed COVID-19 infections are African American or Latino.

Activists and some Democratic legislators had pushed for releasing the demographic information after a senior official said last week the public health department had no plans to publish a racial breakdown of Iowa’s COVID-19 numbers.

Meanwhile, Iowa reported its largest daily number of new COVID-19 cases (189) on April 14, fueled by the outbreak that has temporarily shut down a Tyson pork processing plant in Columbus Junction (Louisa County). At her daily press conference, Governor Kim Reynolds again praised efforts by meatpacking companies to slow the spread of the virus and keep workers and the food supply chain safe. However, the League of United Latin American Citizens (LULAC) has highlighted unsafe workplace conditions for employees of meatpacking plants, a group that is disproportionately Latino.

Christians just celebrated Easter with a big helping of ham and social distancing. For Christians, the Easter season story is about both hope and denial. The pandemic season story shares the same two themes.

Nurses and doctors, and EMTs give us hope that not all Easter seasons will require a ventilator, and a hunt for personal protective equipment (PPE) instead of the bright colored surprises the Easter bunny leaves. These people are risking their lives and the lives of their families to treat as many sick people under horrendous conditions to give hope a chance.

But the highly trained medical people are not the only hope heroes.

Fifty-one cases of novel coronavirus (COVID-19) come out of one rural nursing home in northern Florida. A funeral in a small Georgia town is a key source for 150 cases of COVID-19 and eleven deaths.

The math of how the coronavirus emerges in rural America is different from how it has hit New York City. If red state governors like Iowa’s Kim Reynolds don’t figure this out, their actions may cause more problems than solutions.

Most Christians (aside from those in the Orthodox Church and Jehovah’s Witnesses) are celebrating Easter today, and Jews all over the world are in the middle of the Passover festival. But the novel coronavirus (COVID-19) pandemic has disrupted holiday celebrations along with almost every other aspect of normal life.

Many Iowa houses of worship have adapted by live-streaming services or broadcasting them on radio frequencies congregants can hear from cars parked outside the building.

Governor Kim Reynolds has urged Iowans to “unite in prayer” today in response to the novel coronavirus (COVID-19) pandemic. In a proclamation presenting elements of Christian theology as fact, Reynolds declared April 9 to be a “Day of Prayer” statewide. An accompanying news release invited the public to participate in the Iowa Prayer Breakfast, which was held virtually this morning. The annual event features Christian faith leaders.

Reynolds and Lieutenant Governor Adam Gregg appeared in their official capacity at the breakfast, via separate video links. Speaking from the state emergency operations center with the state flag and seal of Iowa visible behind her, Reynolds hailed the effort to keep “glorifying Jesus Christ through the public affirmation of His sovereignty over our state and our nation.” From the Capitol building, Gregg observed that “Christ’s love for us” will never change, even in challenging times.

A public health emergency is no excuse for elected officials to promote religion, especially not a specific faith tradition.

By now it’s clear: access to water, especially for the duration of the coronavirus pandemic, is critically important. If you don’t have running water where you live, complete quarantine and adequate hand-washing are impossible.

Preventing the spread of COVID-19 doesn’t just require us to act carefully individually, it requires us to act responsibly as a society. We need to make sure everyone has access to water to keep ourselves and our communities safe — it’s a matter of life or death.

Governor Kim Reynolds announced more business closures on April 6, as the number of confirmed novel coronavirus (COVID-19) infections climbed to 946. Cases have nearly doubled the total of 497 on March 31. Confirmed deaths (now 25) have more than doubled from eleven on April 3.

Establishments now shuttered in Iowa include enclosed shopping malls (but not stores that can be accessed from outside the mall), arcades, outdoor and indoor playgrounds, social halls, bowling alleys, tobacco or vape stores, movie stores, and campgrounds.

Though Reynolds repeatedly urged Iowans to stay home if possible, and said the ban on gatherings larger than ten people will be enforced, she again stopped short of issuing a mandatory shelter-in-place order.

