Governor Terry Branstad has repeatedly used his power to supersede local government decision-making, from 1990s policies to block counties from restricting large hog confinements to an executive order banning project labor agreements the very first day he was back in office in January 2011.

On Friday Iowans saw the latest example of Branstad’s disregard for local officials’ ability to decide what’s best.

Republicans nominated State Representative Mark Costello for the December 30 special election to replace Joni Ernst in Iowa Senate district 12. The district covers Mills, Fremont, Montgomery, Page, Taylor, and Ringgold counties in southwest Iowa. This post includes a map.

Seven candidates sought the GOP nomination in this strongly Republican district, containing more than twice as many registered Republicans as Democrats. Besides the five candidates Bleeding Heartland discussed here, David Sieck and Charla Schmid joined the GOP race. Sieck is a Mills County farmer who has been active on Missouri River management issues. Schmid has served several terms on the Montgomery County School Board and is active in Business and Professional Women/Iowa. She also serves on the board of directors of 50/50 in 2020, a bipartisan group encouraging more Iowa women to run for office.

The Iowa Republican’s Craig Robinson wrote up last night’s nominating convention, where Costello led from the beginning and secured the nomination on the fourth ballot.

A Democratic district convention will meet this weekend to nominate Steve Adams of Red Oak. He is a community development specialist with Iowa State University Extension.

Earlier this week, Libertarians nominated Don Brantz for the Senate district 12 special. He is “a longtime Mills County supervisor and southwest Iowa social worker” who is running on a platform of increasing funding for rural schools and abolishing the state Department of Education. It’s smart for Libertarians to compete here. Odds are long, but anything can happen in a low-turnout environment, and how many people will show up to vote on December 30?

Costello is the heavy favorite. If he wins, a special election will be needed in Iowa House district 23, covering Mills and Fremont counties, plus most of Montgomery County. House Republican leaders did not assign any committee chairmanship to Costello, perhaps expecting that he would soon leave for the Iowa Senate.

Regardless of who wins the Senate district 12 special, the number of women in the Iowa Senate will drop from ten the past two years to seven for the next two years. First-termer Amy Sinclair will be the only woman in the Iowa Senate GOP caucus.  

The Des Moines Register published an amazingly ill-informed op-ed this weekend by Tom Quiner, a social conservative activist in Des Moines. Advocating for more chastity and less promiscuity, Quiner ignores some basic facts of life about sex ed.

Yes, I am sad this morning. And frustrated. And mad. It's inevitable when you spend the better part of two years campaigning for candidates and ideas you strongly believe it. But I won't spend time bashing the winners or criticizing the campaigns for what they supposedly should or should not have done, although we should most definitely learn from any mistakes. And here is why:

The University of Northern Iowa ranks third and Iowa State University twelfth on Best Choice Schools’ list of “50 Great Affordable Eco-Friendly Colleges. The website evaluated more than 300 universities to find 50 that had an “estimated net price of under $25,000 a year” as well as “unique structures or lifestyle characteristics that make them leaders in sustainability.” The schools included “have all earned formal ‘green’ ratings from one major agency or another, and most have been recognized by respected groups such as the Sierra Club.” The schools were ranked from least expensive to most expensive, and UNI’s tuition of $15,232/year secured third place. Best Choice Schools commented,

University of Northern Iowa’s on-campus organization c.a.r.e. (creating a responsible environment) promotes Eco-friendliness and sustainable living through a number of on-campus initiatives. In dining services, most disposable items were eliminated and a refillable mug program introduced. A local buying program was also introduced and has successfully reduced packaging and shipping wastes while simultaneously supporting local vendors. The University itself has done its part, too. Currently, a whopping 23 campus buildings are undergoing energy-saving retrofits or renovations.

ISU’s tuition of $19,281/year was affordable enough for twelfth place on the list:

Iowa State University has proven itself willing to go above and beyond when it comes to campus sustainability. Ambitiously, it requires all new construction and major renovation projects to achieve LEED Gold certification. So far, it has succeeded, with two of its buildings achieving the even higher status of Platinum. The implementation of tray-less dining services reduced food waste by more than 50%, and the food that is wasted is composted at the University’s very own compost facility. Active student groups include a Solar Decathlon team, The GreenHouse Group, and Keep Iowa State Beautiful.

In a few minutes, Bruce Braley and Joni Ernst will hold their third and final debate. KCAU in Sioux City and ABC-5 in Des Moines are televising the debate locally, and C-SPAN is showing it nationwide. I’ll be liveblogging after the jump.

Before the first debate, I was concerned that Braley might lose his cool, but he did well both that night as well as in last Saturday’s debate.

Radio commercials appeared in several competitive Iowa Senate districts during the last week of September, coinciding with the start of early voting. This week, the Republican Party of Iowa has launched the first negative radio spots I’ve heard in state legislative races this year. After the jump I’ve enclosed the transcript of the ad attacking Chaz Allen, the Democratic candidate in the open Iowa Senate district 15. Allen’s own positive ad, which Bleeding Heartland transcribed here, is still in rotation and promotes the former Newton mayor’s record of recruiting businesses. The new Republican spot blames Allen for high property taxes that allegedly discouraged companies from coming to Newtown after “Maytag pulled out on Chaz Allen’s watch.” The ad also plays up Governor Terry Branstad’s support for Crystal Bruntz, the Republican candidate in Senate district 15. While the ad asserts that Bruntz “understands job creation,” it fails to mention anything substantive she has ever done to create jobs.

