Rathje wants Republicans to bench Miller-Meeks

The plot thickens in Iowa’s second Congressional district, where Steve Rathje has released a new television commercial called “Bench Miller-Meeks”:

Voice-over: Two years ago, Mariannette Miller-Meeks challenged Dave Loebsack. She lost by double digits. [visual shows fake newspaper headline: LOEBSACK WINS BIG Loebsack 57% vs. Miller-Meeks 38%]

Rathje: I coached football for several years, and sometimes the returning quarterback didn’t give us our best opportunity to win, so we were forced to make some changes. I believe the same is true for politics.

I’m Steve Rathje. My experience: cutting spending and bringing jobs back home to America. Dave Loebsack’s record: unsustainable spending and a disregard for the constitution.

I’m Steve Rathje, and I approved this message.

It’s gutsy for Rathje to come out against second chances, since he lost the GOP primary for U.S. Senate in 2008. But as attack ads go, this one’s tame. He didn’t take any personal shots at Miller-Meeks or even call her a moderate. He’s just saying she doesn’t give Republicans the best opportunity to beat Loebsack. Then he presents his background as a sharp contrast to the incumbent.

I laughed to hear Rathje hit Loebsack on “unsustainable spending.” Rathje’s promoting a tax holiday plan that would add at least $400 billion to the deficit in two months. Such details probably don’t matter to the typical Republican primary voter, though.

Yesterday I wrote that I still consider Miller-Meeks a slight favorite in the primary. This commercial changes my view somewhat. If she sticks to her plan of running no tv ads before the June 8 primary, she leaves this message unchallenged. It’s not clear that she has the time or the funds to respond on television, and even if she does, I don’t know how to answer Rathje’s point without calling more attention to her double-digit loss to Loebsack. Miller-Meeks seems slightly less right-wing than the other Republicans, which makes her a better general election candidate, but no one won a Republican primary lately by claiming to be the most moderate person in the field.

My hunch is that Rob Gettemy benefits as much as Rathje from this commercial, if not more. Gettemy’s the freshest face in the Republican field, and his own advertising probably gives him as much visibility as Rathje outside his base in Linn County.

UPDATE: The second district candidates clashed at a forum May 26 in Mount Pleasant. James Q. Lynch has the story at the Cedar Rapids Gazette. Excerpt:

Gettemy told the crowd of about 100 people sitting on the lawn outside American Outdoors south of Mount Pleasant he offers the best opportunity to defeat Loebsack because voters are looking for a fresh face, “not a politician.”

His rivals have all run before and lost – “lost big time,” Gettemy said.

Without mentioning names, he noted that Rathje and Reed, who faced off in a U.S. Senate primary two years ago, are still fighting that battle and Miller-Meeks is willing to change her comments to suit various audiences. […]

“You can tell it’s campaign silly season, Miller-Meeks said. “I’ve been smeared so many times that I feel like a bug on a windshield.”

She called for uniting the fiscal, social and constitutional conservatives. “We need all three tent poles” to defeat Loebsack, she said. Miller-Meeks and reminded her rivals that “whatever we do before the primary can be used by the Democrats after the primary.”

United, Miller-Meeks said, the 2nd District can become “the Massachusetts of the Midwest – not in ideology, but in victory.”

Also, Kim Smith of Cedar Rapids claims Rathje is pro-abortion and is trying to spread the word on Twitter and via YouTube. I don’t know whether she or the group calling itself “Coalition for Iowa Values” has endorsed a different candidate in this primary.

SECOND UPDATE: Miller-Meeks responds to the new Rathje ad:

Miller-Meeks called the video “a deceitful, deceptive attack by someone going into a last minute panic” and threw the football analogies back at Rathje.

“So we’re supposed to pick someone who has been sitting on the bench and couldn’t win his primary after running for two years rather than someone who has been playing the game?” she asked. […]

Rathje was the first to run TV ads and Gettemy followed. Reed plans to air aids in June. Miller-Meeks doesn’t plan to run TV ads, preferring to focus her advertising, primarily direct mail, on likely primary voters.

“I have the resources to do what we need,” she said. Referring to her professional training as an ophthalmologist, Miller-Meeks said she works with lasers and prefers a laser focus over a scattershot approach.

“I look at the audience to determine the best method to reach the primary voters and to get them to the polls,” she said.

Illinois prison may not house Guantanamo prisoners after all

In December, the Obama administration signaled its intention to move some federal prisoners as well as detainees from Guantanamo Bay, Cuba to the Thomson Correctional Center in Thomson, Illinois, just across the Mississippi River from Clinton, Iowa.

However, on May 19 the House Armed Services Committee “unanimously approved a defense bill for 2011 that bans spending money to build or modify any facility inside the United States to house Guantánamo detainees,” the New York Times reported.

At TalkLeft, Jeralyn posted an excerpt from the bill summary:

The Committee firmly believes that the construction or modification of any facility in the U.S. to detain or imprison individuals currently being held at Guantanamo must be accompanied by a thorough and comprehensive plan that outlines the merits, costs, and risks associated with utilizing such a facility. No such plan has been presented to date. The bill prohibits the use of any funds for this purpose. Additionally, the bill requires the Secretary of Defense to present Congress with a report that adequately justifies any proposal to build or modify such a facility in the future.

Last fall prominent Iowa Republicans fanned fears about terrorists in the heartland as a political weapon against President Obama and Representative Bruce Braley, who represents the Iowa counties closest to Thomson, Illinois. At the time, Braley expressed support for the plan to convert the Illinois facility, saying his constituents “have told me with a resounding voice they want these jobs to come to their area.” Some jobs will almost certainly come to the area in 2011 or 2012, because the federal government still plans to purchase and renovate the Thomson Correctional Center to use for federal prisoners, with or without detainees from Guantanamo.

Iowa Democrats Dave Loebsack and Leonard Boswell are among the 61 members of the House Armed Services Committee. I don’t know whether they were present at Wednesday’s meeting, where the defense authorization bill passed by a 59 to 0 vote.

Rathje is first Loebsack opponent to go up on tv

With the June 8 primary just four weeks away, Steve Rathje of Cedar Rapids is the first of the four Republican candidates in Iowa’s second Congressional district to start running television ads.

Rathje speaks to the camera: Congress and the president are no doubt lost as to how they’re going to compete with China. Hello folks, I’m Steve Rathje, and for more than 20 years, I’ve been working with companies all across the U.S. in an effort to eliminate waste, cut spending, and bring jobs back home to America.

It’s time to quit sending our jobs overseas and expect foreign countries to buy our debt due to our out-of-control spending. I approved this message because it’s time to compete, not retreat.

Male voice-over: Real-world experience. Steve Rathje Congress.

This strikes me as a very solid introductory ad, highlighting Rathje’s experience as CEO of a company that “find[s] people in Iowa who could make goods quicker, faster, better and cheaper than the foreign competitors.”

According to The Iowa Republican, Rathje is paying about $5,900 to run this commercial on Fox News and KCRG in Cedar Rapids for the week. He probably can afford to stay up on tv until the June 8 primary. At the end of the first quarter, Rathje’s campaign had $55,586 cash on hand, trailing Mariannette Miller-Meeks ($72,702) and political newcomer Rob Gettemy ($120,815 including a $100,000 loan from the candidate). I’m surprised Rathje was able to raise nearly as much money as Miller-Meeks, the 2008 GOP nominee against Representative Dave Loebsack. Gettemy probably has more potential for out-of-district donations now that the National Republican Congressional Committee has put him “on the radar.”

Loebsack’s Republican challengers don’t differ much on the issues. If three of them can afford paid media for the final month of the campaign, that will raise the chances for the nomination to be decided at a district convention. The fourth Republican candidate, Chris Reed, has little money to spend before June 8. He needs to hope that his far-right endorsers and team of volunteers are able to deliver a surprising number of grassroots votes.

Iowa Democrats and Republicans holding district conventions tomorrow

This weekend, activists across Iowa have a chance to hear from their party’s candidates for Congress, the Iowa legislature, and statewide offices. The Iowa Democratic Party is holding conventions in all five Congressional districts on Saturday, April 24. These events are open to the public as well as the media. In other words, you do not have to be a convention delegate or alternate to attend. Here’s a list of Democratic convention locations and some scheduled speakers:

The Republican Party of Iowa is holding conventions in the second, third and fifth districts this Saturday, and in the first and fourth districts on Saturday, May 1. (Click here for event details.) GOP conventions are open to the media but not the public.

The second and third district conventions will be well-attended because of the competitive GOP Congressional primaries. If no candidate wins at least 35 percent of the vote in the June 8 primary, district conventions will have to reconvene in June to select the nominee. Seven Republicans are running against Representative Leonard Boswell in the third district, and at least four of them are campaigning actively.

According to Republican blogger David Chung, there is “unprecedented” interest in the second district convention because of the four Republicans running against Representative Dave Loebsack. Chung writes, “For the first time in my memory, Linn County has filled [its] delegation. We have never actually had as many paid delegates as we were allotted.” Chung considers it “likely” that a second district convention will need to reconvene to select Loebsack’s opponent. Some other people following that race closely expect the contest to be decided on June 8, with only two candidates as serious contenders: Rob Gettemy and Mariannette Miller-Meeks. Gettemmy has the most cash on hand and the support of many influential Linn County Republicans as well as the National Republican Congressional Committee. The 2008 GOP nominee, Miller-Meeks, has spent the most time campaigning around the district. She has more cash on hand than either Steve Rathje or Chris Reed and is likely to do particularly well outside Linn County, where her three Republican rivals are based.

