Usually when an elected leader holds a press conference to offer additional guidance on a topic, everyone leaves with a deeper understanding of the issue. Unfortunately that wasn’t the case following Governor Kim Reynolds’ July 17 press conference on students returning to school amid the COVID-19 pandemic.

Instead, we got a new interpretation of a law that went into effect on July 1, which runs counter to much of the work schools have been doing.

Following the press conference, the governor released a proclamation that limits the ability of both public and private schools to offer remote learning and which loosens the current requirements on the qualifications for substitute teachers.

“I am embarrassed and saddened by the way the media has been treated during COVID,” Polly Carver-Kimm wrote in an email to the Des Moines Register on July 15. “You are not receiving timely answers and you are getting scripted talking points when you do get an answer.”

Carver-Kimm discussed the state’s handling of press inquiries hours after being shown the door as communications director for the Iowa Department of Public Health.

President Lyndon Johnson signed the Older Americans Act into law on July 14, 1965. It responded to the need for community services, evidence-based health promotion, disease prevention programs, civic engagement, and elder justice for senior citizens. Linn County Auditor Joel Miller has notified the Iowa Secretary of State’s office that he plans to begin mailing absentee ballot request forms to all active registered voters in his jurisdiction on July 20. Contrary to guidance from the state’s elections director, forms will have voters’ names, birth dates, addresses, and personal identification numbers filled in.

The recently-created Governor’s Economic Recovery Advisory Board is charged with drafting a strategy not just to speed recovery from the COVID-19 recession but, as Governor Kim Reynolds charged the board, “to modernize and really restructure our economy, our education and health care systems, our workforce and our quality of life.”

It’s a lofty goal, but first impressions do not inspire confidence.

A new annual tradition is taking shape for Des Moines metro residents after the Fourth of July. For the last three years, air quality alerts have been issued due to excessive use of amateur fireworks.

Iowa legalized the sale and purchase of fireworks in 2017. Since then, pet owners across the state–especially owners of hunting dogs–have frequently been upset this time of year. Hunting dogs that are trained to work with gunshots will display anxiety over fireworks will show signs of distress as the Fourth of July approaches.

It was painful to watch.

While coronovirus disrupted the Iowa legislative session this year, it failed to hinder business as usual.

Once again, legislators across the state preferred to serve Big Ag instead of their constituents. It’s hardly a surprise given the hundreds of thousands of dollars that flow into the coffers of our elected officials from Farm Bureau, Bayer-Monsanto and fat cats of the factory farm industry, including the Hansen and Rastetter families. While the needs of everyday Iowans were ignored for yet another year, industrial agribusiness cemented its rule over our state.

State Representative Ashley Hinson didn’t miss a roll call vote as the Iowa House wrapped up its work in June, legislative records show. But the two-term Republican mostly stayed out of the House chamber while colleagues debated controversial bills.

The tactic allowed Hinson, who is also the GOP challenger in Iowa’s first Congressional district, to avoid public questioning about policies she supported. Notably, she was absent during most of the House deliberations on imposing a 24-hour waiting period for abortions, establishing a barrier to voting by mail, and giving businesses near-total immunity from lawsuits related to COVID-19.

Neither Hinson nor her Congressional campaign responded to Bleeding Heartland’s repeated inquiries about those absences.

At least 702 Iowans have died from novel coronavirus infections, according to the state’s official website at midday on June 26. Less than four months since the state recorded its first case, the death toll from COVID-19 alone is higher than the number of Iowans who have died in any recent year of flu or pneumonia, which has been the state’s eighth leading cause of death. Those fatalities occurred despite social distancing and other unusual precautions like restricted nursing home visits since March.

Statistics archived by the U.S. Centers for Disease Control indicate that 697 Iowans died of flu or pneumonia in 2018, reflecting a worse than usual flu season. Iowa deaths in that category numbered 582 in 2014, 618 in 2015, 504 in 2016, and 578 in 2017.