In Iowa Senate district 41, a leading pickup opportunity for Democrats, Republican State Senator Mark Chelgren’s new radio spot highlights flippant and sarcastic responses Siegel mailed in response to a survey Chelgren circulated in 2010. More details on that commercial are after the jump.

In the open Senate district 39, another seat targeted by both parties, a Bleeding Heartland reader tells me that the new Republican radio spot attacks Democratic nominee Kevin Kinney over his support for “Common Core” educational standards. I have not heard the ad yet and would appreciate any further details. It seems like an odd angle for an attack, but I guess Kinney’s background as a deputy sheriff and family farmer didn’t give them easy targets. Politics-watchers generally believe that education is a campaign issue favoring Democrats. As far as I can tell, fear-mongering over Common Core only resonates with social conservatives who would already be voting for Kinney’s opponent, Michael Moore.

I have not yet heard details on radio spots attacking State Senators Daryl Beall or Rita Hart, the Democratic incumbents in Senate districts 5 and 49, respectively. Nor have I heard of any attack ads against three-term Democratic incumbent Amanda Ragan in Senate district 27, although anecdotally, Republicans have supposedly given up on taking back that seat. I always appreciate tips from Bleeding Heartland readers, so please let me know if you’ve heard radio ads in the Fort Dodge, Clinton, or Mason City area.

In the open Iowa House district 55 (northeast Iowa), Republican Daniel Branhagen started running a commercial this week calling his Democratic opponent Rick Edwards a big spender. I haven’t heard attack ads against any Iowa House Democrats yet on Des Moines area radio stations.

Any comments about the state legislative races are welcome in this thread.

Here’s a new thread for any comments on the race between David Young and Staci Appel in Iowa’s third Congressional district. Some stories that caught my eye in the last few days:

The Democratic Congressional Campaign Committee shared with Roll Call partial results from a Greenberg Quinlan Rosner Research poll taken on October 1 and 2, which showed Appel ahead of Young by 49 percent to 42 percent, with 9 percent undecided. That’s a bigger lead for Appel than in the previous DCCC poll, despite weeks of Republican attacks on the phony “passports for terrorists” issue.

Speaking of which, I agree with Kathie Obradovich’s take (excerpted below) on the way the candidates handled “passports for terrorists” during their second debate.

Young’s campaign released a memo yesterday hailing some $800,000 in third-quarter fundraising and an internal poll allegedly showing Young ahead. I’ve enclosed that memo and the Appel campaign’s response at the end of this post. The polling firm Tarrance Group used strange methodology. Whereas the survey toplines showed Young leading by 43 percent to 41 percent, with other candidates taking 6 percent and 10 percent undecided, the Tarrance Group claimed Young was ahead by 47 percent to 43 percent based on “projected turnout.”

I look forward to digging into the details of the third-quarter FEC reports, which should be released by October 15. I would expect GOP donors to flock to Senator Chuck Grassley’s longtime top aide. But I don’t understand why Young would cancel television advertising time if his campaign was bringing in so much money in the third quarter. Even if he used some of the money to pay off debts incurred during the second quarter, he should have had plenty left over for a full-court press on television.

The DCCC has increased its television advertising buy in the Omaha market, which covers roughly 20 percent of the population in IA-03. To my knowledge, neither Young nor the National Republican Congressional Committee has aired tv ads in Omaha lately.

The DCCC has been running radio ads bashing “DC David Young” for supporting tax breaks for the wealthy, even as he backs cuts to education funding (such as eliminating the U.S. Department of Education). A similar television spot has been on the air for a while. Although education funding and tax policy are important issues, I suspect most voters tune out cookie-cutter negative political advertising.

Conservative blogger Shane Vander Hart thinks Young has problems with the GOP base because of some comments on abortion, his qualified support for a minimum wage increase, and legal residency for some undocumented immigrants. News flash: IA-03 is a swing district. Young has to communicate some level of moderation on at least a few issues. Vander Hart’s comments make me wonder whether hard-core conservatives will go for Libertarian candidate Ed Wright as a protest vote.

I’ve enclosed below excerpts from Young’s comments to the Des Moines Register’s editorial board about how to handle an estimated 11 million undocumented immigrants living in the U.S.

Iowa State University was the only Iowa school included on a new list of “30 Best Colleges for LGBT Students,” compiled by the Best Colleges site. The 30 schools were “not ranked in any particular order” but all met the following criteria:

* 4 or 5 Star Rating on the Campus Pride Index: This comprehensive college catalog rates schools based on a rubric of eight LGBT-inclusive factors. Since a three star ranking represents average performance, each of the schools included on our list are known for an above-average rating.

*Greek social organizations with one or both of these organizations in a chapter:

* Gamma Rho Lambda (GRL): This sorority was founded in 2003 and is open to members that identify across a wide range of gender and sexuality spectrums.

* Delta Lambda Phi (DLP): This fraternity is dedicated to creating friendly social spaces for gay and bisexual men to connect through campus activities.

It’s worth noting that ISU currently has 4 stars on the Campus Pride Index. Two Iowa higher education institutions do better with a 4.5 star rating: the University of Iowa and Wartburg College. I assume those schools were not included on the Best Colleges list because they lack LGBT-friendly Greek affiliates. Since a lot of college students (straight or gay) have no interest in joining a fraternity or sorority, the Campus Pride Index strikes me as a better overall measure of inclusion. Wartburg leaders have made impressive efforts to create not just a tolerant, but a welcoming atmosphere.