Governor Kim Reynolds on April 3 named Des Moines attorney Matthew McDermott to succeed retiring Iowa Supreme Court Justice David Wiggins. During seventeen years in private practice, McDermott has worked on a wide variety of cases. Bleeding Heartland posted lengthy excerpts from his application and interview with the State Judicial Nominating Commission last month.

This appointment will continue the Iowa Supreme Court’s sharp turn to the right since 2018. As Bleeding Heartland discussed when McDermott was a finalist for the previous vacancy, he has worked closely with influential Republicans and handled some politically charged cases. He defended the 2017 collective bargaining law on behalf of the state and represented an Iowa House Republican seeking not to count 29 absentee ballots his constituents had cast on time.

On the other hand, McDermott has done a substantial amount of criminal defense work, and his application highlighted an unsuccessful appeal raising Fourth Amendment issues as one of his significant cases. Wiggins was a consistent voice for individual rights on the Supreme Court, including in many search and seizure cases.

Iowa Republican lawmakers and Governor Kim Reynolds have long sought to eliminate a woman’s right to choose, and several new attempts were introduced during the 2020 legislative session.

In plain language, this is about increasing unwanted pregnancies and trapping women in cycles of menstruation and reproduction that, once again, deny them control of their fertility and the autonomy to be free and creative agents of their own future. Anti-abortion extremist rhetoric professes protection for women and future “unborn” (an emotionally loaded euphemism for the medical term, fetus).

In reality, it means anyone who styles themselves as a fetus protector will be in a position to control women’s lives. Their stance is two dimensional:

Iowa physicians will be able to determine on a case-by-case basis whether abortion is essential health care for their patients, under an agreement the state reached today with plaintiffs who challenged Governor Kim Reynolds’ attempt to halt surgical abortions.

We have all become acutely aware in the past few weeks why masks and face shields, respirators and ventilators are so important for hospital workers and their patients.

The supply is not keeping up with the need, and that could have dire consequences for the doctors, nurses, and patients.

Likewise, the novel coronavirus crisis has underscored the importance of another valuable commodity — access to accurate, authoritative information.

Governor Kim Reynolds continues to resist calls from local government leaders to issue a statewide shelter-in-place order. She confirmed on March 30 she doesn’t plan to give cities or counties the authority to restrict public movements in their own jurisdictions.

Her stance ensures Reynolds will be held responsible if novel coronavirus (COVID-19) infections spiral out of control in any part of Iowa.

Only three days after staff for Governor Kim Reynolds confirmed surgical abortions are among the “nonessential or elective surgeries” now prohibited in Iowa under a public health emergency proclamation, several groups went to court to block the governor’s action.

UPDATE: The ACLU of Iowa, Planned Parenthood, and the Emma Goldman Clinic filed suit to block this policy on March 30.

Governor Kim Reynolds’ March 20 proclamation related to the COVID-19 pandemic suspended provisions of Iowa law imposing penalties and interest on late property tax payments.

Iowa’s 99 county governments collect property taxes and distribute the funds to themselves and other taxing authorities, such as school districts, cities, community colleges, or townships. The taxes paid by property owners are technically due on March 1 and September 1 of each year. Normally, penalties and interest begin to accrue on April 1 and October 1, respectively.

Governors of seventeen states have issued shelter-in-place orders to slow the spread of novel coronavirus (COVID-19). But Governor Kim Reynolds again maintained on March 24 that data do not support that action in Iowa. She and top Iowa Department of Public Health officials are betting that closures already in place, along with official efforts to encourage social distancing, will be sufficient to keep serious COVID-19 infections from overwhelming our health care system.

A growing number of local leaders disagree.

On Sunday, my son coughed as he was unloading the clean dishes. Thus began my adventure of losing faith in Iowa’s COVID-19 response.

I grabbed the forehead scanner and “beeped” him. Normal. But it gave me pause. With three kids, and kids not presenting with symptoms, I decided to beep all the foreheads in the house. I was normal, the teen was normal, but the preschooler scanned at 100.4 and my husband at 99.9. 

Holding out hope that testing standards had relaxed enough to include all symptomatic Iowans, I called the Urgent Care associated with our doctor’s office. They told me I would need to call the Iowa Department of Public Health’s hotline at 211. So I did.