The district conventions will also elect members of the parties’ State Central Committees. Former Republican SCC member Chung is seeking that position again and expects a “massive shakeup” on the committee, because “several current members have decided not to run” again.

UPDATE: I’ve been told that Thicke will be at the fourth district convention as well, and Senate candidate Bob Krause will be at some of these conventions too, but I don’t have details.

NRCC casts its vote for Gettemy in IA-02, Gibbons in IA-03

The National Republican Campaign Committee added Rob Gettemy to its list of “on the radar” candidates today. Gettemy is one of four Republicans running against Dave Loebsack in Iowa’s second Congressional district.

“The NRCC is committed to working with Rob Gettemy as he continues to meet the rigorous goals of the Young Guns program,” said NRCC Chairman Pete Sessions. “Rob is an accomplished, independent leader who will fight to create jobs and rein in government spending. I am confident that Republicans will wage a strong fight against Dave Loebsack, a loyal Democrat who has repeatedly put his partisan agenda before a healthy economy.”

They’ll have to do more than that to convince me that this D+7 district will be competitive in the fall. The real reason for putting Gettemy “on the radar” is to signal to Republican donors that he’s the guy to support in this race. It’s a slap in the face to 2008 nominee Mariannette Miller-Meeks, not to mention the other two Republicans running in IA-02 (Steve Rathje and Chris Reed). Gettemy joined the race last but has the most cash on hand thanks to a $100,000 loan he made to his own campaign.

If no candidate wins 35 percent in the June 8 primary, NRCC support could help Gettemy at the district convention that would decide the Republican nominee. Gettemy already has backing from many prominent Linn County Republicans.

In the NRCC’s three-tiered system for candidates in supposedly competitive races, the next step up from “on the radar” is “contender.” Jim Gibbons’ campaign announced today that the NRCC has elevated him to that level. Gibbons became an “on the radar” candidate in February. If Gibbons can meet certain benchmarks, the NRCC may later elevate him to the top “Young Gun” level, for candidates deemed to have the best chances of winning Democratic-held House seats.

Getting a pat on the back from the NRCC will help Gibbons raise money, particularly from out-of-district donors who don’t know the political terrain in Iowa’s third district. Gibbons outraised the other Republican candidates in IA-03 by a substantial margin in the first quarter, and being a “contender” will probably help him extend that financial advantage in the second quarter. The Gibbons campaign press release is not subtle:

By achieving ‘Contender’ status, Gibbons has already proven his ability to build a successful campaign structure and achieve vital fundraising goals.

Gibbons added, “This recognition shows that our campaign is ready to take down Leonard Boswell in the fall.  I am the only candidate in this race that has shown the financial heft and organization structure to compete and win in November.  I am running for Congress to bring Iowa values back to Congress,” said Jim Gibbons.

I have to laugh to see Gibbons bragging about support from Washington party leaders a week after he tried to attack incumbent Leonard Boswell for getting help from the head of the DCCC.

Many people on the ground in IA-03 expect State Senator Brad Zaun to win the Republican nomination. Zaun appears to have an early advantage in name recognition as well as a base in vote-rich Urbandale. On the other hand, Zaun has raised only a little more than $80,000 for his Congressional campaign, about $50,000 of that in the first quarter. It may not be enough for strong district-wide advertising and direct mail before the June 8 primary. A majority of Republican voters haven’t yet decided on a candidate, according to a recent poll commissioned by Zaun’s campaign.

If no candidate wins 35 percent in the primary, Zaun could be well-positioned to win the nomination at a district convention, having much more background in Republican politics. But Gibbons could point to the NRCC’s backing as an argument in his favor. Party leaders in Washington are less likely to commit resources to this district if Zaun is the candidate.

A final word on Zaun’s meager fundraising. His defenders claim that his fundraising has lagged because he was tied up in the state legislature from January through March. I’m not buying it. Zaun announced his candidacy against Boswell in early December, more than a month before the 2010 legislative session began. If Rod Roberts could raise more than $50,000 in the kickoff event for his gubernatorial campaign, Zaun should have been able to raise much more at his kickoff event in late December (before the legislative session began). Zaun is a former mayor of Urbandale, a community with much more wealth and more Republicans than the Carroll area Roberts has represented in the Iowa House. Zaun should have a large pool of major donors to tap.

Iowa reaction to health insurance reform bill passing

President Barack Obama is expected to sign the health insurance reform bill on Tuesday. Meanwhile, Iowa politicians from both parties have been responding to last night’s votes in the House of Representatives. After the jump I’ve posted lots of reaction quotes, plus some bonus embarrassing comments from Steve King.

The president is coming to Iowa City this Thursday to promote the health insurance reform bill:

Iowa City was where candidate Obama announced his health-care plan before the 2008 caucuses, when he was in a scrap with Hillary Clinton and John Edwards for the party’s presidential nomination.

A White House official said today the president will be in the state to “discuss how health insurance reform will lower costs for small businesses and American families and give them more control over their health care.”

I’ll be curious to see the public polling on this issue in Iowa. A new nationwide CNN poll released today showed that 39 percent of respondents support the Senate bill just approved by the House. Some 43 percent oppose the bill because it is “too liberal,” while 13 percent oppose the bill because it is “not liberal enough.” In other words, more than half the respondents either support the bill or (like me) feel it doesn’t go far enough.

Medicare payment breakthrough and other health insurance reform news

It’s crunch time for health insurance reform, and Senator Tom Harkin and the three Iowa Democrats in the House “announced a major breakthrough today on the issue of Medicare payment reform in the final health care reform bill,” according to a joint press release. Excerpt:

[Representatives Dave] Loebsack, [Senator Tom] Harkin, [Leonard] Boswell and [Bruce] Braley have been outspoken advocates for changing the way Medicare pays health care providers for services, from its current fee-for-service system into a quality and value-based system.

Loebsack, Harkin, Boswell and Braley helped negotiate a compromise adding language to the health care reform bill that provides an immediate $800 million to address geographic disparities for both doctors and hospitals, as well as written guarantees from Health and Human Services Secretary Kathleen Sebelius for further action to reform Medicare reimbursement rates that do not qualify for reconciliation under the Byrd Rule. The Senate bill previously only provided a Medicare reimbursement fix for doctors.

The House reconciliation package maintained automatic implementation of a value index as part of the reimbursement structures for doctors, beginning in 2015.  This language was secured in the Senate bill with the help of Harkin and is based on Braley’s Medicare Payment Improvement Act, introduced in June 2009. Under the fixes secured in the Senate bill and the House reconciliation package, Iowa doctors will see five percent increases in current Medicare reimbursement rates in both 2010 and 2011.

I posted the whole press release, containing more details, after the jump. This deal appears to have secured the vote of Peter DeFazio (OR-04) as well. Yesterday he threatened to vote no because of language on the Medicare payments disparity.

President Barack Obama gave House Democrats a pep-talk today, and his speech (which wasn’t pre-written) got rave reviews from many Democrats. If only the Senate bill were as good as Obama made it sound. (UPDATE: I posted the White House transcript of Obama’s speech after the jump.)

House Democratic leaders have decided to ditch the “deem and pass” method for passing health insurance reform with a single vote, even though the legislative procedure isn’t as rare or controversial as Republicans would have you believe. Instead, the House will hold an hour of flood debate tomorrow on “the rule to allow reconcilation to get to the floor,” then House members will vote on the rule, then they will debate the Senate health insurance reform bill and vote on it. I assume this means that House Speaker Nancy Pelosi is confident she has the 216 votes she needs.

Bart Stupak is now claiming only about half a dozen Democrats are willing to vote against the bill unless it contains major new restrictions on private insurance coverage of abortion. Stupak was supposed to hold a press conference this morning, but he cancelled it, so maybe that means he didn’t get the deal he was hoping for from Pelosi. David Dayen speculates on who is still in the Stupak bloc. David Waldman warns about the prospect that Stupak will use a “motion to recommit” to try to get his anti-abortion language into the reconciliation fix package.

Outside the Capitol, tea party protesters shouted racist insults and held signs threatening gun violence if health care reform passes. Congressional Republicans should disavow this reprehensible behavior, but of course they won’t.

Iowa candidate filings deadline thread

The filing deadline for statewide and state legislative offices closed at the end of business today. John Deeth has been covering the highlights at his blog. Click here to download a pdf file from the Secretary of State’s office for the full candidate list.

As I mentioned earlier, Governor Chet Culver has no primary challenger. All three remaining Republican gubernatorial candidates qualified for the ballot (Terry Branstad, Rod Roberts, Bob Vander Plaats).

There will be a three-way Democratic primary for U.S. Senate between Roxanne Conlin, Tom Fiegen and Bob Krause.

Republicans have a full slate of candidates for statewide offices. Sadly, Democrats failed to find anyone to take on Auditor David Vaudt.

Four Republicans filed against Bruce Braley in Iowa’s first Congressional district, and four Republicans filed against Dave Loebsack in the second district. All seven declared GOP candidates qualified for the ballot in Iowa’s third district. I would not be surprised if a district convention ends up selecting Leonard Boswell’s opponent.

Bill Maske is the only Democrat running against Tom Latham in Iowa’s fourth Congressional district. As expected, we will have a competitive primary in the fifth between Mike Denklau and Matt Campbell.

Most surprising statehouse district left uncontested: House district 16 in northeast Iowa. I had heard rumors that Republicans had no candidate against freshman State Representative John Beard, but I’m still shocked they left him unchallenged. That was a battleground race in 2008. Does anyone know whether a GOP district convention will be able to name a candidate for this race later?

