Senator McCoy wants your input on public transit in Iowa

A friend forwarded to me the latest issue of Senator Matt McCoy’s electronic newsletter. It includes the following passage:

With the rapid rise in gas prices, it is clearer than ever that Iowans need more choices when it comes to transportation.  

Over the next several months, I’ll be working with a Mass Transit Study Committee to review ways mass transit might be used to improve public transportation among Iowa communities.  We’ll hear from policy experts and citizens who are concerned with improving transportation alternatives.  

I hope you’ll contact me with your ideas on how to address this difficult problem.

I’ve said it before, and I’ll say it again: To fight global warming, we also need to rethink transportation policy.

Whether or not you live in Senate district 31, I hope you will contact Senator McCoy if you have input for this committee.

Remember that public transit doesn’t have to be restricted to larger towns and cities. A small town can have express bus service or vanpools taking people to jobs, shops or other facilities in other communities. That can save users a lot of money while reducing gasoline consumption and congestion on roads used by commuters.

Loebsack gets the connection between transportation and global warming

As I’ve written before, any serious effort to combat global warming will have to include policies that give Americans more accessible alternatives to driving.

Otherwise continued increases in vehicle miles traveled by car and truck could cancel out reductions in greenhouse gas emissions due to cleaner fuel sources and greater fuel efficiency.

Last week 41 members of the House of Representatives signed a letter to Speaker Nancy Pelosi urging Congress to address transportation issues in forthcoming legislation on climate change.

Representative Dave Loebsack was the only Iowan to sign this letter, which was drafted by Ellen Tauscher (D, CA-10) and Earl “the Bike” Blumenauer (D, OR-03).

I received a copy of the letter from a Smart Growth America e-mail list and am reproducing it here. I couldn’t find the text anywhere online, so there’s no link:

Dear Speaker Pelosi,

We thank you for your continued work to address climate change through federal legislation. As you have previously noted, Congress has a historic opportunity to provide leadership on one of the defining issues of this era. As Congress begins work on comprehensive climate change legislation, we ask that this legislation address the second largest contributor of greenhouse gas emissions: surface transportation.

As you know, surface transportation produces one-third of the United States’ greenhouse gases, and sixty percent of these emissions come from personal vehicle use. Last year, Congress demonstrated leadership on climate change by raising CAFE standards to thirty-five miles per gallon by 2020. However, recent studies suggest that the expected increase in Vehicle Miles Traveled (VMTs) will negate both higher CAFE standards and a reduction of carbon content in fuel. If VMTs are not reduced, transportation sector emissions will rise forty percent above 1990 levels by 2030.

Through climate change legislation, we believe that Congress should encourage greater use of VMT-reducing strategies, especially public transportation. Significant funds should be dedicated to increase public transit, intercity passenger rail, freight rail capacity, intelligent transportation systems, and bicycle and pedestrian alternatives. In addition, the legislation should encourage smart growth and transit-oriented development.

We believe that climate change legislation should allocate a portion of funds to all sectors that generate greenhouse gases, including transportation. Supporting VMT-reduction strategies will lower greenhouse gas emissions, decrease transportation costs for Americans, and relieve pressure on other sectors to meet an overall emissions cap. Without such efforts, other industries will have to overcompensate to offset the transportation sector’s emissions. In addition, these policies will have the added benefits of providing consumers with increased transportation choices, improved accessibility, a greater range of housing choices, improved personal health and fitness, decreased air pollution, and reduced traffic congestion and commute times.

In the coming months, we look forward to supporting legislation that will reduce the transportation sector’s greenhouse gas emissions and demonstrate the United States’ commitment to addressing climate change.

This letter explains concisely why transportation has to be part of our conversation on global warming.

I also like the way it makes clear that dealing with transportation issues in the climate change bill will create more flexibility in setting the emissions caps for other sectors.

The road-building lobbies will vigorously oppose the changes this letter advocates. But perhaps they can be pitted against the powerful corporate interests that will oppose sharp reductions in industrial greenhouse gas emissions.

Here is some background on smart growth and transit-oriented development, in case you are wondering what those terms in the third paragraph mean.

Tauscher and Blumenauer deserve credit for leading on this issue. It will take a huge effort by many people to make good changes in federal transportation policies.

This man should have been president

Showing the leadership and vision that would have made him a better president than Hillary Clinton or Barack Obama, Al Gore set out some very ambitious goals in a speech on energy policy today.

TomP’s diary gives you lots of information about the speech. The key goal is to generate every kilowatt of electricity in the U.S. from renewable sources in 10 years.

That’s environmentally-friendly renewable sources–not so-called “clean coal” and nuclear power.

Imagine where we’d be as a country if a screwy Palm Beach County ballot and a corrupt Supreme Court majority had not handed the presidency to George Bush in 2000.

But I agree with Matt Stoller that Gore needs to stop praising John McCain with respect to global warming policy.

McCain campaign knows the GOP brand is toxic

Via Jeralyn at TalkLeft, I saw this video from Progress Now. Today in Denver, McCain campaign staff got the police to escort a 61-year-old librarian from a public town-hall meeting on public property. She was issued a ticket for trespassing as well. Her offense was to stand there with a sign that said, “McCain = Bush”:

If you watch the video, you’ll see a man dressed up as a peapod with photos of Bush and McCain. It looks like he was also forced to leave the venue.

I don’t think it’s consistent with the First Amendment for the police or the Secret Service to remove Democrats from McCain’s public appearances.

But I’m gratified to know how worried they are about a “McCain = Bush” sign. At the end of that video clip, the librarian asks rhetorically why any Republican who voted for Bush would find her sign offensive. The obvious answer is that Bush is the most unpopular president in history.

In case you think this was an isolated incident that doesn’t reflect the judgment of McCain’s senior staff, watch the tv ad McCain has been running in Pennsylvania:

That’s right, the ad explicitly praises McCain for allegedly standing up to the president on global warming.

Chris Bowers explains why this ad spells doom for McCain:

McCain’s message focus for over a week now has been on how we need progressive change on energy and global warming. Even if his policies don’t match, he is at least running on a progressive, Democratic message. Not only does this imply that Democrats have the right ideas on energy, global warming and other ideas, McCain’s ad explicitly says that he stood up to other Republicans on this issue. In other words, McCain is bluntly saying that Democrats are right, and Republicans are wrong.

I don’t know how you win an election by making “the other guys were right [all] along” the focus of your message. Seems to me that it will only reinforce the growing notion that Democrats were right all along, and result in more people voting for Democrats.

Do you think the Republican Party is angry about McCain’s messaging? Not from the looks of this ad that the Republican National Committee is now running in Michigan, Ohio, Pennsylvania and Wisconsin:

Josh Orton notes the irony of the RNC paying to run ads that brag about how McCain pushed his own party to act on climate change.

As I mentioned a few days ago, the National Republican Congressional Committee is advising candidates to make their campaigns about personal and local issues.

Republican strategists know which way the wind is blowing, and it’s not at their backs.

Research suggests that children respond better to positive exposure to and conversations about the environment. Young children especially can get confused and overwhelmed by scary talk about global warming and species extinction.