Top Iowa House Democrats advised members of the caucus to get tested for novel coronavirus this week, House Minority Leader Todd Prichard confirmed on June 19.

“In addition to wearing masks, socially distancing, and going through the health screenings daily during session, we did recommend members get tested following session,” Prichard said via email. He added that his team was “not aware of any members or staff” exposed to COVID-19 at the capitol as legislators wrapped up their work for the year.

Prichard had no comment on Bleeding Heartland’s other questions, related to Republican State Representative Gary Worthan’s absence from the Iowa House chamber beginning on June 5.

The decision last week to cancel the Iowa State Fair was a reminder of the seriousness of coronavirus and the consequences of many people’s anxiety about returning to activities that normally are an important part of Iowa life.

But the State Fair’s decision also illuminated an embarrassing disconnect from the norms of government transparency and accountability in our state.

I have attended government meetings for 50 years — from small-town city councils and school boards, to state boards and commissions. I have never seen or heard about a more outrageous abuse of the principle of open government than the State Fair Board exhibited last week.

It’s hard to decide what song best captures the start of the 2020-2021 school year. Is it “Eve of Destruction,” or “Don’t worry be Happy,” or maybe the Fleetwood Mac classic “Don’t Stop Thinking About Tomorrow?” No matter the choice, the fall start to school is beginning to loom large in the minds of students, parents, and educators.

Pre COVID-19, those ads for back-to-school supplies in late June or early July would start a little tingle of anticipation in the hearts and minds of students and educators. Now, for many, that tingle is replaced with full-blown anxiety.

In its most closely-watched meeting in living memory, the Iowa State Fair board voted on June 10 not to hold the fair this year, due to the coronavirus pandemic.

Although the board’s 11-2 vote was livestreamed, the brief meeting shed no light on the deliberations. There was no public discussion of the pros and cons of postponing the event until 2021. Nor did members debate alternative scenarios explored by staff, like holding a scaled-back event with limited attendance, mandatory face coverings, or temperature checks.

All board members present avoided a public stand on the difficult decision through a secret ballot vote, in apparent contradiction with Iowa’s open meetings law.

Governor Kim Reynolds’ designated representative on the body missed the meeting entirely.

A wide-ranging election bill is eligible for Iowa Senate debate on June 10. Judging by the party-line vote in the State Government Committee on June 5, the Republican majority seems likely to rubber-stamp House File 2486 and send it to the Iowa House.

State Senator Roby Smith proposed many bad ideas in his 30-page amendment to that previously innocuous bill. The most controversial would prevent Republican Secretary of State Paul Pate from sending an absentee ballot request form to any voter who did not ask for one. Pate’s decision to send such forms to every registered Iowa voter contributed to record-setting turnout for the June 2 primary.

Smith has denied he is trying to suppress voting by mail. But talking points he and a Republican ally floated in recent days do not withstand scrutiny. Pate didn’t need lawmakers to appropriate state funds for the mass mailing, didn’t need legislative approval to send the forms, and didn’t exceed his authority under Iowa law.

Novel coronavirus (COVID-19) infections and deaths could increase or decrease substantially in the coming months, depending on how many Iowans practice social distancing or wear personal protective equipment (PPE) routinely in public, according to a modeling app designed by University of Iowa faculty and graduate students.

Six professors of biostatistics or epidemiology collaborated on the model, while a group of graduate students worked on the app and translated materials for a Spanish-language version. The university’s College of Public Health COVID-19 Response Team “developed this tool as a free public service to state and local policymakers, business leaders, and others to assist in guiding the community response to the coronavirus pandemic.”

This incredibly useful resource was derived from publicly-available data, so is not subject to restrictions on release state government imposed as part of the contract the Iowa Department of Public Health and UI College of Public Health signed in April to develop Iowa-specific modeling for COVID-19. Governor Kim Reynolds and state health officials largely ignored that modeling when drafting plans to reopen businesses and venues in May and June, saying “real-time data” was informing such policies.