Democrats didn’t leave any obviously competitive statehouse districts open. I’m a little disappointed we don’t have a candidate in House district 73, from which Republican Jodi Tymeson is retiring. It is a fairly strong GOP district, but I thought a candidate pounding the pavement there might help State Senator Staci Appel in her re-election campaign against Kent Sorenson (Senate district 37).

We found a candidate in House district 51 (Carroll County), which Rod Roberts is vacating to run for governor. Democrat Larry Lesle of Manning will face the winner of a three-way GOP primary.

Yesterday two-term incumbent Elesha Gayman surprised many people by announcing her retirement from House district 84 in Davenport. Gayman indicated that no one had been lined up to replace her, but today Shari Carnahan filed for that seat as a Democrat. She will face Gayman’s 2008 opponent, Ross Paustian.

Ruth Ann Gaines ended up being the only Democrat to file in Wayne Ford’s district 65 (Des Moines).

Six Democratic Iowa House incumbents have primary challengers. The people running against Dave Jacoby (district 30, Iowa City/Coralville) and Geri Huser (district 42, east side of Des Moines) appear to be backed by organized labor. A socially conservative pastor, Clair Rudison, is running against Ako Abdul-Samad in district 66 (Des Moines). Anesa Kajtazovic stepped up to the plate in House district 21 (Waterloo). Freshman Kerry Burt really should have retired from that seat. I don’t know what the deal is with Kenneth Oglesby, who is challenging Chuck Isenhart in district 27 (Dubuque). Likewise, I have no idea why Mike Petersen is running against Mary Gaskill in district 93 (Ottumwa). Please post a comment or e-mail me (desmoinesdem AT yahoo.com) if you know the backstory.

Most surprising retirement: Republican Doug Struyk in district 99. The GOP candidate for secretary of state in 2006, Mary Ann Hanusa, is running for the Council Bluffs-based seat instead. She will face Democrat Kurt Hubler, who nearly defeated Struyk in 2008. Struyk was first elected as a Democrat but switched parties several years ago. His departure will leave only one turncoat in the Iowa House. We failed to field a candidate against Dawn Pettengill (district 39), who switched to the GOP in 2007.

UPDATE: Forgot to mention that we will see seven or eight rematches in Iowa House races. Republicans are running Josh Thurston and Stephen Burgmeier and 2009 special election winners Kirsten Running-Marquardt (district 33) and Curt Hanson (district 90). Also, in district 23 first-term Democrat Gene Ficken will face the Republican he beat in 2008, Dan Rasmussen. Republican Jane Jech is taking another shot at incumbent Mark Smith in district 43. The district 89 race may be a rematch as well if Jarad Klein wins the GOP primary to face first-term Democrat Larry Marek. In House district 60, first-term Republican Peter Cownie faces 2008 Democratic candidate Alan Koslow. Not only will Koslow be at a severe financial disadvantage, his endorsement of Jonathan Narcisse for governor won’t win him friends among the Democratic base. Democrat Pat VanZante is taking another shot at Jim Van Engelenhoven in district 71 (assuming Van Engelenhoven doesn’ lose to his GOP primary challenger). Republican Dave Heaton will face his 2008 opponent, Ron Fedler, in district 91.

SECOND UPDATE: Republicans are crowing that they are fielding candidates in 88 of the 100 Iowa House districts, while Democrats are fielding candidates in only 75 districts. I would like to challenge Republicans everywhere, but it’s only natural that Iowa Democrats are going to focus more on defense this year. We already have the majority, and it could be a tough cycle for incumbents at all levels.

Braley undecided on health insurance reform vote (updated)

On Sunday, the House of Representatives will vote on the Senate’s health insurance reform bill and some “fixes” to that bill. The procedural details have not been fully worked out (David Waldman takes you through the weeds here and here), but it’s clear that the vote will be very close. House Speaker Nancy Pelosi needs to find 216 votes to pass the bill.

Various whip counts are floating around the internet. Take your pick from David Dayen’s version at FireDogLake, the Chris Bowers tally at Open Left, or the latest from The Hill staff. Several Democrats who voted against the House health care reform bill in November have announced plans to vote for this version. However, others who voted for the House bill remain undecided or have said they will vote no.

Today Peter DeFazio (OR-04) threatened to vote no on the bill because of changes in language on correcting geographical disparities in Medicare spending. DeFazio explained, “We spent months working this out. If we don’t get it in this bill, we will never get it.” The Huffington Post reported that other House Democrats share DeFazio’s concerns.

Because all three Iowa Democrats in the House strongly supported the changes to Medicare reimbursement rates that were included in the House bill, I contacted their offices today to find out whether they, like DeFazio, consider this issue a deal-breaker. I have not yet heard back from staffers for Representative Leonard Boswell (IA-03) or Dave Loebsack (IA-02), but a spokeswoman for Bruce Braley (IA-01) sent me this response:

Congressman Braley has spent hours in meetings with Speaker Pelosi and House Leadership this week, discussing the need to correct geographic disparities in Medicare reimbursement and how those corrections can be accomplished in this final bill.  Congressman Braley is still very much undecided on how he will vote on the reconciliation package and this is one of many factors that will play a role in his final decision.

I’ve never seen Braley on any list of wavering Democrats on the health insurance reform bill. If he and DeFazio do end up voting no, it will be much harder for Pelosi to find 216 votes. On the other hand, a compromise could be reached before Sunday:

At her press briefing Friday morning, House Speaker Nancy Pelosi (D-Calif.) was asked about Rep. Peter Defazio’s objections to the removal of the Medicare disparity fix from the final bill. “We’re working on that language,” said Pelosi. “I feel comfortable about where we are heading.” She said she supports the language that was in the House bill and is working toward restoring it as much as possible.

“We have reached agreement before,” she said of the dicey political issue.

I will update this post if and when I hear back from Loebsack’s and Boswell’s offices.

UPDATE: Loebsack’s spokeswoman confirmed that he will vote for the bill. Boswell seems like a firm yes as well, judging from an e-mail blast he sent yesterday, which I have posted after the jump.

SATURDAY UPDATE: Braley confirmed that he will vote for the bill because of the deal on Medicare reimbursement payments I discussed in more detail here.

Convention scenario could spell trouble for Iowa GOP

As many as seven Republican candidates may be competing for the chance to face seven-term Representative Leonard Boswell in Iowa’s third district this year. John Deeth noticed yesterday that Scott Batcher was the first to file for the Republican nomination in IA-03. Batcher’s campaign website highlights extensive experience in business, including 15 years as a healthcare consultant. He’s been running a low-profile campaign, but collected enough signatures “at high school basketball games and coffee shops” to attempt to qualify for the ballot.

Five declared Republican candidates have filed Federal Election Commission reports on fundraising for the IA-03 race, so I assume they will follow through and qualify for the ballot: Jim Gibbons, Brad Zaun, Dave Funk, Mark Rees and Pat Bertroche. A seventh Republican, Jason Welch, was rumored to be getting into this race too, but what turns up on Google searches as Welch’s official website hasn’t been working when I’ve clicked on it.

The second Congressional district Republican primary will be nearly as crowded, with four declared candidates likely to qualify for the ballot: Rob Gettemy, Mariannette Miller-Meeks, Chris Reed and Steve Rathje. (So far only Rathje has filed nominating papers.)

If no candidate wins at least 35 percent of the vote in the June 8 primary, district conventions would select the Republican nominee in IA-02 and/or IA-03. In 2002, a fifth district convention selected Steve King as the Republican nominee for Congress after no one in the four-way primary cleared the 35 percent threshold.

Republican county conventions scheduled for this weekend will select delegates for the district conventions, which will be held later this spring. If no winner emerges from the June primary, the second or third district conventions would have to reconvene to select a Congressional nominee. That could happen during the state convention, to be held on June 26 in a location not yet determined. The convention usually takes place in Des Moines but has occasionally been held in Cedar Rapids. This year, Sioux City is also in the running as a venue. That would be a three to four hour drive from the counties in IA-03 and a four to seven hour drive from the counties in IA-02.

Western Iowa is the most Republican area of the state, but the bulk of the Iowa population still lives in the eastern counties. Former GOP State Central Committee member David Chung, who lives in Cedar Rapids, sounded the alarm on his Hawkeye GOP blog:

Even if hotels are short in Des Moines, holding the convention in Sioux CIty almost guarantees that a large number of delegates will need hotel rooms. I do not know whether there will be a major pre-convention event but if there is, it will be impossible for 1st and 2nd Republicans to attend without taking a whole day off from work.

Even worse, given the number of candidates for the 2nd and 3rd district congressional races there is the real possibility that the nominee will be chosen at a district convention. The state convention has been scheduled long enough after the primary to make resolving nominations at the convention possible. I cannot stress how bad a decision it would be to decide the 2nd CD race in Sioux City! The turnout from our district will be greatly suppressed if Siouxland is the choice.

Krusty Konservative also warned yesterday that many Republican delegates will not bother to attend a state convention in Sioux City.

Mariannette Miller-Meeks had a hard time uniting second district Republicans even after winning the 2008 primary. Be prepared for lasting hard feelings if a small group of party activists ends up choosing the GOP nominee in IA-02 or IA-03 this year. King wasn’t hurt by his path to the nomination in 2002, but he was fortunate to be running in heavily Republican IA-05. In contrast, Boswell’s district leans slightly Democratic (D+1) and Dave Loebsack’s district leans strongly Democratic (D+7).