However, the Freeway Blogger’s signs pack a nice punch for the adults who will see them as they drive in heavy traffic.

The Bush administration is more brazen than you thought possible

It’s no surprise that the Bush administration and other Republican politicians would seize on high gasoline prices as an excuse to expand offshore drilling for oil. Never mind that oil companies apparently are not fully utilizing the leases they already have to drill offshore, as Tom Harkin points out in a statement excerpted at iPol.

But are you cynical enough not to be surprised by this story in the New York Times?

Faced with a surge in the number of proposed solar power plants, the federal government has placed a moratorium on new solar projects on public land until it studies their environmental impact, which is expected to take about two years.      

The Bureau of Land Management says an extensive environmental study is needed to determine how large solar plants might affect millions of acres it oversees in six Western states – Arizona, California, Colorado, Nevada, New Mexico and Utah.

But the decision to freeze new solar proposals temporarily, reached late last month, has caused widespread concern in the alternative-energy industry, as fledgling solar companies must wait to see if they can realize their hopes of harnessing power from swaths of sun-baked public land, just as the demand for viable alternative energy is accelerating.

If that makes you mad, get involved with the Iowa Renewable Energy Association. Their list of upcoming events includes a residential solar energy workshop on July 19, as well as a huge annual Energy Expo, which will be in Cedar Falls the weekend of September 13 and 14.

Speaking of renewable energy, the Iowa News Service ran this report on growing demand for wind turbine technicians, which has prompted Iowa community colleges to create new programs for training them.

U.S. House approves major new investment in public transportation

It’s a tiny sum of money compared to what we appropriate for building new roads, but I’ll take it:

House addresses high gas prices by investing close to $2 billion in public transportation

Responding to record-high gas prices and the rising use of public transportation, the House of Representatives today passed HR 6052, the Saving Energy through Public Transportation Act, by a vote of 322 to 98 which authorizes 1.7 billion dollars to transit agencies across America to expand services and reduce fares.

This investment is part of a long-term solution that gives Americans affordable and convenient alternatives to driving and allows transit agencies to keep up with drastic increases in ridership brought on by high gas prices.

“We applaud this legislation for its rare combination of practicality and vision,” said US PIRG staff attorney John Krieger, “The House recognized today that we cannot kick our oil addiction without driving less, and we cannot drive less without better transportation alternatives.”

According to analysis released this week by US PIRG, American families are spending close to 100 dollars a week on gasoline.  That spending has increased almost 40 percent in the last five months, and   household spending on transportation is now the second highest expense for the average family –  more than food, clothing, even healthcare.

Americans have responded to higher gas costs by taking public transportation at record rates in areas where it is available, and American drivers traveled fewer miles last year for the first time in almost thirty years.  

Analysis by U.S. PIRG shows that public transportation created net oil savings of 3.4 billion gallons in 2006. That is enough to fuel almost 6 million cars for an entire year and saves consumers about $13.6 billion in gasoline at today’s prices.

“Rising gas prices are getting people out of their cars in record numbers,” said Krieger, “Investments like this give them a better and cheaper way to go.”

U.S. PIRG is the federation of state Public Interest Research Groups.  State PIRGs are non-profit, non-partisan public interest advocacy organizations.

Here’s hoping the U.S. Senate approves this bill with a clear bipartisan majority as well.

We also need the leadership of the Iowa House and Senate, as well as Iowa Department of Transportation officials, to understand the need for greater investment in public transit options.

Unfortunately, the TIME-21 transportation plan adopted in Iowa this spring doesn’t require any additional funding to go toward public transit.

It’s possible that every one of the $4 billion likely to be raised through TIME-21 over the next two decades will be spent on roads. The legislature didn’t even impose a “fix-it first” requirement to make sure maintaining existing infrastructure would take priority over building new roads.

Like I’ve written before, it’s hard to drive less if no alternatives to driving are available.

Many scientists expect global warming to increase the incidence of extreme weather such as the rainfall that caused catastrophic floods in Iowa this month.

It’s a good time for business owners to lend their support to efforts to reduce global warming, especially since some advocacy groups for business oppose further regulation of greenhouse-gas emissions.

Two pieces worth reading on transportation policy

At Daily Kos, Devilstower offers five Good Ideas that are Bad Politics. They are:

A five year moratorium on new highway construction

End to single-purpose zoning

Bus Rapid Transit with Dedicated Lanes

Relaxing automotive safety laws

Fifty-five Mile an Hour Speed Limit

Click the link to read the case he makes for each of those. I agree with all of them except relaxing the safety rules. He makes some intriguing points, but I don’t think that change would produce the effect he’d like to see.

Yesterday, Daily Kos user bink wrote this diary: Amtrak Has Too Few Usable Train Cars Left. The gist is that demand for passenger rail is skyrocketing because of high gasoline prices, but Amtrak has a limited ability to lay on more trains because it has been starved of adequate funding for so long.

This should concern anyone who wants to see more passenger rail options available to Iowans.

By the way, Barack Obama wants to invest more in rail transportation, while John McCain has opposed funding for Amtrak for many years.

Sierra Club and Steelworkers jointly endorse Obama

The leaders of the Sierra Club and United Steelworkers appeared in Cleveland on Friday with Ohio Senator Sherrod Brown to endorse Barack Obama for president.

The joint endorsement and accompanying press release emphasized Obama’s support for “a clean energy economy,” which would create jobs while protecting the environment.

It’s a welcome contrast to John McCain’s energy policy, which calls for investing $2 billion in so-called “clean coal” and constructing 45 new nuclear reactors by 2030.

The Sierra Club and United Steelworkers created the Blue Green Alliance in June 2006. The alliance has sought to draw attention to “economic opportunities that could come from a serious investment in renewable energy.”

This work is very important for the progressive movement. Too often the labor and environmental communities have found themselves on opposite sides of controversial issues. We saw that in Iowa earlier this year, when key labor groups backed plans to build a new coal-fired power plant near Marshalltown.

The full text of the Sierra Club’s press release on the Obama endorsement is after the jump. In addition to Obama’s energy policy, Sierra Club drew attention to:

-his opposition to further oil drilling in the Arctic Naitonal Wildlife Refuge;

-his opposition to storing nuclear waste at Yucca Mountain in Nevada;

-his promise to undo many of George Bush’s bad executive orders on the environment;

-his support for more regulation of confined animal feeding operations (CAFOs); and

-his efforts to reduce children’s exposure to lead.

Global climate change and Iowa's severe storms/flooding

It is probably still an inconvenient or touchy time to be talking about this with all of the truly disastrous flooding coming to an end in Iowa and the cleanup just beginning.  But it has to be said: we weren’t truly prepared for this kind of disaster and we have to take steps to prevent it from happening in the future.

Brad Johnson, a research associate at the Center for American Progress and a blogger at their Wonk Room policy blog, brought my attention to a couple of his posts on the terrible flooding and storms in the Midwest this summer, particularly in Iowa.  And in those posts he makes a couple of fascinating points.

