U.S. Representative Ashley Hinson tried to pull a fast one on Iowans this week.

After the U.S. Army Corps of Engineers approved funding for two lock and dam projects along the Mississippi River, Hinson took credit for the spending. “We secured $829 million in federal funding to upgrade locks & dams along the Upper Mississippi River,” she tweeted on January 19, describing the projects as “game-changing for Iowa’s agriculture industry & our Mississippi River communities!”

The trouble is, Hinson voted against the bipartisan infrastructure bill that provided this “game-changing” funding.

For more than five decades, voting rights in America enjoyed strong, bipartisan support. Now Republicans have turned their backs.  

The Voting Rights Act originally passed in 1965, led by President Lyndon Johnson, who had built his political career as a get-along go-along ally of Southern segregationists.  

The final vote in the House was 328–74 (Democrats 217–54, Republicans 111–20). The Senate passed it 79–18 (Democrats 49–17, Republicans 30–1). Much of the opposition came from Southern Democrats.  

Bipartisan majorities in Congress reauthorized the act five times, most recently in 2006. The votes were not close. Even Senator Strom Thurmond, famous segregationist and 1948 Dixiecrat presidential candidate, came to support the Voting Rights Act.  

U.S. Representative Mariannette Miller-Meeks has been fined again for not wearing a mask in the U.S. House chamber. A January 10 news release from the House Ethics Committee announced that Miller-Meeks did not appeal the fine within the allowed time period.

That statement did not confirm when the first-term Republican from Iowa’s second district broke the chamber’s rules on face coverings. The Office of the Sergeant at Arms notified the committee of the fine on November 30.

During part of House Minority Leader Kevin McCarthy’s eight-hour speech on November 18, intended to delay action on a Democratic spending bill, Miller-Meeks can be seen on camera, nodding and laughing with her face uncovered. It was no ordinary January day in Washington, DC. There was an expectation in the air not just on the streets of the city, but across the country. In fact, there was anticipation around the world. The U.S. president was going to speak. It was a time where authoritarianism was finding footholds in Europe, Asia, and even the Americas. Blatant racism went unchecked and was even amplified by governments and world leaders.

It was against this backdrop on January 6, 1941, that the United States took center stage in the battle for freedom. It was not just a demonstration of what could be in the United States, but a demonstration of what every nation on the planet could experience. It set the tone for the century.

This week, Iowans received a wake-up call regarding how important it is that their candidate stands firmly on Democratic principles and at the very least supports President Joe Biden’s agenda. The demise of the Build Back Better bill, due to partisanship on the Republican side and a personal agenda of one Democrat, will leave many Iowans struggling without healthcare, without jobs, and without the ability to improve their own lives.

The nation cannot afford another Joe Manchin in the U.S. Senate.

It is sad to see how far this legislation could have moved the country and to watch it fail. This bill would have moved us in the direction that Iowa Democrats have been clamoring for. A direction that we have wanted to move toward but one that our candidates have been shy about supporting.

The federal government will stay open until at least February 18, after the U.S. House and Senate passed a continuing funding resolution on December 2. Only one House Republican crossed party lines to support the resolution, which mostly maintains spending levels agreed during the Trump administration. Iowa’s Representatives Ashley Hinson (IA-01), Mariannette Miller-Meeks (IA-02), and Randy Feenstra (IA-04) opposed the bill.

In the upper chamber, nineteen GOP senators joined Democrats to send the legislation to President Joe Biden. Notably, Iowa Senators Chuck Grassley and Joni Ernst voted against the bill, even though they had supported resolutions setting federal spending at these levels while Donald Trump was president.

U.S. Senator Chuck Grassley on December 2 blocked Senate debate on a bill that would require background checks on all firearms sales. Democratic Senator Chris Murphy of Connecticut requested unanimous consent to proceed with debating the bill, known as the Bipartisan Background Checks Act of 2021, following the latest horrific mass shooting at a school, which ended the lives of four Michigan high school students.

Everytown for Gun Safety explains that current federal law “requires a background check on a prospective gun buyer only when the seller is a licensed gun dealer, leaving all other sales—such as unlicensed gun sales negotiated over the internet—unregulated and with no background check required.” Under this proposal, “unlicensed sellers would meet their buyers at a licensed gun dealer, who would run a background check using exactly the same process already used for sales from their own inventory.”