P.S.- I took my kids to see a game at the Iowa girls’ state basketball tournament on Wednesday. A bunch of teams in the Des Moines metro area made the 4A quarterfinals. I noticed that NRCC “on the radar” candidate Jim Gibbons had an ad scrolling occasionally (nothing special, just “Jim Gibbons for Congress, www.gibbonsforcongress.com”). Unfortunately for him, the teams from Republican-leaning Ankeny and Johnston were eliminated in the quarter-finals, so their fans who live in IA-03 won’t be back to see more of the Gibbons ads later this week. Des Moines East advanced to the semis, but I don’t think many GOP primary voters live on the east side of Des Moines. The other teams in the semis are Linn-Mar and Cedar Rapids Kennedy (IA-02) and Waukee (IA-04).

Iowans split on party lines as House passes scaled-back jobs bill

The House of Representatives approved a jobs bill today containing about $15 billion in tax incentives and a $20 billion allocation from the Highway Trust Fund to support infrastructure projects. (The Senate had approved the legislation on February 24.) Iowa Democrats Bruce Braley (IA-01), Dave Loebsack (IA-02) and Leonard Boswell (IA-03) voted for the bill, while Iowa Republicans Tom Latham (IA-04) and Steve King (IA-05) voted against it (roll call here). Six Republicans joined 211 Democrats in supporting the bill, while 35 Democrats opposed it along with most of the GOP caucus. The Democratic opponents were mostly members of either the Progressive Caucus or the Congressional Black Caucus:

Congressman [Raul] Grijalva, one of the leaders of the Congressional Progressive Caucus, had dismissed the tax-credit focused bill as not “dealing with job creation.” […] The CBC’s position during the month long debate on the $15 billion jobs tax credit package was fairly straightforward – CBC members don’t want to back a bill that was composed of tax breaks for business which they don’t believe will necessarily create jobs when other job-creating programs the CBC supports, such a summer youth jobs program, face an uncertain future in the Senate.

Braley had introduced a separate bill last month containing language similar to part of the jobs bill approved today:

Braley’s language in the HIRE Act provides small business owners with greater incentives to hire workers for long-term positions, providing $1,000 in additional tax incentives for businesses that retain employees for 52 consecutive weeks. The payroll tax cut provides greater incentive for employers to move quickly to hire new workers because the credit expires at the end of the year.  The sooner employees are hired, the more time small business owners have to benefit from the credit.

The [Hiring Incentives to Restore Employment] Act also includes the following provisions:

o       Tax cuts to spur new investment by small businesses to help them expand and hire more workers

o       Extension of the Highway Trust Fund allowing for tens of billions of dollars in infrastructure investment

o       Provisions — modeled after the Build America Bonds program – to make it easier for states to borrow for infrastructure projects, such as school construction and energy projects

Earlier this week, Republican Senator Jim Bunning ended his filibuster of a bill including a temporary extension of unemployment benefits and other measures. The Senate then approved the bill by a 78 to 19 vote. Both Democrat Tom Harkin and Republican Chuck Grassley voted for the bill. However, Grassley defended Bunning’s efforts to demand that the bill be paid for, while Harkin said Bunning had abused Senate procedures in blocking the bill for several days. I do agree with one point Grassley raised: the unemployment benefits should have been included in the jobs bill the Senate approved on February 24.

Obama signed the bill right away on March 3. Not only did that extend unemployment and COBRA benefits, it also allowed furloughed Department of Transportation workers to come back to work and prevented a big cut in Medicare payments to physicians from going into effect.

Speaking of jobs-related legislation, Roxanne Conlin’s campaign blasted Grassley this week for announcing that some Dubuque workers are eligible for a retraining program that he voted against. Fourth Republican joins second district Congressional primary

Rob Gettemy, an entrepreneur from the Cedar Rapids suburbs, announced today that he is running for Congress in Iowa’s second district. His campaign website here, and he is @RobGettemy on Twitter. He will compete against Mariannette Miller-Meeks, Chris Reed and Steve Rathje in the Republican primary. His first press release as a Congressional candidate contains what passes for “vision” in today’s GOP:

In my gut, I believe our country has reached a tipping point. We must decide now what country we are. Are we the country of our founders? The country of life, liberty and the pursuit of happiness. (not a guarantee of happiness). Are we a country that gives us a right to fail…which is necessary if we want an opportunity to succeed?

Or, are we a country that looks to Washington, DC, or Des Moines, Iowa to solve so many of our basic problems? When we pick this path, we give up our liberties. We become enslaved as we become dependent.

Lynda Waddington wrote a good piece on Gettemy at Iowa Independent. Excerpt:

Rob Gettemy, 44, attends Antioch Christian Church in Marion, as do several members of the Linn County Republican Executive Board. He and another member, Jim Mayhew of Vinton, launched a Christian t-shirt and ministry business in 2008 dubbed “1M4JC,” or “One Million For Jesus Christ.” He is an instructor at the John Pappajohn Entrepreneurial Center at University of Iowa and serves on the board of directors for Aid to Women, a local anti-abortion pregnancy crisis center. […]

From a purely horse-race perspective, the entrance of Gettemy likely does the most harm to Reed. Not only does it pull the hometown base Reed hoped to energize, but it sends a definite signal that Reed, who had attempted to position himself as the only true social conservative in the race, was found to be lacking.

Due to Gettemy’s entrepreneurial and business background, it is also feasible that he could melt support that has been slowly building for Rathje, who has emerged as the predominant fiscal conservative.

Waddington mentions that several prominent Linn County Republicans belong to the church Gettemy attends, including “Linn County GOP Chairman Tim Palmer and Vice-Chairman Brent Schulte, a minister at Antioch, and Schulte’s wife, state Rep. Renee Schulte.” The kingmakers in the local GOP don’t appear to be sold on any of the three previously declared candidates, even though all have tried to position themselves as conservatives (see also here).

Miller-Meeks probably has the most name recognition, having been the 2008 nominee against Congressman Dave Loebsack. Rathje has raised the most money. Reed has the wingnuttiest endorsements so far.

I still find it remarkable that Republicans think they can win Iowa’s second district with a far-right candidate. IA-02 has a partisan lean of D+7, meaning that in the last two presidential elections, the district voted about seven points more Democratic than the country as a whole. Only two Republican-held House seats in the entire country have this strong a Democratic lean. One of those is a fluke; Joseph Cao was able to win in Louisiana’s second district because the Democratic incumbent had stashed $90,000 in his freezer. Delaware’s at-large seat (D+7) is held by pro-choice, pro-gun control former Governor Mike Castle. The obvious play for Republicans in IA-02 would be to nominate a moderate in the Jim Leach mold, who could focus on economic issues. Instead, the GOP primary keeps getting more crowded with social conservatives.

Miller-Meeks couldn’t crack 40 percent against Loebsack in 2008. In a Republican wave year, the GOP nominee should do somewhat better, but I doubt a down-the-line conservative can win a district dominated by Johnson and Linn counties. Latest Republican fundraising trick: fake census forms

The Republican National Committee had its “worst election-year cash flow this decade” in 2009. RNC Chairman Michael Steele started the year with about $22 million cash on hand and ended the year with less than $9 million in the bank. Fortunately for him, the GOP may make up the lost ground with an innovative scam fundraising tool: fake census forms.

The fundraising letter comes in the form of a “survey,” a frequently used device for partisan fundraising, but this one has a twist: Calling itself the “Congressional District Census,” the letter comes in an envelope starkly printed with the words, “DO NOT DESTROY OFFICIAL DOCUMENT” and describes itself, on the outside of the envelope, as a “census document.”

“Strengthening our party for the 2010 elections is going to take a massive grass-roots effort all across America,” Steele writes in a letter that blends official-sounding language, partisan calls to arms, and requests for between $25 and $500. “That is why I have authorized a census to be conducted for every congressional district in the country.”

Representative Dave Loebsack recently warned constituents in Iowa’s second district about the RNC’s appeal: “This fundraising letter even calls itself a ‘Census survey’ and asks people to pay for the cost of processing the census form.” Iowa Independent posted a link to a scanned version of the mailing in this piece by Lynda Waddington. She notes, “The mailing includes a ‘census tracking code’ as well as a deadline to respond.”

Representative Carolyn Maloney of New York introduced legislation this week to “prevent deceptive census lookalike mailings.” Earlier, she and Representative William Clay of Missouri wrote the U.S. Postmaster General, charging the RNC was breaking federal law by sending out an “attempt to mislead recipients.” Even if Maloney’s bill moved forward, it would come too late to stop this fundraising drive.

Apparently the RNC’s mailing is legal, according to the postal service, because “it doesn’t use the full name of the U.S. Census Bureau or the seal of any government agency.” But Ben Smith writes at Politico,

Even some who have been involved with the program, however, acknowledged that it walks the line.

“Of course, duping people is the point. … That’s one of the reasons why it works so well,” said one Republican operative familiar with the program, who said it’s among the RNC’s most lucrative fundraising initiatives. “They will likely mail millions this year [with] incredible targeting.”

Shameful.

Iowa political fundraising roundup

Financial reports for the end of 2009 were due with the Federal Election Commission on January 31. Here are some highlights.

The Iowa Democratic Party announced yesterday that it raised about $2.47 million across all accounts in 2009, while the Republican Party of Iowa raised $1.46 million. IDP chair Michael Kiernan said the party had met its goal of securing “the resources needed to win this November.” Details:

IDP filed $1.23 million in the state report. RPI filed $450,137 in the same report.

