UPDATE: The State Central Committee elected Mark Smith on the first ballot. Three other candidates were nominated: Joe Henry, Bob Krause, and Gabriel De La Cerda.

Troy Price will soon step down as Iowa Democratic Party state chair, he informed some 60 members of the party’s State Central Committee on February 12.

In that letter (enclosed in full below), Price apologized for “unacceptable” problems with reporting the Iowa caucus results, adding that “Democrats deserved better than what happened on caucus night. I am deeply sorry for what happened and bear the responsibility for any failures on behalf of the Iowa Democratic Party.” He expressed a “desire to stay” on the job but recognized “it is time for the Iowa Democratic Party to begin looking forward, and my presence in my current role makes that more difficult.”

How many of us spent hours and hours training for this caucus? I did. I also asked all the precinct chairs in my county to attend meetings and mock caucuses over the many weeks leading up to the caucus.  All these wonderful volunteers spent time and energy learning and reading the booklet.  They all asked questions that were on point, and I am so proud of them all. 

The night of February 3, we held the most organized caucus we had ever run in my county. At the end of the evening, as I went around collecting packets, I saw smiling faces and lots of real energy.  New faces and familiar faces, all thanking us for doing such a great job. I felt hope for November!

What began as an embarrassing delay in reporting the Iowa caucus results has become a much bigger scandal for the Iowa Democratic Party.

Relying on misguided legal advice, party leaders are refusing to correct demonstrable errors in how county delegates were assigned in dozens of precincts. Instead, they are taking the untenable position that “incorrect math” or other mistakes made by volunteer precinct chairs “must not be changed to ensure the integrity of the process.”

I want to share my experience Monday night as a caucus co-chair at Crocker 1 Precinct in Polk County because the story of the caucuses as a chaotic dumpster fire has grown legs and is now running a cross-country ultra-marathon. Information has been scarce, and in that absence, lies, conspiracies and fake news are multiplying.

Perhaps my perspective will give you insight into one, regular, run-of-the-mill precinct and the challenges we faced – and also the reality of how hard we worked to make the caucus a success.

We may have just experienced the last Iowa caucuses as we know them.

At this writing (around midnight), the Iowa Democratic Party has not posted any results on the official website. By 11:00 pm on caucus night four years ago, the state party had posted results from the vast majority of precincts around the state.

When Iowa Democrats gather to express support for their favorite presidential candidates tonight, the mathematical formula used to determine who gets how many delegates from each precinct will remain the same as it has been for decades.

But other rule changes will limit opportunities for gamesmanship during the realignment process, and reporting three kinds of results from each precinct could downgrade the importance of the final delegate counts.

The Iowa Democratic Party has tried to address both problems this cycle. Even so, many thousands of politically engaged Iowans will be unable to participate tonight. At the same time, Iowans mobilized by several well-organized campaigns will make many precinct caucuses extremely difficult to manage (not to mention fire hazards) in larger counties and college towns.

If we are to remain first in future presidential nominating contests, Democrats must take the obvious step toward making the Iowa caucuses accessible to all and less of a logistical nightmare.

The Iowa caucuses are a notoriously complicated process, and new rules intended to make the caucuses more representative have added to the confusion. This post will cover the basics of what will happen on the evening of February 3 and the three ways the Democratic results will be reported. Later pieces will examine other elements of the caucus system:

Part 2 will explore barriers that keep many politically engaged Iowans from participating in the caucuses, despite several attempts to improve accessibility.

Part 3 will focus on caucus math, which creates different ways to win a Democratic precinct, and for the first time this year, more than one way to win the state.

Part 4 will cover the role of precinct captains or other active volunteers, both before the caucuses and at the “neighborhood meeting.”

Part 5, to be published after results are in, will ponder whether the Iowa caucuses as we know them will soon cease to exist, given the growing sentiment among Democrats around the country that the first nominating contests should be in more diverse, representative states.

When the Democratic National Committee nixed the “virtual caucus” plan, they destroyed any possibility of Iowans with disabilities participating in the February 3 caucuses by phone. Nevertheless, the Iowa Democratic Party is trying to make the in-person caucuses more accessible than in the past.

Democratic county party organizations have long been encouraged to arrange for precinct caucuses to be held at facilities that comply with the Americans with Disabilities Act. However, that doesn’t eliminate all barriers that might keep someone from fully participating in the first step of the presidential nominating process.

For the first time this year, Iowa Democrats can submit a request for accommodation at their precinct caucuses.

“If you didn’t know anything about this process, and I told you how it was set up, you would think that a right-wing Republican set this process up, because it really makes it harder to vote than it should be,” Julián Castro told a room full of Iowa Democrats at Drake University on December 10.