Republicans talk a good game about running government like a business. But almost every U.S. House Republican balked when asked to punish conduct that would be a firing offense at just about any private company.

Like all but two of their GOP colleagues, Iowa’s Representatives Ashley Hinson (IA-01), Mariannette Miller-Meeks (IA-02), and Randy Feenstra (IA-04) voted against censuring Representative Paul Gosar of Arizona and removing him from the House Oversight and Natural Resources committees.

The state of Iowa will receive approximately $5 billion from the $1.2 trillion infrastructure bill headed to President Joe Biden’s desk, according to calculations published by U.S. Representative Cindy Axne (IA-03). Axne, the lone Democrat in Iowa’s Congressional delegation, was among the 215 Democrats and thirteen Republicans who approved the bill late in the evening on November 5. (Procedural matters earlier in the day led to the two longest votes in U.S. House history.)

Iowa’s three Republicans in the chamber—Representatives Ashley Hinson (IA-01), Mariannette Miller-Meeks (IA-02), and Randy Feenstra (IA-04)—opposed the infrastructure legislation.

When the Senate approved the same bill in August, Iowa’s Republicans landed on opposite sides, with Senator Chuck Grassley supporting the infrastructure package and Senator Joni Ernst voting against it.

HOW FUNDS WILL BE SPENT IN IOWA

The bill involves about $550 billion in spending not previously approved by Congress. Axne’s news release estimated Iowa’s share of several large pieces. Our state stands to receive:

In a rare gesture of bipartisanship on August 10, the U.S. Senate approved by 69 votes to 30 a bill that would spend $1.2 trillion on infrastructure projects. Iowa’s senior Senator Chuck Grassley was among nineteen Republicans who supported final passage of the Infrastructure Investment and Jobs Act, despite being unhappy with the amendment process. Senator Joni Ernst stuck with the majority of the GOP caucus in opposition; the no votes included potential 2024 presidential candidates Marco Rubio and Ted Cruz.

In a written statement enclosed in full below, Grassley said, “Iowa’s aging infrastructure risks slowing economic growth and eroding daily comfort and convenience. This bipartisan bill fixes potholes, rebuilds bridges, upgrades water systems and brings broadband to rural corners of our state. Investing in Iowa’s infrastructure will pay dividends for decades to come.” His news release highlighted reports showing Iowa has more structurally deficient bridges than any other state and many large roads in poor or fair condition.

Iowa’s Senators Chuck Grassley and Joni Ernst rarely land on opposite sides of any issue, but it happened on an important U.S. Senate floor vote on August 7. Iowa’s senior senator was among eighteen Republicans who joined Democrats on a procedural vote to advance a bipartisan infrastructure bill. Ernst was among the 27 Republicans who voted against the motion, which needed 60 votes to pass.

Grassley has not been among the 20 senators negotiating the bipartisan bill. He has spoken favorably of federal spending on projects like roads, bridges, airports, and broadband, but said this week “the big hold-up for me” on the infrastructure proposal is whether the “pay-for” provisions to cover the costs are real or just “gimmicks.”

A vote for the final version of this bill would be another data point suggesting Grassley intends to seek re-election in 2022.

State Senator Liz Mathis made it official on July 27: she’s seeking the Democratic nomination in Iowa’s first Congressional district.

Mathis told reporters six weeks ago that she was “seriously considering” the race, but it wasn’t hard to guess where she would land.

Candidates for federal offices are raising more money than ever, and that trend was noticeable in the second-quarter Federal Election Commission filings for Iowa’s four U.S. House incumbents. Most of them reported fundraising numbers that would have attracted national attention just a few cycles ago. Many large donors live outside Iowa, a sign that national committees are driving contributions to candidates perceived to be in competitive districts.

The cash on hand totals may seem daunting for challengers who recently launched their campaigns or are still considering it. On the other hand, war chests are less important than they used to be, given the massive growth in outside spending on battleground U.S. House races. A fundraising advantage for an incumbent in 2021 may not be a major factor by next summer.

With that caveat, let’s review where things stand for the three Republicans and one Democrat who represent Iowa in the lower chamber of Congress.