The money reported in the federal year-end report can be used to support any candidates and campaigns. The money in the state fund can be used on statewide races or Iowa House and Senate races. The State Party Building Fund money can’t be used on candidates or campaigns, but only on expenses for the building where the party headquarters is located (such as equipment or maintenance).

The Iowa GOP responded that it entered 2010 with about $100,000 more cash on hand than Iowa Democrats, but I don’t know whether its cash is in restricted or unrestricted accounts. (UPDATE: The Iowa Democratic Party disputes this claim. Adding the amounts from all three reports filed, the IDP has $449,334.94 on hand, while “RPI has $265,281.06 on hand between all three reports filed.”)

As for the federal races, Senator Chuck Grassley raised about $810,000 in the fourth quarter of 2009, spent about $156,000 and ended the year with about $5 million cash on hand. That’s about ten times as much as Democrat Roxanne Conlin has on hand for her campaign. Democrats Bob Krause and Tom Fiegen reported approximately $3,500 and $400 on hand, respectively.

IowaPolitics.com posted numbers for the Congressional candidates here. I was most interested in the numbers from the second and third districts. In IA-02, two-term incumbent Dave Loebsack raised $94,479 in the fourth quarter, spent $36,572 and ended the year with $336,311 cash on hand.

Surprisingly, Steve Rathje led the money race on the Republican side, raising $59,130 in the fourth quarter, spending $12,648 and ending with $46,242 cash on hand. The 2008 GOP nominee, Mariannnette Miller-Meeks, raised $20,660 (including $4,000 she gave herself), spent $39 and had $20,620 on hand. IowaPolitics.com didn’t mention numbers for Chris Reed, but The Iowa Republican blog reported that Reed raised “a miniscule $2,833.75 in the last quarter of 2009,” ending the year with “just over $2000 cash on hand.”

In the third district, seven-term incumbent Leonard Boswell raised $169,377 in the fourth quarter, spent $50,643 and had $462,193 cash on hand. Most of his money came from political action committee contributions.

Jim Gibbons led the crowded Republican field, thanks to support from heavy-hitters like Bruce Rastetter as well as a number of political action committees. Gibbons raised $207,310, spent $2,240 and ended the year with $205,069 on hand and $2,686 in debts owed. Craig Robinson of the Iowa Republican blog is ready to declare victory for Gibbons in the primary already, based on these numbers. However, Bleeding Heartland user mirage (a supporter of State Senator Brad Zaun) noted in the same thread, “About $51,000 of Gibbons funds will be restricted (meaning they can’t be used against Zaun in a primary), and about $130,000 came from outside the 3rd district.”

Speaking of Zaun, he raised $30,600, spent $93 and ended 2009 with $30,507 on hand. Presumably he has raised more money since January 1, because he made a television ad buy last week. But as Robinson noted triumphantly, “Even if [Dave] Funk or Zaun raised $1000 everyday between now and the primary, they still wouldn’t match what Gibbons currently has in his campaign account.”

Funk, the IA-03 candidate favored by the Tea Party crowd, raised $22,685 in the fourth quarter, spent $19,553 and ended the year with $16,507 on hand. According to mirage, much of Funk’s remaining money is restricted for use after the primary. I don’t think he’ll be needing that.

Mark Rees, who is running as a more moderate Republican, raised $3,100 and loaned his own campaign $52,647. He spent $3,247 and ended the year with $52,500 and $52,647 in debts owed to himself. I don’t know how much of a moderate GOP base is left in the Des Moines suburbs, but if conservatives divide their support among three or four candidates, Rees could slip through.

Year in review: national politics in 2009 (part 1)

It took me a week longer than I anticipated, but I finally finished compiling links to Bleeding Heartland’s coverage from last year. This post and part 2, coming later today, include stories on national politics, mostly relating to Congress and Barack Obama’s administration. Diaries reviewing Iowa politics in 2009 will come soon.

One thing struck me while compiling this post: on all of the House bills I covered here during 2009, Democrats Leonard Boswell, Bruce Braley and Dave Loebsack voted the same way. That was a big change from 2007 and 2008, when Blue Dog Boswell voted with Republicans and against the majority of the Democratic caucus on many key bills.

No federal policy issue inspired more posts last year than health care reform. Rereading my earlier, guardedly hopeful pieces was depressing in light of the mess the health care reform bill has become. I was never optimistic about getting a strong public health insurance option through Congress, but I thought we had a chance to pass a very good bill. If I had anticipated the magnitude of the Democratic sellout on so many aspects of reform in addition to the public option, I wouldn’t have spent so many hours writing about this issue. I can’t say I wasn’t warned (and warned), though.

Rathje joins GOP primary to face Loebsack (updated)

Cedar Rapids-based businessman Steve Rathje confirmed on January 2 that he will run for Congress in Iowa’s second district. A press release posted to his Facebook page emphasizes his experience cutting waste and creating jobs as a business owner. He is scheduling appearances around the district for later this month, and his campaign website is here.

Rathje is best known as one of the Republican candidates in the 2008 U.S. Senate primary. He finished third but not far behind Christopher Reed and George Eichhorn. His website indicates that he will be running as a more conservative alternative to Mariannette Miller-Meeks, who was Congressman Dave Loebsack’s opponent in 2008 and is running again this year.

Rathje and Reed will have an uphill battle in the primary, as they will be splitting the votes of Republicans for whom Miller-Meeks isn’t right-wing enough. I doubt either of them can beat her, but Reed probably has a better chance to make the primary competitive than Rathje. Not only has Reed already announced his candidacy in IA-02 and lined up a bunch of county coordinators, he has also received quite a few wingnut endorsements: former presidential candidates Tom Tancredo and Duncan Hunter, the National 9/12 Patriots, the Minutemen Patriots and America’s Independent Party.

Any thoughts on the upcoming campaign in IA-02 are welcome in this thread. I still find it remarkable that there isn’t a social moderate running in the GOP primary in this D+7 district.

UPDATE: John Deeth took a closer look at Reed’s county chair list and noticed Johnson County supervisor candidate Lori Cardella. When I clicked on the list again, I saw that Reed’s Jefferson County chair is Stephen Burgmeier, the unsuccessful GOP candidate in last year’s special election in Iowa House district 90.

Legislator scorecards don't tell the whole story

One of my pet peeves is when interest groups release rank legislators according to how they have voted on a few key bills. These scorecards can be helpful as a general guideline, but some lawmakers game the system by voting the “right” way on a scorecard issue but voting with the other side on procedural measures. A classic example was when some pro-choice and environmental groups gave Senator Joe Lieberman credit for voting against confirming Justice Samuel Alito, even though Lieberman had voted against the filibuster that was the only realistic way to keep Alito off the Supreme Court.

Progressive Punch has a search engine that lets you view how individual members of Congress have voted in certain issue categories. Even more useful, Progressive Punch has incorporated a “crucial vote” score that includes bills and procedural measures that passed or failed by narrow margins. You’d be surprised by how many Democrats have high Progressive Punch ratings overall but much lower crucial vote scores, indicating that “when the chips were down,” these people were not reliable allies.

But even the Progressive Punch rating system doesn’t tell the whole story, because committee and floor votes aren’t the only way for legislators to exercise their power.

Yesterday Environment Iowa reminded me of the problems with scorecards when the group announced its rating of Iowa’s members of Congress. The scores were based on “seven votes in the Senate ranging from an economic recovery bill with investments in public transit and energy efficiency to legislation saving the nation’s coasts from offshore drilling,” and 15 votes in the House “including funding to make schools more energy efficient and legislation protecting the Great Lakes.” Senator Tom Harkin and Representative Leonard Boswell (IA-03) received 100 percent scores, while Representative Dave Loebsack (IA-02) scored 93 percent and Representative Bruce Braley (IA-01) scored 80 percent. Environment Iowa commented, “These numbers include a few absences from key votes that occurred during the floods of 2008.”

A few things are very wrong with this picture.

An early look at next year's campaign messages on health care

Assuming the House and the Senate pass whatever health insurance bill comes out of the conference committee, Republicans and Democrats are likely to highlight the reform during next year’s campaigns. Recent polls have shown that most Americans don’t expect action by this Congress to improve the quality of their own health care or reduce its cost. Complicating matters for Democrats, key provisions of the bill won’t take effect until 2013 or 2014, giving Republicans plenty of time to exploit fears about the so-called “government takeover” of health care.

Iowans split on party lines over jobs bill

The House of Representatives approved the Jobs for Main Street Act yesterday by a vote of 217 to 212. No Republicans supported the bill; the nay votes included 38 Democrats and 174 Republicans (roll call here). Iowa Democrats Bruce Braley, Dave Loebsack and Leonard Boswell all voted for the bill, while Republicans Tom Latham and Steve King voted with the rest of their caucus. (This year has been a refreshing change from 2005-2007, when Boswell was often among 30-some House Democrats voting with Republicans on the issue of the day.)

Iowans split on party lines over Wall Street reforms

On Friday the House of Representatives approved The Wall Street Reform and Consumer Protection Act by 232 to 202. All three Iowa Democrats (Bruce Braley, Dave Loebsack and Leonard Boswell) voted for the bill. Tom Latham and Steve King joined their Republican colleagues, who unanimously voted no. A press release from Braley’s office summarized key provisions:

–      Creation of a Consumer Financial Protection Agency (CFPA) to protect Americans from unfair financial products and services.

–       Creation of an oversight council to identify and regulate large financial firms whose collapse would place the entire financial system at risk.

–       Establishes a process for dismantling institutions like AIG or Lehman Brothers that protects taxpayers and ends bailouts.