First, he notes Sen. Chuck Grassley’s hypocrisy in calling attention to the complacency over severe weather (speaking on the Senate floor about the deadly Parkersburg tornado) yet voted to filibuster the Lieberman-Warner Climate Security Act.

Second, he notes an unfortunate quote from Gov. Chet Culver about our inability to “anticipate or prepare for” these types of events.  The facts are that reports since at least 2000 have been forecasting the types of weather patterns Iowa has been experiencing over the last couple of years.  See the link above for more information at Johnson’s post.

It seems clear that leadership on both sides of the political spectrum in Iowa have failed us.  They are not considering the big picture when it comes to environmental concerns in the state of Iowa.  And statewide environmental groups aren’t putting the pressure on local and state officials to keep them accountable either.

We need better and bolder leadership on the broad issues of global climate change and environmental issues in Iowa.  Whether or not you want to attribute the cause of these terrible weather patterns to global climate change, call them a natural aberration, or simply just call them normal, our leaders should be considering some important things when moving forward with reconstruction.  Bill Becker at Climate Progress offers more details, but here is his list which he deems lessons from an angry planet:

  1. We need to put unprecedented pressure on our national leaders to get serious about mitigation and adaptation.
  2. It’s past time to rethink national flood control and water management strategy.
  3. When we repair and rebuild disaster-damaged buildings and infrastructure, we should do so with cutting-edge mitigation and adaptation in mind.

Groups like the Iowa Global Warming Campaign, the Iowa Chapter of the Sierra Club, the Iowa Environmental Council, and any other group committed to protecting and defending Iowa’s environment should be tackling issues like this.  Granted, there are concerns about hog lots, Iowa’s waterways, and coal power plants to be concerned about as well.  Heck, even 1000 Friends of Iowa should be concerned about future development that not only is environmentally-friendly but that protects families and businesses on or near flood plains.

The state needs leadership on these pressing issues.  We call events like these “100 year floods” and “500 year floods” for a reason.  The frequency with which they occur is not what is implied, but the the likelihood that they will.  In just a 15 year period of time, we’ve experienced drastic periods of extreme drought and extreme precipitation.  You can even go back to periods in the 1980s (particularly around 1984) and see the same type of patterns, but with less severity.  We are certainly experiencing more severity with more frequency.  This is a result of global climate change.  We aren’t taking the threats seriously and we aren’t preparing ourselves for the future–either by accommodating the tragic effects that are likely or by acting to stop these events from happening in the first place.

The big debate in Iowa that is now emerging as the flood waters head downstream and leave the state is how to pay for all of the destruction and prepare for the reconstruction.  Some want to use the state’s rainy-day fund and others are looking at incurring state debt as an option.  In the end, the debate will be politically charged about fiscal issues and not the bigger picture.  Democrats and Progressives in Iowa have to think big picture or our meager political gains (and the state itself) will be washed away, no pun intended.

Both state and individual action are needed to reduce vehicle emissions

Sven of the Nevada progressive community blog Silver State posted this diary here yesterday asking people to tell him about promising future Democratic leaders in Iowa. One of the people I mentioned was State Senator Rob Hogg, who is a strong voice for the environment in our legislature.

Today I received a press release from the Iowa Environmental Council in which Hogg advocated “clean car” policies:

American innovation should be employed to help us maintain our mobile lifestyles, while reducing global warming pollutants, say clean air advocates, who are examining policies that will help reduce carbon dioxide and other pollution from cars.

“Clean car policies are a win-win for Iowans, reducing global warming pollution and saving consumers money at the pump,” said Iowa Senator Rob Hogg, (D-Cedar Rapids).

Hogg and other members of the Climate Change Advisory Council (ICCAC) will meet in Council Bluffs next week to discuss “several policies to make cars more efficient and help reduce both the expense of buying gas and greenhouse gas emissions.”

It’s nice to see Hogg speaking out on this subject, and I would be thrilled if our Democratic leaders in the legislature stepped up to the plate on clean car regulations next year.

That said, I can’t honestly say I’m very hopeful on that front. Mike Carberry published a strong indictment of our state’s inaction regarding several pressing environmental issues, and I find it hard to disagree with anything he wrote.

We don’t have to wait for state legislators to act in order to reduce the carbon-dioxide emissions from our cars. Daily Kos user Devilstower offered this handy list of tips:

   * Drive less.

   * Take public transit.

   * Walk.

   * If it’s too far to walk, use a bike.

   * If it’s too far to bike, and there no public transportation, car pool.

   * If you can’t car pool, use a smaller, more efficient vehicle.

   * If you have a long commute, move closer to work.

   * If you can’t move closer, take a closer job.

   * If you can’t get a different job, see if you can telecommute.

But individual actions can’t do all the work on this front–better government policies on vehicle emissions and transportation generally are also needed, as Daily Kos user cryptochrome pointed out in this response to Devilstower.

In any event, it’s good to see members of the ICCAC willing to consider clean car policies. Stay tuned–the council will submit its recommendations to Governor Chet Culver and the state legislature by December.

Cap and trade, carbon tax, and wind power are among the issues to be considered by the Iowa Climate Change Advisory Council (ICCAC), at the June 12 meeting in Council Bluffs. Time will be allotted for public comments.

The Iowa Climate Change Advisory Council (ICCAC) must submit a proposal to the Governor and Iowa General Assembly, by December, that provides policy recommendations, cost-effective strategies, and multiple scenarios designed to reduce greenhouse gas emissions in Iowa. The group is made up of Governor-appointed stakeholders.

Don't overlook conservation as a way to meet electricity needs

The Des Moines Register published a long interview with the three members of the Iowa Utilities Board on Monday.

As you may recall, Democrats John Norris and Krista Tanner recently voted to approve an application to build a new coal-fired power plan near Marshalltown. Republican Darrell Hanson opposed the coal plant.

The whole piece is worth your time, but this was the key passage for me:

Q: For base-load power, it seems as if there aren’t many other options for Iowa than coal right now. Longer term, what’s on the horizon for base-load power?

Tanner: That is why I ultimately ended up voting for [the plant]. Even if all these things end up happening, the most aggressive standards we’re talking about are 30 by 30 [30 percent of electricity generated by renewable sources by 2030], and I’m really concerned about what does that other 70 percent look like. In my opinion, it’s coal or nuclear. [Nuclear is] not without its problems, because it is expensive. I am on the [Iowa] Climate Change Advisory Council, and we put that as an option to study. There’s a lot of resistance to it in the public, more so than coal, even though it’s a lower carbon-generating source.

They are pursuing ways to store the carbon to make coal more viable. I don’t think that will happen in the next five to 10 years. I saw this plant as almost a bridge technology, because it is more efficient. My thought is that if we’re going to have coal, it better be the most efficient plant we can have and have a potential for biomass. While it may be an incremental step in carbon reduction, it’s a step that we can take today.

Norris: At least for the foreseeable future, it’s going to be nuclear or coal. My preference certainly is to reduce greenhouse gases. For the long term, that’s nuclear, but it’s extremely expensive to build right now and an extremely lengthy process to build.