Castro’s campaign organized the town hall (which I moderated) to highlight problems with the Iowa caucus system and a calendar that starts with two overwhelmingly white states.

Now that Castro has ended his presidential bid, it may be tempting to dismiss his critique as sour grapes from a candidate who wasn’t gaining traction in Iowa.

That would be a mistake. Castro is only the most high-profile messenger for a sentiment that is widespread and growing in Democratic circles nationally.

If Iowa Democrats want to keep our prized position for the next presidential cycle and beyond, we need to acknowledge legitimate concerns about the caucuses and take bigger steps to make the process more accessible.

Bleeding Heartland was first to report in June that the Hy-Vee corporation’s political action committee gave $25,000 to the Republican Party of Iowa prior to a fundraiser headlined by President Donald Trump and held at the corporation’s West Des Moines corporate venue. It was the PAC’s largest single recorded contribution.

That story by Gwen Hope received significant public comment online and prompted a press release in which Hy-Vee PAC’s executive director Mary Beth Hart asserted that the donation was “an important opportunity for our CEO to directly provide information about pharmacy-related issues […] to the President and his staff while they were in town.” While the contribution could have been designed to seek political favors from high-ranking Republicans, it also covered most of the Iowa GOP’s rental cost to use Hy-Vee’s facility.

In light of that revelation, some local Democratic groups distanced themselves from the grocery store chain, while others asked the company for contributions to balance the corporation’s Republican-heavy donation history.

Although the Democratic National Committee rejected Iowa’s plan to hold “virtual caucuses” by phone, some Iowans who are unable to attend their precinct caucus on February 3, 2020 may still be able to participate at some other location. But the Iowa Democratic Party will soon stop accepting applications to hold satellite caucuses.

What you need to know if you want to make alternate arrangements for caucus night:

The Iowa Democratic Party has approved a plan to replace the “virtual caucus” recently nixed by the Democratic National Committee.

But while a news release hailed the proposal to “increase participation and make the caucuses more accessible for Iowans who have traditionally been unable to attend their in-person precinct caucus,” many Democrats won’t be able to use satellite caucuses.

I’ve always said that I never wanted to be one of those politicians who sat on the sidelines, not making my support known until it was absolutely clear who the winner would be. I’ve also never been comfortable offering my endorsement of a candidate out of sheer political expediency. It’s just not me.

Instead, I’ve chosen to be an elected official who weighs in and helps bring attention to bold, progressive candidates, because that is exactly what our party and our country needs. In the 2018 midterm elections, about 27 percent of all 118 million votes were cast by ballots directly delivered to the voter, according to PEW Research. Both PEW and the MIT Election Lab show the percentages growing every cycle. Soon, in-person voting on election day will be less than 50 percent of the total. Voting at home is growing steadily and exceeds early in-person voting.

Perhaps it is time for Iowa to have a more fully developed variant of our current, older system.

For decades, Iowa Democratic Party leaders have avoided any meaningful reforms to make the Iowa caucuses more accessible, so as not to trigger objections from New Hampshire Secretary of State Bill Gardner.

The plan to expand participation in 2020 through a call-in “virtual caucus” was carefully crafted to avoid pushing any of Gardner’s buttons.

Now that the virtual caucus is officially dead, party leaders must choose one of two paths: fight for Iowans who have historically had no voice in selecting our party’s presidential nominee, or continue to put keeping the peace with New Hampshire at the top of their priority list.

The Democratic National Committee has dropped the hammer. As first reported by the Des Moines Register’s Brianne Pfannenstiel, the DNC is rejecting proposals from state parties in Iowa and Nevada to hold “virtual caucuses,” allowing eligible voters to participate by phone.

Leaders of the Hy-Vee corporation told local Democrats on August 26 that the grocery store chain’s political action committee will donate $25,000 to the Iowa Democratic Party, according to Polk County Democrats chair Sean Bagniewski.

The Iowa Democratic Party’s plan to allow Iowans to participate in the 2020 caucuses by phone is in doubt, due to concerns hackers could compromise the system.

Josh Putnam, who runs the Frontloading HQ website, was first to report on Twitter that the Democratic National Committee’s Rules and Bylaws Committee did not find Iowa’s proposed rules package to be in conditional compliance during an August 22 meeting. Putnam tweeted on August 23 that “cybersecurity concerns” prompted the delay for Iowa, as well as for Alaska and Nevada, which also have proposed “online components” for their 2020 caucuses.

Bloomberg’s Tyler Pager shed more light on the subject in an August 24 scoop:

Linn County Supervisor Stacey Walker has ruled out running for U.S. Senate in 2020, he announced in a post published on his website on August 8. He made the “quite difficult decision” mainly because the Democratic primary “was already heavily skewed in favor of one candidate.”

I’ve read a lot of statements by politicians bowing out of a campaign. Few have spoken as frankly about their reasons as Walker.