–       Enables regulators to prohibit excessive executive compensations.

The “unfair” financial products to be regulated by the Consumer Financial Protection Agency include mortgages, credit cards and “payday” lenders. I would particularly like to see a crackdown on payday lending. Those high-interest loans have been shown to trap low-income borrowers in a cycle of debt.

The bill also includes some regulation of the derivatives market for the first time, but it sounds as if those provisions didn’t go far enough:

Consumer advocates cheered the survival of the consumer protection agency but said the overall legislation fell short, especially in the regulation of complex investment instruments known as derivatives.

The legislation aims to prevent manipulation and bring transparency to the $600 trillion global derivatives market. But an amendment by New York Democrat Scott Murphy, adopted 304-124 Thursday night, created an exception for nonfinancial companies that use derivatives as a hedge against market fluctuations rather than as a speculative investment. The amendment exempted businesses considered too small to be a risk to the financial system.

A Democratic effort to make more companies subject to derivatives regulations and to end abusive-trading rules failed.

When the Obama administration first proposed a package of regulations, it called for regulations of derivatives without any exceptions. But a potent lobbying coalition that included Boeing Co., Caterpillar Inc., General Electric Co., Coca-Cola and other big companies persuaded lawmakers to dilute the restrictions.

“It’s a weakness in the bill and a win for Wall Street,” said Barbara Roper, director of investor protection for the Consumer Federation of America. “Hedge funds and others that are not bona fide hedgers of commercial risk will slip through this language.”

Although I’m disappointed that Congressional Democrats didn’t pass a stronger bill, I am disgusted by House Republican leaders who “met with more than 100 lobbyists” last week in a desperate attempt to derail any regulation of these practices.

Representative Boswell worked on the derivatives regulations, and a statement from his office on December 11 expressed pride in “the work that the Agriculture Committee did to bring greater oversight and transparency to the over-the-counter derivatives market while balancing the interests of Iowa’s farmers and business owners who utilize these markets to hedge operations costs and lock-in commodity prices for responsible business planning.”

Federal judge halts ban on ACORN funding

Big news yesterday from The Hill’s blog:

A federal judge today issued an injunction preventing the implementation of a congressional ban on funding for ACORN.

Judge Nina Gershon concluded that the ban amounted to a “bill of attainder” that unfairly singled out ACORN.

“[The plaintiffs] have been singled out by Congress for punishment that directly and immediately affects their ability to continue to obtain federal funding, in the absence of any judicial, or even administrative, process of adjudicating guilt,” Gershon wrote in her decision.

Gershon said ACORN had demonstrated “irreperable harm” from the ban, while “the potential harm to the government, in granting the injunction, is less.

Conservative heads are exploding. I await an outraged statement from ACORN-obsessed Representative Steve King (IA-05), even though ACORN has done nothing wrong.

Credit should go to the 75 House Democrats who had the courage to vote against this unconstitutional bill. Sadly, Iowa’s Democratic representatives Bruce Braley, Dave Loebsack and Leonard Boswell joined the stampede to cut off ACORN.

Speaking of which, Editor & Publisher recently published an outstanding piece by Christopher R. Martin and Peter Dreier on the media’s “false framing” of ACORN.

I was very sorry to read this week that Editor & Publisher is shutting down after more than 100 years in business.

UPDATE: I missed this story:

This week, an independent review of ACORN (pdf here), run by by former Massachusetts Attorney General Scott Harshbarger, found serious but correctable problems with the organization that were organizational, not criminal in nature, and that reflected an overall lack of coordinated national management and unified purpose–the exact opposite of the centralized, highly disciplined super-secret organization that conservatives have long fantasized about.

While the report pulls no punches in citing nine significant reports that need to be made, it says that “The following nine (9) recommendations, discussed in detail in Section VII, are neither an epitaph nor an absolution for ACORN, but are a roadmap to reform and renewal, if implemented in their entirety in concert with other measures to regain the public’s trust.”

Regarding the videos used to attack ACORN, the report finds that “The released videos offer no evidence of a pattern of illegal conduct by ACORN employees,” that “The ACORN employees captured on video were members or part-time staff. They were not organizers or supervisory level employees,” and that “There is no evidence that any action, illegal or otherwise, was taken by ACORN employees on behalf of the videographers.”

Two tax votes reveal Republican priorities

The House of Representatives approved the Tax Extenders Act of 2009 on Wednesday by a vote of 241 to 181. As you can see from the roll call, all but ten Democrats voted for the bill, including Iowa’s Bruce Braley, Dave Loebsack and Leonard Boswell. All but two Republicans voted against it, including Iowa’s Tom Latham and Steve King. After the jump I’ve posted more details about the business tax credits that would be extended if this bill becomes law.

On December 3, the House passed the Permanent Estate Tax Relief for Families Farmers and Small Businesses Act, which caps the estate tax at 45 percent and exempts estates worth up to $3.5 million (preserving this tax at 2009 levels). Again, all of Iowa’s Democrats voted for the bill. Iowa’s Republicans voted against it. If Congress had not acted, the estate tax would have been repealed in 2010 and then would have reverted to its 2001 level in 2011 (a 55 percent tax on estates valued above $1 million).

Republicans claim the so-called “death tax” is a burden to small business owners and farmers. Candidate Jim Gibbons already used this canard in a press release targeting Boswell. Right-wingers can’t find any real-world families who had to sell the farm because of the estate tax. The Center on Budget and Policy Priorities has concluded (emphasis added),

If the 2009 estate tax rules are extended, only 100 small business and farm estates in the entire nation will owe any estate tax at all in 2011, according to the new estimates by the Tax Policy Center, and virtually none of those businesses and farms would have to be sold to pay the tax. […]

Under 2009 law, the estates of more than 997 of every 1,000 people who die will owe no estate tax whatsoever. […] In its latest analysis, the Tax Policy Center projects that only 0.25 percent of the estates of people who die in 2011 – i.e., the estates of 1 of every 400 people who die – will be subject to the estate tax if the 2009 estate tax rules are continued.

Less than 1 percent of estates in Iowa were subject to the estate tax in recent years.

To sum up: Republicans are for saving farmers and small business owners from the so-called “death tax” that doesn’t apply to them. But when they had a chance on Wednesday to extend tax credits affecting farms and small businesses, House Republicans said no.

The shrinking Republican tent (part 1)

Iowa’s second Congressional district is the most Democratic-leaning of our five districts. It has a partisan voting index of D+7, which means that in any given year, we would expect this district to vote about 7 point more Democratic than the country as a whole. In 2008, Dave Loebsack won re-election in IA-02 with about 57 percent of the vote against Mariannette Miller-Meeks, who couldn’t crack 40 percent.

Today Republican blogger Craig Robinson previews the GOP primary to take on Loebsack. His piece is a good reminder of how small the Republican tent has become in a district once represented by Jim Leach.

Iowans split on party lines as House approves health care reform

After many hours of debate, the House of Representatives approved HR 2962, the Affordable Health Care for America Act tonight by a vote of 220-215. In a nice touch, Representative John Dingell (MI-15) presided over the chamber today. He was one of the architects of the original Medicare bill.

President Barack Obama went to the Capitol this morning to urge House Democrats to pass the bill. But as you can see from the roll call, 39 Democrats voted no. All of Iowa’s Democrats voted “aye.” Only one House Republican voted for the bill (Joseph Cao, representing the heavily Democratic LA-02).

I am upset that no House Progressives were allowed to offer amendments today, but Bart Stupak (MI-01) was able to further restrict women’s access to abortion services. His amendment is a very bad deal for women. I’m with Angry Mouse: this is not okay.

The Stupak amendment passed 240-194, gaining 64 Democratic votes (roll call here). That’s almost a quarter of the House Democrats. An embarrassing number of Democrats who aren’t even in the Blue Dog caucus voted for it. As Natasha Chart tweeted tonight, the Stupak amendment is exactly the kind of thing a Democratic majority was supposed to stop from coming to the floor. The DCCC won’t get a dime from me this cycle.

Supposedly Obama told progressives this morning he will try to have the Stupak provision removed from the bill in conference. I would bet money against that happening. I expect to see bipartisan movement to include a similar clause in the Senate health care bill.

According to Jane Hamsher, the AFL-CIO may cut off contributions to Democrats who vote against health care reform. Again, I would bet money against this happening, but some Blue Dogs would have trouble funding their re-election campaigns without support from organized labor.

Speaking of Blue Dogs, I want to give special credit to Leonard Boswell (IA-03) tonight. Unlike most of his fellow Blue Dogs, he voted no on the Stupak amendment and yes on passing the bill.

Bruce Braley (IA-01) noted tonight that we hear a lot of Republican talk about medical liability, but not one word about medical safety.

Also worth noting: the future of the State Children’s Health Insurance Program is uncertain. As fairleft2 notes in this diary, the House bill moves children either to Medicaid or into private plans. It’s not clear whether this provision could pass the Senate.

Meanwhile, a new poll from Virginia suggests opposing the public health insurance option was disastrous for Democratic gubernatorial candidate Creigh Deeds.

UPDATE: Jacob Hacker, “godfather” of the public health insurance option, thinks the House bill is worth supporting. Whether the public option can survive a House/Senate conference committee is another question. A few days ago the Stupak amendment was considered a “poison pill” that would doom the health care reform effort, but last night House Progressives almost all voted for the bill even after the Stupak amendment passed. I think that signals the death of the “progressive block” strategy for demanding a public option in the final version of health care reform.