Q: Is there anything the state can do to encourage construction of nuclear plants or is that solely a federal responsibility?

Norris: We’re certainly open to a nuclear application, but still don’t expect it tomorrow. I know Mid-American looked closely at it, but decided costs, the time and the building issues are just prohibitive. Mid-American is a very progressive company in looking at new alternatives. It makes me a little concerned about how the country as a whole is going to solve our base-load problems. Nuclear certainly will help reduce greenhouse-gas emissions.

Some people have suggested to me that John Norris would prefer for the coal plant not to be built, but his comments to the Des Moines Register do not support that speculation. It sounds as if he is resigned to expanding our use of coal because the utilities are not currently pursuing the alternative he prefers, nuclear power.

I believe that renewable energy technologies like wind and solar power can meet more of our electricity needs than IUB members expect.

But we also need to aggressively pursue conservation through government regulations, incentives and public-education campaigns. Conservation measures can dramatically reduce the demand for electricity, and do it quickly.

Residents of Juneau, Alaska cut their electricity use by about 30 percent in a week this spring. Click the link to read about how Brazilians reduced their use of electricity by 20 percent in two months in 2001.

The IUB is not in charge of our state’s energy policy, but maybe its members would not be inclined to approve new coal-fired power plants if they believed that future demand for electricity would be lower than currently projected.

State legislators and officials should take more steps to promote energy efficiency and conservation, as well as increasing our use of wind and solar power.

Here are some easy ways for individuals to reduce their own use of electricity. Simple things like unplugging appliances you are not using can save a lot.

P.S.–I cannot agree with Norris’s implication that expanding nuclear power would be the best way to meet demand for electricity while reducing greenhouse gas emissions.

Here is a link to a 74-page report from the Union of Concerned Scientists on nuclear power. But if you’re too busy to read it, here is the key finding in less than 30 words:

The life cycle of nuclear power results in relatively little global warming pollution, but building a new fleet of plants could increase threats to public safety and national security.

A position paper on nuclear power and global warming notes that

Prudence dictates that we develop as many options to reduce global warming emissions as possible, and begin by deploying those that achieve the largest reductions most quickly and with the lowest costs and risk. Nuclear power today does not meet these criteria.

Friends of the Earth makes even stronger arguments against expanding nuclear power as a response to global warming:

It Would Set Back the Fight Against Global Warming: Experts suggest that we must triple the number of nuclear reactors in the U.S. in order to make a dent in global warming.  With a price tag of $5 billion per reactor and a historic construction timeline around 10 years, we’re not likely to see the 200-300 needed new reactors anytime soon.  (We currently have just over 100 reactors and many of those would have to be replaced as they reach retirement age.)  Alternatives, like wind, solar and conservation programs can produce results more quickly and affordably.

That was a long post-script, but we need to get out of the mindset that nuclear power is a solution to global warming, especially since both John McCain and Barack Obama are open to expanding nuclear power in this country.

"Driving Toward Disaster" and other links on transportation policy

Time for another post on transportation policy. Today I’ll go over reasons to give Americans more alternatives to driving, as well as ways individuals can reduce their own vehicle-miles traveled.

One way of looking at the issue is to assess the cost of not changing our transportation policy. James Howard Kunstler sounds the alarm in a Washington Post editorial published on Sunday. His piece, called “Driving Toward Disaster,” addresses

the desperate wish to keep our “Happy Motoring” utopia running by means other than oil and its byproducts. But the truth is that no combination of solar, wind and nuclear power, ethanol, biodiesel, tar sands and used French-fry oil will allow us to power Wal-Mart, Disney World and the interstate highway system — or even a fraction of these things — in the future. We have to make other arrangements.

And that’s the worst part of our quandary: the American public’s narrow focus on keeping all our cars running at any cost. Even the environmental community is hung up on this. The Rocky Mountain Institute has been pushing for the development of a “Hypercar” for years — inadvertently promoting the idea that we really don’t need to change.

Years ago, U.S. negotiators at a U.N. environmental conference told their interlocutors that the American lifestyle is “not up for negotiation.” This stance is, unfortunately, related to two pernicious beliefs that have become common in the United States in recent decades. The first is the idea that when you wish upon a star, your dreams come true. (Oprah Winfrey advanced this notion last year with her promotion of a pop book called “The Secret,” which said, in effect, that if you wish hard enough for something, it will come to you.) One of the basic differences between a child and an adult is the ability to know the difference between wishing for things and actually making them happen through earnest effort.

Fixing the U.S. passenger railroad system is probably the one project we could undertake right away that would have the greatest impact on the country’s oil consumption. The fact that we’re not talking about it — especially in the presidential campaign — shows how confused we are. The airline industry is disintegrating under the enormous pressure of fuel costs. Airlines cannot fire any more employees and have already offloaded their pension obligations and outsourced their repairs. At least five small airlines have filed for bankruptcy protection in the past two months. If we don’t get the passenger trains running again, Americans will be going nowhere five years from now.

Though many Americans may still be in denial about the need to improve other modes of travel, the message is becoming more mainstream every day.

A case in point is this long column by Rox Laird on the front page of the Sunday Des Moines Register’s opinion section: Mapping our future: Look to past for city life without cars. Laird made an excellent case for developing better alternatives to driving in the Des Moines metropolitan area. I recommend reading the whole column.

As a companion piece, the Des Moines Register’s editorial board published a call to change our transportation agenda:

The Des Moines MPO is beginning work on a plan that will set the transportation agenda for the next 30 years. The process – which begins with a public hearing this week (see accompanying box for details) – is an opportunity for local leaders to reconsider the traditional focus on accommodating automobiles and to focus more on better accommodating alternatives, such as buses, ride-sharing, vanpooling, bicycling and walking.

The reality is that in a Midwestern city like Des Moines, the automobile for at least the foreseeable future will remain the dominant mode of transportation. For better or worse, we have designed our cities around cars, and driving our own personal vehicle is the preferred means of transportation for most.

Still, it is time for transportation planning to include more opportunities for people to park the car and walk, cycle, roller-skate or catch a bus or a trolley for many short trips. That could be possible even with modest changes in the plans for residential and commercial districts. These small changes could have a significant impact on fuel consumption, greenhouse-gas emissions and personal fitness.

It will take time to rebuild our passenger rail system and improve public transit, walking and bicycling options within cities.

If you want to take immediate action to reduce the vehicle miles you travel by car, a fast and effective way is to start carpooling. This feature article from Cityview profiles Ann Pashek, who estimates that she saves about $4,500 on gas alone by using the Des Moines Area Regional Transit’s rideshare program to commute to her downtown Des Moines job from her home in Winterset. She also saves money on parking and vehicle maintenance.

My brother-in-law carpools to work most days in Washington, DC, and saves a lot of money as well. An added incentive in the Washington area is the high-occupancy vehicle lane on the beltway. Making one of the lanes on I-235 a high-occupancy vehicle lane would quickly increase the number of commuters carpooling to work.

Click on that feature article from Cityview to read about four other ways you can get around while dramatically reducing your gas usage.