There are a lot of different people we meet on the journey through our lives. Some people bring joy to a room just by being present. Some people are so kind of heart they bring out the very best in those around them. Some people radiate joy. Some people always think of others, putting their needs, or that of a greater cause, above themselves. Some people give more of their time to make the world a little better than seems possible, yet always makes time for doing a little more when asked. Some people perform little, seemingly insignificant, acts of kindness every single day without even trying, just by calling to say hi, checking on someone who had bad news, being an ear when needed, remembering a birthday and so much more.

It is rare to find all of this in one individual, but that was Jerry Tormey. We were so blessed to have had our lives touched by him in so many ways, and his influence and legacy will live on.

After seven-term Democratic U.S. Representative Dave Loebsack announced plans to retire after his current term, I argued that the open-seat race in Iowa’s second Congressional district looked like a toss-up.

Bobby Schilling made his campaign official on July 8, setting up a likely general election match-up against Rita Hart. Although Democrats should take nothing for granted here, and the Cook Political Report and Sabato’s Crystal Ball still rate IA-02 as a toss-up, I’m now considering this a lean Democratic seat for the following reasons.

News that Hy-Vee’s political action committee donated $25,000 to the Republican Party of Iowa shortly before a recent fundraiser featuring President Donald Trump is prompting some Iowa Democratic organizations to re-examine the business they give to the major grocery store chain.

Leaders of the West Des Moines Democrats decided to cancel a contract for Hy-Vee to cater an upcoming picnic that is one of the group’s biggest fundraisers.

Several members of the Polk County Democratic Central Committee raised concerns this week about plans for Hy-Vee to cater the group’s Steak Fry in September, which could attract thousands of caucus-goers.

Shortly after my election this spring, I received a missive from the Iowa Democratic Party requesting that county chairs refrain from making caucus endorsements. While it seems like that plea earned mixed results statewide, I intend to honor it. Mostly.

I’m not naive enough to think anyone truly cares about my endorsement. But if being a county chair provides a platform to speak on the caucus, then I have something to shout into the black hole of online caucus discourse: for God’s sake, don’t vote for Joe Biden!

Nineteen presidential candidates had five minutes each to make their case to more than 1,000 activists at the Iowa Democratic Party’s Hall of Fame event in Cedar Rapids on June 9. Most offered at least one really good applause line. Teams of reporters from the Des Moines Register and Iowa Starting Line pulled together some of the memorable parts of each speech here and here.

I decided to focus on how the candidates spoke about health care and women’s ability to access abortion for a couple of reasons. First, while the candidates highlighted a wide range of problems and proposals, almost all of them addressed those topics in some way.

Second, this post represents my gesture toward what media critic Jay Rosen has called the “citizens agenda” approach to covering campaigns. Although I lack survey data to know for sure what Iowa Democrats want the presidential contenders to be talking about, I believe health care and reproductive rights are among the most salient for caucus-goers, because:

The Iowa Democratic Party’s State Central Committee approved a new rules package for the 2020 caucuses and convention process by a unanimous vote on April 6. Committee members did not amend any aspect of the proposal, which the party unveiled in February. I’ve enclosed the whole document near the end of this post.

The most significant innovation will be allowing voters to register a preference in the presidential contest without being physically present at a precinct caucus on February 3, 2020. Iowa Democratic insiders have long resisted that kind of change and probably would not have developed this plan if not for pressure from the Democratic National Committee.

This “virtual caucus” will significantly reduce barriers to participation that have kept thousands of politically-engaged Iowans from having their voices heard in past cycles. However, the rules won’t give equal weight to those who are unable to attend in person or prefer to call in. That will create a new set of challenges and perhaps some unintended consequences.

Voters in Cedar Falls, Hudson, and part of Waterloo will elect a new state senator on March 19. Three candidates are on the ballot for Iowa Senate district 30: Republican Walt Rogers, Democrat Eric Giddens, and Libertarian Fred Perryman.

Republicans took some advantages into this campaign, which is on a shortened timetable because Senator Jeff Danielson resigned during the legislative session. Rogers was better-known than Giddens, and Governor Kim Reynolds scheduled the vote during spring break for the University of Northern Iowa and Cedar Falls public schools, when many people in Democratic-leaning constituencies would likely be out of town.

But since Bleeding Heartland previewed this race in late February, Giddens has emerged as the favorite. Republicans tacitly acknowledged their weaknesses by launching a second over-the-top negative television commercial on March 15, rather than closing on what was supposed to be Rogers’ selling point: giving Black Hawk County and UNI a voice in the Iowa Senate majority caucus.

An innovation intended to empower Iowans who would otherwise be unable to attend the 2020 Democratic caucuses could dilute the voices of younger or less wealthy people, along with those who do not have a college degree, the latest Iowa poll by Selzer & Co. for the Des Moines Register and Mediacom suggests.