Boswell is a swing vote on health care reform

The House of Representatives will soon bring a health care reform bill up for a floor vote. All three relevant committees have approved bills containing a public health insurance option. In August, Jacob Hacker explained one of the key differences between those bills (pdf file):

The versions of the House bill approved by the House Ways and Means Committee and  House Education and Labor Committee contain a Medicare tie-in that has two crucial  characteristics:

    1.  Providers participating in Medicare would automatically be considered participating  providers in the new public plan, although they would have the right to opt out.

    2.  Initial payments to providers would be set at Medicare rates plus 5 percent. After  three years, the Secretary of Health and Human Services could adjust rates. But  during the crucial start-up period, the public plan would be able to piggyback on  Medicare’s payment methodology. 17    

     These are good provisions. They would be even better if they included an explicit  protection of providers’ rights to join the public plan. Private plans (at least those that  participate in the exchange) should be prohibited from setting as a condition of participation  in their networks that providers not join the public plan.

     By contrast, the House Energy and Commerce Committee approved the House bill  with amendments that preserve only the first of these two elements. 18 Providers participating  in Medicare would be presumed to participate in the new public plan (but, again, allowed to  opt out). 19 However, rather than setting the rates the public plan would pay providers on the  basis of Medicare rates, the Secretary of Health and Human Services would have to  “negotiate” rates directly with providers. 20 These rates in the aggregate would have to be  between Medicare rates and private rates, but no other details are given. 21 This is a not-so-good provision that could drive up individual premiums and federal costs, burdening  Americans as health care consumers and taxpayers alike. It threatens the viability of the  public plan because it may require the government to pay providers higher rates than they would otherwise accept if the rates were set.

When the House Energy and Commerce Committee passed a watered-down bill to placate Blue Dog Democrats, most people assumed that this compromise would be the health care reform bill sent to the House floor. However, House Progressives have been rounding up votes for the stronger public option provisions, and yesterday Progressive Caucus co-chair Raul Grijalva claimed to have 210 votes supporting or leaning toward supporting the stronger bill. Speaker Nancy Pelosi won’t bring that bill to the floor unless she is sure she has the 218 votes needed to pass, however. As many as 19 House Democrats have not decided whether they would support the “Medicare plus 5 percent” public option.

Chris Bowers published a pdf file listing 36 House Democrats who are either undecided, “lean yes” or “lean no” on the stronger public option. Representative Leonard Boswell (IA-03) is on that list. It’s not clear whether he is undecided or leaning one way or the other. I have sought clarification from his office and will update this post when I hear back.

You know the drill. Boswell needs to hear from as many constituents as possible. The “Medicare plus 5 percent” version of the public option is better policy, and if the House approves it, our negotiating position in the Senate will be stronger. In related news, Boswell joined Representatives Bruce Braley (IA-01) and Dave Loebsack (IA-02) today in announcing final legislative language to change “the way Medicare pays healthcare providers for services, from its current fee-for-service system into a quality and value-based system.” After the jump I’ve posted a joint press release explaining how this deal will affect Medicare reimbursement rates.

UPDATE: Supposedly there are at least 218 votes in the House for the “robust” public option. The deal on Medicare reimbursement rates helped secure some extra votes for the public option. Also, the House bill will strip the insurance industry of its anti-trust exemption.

CORRECTION: Apparently we don’t have 218 votes for the stronger public option after all.

King and Braley draw 2010 challengers

I learned from Sioux City Journal columnist Bret Hayworth that a Democrat has already filed Federal Election Commission paperwork to run against Representative Steve King in Iowa’s fifth Congressional district:

Mike Denklau has eyed the possibility of running in the strong Republican district since early 2009, and after traveling western Iowa recently he decided to go all-in.

On Oct. 15, Denklau will announce his candidacy 55 weeks out from the election in stops here in Sioux City, Council Bluffs and Des Moines. Denklau will turn 27 next month – he was raised in Blue Grass near Davenport and graduated from the University of Iowa with majors in political science and finance. He worked in New York for two banking firms through June 2009, including Lehman Brothers, until moving to Council Bluffs recently.

Hayworth notes that it’s not clear whether Rob Hubler, King’s 2008 opponent, will run again. Although Democrats cannot realistically hope to defeat King in a district with a partisan voter index of R+9, an energetic challenger may help drive up Democratic turnout across the district. There will be several competitive state legislative races in the counties that make up IA-05.

Meanwhile, Craig Robinson reports at The Iowa Republican that Rod Blum of Dubuque is ready to challenge Representative Bruce Braley in the first Congressional district.

Blum has strong eastern Iowa roots. He graduated from Dubuque Senior High School in 1973, earned a bachelor’s degree from Loras College (Finance) in 1977, and received a Masters in Business Administration from Dubuque University in 1989. In 1989, Blum was one of the initial employees of Dubuque-based Eagle Point Software. In just five years, Eagle Point Software went public on NASDAQ and had 325 employees. In 2000, Digital Canal was created as a result of a leveraged buyout of Eagle Point Software. Digital Canal is a leading provider of home building and structural engineering software. Blum was also named the Iowa Entrepreneur of the Year in 1994.

While Blum has never run for elected office before, he has been making his political views known in eastern Iowa since 2001 as the Dubuque Telegraph Herald’s conservative columnist. Blum’s writings for the Telegraph Herald will be helpful for a couple of reasons. First, having a regular column in the local newspaper helps build credibility and name ID. Secondly, writing a political column means that he has well thought out positions on many of the issues facing our country today, something many first time candidates lack.

He’ll need more than conservative ideology and name ID in the Dubuque area to unseat Braley. Robinson notes that Republican Jim Nussle represented IA-01 before the 2006 election, but Nussle’s position as chairman of a House budget subcommittee helped him hang on in a Democratic-leaning district. That’s different from a Republican challenger trying to swim against the tide in a district with a partisan voting index of D+5. Republicans currently hold only two House disticts with that much of a Democratic lean: Delaware’s at-large seat, which the GOP will lose when Mike Castle runs for U.S. Senate next year, and Louisiana’s second district, which was a fluke in 2008 because of the Democratic incumbent’s apparent corruption.

Braley is a rising star and effective legislator with a spot on the House Energy and Commerce Committee. He won re-election with more than 64 percent of the vote in 2008. Even if 2010 turns out to be a Republican year, Braley’s not losing in a district with 35,000 more registered Democrats than Republicans.

To my knowledge, Republican Tom Latham (IA-04) is Iowa’s only incumbent in Congress with no likely challenger yet. Steve Rathje and probably Mariannette Miller-Meeks will run against Dave Loebsack in IA-02, while Dave Funk and Pat Bertroche are challenging Leonard Boswell in IA-03. I don’t expect either of those districts to be competitive in 2010.

Iowans split as U.S. House votes to extend unemployment benefits

On Tuesday the U.S. House of Representatives passed the Unemployment Compensation Extension Act of 2009, which “would extend unemployment insurance benefits by 13 weeks in states that have jobless rates above 8.5 percent.” 27 states and the District of Columbia have unemployment rates exceeding that level.

The bill easily passed by a vote of 331 to 83, but as you can see from the roll call, Iowa’s House delegation was divided in an unusual way. Representatives Bruce Braley (IA-01) and Leonard Boswell (IA-03) were among the 17 Democrats who voted against the bill. They opposed it because unemployed Iowans would be ineligible for the extended benefits. Although our state has the eighth-lowest unemployment rate in the country, we also have pockets of higher unemployment, especially in rural areas.

After the jump I’ve posted statements released by Braley and Boswell on this bill. Boswell noted that four counties in the third Congressional districts have unemployment rates above 9 percent. Braley noted, “When you’re unemployed, it doesn’t matter to you what your state’s unemployment rate is.  What matters is that you need to support your family.”

Representative Dave Loebsack (IA-02) did not vote yesterday, because he was meeting with Fema Administrator Craig Fugate and various state and local officials in Cedar Rapids to discuss flood recovery efforts. I contacted his office for comment on the unemployment bill. His spokesperson Sabrina Siddiqui told me that Loebsack had serious concerns about the way Iowans were excluded from the extended unemployment benefits, adding that Loebsack is working with House leaders to address the needs of unemployed Iowans in future legislation.

Extending unemployment benefits during a severe recession is good policy, not only to help struggling families, but because spending on unemployment benefits has a very high economic stimulus “bang for the buck.” That said, it’s unfair to penalize unemployed Iowans for the fact that our state is faring better than many others on the jobs front.

Iowa’s Republicans in the U.S. House were also divided on this bill, with Tom Latham (IA-04) voting yes and Steve King (IA-05) voting no.

Latham, King vote against student loan reform

The House of Representatives passed the Student Aid and Fiscal Responsibility Act on Thursday on a mostly party-line vote of 253 to 171 (roll call here). Iowa Democrats Bruce Braley, Dave Loebsack and Leonard Boswell all voted for the bill, while Republicans Tom Latham and Steve King voted against it.

Click here to download a pdf file containing the House Education and Labor Committee’s estimates on how many students in each Congressional district will be able to receive Pell Grants during the 2010/2011 academic year under this reform. The estimate is 16,355 students in Iowa’s fourth district (Latham) and 16,301 students in Iowa’s fifth district (King).

Overall, just four Democrats voted against the bill: Allen Boyd (FL-02), Paul Kanjorski (PA-11), Stephanie Herseth-Sandlin (SD-AL), and Mike McMahon (NY-13). Six Republicans voted for the bill: Vern Buchanan (FL-13), Joseph Cao (LA-02), Timothy Johnson (IL-15), Tom Petri (WI-06), Todd Platts (PA-19), and Ileana Ros-Lehtinen (FL-18). At Congress Matters, David Waldman posted details about the amendments proposed to this bill and which ones passed yesterday.