On a related note, Markos put up a post this weekend about Walk Score, a site that evaluates your home’s location in terms of the ability to reach various kinds of amenities on foot. Markos noted that his home in the Bay Area scored an 88 (out of a possible 100), while George W. Bush’s Prairie Chapel ranch scored a zero.

My house in Windsor Heights (an inner-ring suburb of Des Moines) scored 48, although I noticed that the list of walkable amenities the site drew up did not include the Windsor Heights Hy-Vee under the grocery section. So your Walk Score might not be completely accurate. Still, it should give you an idea of how good your neighborhood is for pedestrians.

Another very useful web-based tool is the Housing + Transportation Affordability Index, developed by the Center for Neighborhood Technology and the Center for Transit Oriented Development.

The concept is simple:

Planners, lenders, and most consumers traditionally measure housing affordability as 30 percent or less of income. The Housing + Transportation Affordability Index, in contrast, takes into account not just the cost of housing, but also the intrinsic value of place, as quantified through transportation costs.

By clicking this link, you can check statistics for 52 different metro areas in the U.S. (unfortunately, no Iowa cities made the cut). It’s easy to see how certain parts of a big metropolitan area look more affordable if you are only considering housing costs, but are relatively more expensive once you factor in transportation costs as well.

But what if you don’t like walking, carpooling, bicycling or taking the bus, and you’re wealthy enough that you don’t feel the pinch when you fill up your tank?

Remember that a smart transportation policy, which reduces vehicle-miles traveled, is an essential part of any comprehensive strategy to combat global warming.

Smart Growth America has tons of information on this at their website, including a link to the report “Growing Cooler: The Evidence on Urban Development and Climate Change.”

The number of vehicle miles traveled per capita in the U.S. has increased at three times the rate of population growth in recent decades. Continued increases in vehicle miles traveled threaten to wipe out any reduction in carbon-dioxide emissions we could achieve by improving mileage or using cleaner fuels.

Tom Harkin (D-IA) and Tom Carper (D-DE) have introduced the Complete Streets Act of 2008 in the Senate. Norm Coleman (R-MN) is also a co-sponsor. Representative Doris Matsui (D-CA) has introduced a companion bill in the House called the Safe and Complete Streets Act of 2008. Please urge your representatives in Congress to co-sponsor this important legislation.

Final note: I read in March that George W. Bush’s proposed budget for fiscal year 2009 would cover a projected shortfall in the Highway Trust Fund by taking money away from public transportation projects.

I have to ask, is there any policy this president doesn’t get wrong?

We already devote way too little funding to public transit compared to road-building. Here’s hoping that rising gas prices will prompt the Democratic-controlled Congress to put more money, not less, into public transportation projects.

Braley promoting passenger rail options for Iowans

Not long ago Amtrak released the results of a feasibility study on a passenger rail link between Iowa City, the Quad Cities, and Chicago. (Later this year the next phase of the study will examine extending passenger rail to Des Moines as well.)

A few days ago, Congressman Bruce Braley (IA-01) introduced the 2008 Amtrak Reauthorization Bill, which (according to a press release from Braley’s office)

includes language to create a new, $500 million per year “State Capital Grant Program.”  The program would award federal grants to states to pay for the construction of new passenger rail service between US cities.

Projects that could apply for funding under this program include proposed passenger rail service between Chicago and the Quad Cities, the Quad Cities and Des Moines via Iowa City, and Chicago and Dubuque.

The bill also includes a Braley-sponsored provision mandating a Federal Railroad Administration study into the viability of the widespread use of biolubricants in freight and passenger rail as an alternative to petroleum-based lubricants.  The University of Northern Iowa’s National Ag-Based Lubricant Center (NABL) is located in Iowa’s First District.

I appreciate Braley’s leadership on this issue and wonder why my own Congressman Leonard Boswell hasn’t made passenger rail service between Chicago and Des Moines more of a priority in his work on the House Transportation Committee. My family would love to be able to take a train to Chicago. It would be much easier for us than traveling by car or plane with two small children.

Expanding passenger rail will also help us reduce greenhouse-gas emissions, and will be more cost-effective as the price of oil continues to rise in the long term.

SE Iowa Lutheran Synod shows leadership on global warming

Kudos to everyone who helped make this happen:

150 IOWA LUTHERAN CHURCHES TO GO GREEN

The churches of the Southeast Iowa Synod of the Evangelical Lutheran Church of America are first denominational organization to join Iowa Interfaith Power & Light

Des Moines, IA – Under the leadership of Bishop Phil Hougen and his synod council, the 150 churches of the Southeast Iowa Lutheran Synod (SE Synod) have become the first denominational organization to join Iowa Interfaith Power & Light (Iowa IPL).  Iowa IPL is part of a national network of faith-based organizations mobilizing the religious community to become leaders in the fight against global warming.  The Synod commitment will provide each church in the partnership with training in how to become a “Cool Congregation,” an Iowa IPL stewardship program that helps solve global warming one family at a time.

What an incredible step. Not only will these churches raise awareness about global warming in the faith community, but they are likely to significantly reduce the carbon footprints of thousands of Iowa families.

People can't switch to public transit if there is no public transit

Marc Hansen’s latest column goes over the hidden benefits of rising gas prices. For instance, people may reduce driving speeds on the highway to improve mileage, which will save gas and save lives.

His piece also mentions that higher prices at the pump have increased the number of people using various forms of public transit in a lot of cities.

The New York Times published a similar article on Saturday: Gas Prices Send Surge of Riders to Mass Transit. That piece gives examples of growing demand for public transit all over the country, not only in cities with historically strong systems such as New York and Boston, but also in Denver, Minneapolis, Seattle, Dallas-Fort Worth, San Francisco, Houston, Nashville, Salt Lake City, and Charlotte, NC.

This isn’t rocket science. If the price of gas keeps going up, count on more people to be looking for alternatives to driving.

Trouble is, the Iowa legislature just adopted (and Governor Culver signed) the TIME-21 transportation plan, which does not require any of the increased transportation funding to be spent on public transit.

People can’t switch to the bus if there is no bus line running through their neighborhood and going somewhere they need to go, and they can’t take the train if there is no commuter rail in their metro area.

We’ve spent hundreds of millions of dollars on rebuilding and expanding I-235 through Des Moines and the suburbs, yet we didn’t even put in a high-occupancy vehicle lane to encourage carpooling. (A high-occupancy vehicle lane can only be used by vehicles carrying at least two licensed drivers.)

Our elected and appointed officials need to be more forward-thinking when it comes to transportation and economic development generally.

It’s great that Amtrak is talking about adding passenger rail service to link Iowa City and the Quad Cities to Chicago, but we also need more alternatives to driving that Iowans can use on a daily basis.

The Democrats on the Iowa Utilities Board let us down

I held back this diary for several days so as not to publish something written hastily in anger.

But five days after the fact, I remain disgusted that the only member of the Iowa Utilities Board (IUB) to vote against the construction of a new coal-fired power plant in Marshalltown was Darrell Hanson, the lone Republican on the panel.