The University of Northern Iowa matched Iowa State with 4 stars on the Campus Pride Index. To my surprise, Grinnell College, considered one of the most progressive islands in Iowa, scored just 3.5 stars. Luther College got 3 stars, Buena Vista University 2.5 stars, and Drake University and Marshalltown Community College got 2 stars each.

No Iowa schools made it onto the Campus Pride list of top 50 LGBT-friendly colleges, which came out in August. To be eligible for that list, schools needed to score 5 stars on the Campus Pride Index and “have the highest percentages across the eight LGBT-friendly benchmarks for policy, program and practice.”

Although all four of Iowa’s Congressional districts are targeted in theory, only the third district is seeing large-scale independent expenditures as well as broadcast advertising by the candidates.

Today Democratic nominee Staci Appel’s campaign launched a new positive ad, focusing on her support for public education at all levels. The Democratic Congressional Campaign Committee released a new spot bashing Republican nominee David Young over his call to eliminate the U.S. Department of Education. Meanwhile, the National Republican Congressional Committee is out with a new ad today about the same “passports for terrorists” canard they featured in their last Iowa effort. Clearly they think this is their strongest card against Appel, and they won’t stop no matter how many news media report her real position on the issue.

I haven’t seen any new commercials from Young’s campaign lately. Justin Sink reported for The Hill that Young cancelled $107,000 in “reserved television ad time in the Omaha market through election day, according to a source tracking ad buys.” Roughly 20 percent of the voters in IA-03 live in the Omaha viewing area, most of them in Pottawattamie County (Council Bluffs). Residents of Mills, Montgomery, Fremont, Page, and Cass counties also receive Omaha television stations, as do some Iowans living in Adams, Adair, and Taylor counties. Click here for voter registration numbers in all of the 16 IA-03 counties.

The NRCC has pledged to spend $1.5 million on this race between Labor Day and November 4, but to my knowledge, they have only been running their anti-Appel ads in the Des Moines market, not in Omaha. The Appel campaign maintains they are already on broadcast networks in Omaha and will be on cable there shortly, for the duration of the campaign.

Last week the DCCC released partial results from an internal poll showing Appel slightly ahead of Young by 47 percent to 44 percent. I expect this race to remain close all the way up to election day. While Republicans have a slight advantage in voter registrations, Democrats lead so far in absentee ballots requested by voters in the district.

In a few minutes Representative Bruce Braley and State Senator Joni Ernst will start their first debate at Simpson College in Indianola. You can watch the debate on KCCI-TV in the Des Moines viewing area and on C-SPAN across the country (in central Iowa that’s channel 95).

I previewed what I see as the biggest potential pitfalls for each candidate here. I’ll be liveblogging after the jump and will also update later with some reaction to the debate.

Iowa City ranks tenth on Livability.com’s second annual list of “100 Best Places to Live” among small to mid-sized cities in the U.S. Looking at 2,000 cities with populations between 20,000 and 350,000, researchers calculated each city’s “LivScore” using 40 data points falling under eight broad categories, explained in more detail here: amenities, demographics, economy, education, health care, housing, social and civic capital, and transportation. The website said of Iowa City,

Annual cultural events and a strong literary history with writers like John Irving and Flannery O’Connor have helped shape Iowa City, home to the University of Iowa. The college community offers a hardy arts and entertainment environment along with good health care for residents, highlighted by Mercy Hospital and the University of Iowa Hospitals & Clinics.

Iowa City has previously been recognized as Iowa’s most walkable city.

Farther down the list of “Best Places to Live,” Iowa cities mentioned were Ames at number 30, West Des Moines at number 57, Cedar Rapids at number 65, and Des Moines at number 82.

Livability.com explained the methodology underlying the list here. The website tweaked the criteria they used last year to compile the first “Best Places to Live” list:

Specifically, we wanted to add some more variables about health care; look at the role of proximity to institutions like hospitals, colleges and universities; and create a better balance between our survey questions and the topics we were measuring. We created some new variables including a measure of racial and ethnic diversity and a rather unique look at the diversity of housing stock.

Those changes allowed Iowa City to move up from number 47 last year to this year’s top ten. Iowa’s highest-ranking city on Livability.com’s inaugural list was Cedar Rapids at number 30, followed by Ames at number 32. Des Moines was ranked number 70 and West Des Moines number 77 last year.

Sunday night, the Jewish Federation of Greater Des Moines marked its 100th anniversary at a dinner gathering downtown. The gala was unusual in several respects. For one thing, I don’t recall seeing such a large and bipartisan group of Iowa politicians at any non-political local event before. Attendees included Senator Chuck Grassley, Governor Terry Branstad, State Senator Jack Hatch, Lieutenant Governor nominee Monica Vernon, Representative Bruce Braley, State Senator Joni Ernst, Representative Dave Loebsack, IA-03 candidates David Young and Staci Appel, State Senator Matt McCoy, Des Moines Mayor Frank Cownie, State Representatives Helen Miller, Marti Anderson, and Peter Cownie, and several suburban mayors or city council members. (Insert your own “a priest, a rabbi, and an Iowa politician walk into a bar” joke here.)