“Whatever a national emergency may be, that’s not it,” tweeted experienced Supreme Court litigator Neal Katyal, after President Donald Trump admitted during his February 15 press conference, “I didn’t need to do this. But I’d rather do it much faster.”

The courts may stop Trump from using funds appropriated for other purposes to have the military build a wall along the southern border, which Congress has repeatedly declined to authorize. But the president’s warlord-like behavior can still do lasting harm to democratic institutions.

Iowa Republicans in Congress are either unconcerned about this “reckless disregard for the separation of powers” or cheering it on.

After resisting major changes to the Iowa caucus process for decades, the Iowa Democratic Party has proposed rules that would make the 2020 caucuses much more accessible and transparent.

Although some inequities would remain baked into the caucus system, the reforms would be a huge step forward.

Remember the Hippos – A Parable

Once a non-profit organization decided to “help” a poor, rural village in a country in Africa. When the fresh-faced, idealistic, young European aid workers arrived, they noticed many things right away. They noticed that the people in the village were malnourished. They also noticed that the village had no fields, no vineyards, and no orchards.

The aid workers, full of compassion, saw that what the people of the village needed was food; and more than that, they needed to be taught how to farm.

Some Key Improvements Iowa Democratic Organizations Can Make Ahead of 2020

Okay, maybe a few people have asked for my opinion on what Iowa Democrats could have done better in 2018, and how we can be in a better position in 2020 to retake one or both of the houses of the state legislature, defeat Senator Joni Ernst, keep Representatives Dave Loebsack, Abby Finkenauer, and Cindy Axne, send Steve King packing, and help rid our country of the scourge of Donald Trump.

It has been about a month since I ran against and nearly defeated Iowa Senate Majority Leader Jack Whitver in a district where he ran twice previously unopposed – and made him spend more than $500,000 defending his seat in a district with a distinct Republican registration advantage – while proudly running on a platform of protecting abortion rights and reducing gun violence.

For decades, small-town Iowa fans and the national media were enthralled with Iowa 6-on-6 high school girls’ basketball, mostly played in towns with no stoplights. It was quaint. It was unique. It was entertaining to watch. I was a fan.

As was the case two years ago, Democratic candidates are at a financial disadvantage in almost all of the Iowa Senate districts both parties are targeting.

The disparity adds another challenge to a party already facing a difficult path to gaining ground in the upper chamber. Republicans currently hold 29 of the 50 Senate seats and are guaranteed to pick up the district independent Senator David Johnson is vacating.

It would be hard to overstate how dispirited, angry, exhausted, and hopeless many Democrats felt after watching the Brett Kavanaugh nomination play out. Not only have right-wing, partisan ideologues solidified their control of the U.S. Supreme Court, millions of sexual assault survivors feel like the Republican-controlled Senate punched them in the gut.

No one would have blamed Senator Cory Booker for missing the Iowa Democratic Party’s Fall Gala on October 6. He was stuck in Washington as Republicans scheduled a Saturday afternoon vote on Kavanaugh, without a full investigation of sexual assault allegations or any acknowledgement that the nominee lied under oath repeatedly during his Senate Judiciary Committee testimony.

Booker cast his vote against Kavanaugh, rushed to the airport and made it to Des Moines in time to give the keynote speech to more than 1,000 activists. Outside the hall afterwards, I heard one sentiment over and over again: Booker’s uplifting message was just what people needed to hear on a discouraging day.

Democrats have a patriotism perception problem…one with a simple solution.

Let’s start by acknowledging the elephant in the room. Literally. The GOP (symbol: you guessed it, the pestiferous pachyderm) owns the idea of “patriotism,” that deep pride in and love of country that is such an emotional driver for many. And drive it does…straight to the polls.

The Republican Party is not fielding a candidate in more than two dozen Democratic-controlled Iowa House or Senate districts, while Democrats have left only seven GOP-held legislative seats uncontested. The disparity in party strategies is a departure from the last midterm election, when each party failed to nominate a candidate in more than two dozen state House districts alone.

Nearly three-quarters of Iowans who cast ballots in the June 5 primary were at least 50 years old, while only 12 percent were under age 35, a statewide statistical report shows.

Seven in ten Iowa Democratic primary voters this year were over age 50, while only one in seven who cast ballots were under 35.

Several well-funded Democratic candidates for governor or Congress devoted resources to engaging younger voters this year, which helped bring more millennials to the polls. But because turnout was high for all age groups compared to the party’s 2016 primary, older voters still dominated the electorate.

The new figures are a reminder to activists: while outreach to every cohort is important, our state simply doesn’t have enough young people to determine the outcome of a midterm election.