The U.S. House voted on June 29 to remove Confederate statues on public display at the Capitol and to replace a bust of Roger Taney with one of Thurgood Marshall. All 218 Democrats voted in favor, including Representative Cindy Axne (IA-03). Representative Ashley Hinson (IA-01) was among the 67 Republicans who also supported the bill. Representatives Mariannette Miller-Meeks (IA-02) and Randy Feenstra (IA-04) were among the 120 Republicans who voted against the legislation.

Feenstra’s predecessor Steve King opposed a similar bill in 2020; all three Democrats who represented Iowa in the House last year voted to replace the bust of Taney and Confederate statues.

As chief justice in 1857, Taney authored the Dred Scott decision, widely regarded as the worst ever U.S. Supreme Court ruling. Marshall litigated important civil rights cases and eventually became the first Black Supreme Court justice in 1967.

U.S. Representative Mariannette Miller-Meeks (R, IA-02) did not appeal the $500 fine she received last month for going without a mask in the U.S. House chamber, the House Ethics Committee announced on June 25. A letter and accompanying statement from the committee’s chair and ranking member upheld the fine, noting that Miller-Meeks had not filed an appeal within the time allowed under House rules.

Two other Republicans fined for the same reason did appeal, saying they were vaccinated and in compliance with U.S. Centers for Disease Control guidance. A majority of Ethics Committee members did not agree to those appeals. (Unlike most House committees, the ethics panel has equal representation for both parties.)

Under House rules adopted early this year, a second violation of the mask mandate would have incurred a $2,500 fine. However, Miller-Meeks won’t need to worry. Under guidance issued earlier this month, House members and staff who are fully vaccinated for COVID-19 are no longer subject to the mask mandate.

Democratic Representative Cindy Axne (IA-03) and Republican Representative Randy Feenstra (IA-04) voted on June 17 to repeal the 2002 authorization for the use of military force against Iraq. House members approved the legislation by 268 votes to 161, with 49 Republicans joining all but one Democrat to support the repeal.

Representatives Ashley Hinson (IA-01) and Mariannette Miller-Meeks (IA-02) were among the 160 Republicans to vote no.

None of Iowa’s representatives released a statement about this vote or mentioned it on their social media feeds. Bleeding Heartland sought comment from staff for all four members on the morning of June 18, but none replied. I will update this post as needed if anyone explains their reasons for voting yes or no on this effort to “rein in presidential war-making powers for the first time in a generation.” Jennifer Steinhauer reported for the New York Times,

Juneteenth National Independence Day is now a federal holiday, under legislation President Joe Biden signed today. The bill commemorating the end of slavery in Texas on June 19, 1865 moved through Congress at unusual speed so it could take effect in time for this weekend. Most federal government workers will have Friday the 18th off, since the new holiday falls on a Saturday.

The U.S. Senate approved the bill through unanimous consent on June 15. Iowa’s junior Senator Joni Ernst was one of the 60 co-sponsors (including eighteen Republicans) in the upper chamber. Senator Chuck Grassley didn’t co-sponsor the bill, but at least he didn’t object to its passage. He is one of only two currently serving senators who voted against establishing a holiday to honor the Reverend Dr. Martin Luther King, Jr. in 1983. (The other is Richard Shelby of Alabama.)

U.S. House members approved the Juneteenth bill on June 16 by 415 votes to 14 (roll call). All four representatives from Iowa voted yes, which probably would not have been the case if Steve King had fended off Randy Feenstra’s primary challenge last year.

Democratic State Senator Liz Mathis told Iowa news outlets on June 14 that she is “seriously considering” running for Congress next year and will announce her plans in late July.

Mathis won her first race in a 2011 special election for Iowa Senate district 34, covering much of the Cedar Rapids suburbs. She has since been re-elected three times. Republicans did not invest in Senate district 34 in 2012, made an unsuccessful play there in 2016, and opted not to field a candidate against Mathis in 2020.

My Democratic contacts in Linn County expect Mathis to run in the first Congressional district. I am inclined to agree. If she weren’t leaning toward running, she would probably not disclose her plans until after Iowa adopts new maps, which is unlikely to happen before September.

Mathis retired last month from Four Oaks, which provides services to children in the Cedar Rapids area. So she could devote full-time efforts to a Congressional campaign whenever the state legislature is not in session. Since her Iowa Senate term runs through 2024, she doesn’t need to give up her current office to compete for IA-01.