The keynote speech was even more striking. It’s standard practice to invite a Jewish celebrity to headline major Federation events. This year’s guest was award-winning actor Richard Dreyfuss. But other than a “Borscht belt”-inspired opening riff about learning to nod and say “Yes, dear” to his wife, Dreyfuss left obvious material aside. He didn’t dwell on humorous anecdotes from his Hollywood career, or talk about how being Jewish helped his craft. Instead, Dreyfuss reminisced about a cultural place and time that could hardly be more foreign to his Iowa audience, regardless of age or religious background.

Agriculture is and always has been a major part of Iowa’s economy, but given our abundance of world-class farmland, we could do much more to make local food available to Iowans. When the non-profit food advocacy group Strolling of the Heifers introduced its “Locavore Index” two years ago, Iowa ranked second only to Vermont in terms of local food availability. At that time, the index measured per-capita presence of Community-Supported Agricultural enterprises and farmers markets.

Last year, Strolling of the Heifers added a third component to the index: the per capita presence of “food hubs,” those “facilities that handle the aggregation, distribution and marketing of foods from a group of farms and food producers in a region.” Iowa dropped to fifth place on the Locavore Index.

For 2014, Strolling of the Heifers added a fourth component: the percentage of school districts with Farm-to-School programs, according to U.S. Department of Agriculture data. Sadly, only 31 percent of Iowa school districts have a Farm-to-School program, putting us below many states with insignificant agricultural output compared to Iowa. We should be doing better seven years after the state legislature first funded Farm-to-School efforts. While our state is still strong in farmers markets per capita, our national rank on the Locavore Index dropped to tenth.

August and September are arguably the best months to shop at Iowa farmers markets. With peak late-summer produce being harvested around the start of the academic year, it’s a shame more Iowa students don’t have access to fresh, local food. We should have more flash-freezing facilities to make it easier for larger facilities to buy local as well–not just public school districts but also nursing homes, hospitals, colleges and universities. Iowa State University Extension and Outreach “provides technical assistance to school food service staff” in six northeast Iowa counties. Here’s hoping that project will expand statewide.

After the jump I’ve posted the Strolling of the Heifers chart showing all state-level data on local food availability. I added the group’s “10 reasons to consume local foods,” covering economic, health, environmental, and taste benefits. Iowa’s Healthiest State Initiative doesn’t include a strong local food component, although it promotes healthier eating at schools. The Iowa Department of Agriculture and Land Stewardship administers a few Farm-to-School programs and has provided grants for a few dozen schools to start vegetable gardens each year.

Democratic Congressional candidate Staci Appel’s campaign started running its second television commercial today.  “Independence” focuses on the candidate’s work in the Iowa Senate from 2007 through 2010. I’ve posted the video and my transcript after the jump. As in her first commercial, the announcer refers to the candidate as “Staci”–ever since Hillary Clinton’s 2008 presidential campaign, this approach seems to be a trend with women candidates.

The script includes key words that resonate with conservatives and moderates (“business,” “finance,” “balance budgets”) as well as with progressives (expanding pre-K, raising the minimum wage, approving pay equity). That makes sense in a swing district like Iowa’s third. Appel mentioned the same set of issues in her soapbox appearance at the Iowa State Fair. I’ve posted excerpts from the news coverage after the jump.

Groups backing Republican candidate David Young are sure to portray Appel as a liberal Nancy Pelosi clone, so it makes sense to pre-empt that message with an ad about bipartisanship. To my knowledge, neither Young nor the National Republican Congressional Committee have run television ads in IA-03 since the primary. The NRCC ran a web ad bashing Appel, while U.S. Senator Chuck Grassley recorded a radio spot supporting Young.

In related news, Appel’s press release announcing today’s new tv spot took a swipe at Young for backing a “flat tax” at the Iowa State Fair (video here). At the end of this post I’ve enclosed excerpts from the Des Moines Register’s coverage of Young’s soapbox speech.

Appel is one of eight great women candidates for U.S. House, according to a feature in the latest edition of Elle magazine. The piece described Appel as a “mother of six and fierce pro-choice advocate,” who wants to bring “less bickering” and more “Iowa-mom common sense” to Washington.

IA-03 contained 153,285 registered Democrats, 164,984 Republicans, and 156,626 no-party voters as of August 1.

Governor Terry Branstad and State Senator Jack Hatch are debating this afternoon at the Iowa State Fair. Iowa Public Television is live-streaming the event and will replay the debate at 7 pm tonight. Branstad has agreed to two other debates with Hatch, but his team are refusing to allow Lieutenant Governor Kim Reynolds to debate Hatch’s running mate, Cedar Rapids City Council member Monica Vernon. It’s a strange stance for a guy who is determined to make Reynolds the next governor.

Today was the 3rd The Family Leadership Summit hosted by The Family Leader. This event has become a kingmaking event for Bob Vander Plaats and The Family Leader with national and state Republican officials coming to kiss their rings. This event has been talked about as replacing the Ames Straw Poll. For the second year in a row – I decided to make the trek to see what this is all about with allied organization – Progress Iowa.

Iowa State University President Steven Leath announced this morning that the university will never again hold the annual spring celebration known as “VEISHEA” for more than 90 years. Leath cancelled most VEISHEA events this year after a riot broke out yet again. Last month, a task force Leath convened to study the issue recommended replacing the celebration with at least three separate events, not using the VEISHEA name and not held during the spring or on any holiday weekends. You can read the full report here (45-page pdf). Vanessa Miller summarized its key points in the Cedar Rapids Gazette.