Putting Democrats in positions of power is supposed to be good for the environment. Unfortunately, John Norris and Krista Tanner failed to deliver “the change we need” when they voted to approve the application of the Interstate Power and Light Company (a subsidiary of Alliant Energy).

Here are few things you should know:

1. The IUB punted instead of seizing an opportunity to kill this proposal, and thousands of Iowans may suffer the consequences.

2. The conditions the IUB put on the plant’s construction may have been well-intended, but they do not eliminate the harm that would be done by burning more coal near Marshalltown.

3. It is still possible that the plant will never be built. However, that in no way excuses the IUB’s action, which prolonged this process and harmed environmental and public-health advocates, as I will explain below.

Tuesday, May 6:

It’s World Asthma Day in connection with Asthma Awareness Month. I mention this because thousands of Iowans will become more aware of asthma if the coal-fired power plant approved last week by the Iowa Utilities Board ever gets built in Marshalltown.

The Iowa Global Warming Campaign, Sierra Club and I-Renew are hosting a special “green” event on Tuesday, May 6, from 6:30 to 8:30 p.m. at the Fairfield Public Library, 140 West Adams in Fairfield. The event offers free admission and refreshments and will feature a film screening of “Global Warming: the Signs and the Science,” a film that uses expert dialogues on global warming to talk about how we can reverse its course. After the film, attendees will have the opportunity to ask questions and participate in a discussion about the film and related issues.

Wallace House Foundation dialogue dinner, “The Greening of Des Moines” beginning at 6 pm. Des Moines Mayor Frank Cownie, Lynnae Hentzen of the Center for Sustainable Communities, Marian Gelb from the Iowa Environmental Council, and Bob Riley from the Waterworks Board are confirmed for the event. Former Des Moines Mayor Preston Daniels will be one of the facilitators. Dialogue dinners invite community experts and residents to gather around the dinner table for a shared meal and facilitated conversation about a current issue. Reservations are required and can be made by emailing anntaylor@wallace.org or calling 515-243-7063. Cost is $20 per person for the program and catered meal. Dialogue dinners are recorded so participants must sign an authorization and release. The Wallace House Foundation is located at 756 Sixteenth Street in Des Moines.

Harless will visit the library to discuss the writing of Womankind and to answer questions from the audience. Her books will be for sale by The Book Store and she will be signing them following the program.

It’s the beginning of the sixth annual Bike to Work Week, which runs from May 10-16. Lots of information about the week’s special events, plus discounts for commuters who participate, can be found at BikeIowa’s Bike to Work website.

It’s the first day of the farmers’ market in downtown Des Moines, which runs from 7 am to 12 pm on Court Avenue and a couple of side streets. I think there will be a Bike to Work week event at the market too.

Greater Des Moines Hike To Help Refugees, starting at 11 am at Gray’s Lake in Des Moines. The event will raise money for the UN Refugee Agency and for Lutheran Services of Iowa Refugee Resettlement Program. You can participate even if you are unable to do the 4.5 mile hike. May 10 is also World Fair Trade Day. I am not aware of any local events marking this, but click the link if you want more information or ideas about how to get involved with the fair trade movement.

Iowa Utilities Board to decide today on Marshalltown coal plant

The Iowa Utilities Board meets this morning to decide whether to approve a new coal-fired power plant in Marshalltown.

I’ve written before about how our state should focus on energy efficiency, conservation and new electricity generation through renewable sources, rather than expanding the use of coal, which has to be imported into Iowa and carries with it huge environmental and public-health costs.

The websites of the Iowa Environmental Council and the Union of Concerned Scientists explain why we should not increase our dependence on fossil fuels, especially coal.

The Iowa Medical Society and other public-health advocates have also made a strong case against the proposed coal-fired plants in Marshalltown and Waterloo. This op-ed piece by Maureen McCue explains why:

Each proposed coal plant would likely emit around 100 pounds of mercury a year, much of which would end up in our lakes and streams, and eventually, our bodies. The Environmental Protection Agency states that “on balance, mercury from coal-fired utilities is the hazardous air pollutant of greatest potential public-health concern.”

In expressing their concern about coal-fired power plants, Texas’ Catholic bishops noted that mercury poses a particular risk to “unborn life.” Thousands of women of child-bearing age have elevated levels of toxic mercury in their blood, which could lead to reduced IQ and neurologic impairment in their children.

Many of Iowa’s waterways, including parts of the Cedar, Upper Iowa and Mississippi rivers have fish-consumption advisories warning Iowans not to eat more than one meal a week because of elevated mercury levels. The Idaho governor, a Republican, banned coal plants in his state because “the health implications of mercury emissions from coal-fired power plants far outweigh any economic benefits.”

The EPA’s own scientific advisory board, the American Medical Association, the American Lung Association and other health organizations have challenged current air-quality standards, such as those for fine-particulate matter, as insufficient to protect public health. Coal plants, which contribute to ozone and smog, are responsible for hundreds of premature deaths a year, increasing asthma hospitalizations, other respiratory ailments and cardiac disease.

The American Academy of Pediatrics noted that young children are particularly susceptible because their lungs aren’t fully formed and they spend a greater percentage of time outdoors.

The Des Moines Register’s editorial board came out against the coal-fired plant in Marshalltown but has been printing guest opinion pieces and letters to the editor on both sides.

I’ve noticed that supporters of this project are trying to have it both ways. On the one hand, local supporters and representatives of organized labor talk about how many jobs will be created by the construction and operation of the new plant.

On the other hand, supporters say not to worry about increased greenhouse gas emissions from the new plant, because once it is built, Alliant will take offline or renovate older, less efficient facilities. If economic gains in Marshalltown come at the expense of other communities where Allliant facilities are located, doesn’t that suggest that Iowa’s economy on the whole would not benefit from this plant?

Here’s hoping the Iowa Utilities Board will reject the proposal. The rumor mill says it will be a 2-1 decision, with John Norris casting the decisive vote one way or another.

Register comes out against Marshalltown coal plant

Last week was disappointing for Iowa environmentalists in several ways, which I’ll discuss in future posts. Thankfully, I opened the Des Moines Register today to find an editorial opposing plans to build a new coal-fired power plant in Marshalltown:

Five years ago, when MidAmerican started construction at Council Bluffs, a Register editorial made just one reference to global warming and declared that Iowa “is on the right course by encouraging development of modern, cleaner-burning coal plants while pursuing renewable fuels and rewarding consumers who use less energy.” The newspaper also praised Alliant’s plans for new generating capacity.

Today, the editorial board has concluded that building a coal-fired plant in Marshalltown is not now the right course for Iowa. The right course would place far greater emphasis on energy efficiency and renewable sources of generation, particularly wind. For power plants, it would encourage a harder look at natural gas, which emits much less carbon dioxide, and would specify that any new “cleaner-burning coal plants” must be able, at least on the near horizon, to capture and sequester carbon dioxide.

Mixed-use development: good for people, business and the environment

David Elbert wrote an interesting piece for Wednesday’s Des Moines Register about a mixed-use developments in the “East Village” area of downtown Des Moines. The article’s main focus is a new project that

will have retail on the ground floor, offices on the second and residential units on the third, fourth and fifth floors.