My Republican contacts expect U.S. Representative Ashley Hinson to run for U.S. Senate if Chuck Grassley retires. For the purposes of this post, I’m assuming Grassley will seek an eighth term, and Hinson will seek re-election in IA-01.

Every U.S. Senate Republican, including Iowa’s Senators Joni Ernst and Chuck Grassley, blocked debate last week on a bill designed “to provide more effective remedies to victims of discrimination in the payment of wages on the basis of sex.”

Like most Senate actions, a motion to proceed with debate on a bill requires at least 60 votes to pass. The 49 to 50 party-line vote on June 8 was Republicans’ second formal use of a filibuster this year. The first blocked a bill authorizing a bipartisan investigation of the January 6 attack on the Capitol.

The Paycheck Fairness Act “has been on the Democratic wish list since 1997,” Jonathan Weisman reported for the New York Times. When Democrats controlled the U.S. House, they approved similar legislation in 2008, 2009, and 2019.

For nearly 60 years, federal law has banned employers from paying men and women differently for “substantially equal jobs.” But the Equal Pay Act of 1963 has failed to adequately address gender-based wage discrimination. A 2019 study found “Women’s median earnings are lower than men’s in nearly all occupations.”

U.S. Senators Joni Ernst and Chuck Grassley were part of bipartisan majorities that confirmed President Joe Biden’s first three judicial nominees this week. But the senators are likely to oppose Biden’s picks for judgeships higher than the District Court level.

From the earliest Memorial Day observances organized by freed slaves following the Civil War, this holiday has focused on remembering military service members who died in wars. More than 26,700 Iowans have died in wartime service, with the Civil War accounting for nearly half of the fatalities.

Far too many Americans with military backgrounds die by their own hands. Hundreds of active-duty troops and more than 6,000 veterans take their own lives every year. That death toll exceeds the total U.S. military fatalities in Iraq from 2003 to 2020.

Iowa’s members of Congress have tried again this spring to improve mental health services for veterans. Unlike in previous years, legislation named after Sergeant Brandon Ketchum made it through the U.S. House and now awaits action in the Senate.

U.S. Senators Joni Ernst and Chuck Grassley were among the 35 Republicans who voted on May 28 to block debate on a bill to form a bipartisan commission to investigate the January 6 attack on the Capitol. Since Senate rules require 60 votes for most motions, the 48 Democrats and six Republicans who supported the measure were unable to proceed to debate–even though they made up 61 percent of those present and voting.

Technically, today’s action was the first filibuster Republicans have executed since Democrats took control of the Senate following the January runoff elections in Georgia. However, GOP senators have prevented many other bills from coming to the floor by making clear they would filibuster.

In a written statement enclosed in full below, Grassley said the January 6 events are already being investigated, while Congress has ignored the “broader picture” of riots occurring elsewhere in the U.S. over the past year. (Protests that occurred in various cities last summer are hardly equivalent to an assault instigated by the president with the goal of disrupting the peaceful transfer of power.)

Earlier this week, Grassley told a Bloomberg News reporter he would support a January 6 commission more like the 9/11 commission “because that was a bipartisan commission chaired by people outside the Congress”–which is what the House-approved bill would create.

Ernst has not released a statement on today’s vote, but I will update this post as needed. She told Capitol Hill reporters on May 19 that the commission would not be balanced (despite equal representation for both parties), because of disparities in staffing and salaries. Ernst added, “Here we are five months later. What is the point? It’s turning into a political exercise.”

U.S. Representative Ashley Hinson (IA-01) supported legislation early this year to create an independent commission to investigate the attack on the U.S. Capitol, but voted against a similar bill this week.

Arthur Delaney reported for the Huffington Post on the “big flip-flop” by sixteen House Republicans. Congressional records show Hinson was an original co-sponsor of the bill GOP Representative Rodney Davis introduced on January 12. Delaney explained,

The three Republicans now representing Iowa in the U.S. House rarely land on opposite sides in a floor vote. But Representative Mariannette Miller-Meeks (IA-02) parted ways with most of her GOP colleagues in March by voting to reauthorize the Violence Against Women Act.

That wasn’t an isolated incident. Miller-Meeks joined Democrats in two more closely watched House votes on May 19, while Representatives Ashley Hinson (IA-01) and Randy Feenstra (IA-04) stuck with the majority of the Republican caucus.