Although many ISU alums will be disappointed to see the VEISHEA tradition end, Leath made the right decision in my opinion. Long ago this event’s name lost its association with ISU’s original colleges (Veterinary Medicine, Engineering, Industrial Science, Home Economics, and Agriculture). Anything called VEISHEA will make many people think of drunken riots, and as the task force report noted, “A major springtime event at Iowa State, even if significantly retooled and identified by a different name, may still carry with it the baggage of unofficial VEISHEA.” I suspect most Ames residents will be relieved by today’s news.

Hardly a month goes by without news about Des Moines scoring a top-ten national ranking on some economic or livability metric. Here’s something I didn’t expect, though: the new “Vocativ Queer Index” rates the Des Moines metro fourth among the top 35 queer-friendly cities in the U.S.

Vocativ examined the 100 largest metro areas on sixteen factors related to the quality of life for the LGBT community. Click through to read the full list and how Des Moines scored in each category. In particular, the website hailed the Iowa capital’s “inclusive attitude toward adoption and marriage equality, not to mention its high-profile out politicians” like State Senator Matt McCoy and State Representative Daniel Lundby (whom they mistook for a member of Congress).  

Happy Pride Month to everyone in the Bleeding Heartland community. After the jump I’ve posted recent news about how Iowa Safe Schools, a Des Moines-based advocacy group, is working to improve the environment for LGBTQ students in public schools all around the state.

No Republican stepped up to run against Iowa Attorney General Tom Miller in time to appear on the primary election ballot, but yesterday Adam Gregg announced that he will seek the GOP nomination for attorney general at the state party convention later this month. Gregg worked in private practice for the Des Moines-based Brown Winick law firm before joining Governor Terry Branstad’s staff as a legislative liaison in 2012. (He’s quitting that job to run for office.) His press release touted his work to help pass “the largest tax cut in Iowa’s history, historic education reform, and a state based, Iowa alternative to Obamacare.” The tax cut refers to the property tax reform approved during the 2013 legislative session. The Iowa Health and Wellness Plan is more accurately described as an alternative to Medicaid expansion rather than an alternative to “Obamacare.” Iowa is still implementing the 2010 Affordable Care Act.

Gregg promised “to fight everyday for Iowa families, Iowa farmers, and our constitutional freedoms,” to “be an advocate for open government,” and to “hold Washington, DC accountable when the federal government oversteps its bounds.” Around the country, many Republican state attorneys general have used the job to grandstand against federal policies they don’t like for ideological reasons. Sounds like Gregg will be emulating that model.

I don’t give him much chance of beating Tom Miller. Four years ago, Brenna Findley got in the race early and ran a strong and well-financed campaign, only to come up well short amid a huge Republican landslide. Running a statewide campaign will raise Gregg’s profile, though, and possibly open doors to future political jobs. The Des Moines rumor mill expects Miller to retire rather than seek another term in 2018. In that case, Gregg could join Findley as prominent candidates in a much more winnable race.

It’s one of the oldest tricks in any governor’s playbook: schedule media events for bill signing ceremonies you want the public to hear about, while burying bad news late on a Friday, after reporters have filed their stories. I was worried Governor Terry Branstad would make big cuts to environmental funding just before Memorial Day weekend, as he had cut food bank money two years ago.

Instead, Branstad’s office released the news about this year’s spending vetoes after dinnertime on Friday, May 30. Hours earlier, the governor had welcomed reporters, lawmakers, and members of the public to watch him sign a bill legalizing the possession of cannabis oil to treat seizure disorders, as well as a bill altering Iowa’s HIV transmission law.

Follow me after the jump for the gory details. I no longer consider 2014 a good year for Iowa environmental funding.

Proud Cyclones have been lighting up social media this week with links to Daniel Luzer’s commentary for the Washington Monthly blog about Iowa State University as a contender for the “best college in America” title. Luzer’s post is three months old, but it flew under my radar (and that of many other Iowans) at that time. To support his point, he cited Rebecca Schuman’s piece for Slate on February 10 of this year. She observed:

Additionally, let me offer a hearty congratulations goes to the proud trend-resisters at Iowa State University, who have increased faculty hiring while others have slashed it, and decreased administration while others have bloated it. […]

After all, it turns out that focusing on academics helps student retention more than climbing walls, anyway. That’s the good news out of Iowa State University, which, according to the report by the Delta Costs Project at the American Institutes for Research, is the only-only-institution of higher learning in the entire country to spend the last eight years hiring full-time faculty and shrinking its administration. ISU President Steven Leath explained to the Des Moines Register that ISU wanted to “run a very lean operation and put as much into direct support of students and faculty” as possible, boosting full-time faculty hiring by an astounding 41 percent. (No riot-inducing tuition hike yet, Rex Ramsier!)

Indeed, Iowa State is being lauded as one of the most efficiently run universities in the nation-and its student retention is up 3 percent since 2005. This might not be a spectacular number, but it’s a better increase than its rival, the University of Iowa, a prestigious flagship Research I institution (that, according to the Delta Costs Project, has added much fewer full-time faculty members and many more staff positions).

Praising Iowa State for its “very real focus on hiring tenure-track faculty and keeping students enrolled from year to year,” Luzer pointed to a 2011 report in Washington Monthly about the trend toward administrative growth at U.S. colleges and universities.