It’s a combination found in stylish developments from Boston to Seattle. Sort of a 21st-century version of the strip mall, without cars and more compact.

Tenants like the concept because the multiple-use design brings people together.

Developers like it because three profit centers – retail, commercial and residential – spread risk in uncertain times.

These neighborhoods offer a good quality of life for people who want a more urban setting, and are good for developers too.

What Elbert didn’t mention is that compact development is also good for the environment; it can reduce the carbon-dioxide emissions that contribute to global warming.

First, mixed-use developments substantially reduce emissions from cars, because their residents live close to amenities and have alternatives to driving. The “Growing Cooler” report on Smart Growth America’s website explains why:

“Curbing emissions from cars depends on a three-legged stool: improved vehicle efficiency, cleaner fuels, and a reduction in driving,” said lead author Reid Ewing, Research Professor at the National Center for Smart Growth, University of Maryland. “The research shows that one of the best ways to reduce vehicle travel is to build places where people can accomplish more with less driving.”

Depending on several factors, from mix of land uses to pedestrian-friendly design, compact development reduces driving from 20 to 40 percent, and more in some instances, according to the forthcoming book Growing Cooler: The Evidence on Urban Development and Climate Change. Typically, Americans living in compact urban neighborhoods where cars are not the only transportation option drive a third fewer miles than those in automobile-oriented suburbs, the researchers found.

“Clearly, the development industry has a key role in the search for solutions to offset the impact of climate change,” said ULI Senior Resident Fellow William H. Hudnut, III, former mayor of Indianapolis. “Whether close-in or in suburbs, well-planned communities give residents the option to walk, bike or take transit to nearby shopping, retail and entertainment. Being able to spend less time behind the wheel will benefit our health, our pocketbooks and the environment.”

Implementing the policies recommended in the report would reverse a decades-long trend. Since 1980, the number of miles Americans drive has grown three times faster than population, and almost twice as fast as vehicle registrations. Spread-out development is the key factor in that rate of growth, the research team found.

The findings show that people who move into compact, “green neighborhoods” are making as big a contribution to fighting global warming as those who buy the most efficient hybrid vehicles, but remain in car-dependent areas.

Second, apartments or condominiums in mixed-use buildings like the ones described in Elbert’s piece cost less to heat and cool. If you’ve ever used one of those online tools to calculate your carbon footprint, you know that having a stand-alone house with four exterior walls significantly increases your energy usage.

to teach people in the U.S. and around the world that “the climate crisis is both urgent and solvable.” Good for him.

It’s no use just scaring people and making them feel helpless and powerless to change our energy consumption and policies.

Just what the metro area needs (not!)

We’ve already got a small airport in Ankeny as well as the Des Moines International Airport, so why on earth do we need a regional airport in Dallas County?

This proposal would not benefit the community as a whole and would be a poor use of taxpayer dollars:

The first phase of the project is expected to cost about $25 million. Subsequent phases will add a crosswind runway. Airport authority members have said the first aircraft would take off no earlier than 2011.

The Federal Aviation Administration is expected to pay for about 75 percent of the airport’s construction.

The runway layout approved on Tuesday differs from those in several previous proposals. The main runway would lie on a north-south line to minimize the impact on neighbors, Hefner said.

Regardless, property owners and representatives from Dallas Center and Waukee reiterated their disdain for the project. Both cities have passed resolutions opposing it. West Des Moines has also decided not to contribute financially.

Adel is the only city in the immediate area to support the airport plan.

Waukee City Administrator Jeff Kooistra said an airport would provide little help to the area economy.

A few businesses would benefit from the Metro West Airport’s construction, but it’s not worth the cost.

So that's why my eyes are itchy

Global warming is making spring come earlier in much of the United States:

And sneezes are coming earlier in Philadelphia. On March 9, when allergist Dr. Donald Dvorin set up his monitor, maple pollen was already heavy in the air. Less than two decades ago, that pollen couldn’t be measured until late April.

Pollen is bursting. Critters are stirring. Buds are swelling. Biologists are worrying.

“The alarm clock that all the plants and animals are listening to is running too fast,” Stanford University biologist Terry Root said.

Blame global warming.

The fingerprints of man-made climate change are evident in seasonal timing changes for thousands of species on Earth, according to dozens of studies and last year’s authoritative report by the Nobel Prize-winning international climate scientists. More than 30 scientists told The Associated Press how global warming is affecting plants and animals at springtime across the country, in nearly every state.

But look on the bright side: Iowa legislator Dwayne Alons (Republican, of course) says we don’t need to worry about global warming in this age of air conditioning and refrigeration technology.

By the way, James Van Bruggen is running against Alons in House District 4, which is in the northwest corner of the state.

Improve transportation policy at the federal and state levels

I was pleased to read in the Des Moines Register that Governor Culver is behind a more balanced, flexible and farsighted federal transportation policy:

Iowa Gov. Chet Culver joined Democratic members of Congress and business leaders Wednesday to announce the launch of a long-term push to improve the nation’s roads, bridges, water systems and transit.

Culver, representing the nation’s 28 Democratic governors, and the members of Congress said states, the federal government and private business must work together to improve the infrastructure.

“We need a national game plan,” he said after a two-hour meeting behind closed doors. “I believe it’s time for a bold, new, 21st-century national infrastructure plan of action.”

In remarks to the group, Culver said any plan must take into account not just roads and bridges but also public transit, passenger and freight rail, information technology, grids, trails and waterways. States must have as much flexibility as possible, given their varying needs.

Culver is smart to call for a comprehensive game plan on transportation, rather than just securing road-building funds for our state.

Investing more in alternatives to driving is good for the environment and will be essential if we are serious about reducing our carbon-dioxide emissions.

As the U.S. population ages, having better rail and public transit options will also improve the quality of life for seniors who do not drive.

There will be economic benefits too, especially if we are headed for $4 and $5 a gallon gasoline.

I hope that the governor will show similar leadership on improving our transportation planning at the state level.

As I have written before, the Iowa Department of Transportation’s TIME-21 plan takes a narrow and short-sighted approach, calling for extra investment solely in road-building. We should take a “fix-it first” approach to the road funds, devoting a greater share of funding to repairing our existing roads and bridges. We also need to invest in alternatives to driving, because reducing the vehicle miles traveled per capita needs to be part of our state’s response to global warming.

Notice that, in an urban area, the total cost of both bus and rail systems is lower than the total costs of using a car. But when people make the choice to drive each day they tend to think about the out-of-pocket costs of driving (gas) rather than considering the indirect costs of car ownership, auto insurance and car maintenance. People are even less aware of the fact that the gas tax, at its current level, is not high enough to cover all of the costs of road maintenance. The environmental and social impacts of driving (such as the impact it has on public heath, and the cost of policing the roadways, recovering stolen cars, and dealing with accidents) are even harder to see.

Iowa Global Warming kicks off 2008 campaign

This came to me over e-mail. I appreciate the heads-up about events that progressive groups are planning.