U.S. Representative Mariannette Miller-Meeks is among three Republicans who will be fined $500 for violating the mask mandate on the House floor, Congressional correspondents reported on May 18. Seven more House Republicans received warnings for breaking the same rule. The mask refusers include some on the far-right wing of the GOP caucus: Marjorie Taylor Greene, Lauren Boebert, Thomas Massie, Chip Roy, and Louie Gohmert.

Under House rules, $500 will be deducted from members’ salaries for a first violation of the mask requirement. A second offense will bring a $2,500 fine.

Miller-Meeks declared on May 14 that the House should set “an example for the rest of the country,” following updated guidance from the U.S. Centers for Disease Control saying fully vaccinated people could safely forgo face coverings in most situations.

Regardless of the outcome of the unionization campaign in Bessemer, Alabama, the efforts of workers there have delivered a powerful message to the nation.

Enacted 86 years ago, the National Labor Relations Act sent an equally powerful message to companies large and small: that workers have inalienable rights of free speech, legally protected concerted activity for economic improvements, and the right to form, join, and assist a union of their choosing.

U.S. Senator Joni Ernst has voted against confirming twelve of President Joe Biden’s cabinet appointees, a majority of the 23 cabinet officials who are subject to Senate confirmation. Senators have confirmed 21 cabinet members; Eric Lander is awaiting a vote as director of the Office of Science and Technology Policy, and the president has yet to announce a replacement for Neera Tanden, who withdrew her nomination to lead the Office of Management and Budget.

Only ten of the 50 Republican senators have voted against more of Biden’s appointees than Ernst: Josh Hawley, Ted Cruz, Rick Scott, Tom Cotton, Tommy Tuberville, Bill Hagerty, Rand Paul, Richard Shelby, Marsha Blackburn, and Tim Scott.

With Steve King no longer serving in Congress, I rarely find an Iowan’s name on a short list of U.S. House Republicans doing something outrageous–like the twelve who voted this week against awarding Congressional Gold Medals to the Capitol Police, the D.C. police, and the Smithsonian Institution for their work on January 6.

But Representative Randy Feenstra, who defeated King in last year’s fourth district GOP primary, has quietly signed on to a Republican project that is just as offensive to democracy.

During their six years serving together in Congress, Iowa’s two Republican U.S. senators have rarely differed on matters that came to the Senate floor. But seven weeks into Joe Biden’s presidency, a pattern is emerging: Senator Joni Ernst is more inclined to reject the new president’s nominees than is her senior colleague Chuck Grassley.

In most cases, Ernst has not released any statement explaining her confirmation votes. Her staff have not responded to Bleeding Heartland’s inquiries about why she opposed specific nominees or her general approach to evaluating prospective cabinet members.

U.S. Senator Joni Ernst has voted against seven of President Joe Biden’s nominees so far: Director of National Intelligence Avril Haines, Secretary of State Antony Blinken, Homeland Security Secretary Alejandro Mayorkas, United Nations Representative Linda Thomas-Greenfield, Veterans Affairs Secretary Denis McDonough, Energy Secretary Jennifer Granholm, and Education Secretary Miguel Cardona.

This week the junior Iowa senator announced her opposition to another Biden pick: Colin Kahl for undersecretary of defense for policy. Kahl’s more than qualified for the position. The sticking point for Ernst and many of her Republican colleagues was a surprising one for anyone familiar with former President Donald Trump’s social media presence.

The race in Iowa’s second Congressional district, the closest U.S. House election since 1984, isn’t over just yet.

On December 22, Democratic candidate Rita Hart filed a “notice of contest” in the House, officially challenging the six-vote margin that separates her from Republican Mariannette Miller-Meeks. Now, the issue goes to the House Administration Committee, which recently agreed on rules to hear the case. Should it agree to investigate further, the winner could be decided by a majority vote in the House.

Hart’s bid is a long-shot. In the last 107 elections to be contested under the Federal Contested Elections Act, 104 failed. However, other circumstances favor Hart: Democrats control the chamber (221 to 211) and have already taken the unprecedented step of expelling Republican Marjorie Taylor Greene from her two committees. Plus, the Hart campaign has credible evidence that the initial vote-counting and subsequent recounting were flawed.