The Bleeding Heartland community includes many Iowa State alumni and more than a few faculty at ISU and other Iowa colleges and universities. I’m interested in hearing your perspective on the points Schuman and Luzer raised.

A new working paper for the National Bureau of Economic Research points to significant long-term benefits for children in poverty whose families received cash transfers through the first U.S. government welfare program. Researchers used census, World War II and death records to compare male children of mothers who received help through the federal Mothers’ Pension program between 1911 and 1935 to male children whose mothers applied for help but were rejected from the program. The main takeaway: “Male children of accepted mothers received one-third more years of schooling, were less likely to be underweight, and had higher income in adulthood than children of rejected mothers.” The study did not include female children of early welfare recipients because name changes through marriage make it much harder to track long-term outcomes for girls.

The Iowa legislature got out of town on May 2, 110 calendar days after the 2014 session began. That’s ten days after lawmakers’ per diem payments ran out but earlier than in any year since 2010, when Democrats held majorities in both chambers. After the jump I’ve posted closing remarks delivered by the top Iowa Senate Democrats (Majority Leader Mike Gronstal and President Pam Jochum) and the top Iowa House Republicans (Speaker Kraig Paulsen and Majority Leader Linda Upmeyer). A series of posts next week will focus on some of the more significant legislative results from the session, as well as important bills that never did pass.

I’ve also enclosed Gronstal’s prepared remarks on the final Iowa Senate vote of the session: granting subpeona power to the Government Oversight Committee to continue investigating various scandals in Governor Terry Branstad’s administration. Gronstal emphasized that the resolution is “narrowly drafted” and “not a criminal investigation. The goal is not to convict people. The only goal is to find out what went wrong [in state government] and how to fix it.” The resolution passed by voice vote just before the Senate adjourned on Friday morning. Iowa Senate Minority Leader Bill Dix blasted what he called a “dangerous” and “underhanded partisan move.” He claimed the “disruption of separation of powers” will invite “a state constitutional crisis,” and that the Oversight Committee’s investigation is politically motivated.

Finally, in non-legislative news, Patrick Caldwell reported for Mother Jones this week on a remarkably shady deal involving Danny Carroll in 1996. At the time, Carroll was a real estate agent in the Grinnell area and an Iowa House Republican. He currently chairs the Republican Party of Iowa–though probably not for much longer. After reading Caldwell’s piece, I want to know why anyone supposedly committed to Christian values would participate in a scheme to take advantage of an elderly widow with debts.  

In just two days, both the Iowa House and Senate unanimously approved a bill drafted in response to a recent Iowa Supreme Court ruling. A majority of justices overturned the conviction of an assistant high school basketball coach who had engaged in a consensual sexual relationship with a student, on the grounds that he didn’t meet the definition of a “school employee” under Iowa’s sexual exploitation statute. House File 2474 closes that loophole, but unfortunately, State Representative Mary Wolfe identified a drafting problem that could criminalize behavior many people would not consider sexual exploitation.

Iowa lawmakers are finally getting the hang of divided control–or maybe they just want to get out of town early in an election year. During the 2011 legislative session, Iowa House Republicans and Senate Democrats were still arguing about state budget targets well into June and didn’t approve final spending bills until the very last day of the fiscal year.

In contrast, legislative leaders agreed on fiscal year 2015 spending targets seven weeks ago. On April 23, both the Iowa House and Senate approved the conference committee report for the education appropriations bill. Details on the education budget debate, final funding levels and roll calls are after the jump.

Amazingly, the legislature may be ready to adjourn for the year by the end of next week.

Yet again, “VEISHEA” celebrations in Ames have degenerated into a riot. This time a student was injured badly enough to be life-flighted from the scene, on top of the substantial property damage we’ve seen too often. VEISHEA is supposed to be a celebration of Iowa State University pride, but I think campus leaders need to accept that they can’t stop a small percentage of drunken idiots from ruining the festival for everyone. Administrators have given students plenty of chances to prove they can get VEISHEA right.

Although it may seem unfair to punish everyone for the behavior of a small group, we’re not talking about a handful of troublemakers. Hundreds or perhaps thousands of people were involved in last night’s riot. This isn’t the first, second or even third riot during VEISHEA. The recurring problem makes the whole university look bad. Most colleges and universities get by without a weeklong party every spring. It’s time for Iowa State to join them.

UPDATE: Leath announced on April 9 that the rest of this year’s planned VEISHEA events will be cancelled. A task force will determine what happens in future years.

Leath said VEISHEA will be completely refocused on what it used to be or it will be eliminated.

“The problems revolving around alcohol, house parties — these issues have to go away,” said Leath.

I hope the task force will also review acts of violence that don’t generate media coverage or attention. For instance, I would like to know whether sexual assaults on campus typically increase during VEISHEA week.

The Iowa legislature’s second “funnel” deadline passed late last week. To remain eligible for debate during the remainder of this year’s session, most legislation needed to have passed one chamber as well as a committee in the other chamber. There are a few exceptions to the rule, namely appropriations bills and some tax measures. Rod Boshart listed the most significant “dead” and “alive” bills for the Cedar Rapids Gazette. The Iowa House Republican staff compiled a more comprehensive list of “second funnel survivors,” including bill summaries. The Iowa Senate Democratic staff highlighted the most important bills passed by the Senate that died in the House.

After the jump I’ve enclosed more links and some analysis on bills that died as well as those still under consideration. From my perspective, the most surprising casualty of the funnel was a bill to extend the statute of limitations for sex crimes against children (see the “safety and crime” section below).