The Iowa Global Warming campaign is back for 2008!

After a short hiatus, Iowa Global Warming is back to work and starting our 2008 campaign. After a successful 2007, in which most of the presidential candidates took increasingly strong positions on global warming, we are expanding our work to include state and local policies as well. Our goals are:

– To get people involved as effectively and easily as possible, even if you only have a minute to give.

– To create a ‘buzz’ for global warming solutions through public events, word of mouth and media attention.

– To provide opportunities to get together, meet new people and have fun.

– And most importantly to make sure that our elected officials make global warming solutions a priority!

Great editorial on energy policy in Iowa

Rich Dana, who posted this diary on energy policy here not long ago, had a great editorial on the front page of the opinion section of the Sunday Des Moines Register: Big utilities take wind out of locals’ future.

I hesitate to post any excerpt, because you really should go read the whole thing. But here is a particularly important passage:

Minnesota recently passed a “C-BED” law (Community-Based Economic Development) which levels the playing field for locally owned renewable-energy projects by establishing a tariff based on the utility industry’s own discount rates. For residential and small-business customers, Minnesota and a number of states across the nation offer rebate programs for individuals willing to invest in small-scale solar-power systems or home- and farm-scale wind turbines.

Meanwhile, at the Iowa Statehouse, the ever-present utility lobbyists exert an iron grip on legislators with a campaign of disinformation, making claims that they are working to protect ratepayers from increased energy bills, and that they can do a better job in a market environment free of government mandates.

As a believer in the power of the free market, I find this claim humorous – the day that I have a choice of which power company to buy from is the day we can have that discussion. Until then, utility companies remain state-sanctioned monopolies, with only as much concern for their customers as the government requires.

Despite the fact that several forward-looking Iowa rural electric co-ops and municipal utilities have proven that supporting their members and local residents who invest in renewable energy is good for local business, ratepayers and the environment, the REC lobby continues to be one of the most vehement opponents of local renewable-energy ownership. It argues that if it is required to buy locally produced renewable electricity, it would be too costly, despite mounting evidence to the contrary.

MidAmerican Energy, one of the most powerful and influential forces at the Statehouse, has led the effort to shut out small business and local ownership through the company’s close ties to leadership.

Like I said, go read the whole thing. Our Democratic-controlled legislature should be able to do better on energy policy.

Latest news on the Boswell-Fallon race

Tom Harkin and Leonard Boswell are good people and good Democrats, so it’s disappointing to read in the Sunday Des Moines Register that they are unwilling to take a stand against building new coal-fired power plans in Marshalltown and Waterloo.

It could hardly be more clear that building new coal-fired plants is bad for the environment, bad for the public’s health, and a net loss for Iowa’s economy (since we would be importing all the coal used in the plants).

Ed Fallon categorically opposes building new coal-fired power plants in Iowa. In the article I linked above, Boswell said he hadn’t studied the issue closely, because the proposed plants are located outside Iowa’s third Congressional district. Fallon has the right response:

Fallon said even though the plants would be outside Boswell’s district, some central Iowa towns would be downwind from the Marshalltown facility.

“It clearly affects our district, and because of concerns about greenhouse gas, it concerns our whole planet,” said Fallon, a former state representative who opposes construction of any new coal-fired plants.

Jennifer Oredson of Des Moines, the Greenpeace member who asked about the plants, said she had mixed feelings about the answers from Harkin and Boswell. She said her group opposes the plants, but she appreciated that both men are pushing for more conservation and alternative sources of energy.

She particularly noted Boswell’s support of the Safe Climate Act, which aims to limit greenhouse gases. But she said her group would not endorse a candidate in the primary.

By the way, Representatives Bruce Braley (IA-01) and Dave Loebsack (IA-02) signed onto the Safe Climate Act months earlier than Boswell. Boswell only took that position in December, when rumors of Fallon’s likely primary challenge were circulating.

In related news, Boswell was on Iowa Public Television this weekend saying he is more qualified than Fallon to represent the district. He also brought up Fallon’s support for Ralph Nader in 2000, which seems to be Boswell’s strongest card to play.

But Boswell’s comments on policy during that television program suggest that he is feeling the heat from Fallon’s criticism:

On other issues, Boswell said:

– Congress should consider repealing the North American Free Trade Agreement, which “hasn’t worked well.” Fallon opposes NAFTA and other free-trade agreements. Boswell supported a recent trade agreement with Peru.

– The country should look for ways to burn coal in efficient, environmentally friendly ways perhaps even “cleaning” Iowa’s high-sulfur coal. Fallon wants a moratorium on new coal plants, which are a chief source of greenhouse gases blamed for climate change.

Fallon has said Boswell supports greater use of coal and backed $14 billion in tax breaks and incentives for oil and gas companies.

– He supported tougher fuel efficiency standards for cars after voting against an earlier measure. “We recently raised the fuel-efficiency standard. If you don’t want to put people out of work, and not cause a new problem, you have to look at it carefully.”

– He supports removing troops from Iraq, but opposed a bill that would have led to immediate withdrawal, something that he believed would have cost too many lives. Boswell said he originally supported the war based on the administration’s statement that Iraq had weapons of mass destruction, later disputed. Fallon has said he opposed the war all along.

I saw Fallon yesterday at the Natural Living Expo in Des Moines, and it looked like a lot of people were signing up to volunteer.

Also this weekend, the Des Moines Register reported that Fallon has raised about $130,000 for his campaign and has 16 paid staffers.

I saw on the I-Renew e-mail list that the Iowa Environmental Council has put out an action alert urging citizens to contact senators in support of SF 2083. It’s an important bill that would improve energy efficiency in this state.

Iowa joins California's lawsuit against the EPA

I haven’t seen any news reports about it yet, but the Iowa Environmental Council put out a release yesterday praising this action by Attorney General Tom Miller:

Today advocates for clean energy solutions applauded Attorney General Tom Miller for a step that could help Iowans reduce emissions from their cars, which endanger public health and contribute to global warming.

The Iowa Attorney General’s office today joined California’s lawsuit against the EPA, for its legal action which denied states’ rights to adopt vehicle emissions standards to regulate global warming emissions.

Nathaniel Baer, energy program director for the Iowa Environmental Council, expects that states will prevail in court.

“If the federal government refuses to lead on climate change, states need the appropriate tools to step up to the challenge,” said Baer. “Better standards for car emissions will help reduce global warming emissions and save Iowans money at the pump.”

Vilsack mentions only part of the solution to global warming

Tom Vilsack wrote an op-ed in the Des Moines Register on Sunday about global warming. For him, the answer is conserve energy, invest in biofuels and renewable energy, and develop better technology for coal-fired and nuclear power plants.

Everyone interested in a comprehensive solution to global warming should read the report Growing Cooler: The Evidence on Urban Development and Climate Change.

How we design our communities can dramatically increase or decrease our country’s carbon footprint. If we don’t consider these factors, sprawling development could wipe out any reduction in greenhouse gases we get from energy-efficiency and cleaner energy sources.

I highly recommend this report to Vilsack and other smart people who like to delve into policy details.