“No person should be discriminated against, no person should be bullied because of who they are, and no person should be discriminated against in the workplace, for any reason,” Republican Congressional candidate Ashley Hinson told an eastern Iowa magazine geared toward LGBTQ readers last fall.

Hinson had a chance to put her stated beliefs into action on February 25, when the U.S. House considered the Equality Act. The bill would ban discrimination on the basis of sexual orientation or gender identity in the areas of employment, education, housing, public accommodations, jury service, and access to credit or federal funding. But the new member of Congress from Iowa’s first district voted against it, as did all but three House Republicans (roll call).

Representative Cindy Axne, the lone Democrat in Iowa’s Congressional delegation, co-sponsored the Equality Act and was part of the 224 to 206 majority that approved it.

Governor Kim Reynolds and 21 of her Republican counterparts complained on February 27 that the latest Democratic COVID-19 relief package “punishes” their states.

It’s a strange take on a bill that would provide $350 billion to state and local governments across the country, including more than $2.5 billion to Iowa. In contrast, a smaller coronavirus response proposal from Republican members of Congress would allocate zero new dollars to state and local governments.

Politicians love farmers. Every caucus season they prove it: they throw a foot up on a hay bale and stump to a crowd at the Iowa State Fair, shove a pork chop into their mouth, use the term “heartland” and “kitchen table” a minimum of 400 times.

Vice President Mike Pence and the Iowa GOP love farmers so much that he came to town just after the August 2020 derecho to launch the Farmers and Ranchers for Trump Coalition. Senator Joni Ernst and Governor Kim Reynolds took time out of their disaster recovery schedule to accompany Pence to Living History [not a real] Farms. Pence didn’t visit a single farm, but he found time to host an exclusive fundraiser in Urbandale before flying away home.

U.S. Representative Randy Feenstra (IA-04) also loves farmers a lot. He introduced an amendment to allocate more aid to Iowans impacted by the derecho last year during a House Agriculture Committee markup of the proposed $1.9 trillion COVID-19 relief bill. Feenstra’s amendment passed by a single vote.

That vote came from Representative Cindy Axne (IA-03), the lone Democrat to cross the aisle.

On February 16, organizational and community leaders called on U.S. Representative Ashley Hinson to stand up for Iowans when it comes to pandemic relief legislation.

Iowans have been struggling for the past year dealing with the lack of response and urgency to the COVID-19 crisis. Whether it is the need for state and local aid to keep government staffing and services available to the public in this uncertain time, funding for vaccines and vaccine distribution, the need for loans and other financial assistance to the small business that are giving it their all just to hold on, or the moral imperative that the passage of the coronavirus relief bill would provide to the many Iowans who have lost their jobs, their health insurance, and are just barely scraping by each month – we need Hinson to vote in favor of President Joe Biden’s COVID relief plan.

Seven U.S. Senate Republicans joined all 50 members of the Democratic caucus in voting on February 13 to convict former President Trump on the sole count of incitement of insurrection. Although the number who voted guilty fell ten short of the 67 needed to disqualify Trump from holding any future office, it was the most bipartisan Senate vote on impeachment in U.S. history.

As the Republican Party struggles with how to handle Donald Trump in his post-presidency, it may do well to remember the fable of the scorpion and the frog.

Never underestimate the value of capable Congressional staffers, or of senators who can spot an opportunity.

The U.S. Senate voted on dozens of amendments during a marathon session starting on February 4 before passing the fiscal year 2021 budget resolution at 5:23 am the next day.

The “vote-a-rama” is “the price the majority party pays to approve a budget resolution,” Jennifer Scholtes and Caitlin Emma explained in Politico. The budget reconciliation process allows the Senate majority to move an important bill, like the next COVID-19 relief package, with only 51 votes, rather than the 60 votes needed to overcome a filibuster. On the other hand, senators in the minority can use the unlimited amendment process “to set up inconvenient or embarrassing show votes that might come back to haunt members of the majority during a reelection campaign,” in Ed Kilgore’s words.

Iowa’s Senator Joni Ernst prepared for this battle and got one of the roll calls she wanted. All but two members of the Democratic caucus opposed her language on immigration law enforcement, prompting Ernst to declare in a news release, “Majority of Democrats Side With Violent Illegal Criminals.”

However, she failed to force Democrats into a corner over what her staff called “blocking a drastic federal minimum wage hike during a pandemic.”