This week marks the Iowa legislature’s first “funnel” deadline of the 2014 session. With the exception of appropriations bills, most legislation that has not cleared at least one committee in at least one chamber is dead for the year. Only occasionally do House or Senate leaders revive bills that didn’t get through the funnel.

Rod Boshart published a comprehensive list of bills that are still pending in either the Iowa House or Senate, as well as proposals that didn’t make it this year. Notably, the ideas Governor Terry Branstad outlined in his Condition of the State speech last month are still alive, as are the top priorities House and Senate leaders mentioned on the opening day of this year’s session.

Any comments about the legislature’s work is welcome in this thread. Reading Boshart’s lists, I felt a mixture of relief and disappointment. So many bad ideas died in the funnel, but so did a lot of proposals I would strongly support.

My dismay is probably nothing compared to what socially conservative Republicans are feeling. For the second year in a row, no bills aimed at “protecting” traditional marriage made it through the funnel. Every proposed anti-abortion bill died too, except for the ban on “telemedicine” abortions (which failed to move last year but passed the Iowa House last week). You would think that with a 53-47 Republican majority, the Iowa House would move more of these abortion bills through committee at least.

Iowa’s Constitution lays out a straightforward process for changing state law: first, a bill needs to pass the Iowa House and Senate by a simple majority in both chambers. Then, the governor signs the bill into law. Alternatively, state legislators can pass a new law without the governor’s support, by over-riding a veto with a two-thirds majority in both chambers.

Iowa House Republicans and Governor Terry Branstad don’t like current state law on setting state funding for K-12 education a year in advance. However, they lack support in the Democratic-controlled Iowa Senate for changing that law through the normal legislative process. So, they have decided they can pretend the law doesn’t exist.

It appears that nothing short of a court order will change their minds.

The January 23 edition of the Iowa House Republican newsletter contains a mix of news and spin on a wide variety of topics, such as the state budget, the minimum wage, the check-off for corn growers, distracted driving, marijuana use and even a controversy over whether states should charge sales tax on “take-n-bake” pizzas.

From my perspective, the most interesting nugget was the effort to explain House Republicans’ stubborn refusal to comply with a state law that passed nearly two decades ago with strong bipartisan support. Iowa Senate Democrats are determined to set “allowable growth” levels for K-12 school budgets in the time frame laid out by the law. But Republicans are not budging from the position they staked out last year: no early notice for school district leaders who need to plan their budgets.

At least two Democrats will run for governor this year. Jonathan Narcisse, a former Des Moines School Board member and third-party gubernatorial candidate, announced his candidacy this morning at the African-American Museum of Iowa in Cedar Rapids. I don’t have a video from today’s event, but after the jump I’ve posted a speech Narcisse gave last month when he announced the creation of his exploratory committee. Among other things, he proposes to provide free college education for Iowa students who agree to do community service during the summers and to stay in the state for a certain number of years after graduation. Bleeding Heartland posted more background on Narcisse here. He received a little less than 2 percent of the vote in his independent campaign for governor in 2010.

Narcisse will be a big underdog in the Democratic primary, where State Senator Jack Hatch is better known, has more political experience, and will have the resources to run a more extensive statewide campaign. Hatch just reported raising nearly $300,000 for his gubernatorial campaign in 2013, plus $140,000 in loans from himself and his wife. At year-end, his campaign had $236,943.18 cash on hand.

This morning, former State Representative Ed Fallon endorsed Hatch, saying he “has been a strong progressive voice fighting for a better Iowa” for decades. Fallon represented areas of central Des Moines in the Iowa House for twelve years; during part of that time, Hatch served in the state House and Senate. Fallon ran for governor in 2006 and finished third in the Democratic primary for governor with about 26 percent of the vote. I’ve posted part of his e-mail blast after the jump.

Immediately following Governor Terry Branstad’s Condition of the State address to Iowa legislators yesterday, Senate Majority Leader Mike Gronstal told Iowa Public Television that he “didn’t hear anything I disagreed with.” Not every Iowan who closely follows state government shared his reaction. State Senator Jack Hatch, the leading Democratic challenger to Branstad, slammed the governor’s “very shallow agenda” of “low expectations.”

After the jump I’ve posted more detailed comments from Hatch and a few other Iowa Democrats, as well as statements released by several non-profit organizations, which called attention to important problems Branstad ignored or glossed over.  

Governor Terry Branstad delivered his annual “Condition of the State” address to Iowa lawmakers this morning. By Branstad’s standards, it was not a partisan speech. He drew several standing ovations from legislators in both parties, and it’s easy to imagine the Democratic-controlled Iowa Senate embracing most of the policies he advocated. In fact, immediately after the speech, Senate Majority Leader Mike Gronstal told Iowa Public Television’s Dean Borg that he “didn’t hear anything” he disagreed with. Gronstal did get in a quick jab at the governor, though, pointing out that Branstad hailed “predictability” for the state budget, which is what statehouse Democrats are seeking for school districts. During the last two years, House Republicans and Branstad have refused to comply with Iowa law requiring the legislature to set allowable growth levels for K-12 school districts a year in advance.

Stylistic note: for a guy who’s been in politics as long as Branstad has, he keeps his eyes glued to his script a lot. Experienced public speakers typically make more eye contact with the audience.  