Having chest pains? Cut off a finger? Need medical care now? For anyone living in a rural area there is no guarantee the closest hospital can provide needed emergency care. 

Signs may say “Hospital” and the doors may be open, but odds are they will not have the capability or staff to care for an urgent need or life-threatening emergency.  Logic tells us in an emergency increased time and distance can be life-threatening.  One study found that rural hospital closures are associated with a 5.9 percent increase in inpatient mortality.  1, 2

Ours is a “profits above all else” economy, and rural hospitals close because they are not profitable, often operating at a loss. Those that remain open have restructured, eliminated services, and reduced staff to the point they can no longer offer basic medical care. Hospitals lose money delivering babies which has caused dozens of Iowa hospitals, rural and urban, to discontinue this service.  Iowa is 50th out of 50 states for the number of obstetricians per population. 3 , 4

Due to the nature of the population served, rural hospitals cannot compete, and rural residents are the losers.

Right after President Donald Trump’s aide Kellyanne Conway endorsed “alternative facts” in her January 2017 defense of false statements about the number of people at Trump’s inauguration, Amazon had two additions to its best-seller list: George Orwell’s 1984 and Sinclair Lewis’ novel It Can’t Happen Here.

Occupational Safety and Health Administration (OSHA) staff conducted on-site inspections of two more Iowa meatpacking plants this week, the Iowa Division of Labor confirmed to Bleeding Heartland on June 2.

Documents provided the following day show regulators closed at least four coronavirus-related complaints against Iowa pork processors with no inspection.

Inspectors toured the Tyson Foods turkey plant in Storm Lake and the Perdue Premium pork facility in Sioux Center on June 1. Both site visits stemmed from “media referrals” rather than complaints, meaning officials acted on unspecified news reports or information relayed to OSHA by a journalistic source.

The rise of the novel coronavirus (COVID-19) has shown us a lot. We’ve seen communities banding together to protect our most vulnerable citizens. We’ve seen the courage of our frontline, essential workers as they continue to provide necessary services. We’ve seen the importance of clean water in safeguarding our public health. And we’ve seen citizens and local governments standing up to guarantee water as a human right.

Unfortunately, what we haven’t seen is Governor Kim Reynolds step up to be the leader we need. With more than 2,400 employees of Iowa slaughterhouses testing positive for COVID-19, our supply chain failing, and no meaningful action taken to address either, it’s clear we need new leadership.

On Friday I attended a protest against anti-Black violence in Des Moines. There a young African American male speaker asked, “…my grandparents turned the other cheek and walked away. N*ggah, I won’t. And if you think that’s wrong, what am I supposed to do? Please tell me, what am I supposed to do?!”

His question immediately reminded me of President Barack Obama’s eternal call to action: “I don’t know what party these men and women belong to. I don’t know if they’ll vote for me. But I know that their spirit defines us. They remind me, in the words of scripture, that ours is a future filled with hope. And if you share that faith with me, if you share that hope with me, I ask you [to vote].”

According to Mary Montgomery, who works in the office of Iowa Labor Commissioner Rod Roberts, OSHA inspectors examined COVID-19 mitigation measures at the Tyson Fresh Meats pork processing plant in Waterloo on April 20, the Tyson plant in Columbus Junction on April 30, Iowa Premium Beef in Tama on May 21, the JBS pork plant in Marshalltown, also on May 21, and the Tyson plant in Perry on May 26.

Montgomery indicated that a complaint prompted the Waterloo inspection, while “media referrals” led to the others. Asked to define that term, Montgomery said either “news items reported in the media” or information relayed “directly to OSHA by a media source” had prompted the site visits. She did not specify which news reports or journalistic sources influenced OSHA staff.

A little more than two months after Iowa recorded its first death attributed to novel coronavirus, the number of reported COVID-19 deaths in the state has surpassed annual deaths by suicide in recent years.