A press release from the Democratic Congressional Campaign Committee included these bullet points about the bill:

*The Student Aid and Fiscal Responsibility Act is the largest single federal investment in higher education in American history and will also be used to pay down the national debt (H.R. 3221, #719, 9/17/09)

*The measure will make federal student lending more efficient through a variety of reforms that will save the federal government $87 billion. Of those savings, $77 billion will be invested toward making college more affordable and $10 billion will be used to pay down the national debt.

*These savings will be achieved through a number of reforms including:

*Converting federal lending to the Direct Loan Program.

*Establishing a competitive bidding process, allowing the U.S. Department of Education to select lenders based on how well they serve borrowers.

*Allowing non-profit organizations to continue servicing student loans.

*This measure will increase the amount of Pell Grants in 2010 and 2011, lower the interest rates of federally subsidized student loans, expand the Perkins Loan program, and streamline the application form for financial aid.

Senate HELP Committee Chairman Tom Harkin is committed to passing student loan reforms this year.

UPDATE: Like Latham and King, all the House Republicans from Kentucky voted against this bill, and I agree with RDemocrat’s assessment at the Hillbilly Report:

I think this once again properly demonstrates the hypocrisy of Kentucky Republicans and the Republican Party as a whole. They constantly lecture us on spending, but they care little about money being wasted as long as it is being wasted on corporate welfare. When presented with a chance to both save money, and help working poor children afford college, they would rather waste that $80 billion.

What a real public option would look like

So: (1) Public Choice

“No Taxation without Representation”. Every single person facing an individual mandate must be provided with the choice of a publicly administered plan. Otherwise the government is forcing the citizen to pay without the elected representatives of the citizen controlling the spending.

You want to put a trigger on the public option. Fine, except the exact same trigger applies to the individual mandate.

You want to restrict access to the public option to some smaller group? Fine, except the same restriction applies to the individual mandate.

The system is not politically legitimate if it requires payment to for-profit commercial corporations.

(2) Robust

It cannot be lumbered down with any restrictions not faced by private insurers.

State by state public options? Really? You are really prepared to restrict the corporations to firms with no commercial activity across state lines? If they are free standing state by state public options, it has to be state by state for profit corporations. Oh, not allowing [United Healthcare] into the exchanges defeats the purpose of lining private pockets at the public expense? Yeah, kind of thought so.

Bruce Braley (IA-01) leads the Populist Caucus, and Dave Loebsack (IA-02) and Leonard Boswell (IA-03) both belong to the caucus. All of them have advocated for the public option, but to my knowledge none has pledge to vote down any bill that lacks a public option.

New thread on the 2010 U.S. House races in Iowa

Last year all five Iowa incumbents in the House of Representatives were re-elected by double-digit margins. The main challengers failed to win even 40 percent of the vote against Democrats Bruce Braley (IA-01) and Dave Loebsack (IA-02), as well as Republicans Tom Latham (IA-04) and Steve King (IA-05).

I’ve long assumed that none of Iowa’s Congressional districts would be competitive in 2010. Although Republicans have put Leonard Boswell (IA-03) on their long list of House targets, several other analysts share my view that Boswell is safe for next year. To my knowledge, the only declared candidates against Boswell are the little-known Dave Funk and Pat Bertroche. Boswell’s 1996 opponent Mike Mahaffey is thinking it over too.

Isaac Wood and Larry Sabato released new House race rankings, and they included IA-03 among 47 Democratic-held districts that are “likely” to remain Democratic:

The “likely” category is reserved for those competitive races where one party has a distinct advantage over the other. Most of these races feature either strong challengers or weak incumbents, but not a combination of the two that would warrant a more competitive designation. Consider these races as a watch list which could turn into heated battle with a single misstep by an incumbent or positive fundraising report.

I could see Iowa’s third district becoming competitive, but only if the economy is in terrible shape next fall and Republicans fund a well-known candidate with a base in Polk County (the population center of the district).

I question Wood and Sabato’s decision to put Loebsack’s district in the “likely” category as well. So far right-winger Steve Rathje is definitely running against Loebsack (he narrowly lost the 2008 GOP primary for U.S. Senate). Mariannette Miller-Meeks is also considering a rematch. She’s an impressive woman, but I frankly can’t imagine this district becoming competitive in 2010. IA-02 has much stronger Democratic voting performance than IA-03, which tracks closely with the nationwide vote in presidential elections.

Five ways to fight for the public option

The Congressional Democrats fighting for a strong health care reform bill need as much help as they can get, with the insurance industry increasingly confident that they will get the bill of their dreams: a mandate for all Americans to buy health insurance, with no public option to compete with private insurers that dominate most markets.

We should all agree on how stupid it would be to let insurance companies “reap a financial windfall” from reform, when so many of our current problems stem from those companies’ high overhead costs and bad-faith business practices. If cost containment is an important goal of health care reform, we’re not going to get there by requiring people to buy overpriced private insurance.

The political fallout would be just as disastrous. Like David Waldman says,

If I’m uninsured or poorly insured, and the answer coming out of Congress is that I now have to buy crappy insurance from some private company that has no plan to actually help me pay for my health care without raking me over the coals, then I’ve gone into this fight an ardent supporter of strong reform, and come out a teabagger.

Digby warned in this excellent post that selling out the Democratic base on health care could fuel a movement comparable to the one that delivered nearly 3 million votes for Ralph Nader in 2000. Glenn Greenwald added more thoughts on the political calculations here.

The alternative to this scenario is not complicated.

Updated schedule for health care town-halls in Iowa

Most of the Iowans in Congress have health care town-hall meetings scheduled during the remainder of the summer recess. Some of these have been moved to larger venues because of high expected turnout. It’s important for supporters of strong health care reform not to let the loudest voices on the other side drown out debate. Senator Chuck Grassley has cited town-hall protesters as a reason for scaling back reform efforts.

If you live in the first, second or third districts, it’s especially important for you to make your voice heard. Representatives Bruce Braley, Dave Loebsack and Leonard Boswell have all signed on to support Health Care for America Now’s core principles for health care reform. They all belong to the House Populist Caucus, which stands for six key issues, including “Providing affordable, accessible, quality health care for all Americans.”

But so far Braley, Loebsack and Boswell are not among the 57 House Democrats identified by Blue America PAC (or 64 House Democrats according to Democracy for America) who have said they will not vote for any health care reform bill lacking a robust public option.

Please tell Iowa’s Democratic representatives that the majority of Americans support a public-run health care plan to compete with private insurers. Tell them that cooperatives are not a substitute for a real public option, and anyway, health care co-ops have already failed to provide competition in Iowa.

Also urge them not to let the White House buy them off with “inducements, like more money for favored projects”. Fellow Iowa blogger 2laneIA got it right in this diary:

Thanks, but no thanks for that bridge to nowhere.  

We have a bridge that needs repair in our community.  It would take about $350,000.  I am happy to keep driving a different road to avoid it if we all get access to affordable health care instead.  Any Democrat who trades his or her vote to keep the public option in return for a bridge, a day care center, or a highway expansion, should be publicly embarrassed.  […]

While you are calling congressional public option supporters to thank them, tell them you don’t want any bridges if it means you don’t get affordable access to health care.  You could also mention that if they vote for a bill without the public option, you will want to know what they got from the White House in return.

Final note: it would be great for some prominent Iowan to steal this idea from Terry McAuliffe and offer to host a fundraiser for the first Iowa representative in Congress who pledges not to vote for any health care bill without a public option.

Seeking good quotes and footage from town-hall meetings

Yesterday I posted information about some of the town-hall meetings that Iowans in Congress will hold during the next two weeks. You can also find Representative Steve King’s town-hall meeting schedule here and Representative Tom Latham’s schedule here.

If you attend any of these meetings, please take detailed notes and/or record the event if you can. Although local media will cover the story, journalists may not highlight every noteworthy comment. Senator Chuck Grassley’s infamous advice to a constituent seeking affordable health care was a sensation on YouTube and various political blogs before Iowa newspapers reported the story. I noticed that Daily Kos user clammyc used part of that clip in a video about the need for health care reform:

This diary by Daily Kos user ShadowSD contains lots of good links and talking points for you to use at town-hall meetings. Whether or not you get to ask a question, please consider posting a diary here with your impressions of the event. First-person accounts are usually a good read.

In general, I’d like to see more Bleeding Heartland readers writing diaries for this blog. Pieces with news or substantive analysis may be promoted to the front page.

Final note about this month’s town-halls: Rarely do I agree with Iowa GOP chairman Matt Strawn, but it is lame that Leonard Boswell hasn’t scheduled a health care public meeting in Polk County this month, or in any town that’s part of the Des Moines media market. If any Bleeding Heartland readers do attend Boswell’s scheduled “listening post” in Sigourney on August 13, please ask some specific questions about the kind of public health insurance option he supports. You might also want to note that rural Iowans would particularly benefit from a public option.

LATE UPDATE: I was wrong to criticize Boswell for not scheduling a health care event in the Des Moines area this month. On August 13 his office announced a town-hall on health care to be held on August 23 from 3 pm to 4 pm at the AIB College of Business Activities Center, 2280 Bell Avenue in Des Moines. RSVP by calling Congressman Boswell’s Des Moines office at 515-282-1909, or emailing boswellrsvp@mail.house.gov.