The Iowa House and Senate convened today to begin the 2014 legislative session. All of the opening remarks reflected on key achievements of the 2013 session, such as compromise bills on commercial property tax cuts, education reform, and providing health care to low-income Iowans. All of the speeches called for more bipartisan work this year, and all stressed “pocketbook” issues such as improving education and building the middle class rather than social issues. But Republican and Democratic leaders take different priorities into the 2014 session.

I’ve summarized below the key points Iowa House and Senate majority and minority leaders raised today. I also enclosed lengthy excerpts and in some cases the full texts of their opening day speeches.

Click here for a tentative schedule of key dates during the 2014 legislative session. Lawmakers tend to finish their work earlier in election years than in odd-numbered years, but I highly doubt they will be ready to adjourn by March 30, as House Speaker Paulsen hopes. They will be lucky to finish work on the state budget by April 22, when lawmakers stop receiving per diem payments.

In 2012, the Iowa legislature agreed to a three-year experiment with the the Iowa Virtual Academy, despite problems reported with for-profit, online schools run by the same corporation in other states. The Iowa Virtual Academy promises “Iowa students in grades K-6 an exceptional learning experience” with “individualized learning approaches.”

Darcy Bedortha, a former lead teacher at a virtual charter school, paints a very different picture in this must-read post at the Education Week blog. I’ve enclosed a few excerpts after the jump, but you should click through and read the whole thing. Bedortha confirmed that her former employer is the same company that runs Iowa’s virtual school. Diane Ravitch commented that Bedortha

confirms all the worst fears of critics of virtual charters.

They make a lot of money. They are passionate about profits, not students.

Students need one-to-one contact with a human being. They don’t get it.

I hope state lawmakers and staffers at the Iowa Department of Education are closely scrutinizing the Iowa Virtual Academy’s work. If it’s anything like what Bedortha describes, the experiment should be shut down at the end of next academic year.

I don’t regret marrying at the tender age of 16.  I don’t regret that not long after turning 18, I gave birth to a beautiful daughter.  I don’t regret the strange combination of jobs I’ve held:  motel manager, office manager of a retirement community, coffee shop owner.  As far as life choices go, I have but one lament. 

I don’t have a college degree.

In fact, I haven’t a high school degree.

Catching up on news from last week, former energy company chief financial officer Mark Jacobs is now an official candidate for the U.S. Senate. His campaign is on the web here, on Facebook here, and on Twitter here. Scroll to the end of this post to read his announcement speech in full, or listen to it at Radio Iowa. The key excerpt: “Jobs are my top priority. In fact, you can’t spell Jacobs without jobs. And if you send me to the United States Senate, I will make jobs for Iowa my number one priority.”  

Here’s my first take on Jacobs’ strengths and weaknesses in the crowded Republican field. Any comments about the Senate race are welcome in this thread.  

I’ve been trying to discover if MEC is paying the correct amount of property taxes at their wind farm located near me.  The quick answer is- I don’t think they are– due to information (mostly a lack of information) provided by MEC employee Dean Crist.   An earlier post on this subject can be found here. Interested folks are invited to examine more posts on this subject at my blog.

To recap:  I became curious about how Pocahontas County determined the rates for the MidAmerican (MEC) wind project in the county. The assessor’s office provided me with a property tax appraisal for the wind farm (constructed in three phases), for the first 131 turbines – $2,580,000 ($1720 per kW), the next 39 at $2,850,000 ($1,900 per kW) and $3,660,000 ($1591 per kW) for the final 13. The assessor’s office reluctantly provided basic filings (after an attorney requested them in writing) submitted to the county by MEC that roughly match the assessments, listing met tower, land, turbines, and substation costs. Phase 1 & 2 are 1.5 megawatt turbines. Phase 3 turbines are 2.3 megawatts.

The following numbers were provided by Mr. Crist:

School board elections take place all over Iowa today, and seven community colleges in our state have property tax levy renewal questions on the ballot. I encourage Bleeding Heartland readers to make your voices heard. Your vote is more likely to be decisive in a low-turnout local election. Regardless of whether you or any family members use public education, we all benefit from adequate funding for community colleges and competent leadership of K-12 school district boards. The Republican Party of Iowa is urging supporters to reject the community college tax levies.

I live in the West Des Moines school district, where as usual, there is no real competition: just three candidates this year for three spots on the school board. It’s still important to turn out, not only because of the Des Moines Area Community College tax levies, but also to prevent some “out there” write-in candidate from winning a school board seat with a few dozen votes. I’m biased against write-ins, because it’s not hard to get on the ballot in our state. If you want to serve on the school board, you shouldn’t hide behind some stealth agenda.

Many communities have highly competitive school board races. I haven’t studied all the candidates for Des Moines school board, but I do hope voters reject the incumbents. They were rubber stamps for former superintendent Nancy Sebring and have mishandled several controversial issues in recent years. Time for new blood on the Des Moines school board. A lot of Democrats I know are voting for Rob Barron, a longtime staffer for Senator Tom Harkin.

John Deeth has been covering the Iowa City elections at his site, including turnout, campaign funding, and teachers’ union endorsements.

I learned from Blog for Iowa that the city of Pleasant Hill wants to put a massive industrial warehouse next to Southeast Polk High School along Highway 163. That is insane. Mixing a bunch of semi trucks with inexperienced high school drivers is a recipe for disaster. Even if there aren’t any traffic fatalities, the idling trucks will pump out a lot of polluted air near the school, day in and day out.