The town of Le Claire is a special place. Our amazing firefighters have an I-beam from the Twin Towers as a tribute to their service when firefighters from Scott County went to ground zero to help with rescue and recovery. They are moving the beam to an area where more people can view it, and they are asking for donations.

One comment on the page was a link to a video of the beautiful and terrible rendition of Sounds of Silence by Disturbed. The video is a series of still shots of the Towers, the survivors, and the men and women from around this country who dropped everything to help.

Moved by the song and the visuals, I felt compelled to donate.

Memorial Day is supposed to be about honoring those who died in wartime service, but this year it’s hard not to focus on the unprecedented (for our lifetimes) carnage of the novel coronavirus pandemic.

The Sunday New York Times front page on May 24 had no photos, just six columns of text with a few words about each of 1,000 people who have died in the COVID-19 pandemic. That’s approximately 1 percent of the official U.S. fatalities, which are almost certainly underestimating the real death toll. As the headline conveyed, the scale of loss is incalculable.

In early February, our family watched the news about the novel coronavirus. We hoped, as I imagine others did, that our family would somehow remain untouched by the pandemic. That was not to be our fate.

Many of the most powerful COVID-era images that I have seen were taken from New York City or Los Angeles: stark cityscapes that seem far away and nearly foreign. Governor Kim Reynolds announced on May 20 that summer athletic seasons may proceed for high school baseball and softball in Iowa, following a two-month activities suspension due to the novel coronavirus (COVID-19) pandemic. Her proclamation allowed the reopening of school facilities and practices beginning on Monday, June 1.

Governor Kim Reynolds has enacted three rounds of reopening businesses and venues across Iowa this month already, and bars are next in line to resume indoor service on May 28. The governor has argued, “We have to move forward” as we “learn to live with” having novel coronavirus in our communities.

However, the judicial branch is approaching the COVID-19 pandemic more cautiously. Under an order Iowa Supreme Court Chief Justice Susan Christensen issued on May 22, in-person bench trials will remain on hold until July 13, and jury trials won’t resume in Iowa until September 14.

Teaching and singing the national anthem have a few things in common. Both are really hard to do, and someone who knows how can make it look easy enough for anyone to do it. But not everyone can.

If you don’t believe me, try remembering where those bombs burst, and try hitting that high note on key at the end. It’s not easy, just like parents forced to teach at home are discovering about teaching even one or two kids.

Yes, real teaching is really hard.

The state of Iowa’s official website for information about the novel coronavirus pandemic incorporated a few tweaks this week. The most noticeable: Department of Public Health staff update various statistics throughout the day, rather than once in each 24-hour period. During her May 18 news conference, Governor Kim Reynolds asserted that the new practice would make data on COVID-19 more “transparent.” Critics pointed out that the frequent updates would make it harder for Iowans to keep tabs on daily changes in coronavirus cases, tests, hospitalizations, and deaths.

Reynolds didn’t announce another addition to the website, which has attracted relatively little notice. Several of the bar graphs can now be adjusted to project the number of daily cases, tests, hospitalizations, or deaths weeks or months into the future.

The trouble is, those projections are not grounded in any principles of epidemiology.

For weeks, Governor Kim Reynolds kept secret two pandemic reports that she requested from public health experts at the University of Iowa. When she finally released them after growing public pressure, it became clear why she hid them: the experts she hired disagreed with her and warned her about loosening public measures too soon.

Less than two months after Iowa recorded its first death attributed to novel coronavirus, the number of reported COVID-19 deaths in the state reached 404 on May 21, surpassing the highest number of annual fatalities in Iowa vehicle crashes over the past decade.

The Iowa Department of Public Health does not intend to limit the use of exemptions to mandatory vaccinations during the novel coronavirus (COVID-19) pandemic, spokesperson Amy McCoy confirmed on May 19.

The State Hygienic Laboratory has expanded its novel coronavirus testing criteria to include some children and staff in day care centers who have respiratory symptoms and no alternative diagnosis.

However, the state still will not cover COVID-19 tests for most people living in the same household with someone confirmed to have the virus.
