Silly me. I thought I had been paying attention to the issues about which Iowans feel strongly.

You know, things like inflation, taxes, government spending, the war in Ukraine, a new farm bill, water quality, immigration, the federal debt. Those sorts of issues.

But I have spaced off a vital issue in the minds of some in Congress—an issue that apparently has been flying under the radar of Iowans. That issue is aliens from another world.

While Joe and Jane Iowan were fretting last week about drought and the effect of oppressive heat on crops, livestock, and humans, some members of the U.S. House of Representatives gathered in a hearing room on Capitol Hill.

“Strong Island Hawk” is an Iowa Democrat and political researcher based in Des Moines. Prior to moving to Iowa, he lived in Washington, DC where he worked for one of the nation’s top public interest groups. In Iowa, he has worked and volunteered on U.S. Representative Cindy Axne’s 2018 campaign and Senator Elizabeth Warren’s 2020 caucus team. 

During the tenure of arguably the most corrupt president in our nation’s history, U.S. Senator Chuck Grassley, an avowed champion of oversight and “patron saint of whistleblowers” was curiously quiet and not particularly busy. He showed little interest in literally dozens of Trump administration scandals for which there was plenty of evidence.

But in his eighth term, at the age of 89, Senator Grassley has fashioned himself as not just an oversight advocate but an ethics crusader. His target? President Joe Biden. 

It’s somewhat embarrassing that Grassley, an old-school pol from a moderate state, is engaging in this type of raw politics. It’s also embarrassing that the oldest and most experienced Republican in all of Congress is acting as foolishly as hotheaded neophytes Marjorie Taylor Greene or Lauren Boebert.

The United States avoided a doomsday scenario for the economy this week, when both chambers of Congress approved a deal to prevent a default on the country’s debts in exchange for future spending cuts. Iowa’s entire Congressional delegation supported the legislation, marking the first time in decades that every member of the U.S. House and Senate from this state had voted to raise or suspend the debt ceiling.

The vote was also noteworthy for Senators Chuck Grassley and Joni Ernst, who were part of the 63-36 majority that sent the bill to President Joe Biden. Bleeding Heartland’s review of 45 years of Congressional records showed Grassley had backed a debt ceiling bill under a Democratic president only once, and Ernst had never done so.

Iowa’s four U.S. House members avoided public comment for days after President Joe Biden and House Speaker Kevin McCarthy agreed on a deal to suspend the debt ceiling until January 2025, in exchange for some federal budget cuts and other policy changes.

But they all fell in line on May 31. Representatives Mariannette Miller-Meeks (IA-01), Ashley Hinson (IA-02), Zach Nunn (IA-03), and Randy Feenstra (IA-04) voted with GOP leadership and the majority of their caucus for the Fiscal Responsibility Act of 2023.

Iowa’s four U.S. House members stuck with the Republican majority by voting on May 17 to refer a motion to expel U.S. Representative George Santos to the House Ethics Committee. The House had already referred the motion to that committee in February. But after the U.S. Department of Justice indicted Santos on thirteen felony counts including fraudulent campaign contributions and unemployment insurance fraud, Democratic Representative Robert Garcia used a House rule to force a floor vote on the motion.

A two-thirds vote would have been needed to expel Santos. House members approved the referral instead along party lines, 221 to 204.

Three of Iowa’s four U.S. House Republicans submitted the maximum number of fifteen earmark requests for federal funding in fiscal year 2024, which begins on October 1.

U.S. Representatives Mariannette Miller-Meeks (IA-01), Ashley Hinson (IA-02), and Zach Nunn (IA-03) were among the numerous House Republicans who asked for “Community Project Funding,” which Congress directs in several dozen areas of the federal budget. Iowa Capital Dispatch reported on May 14, “The sum of Nunn’s requests is the highest, at $41.25 million. Miller-Meeks is second with $40.15 million, while Hinson requested $37.06 million.”

For the third straight year, Representative Randy Feenstra (IA-04) declined to submit any earmark requests. As Bleeding Heartland previously discussed, Feenstra’s staff has said the Republicans “believes it is time for Congress to restore fiscal stability and balance our budget.” But earmarked projects come out of funds the federal government will spend regardless. So when a member makes no requests, that person’s district loses its chance to receive a share of money that has already been allocated for earmarks.

Thanks to transparency rules established in 2021, the funding requests submitted by Miller-Meeks, Hinson, and Nunn are available online. Once the 2024 budget has been finalized, Bleeding Heartland will report on which projects received funding for the coming fiscal year.

The Iowa Capital Dispatch article by Ashley Murray and Ariana Figueroa highlighted an apparent contradiction: many House Republicans who have demanded steep cuts across the federal budget have asked for millions of dollars to support projects in their own districts. That has long been the case with earmarks: one person’s valuable community investment can be portrayed as wasteful pork in someone else’s district.

All four Iowans in the U.S. House voted on April 26 for a plan to raise the debt ceiling by $1.5 trillion for the coming year, in exchange for “aggressive caps on federal spending” over the next decade.

The House approved the Limit, Save, Grow Act of 2023 by 217 votes to 215, meaning House Speaker Kevin McCarthy had no votes to spare.

The speaker secured passage of his bill by making concessions on biofuels subsidies on the eve of the vote. McCarthy had previously indicated he was not open to altering the bill, but a group of Republicans from the Midwest—including Iowa’s Representatives Mariannette Miller-Meeks (IA-01), Ashley Hinson (IA-02), Zach Nunn (IA-03), and Randy Feenstra (IA-04)—insisted on changes.

Two of Iowa’s four U.S. House districts are among the 31 top targets for the Democratic Congressional Campaign Committee next cycle.

On April 3, Sahil Kapur of NBC News was first to publish the Democratic target list. It includes Iowa’s first and third districts, now represented by Mariannette Miller-Meeks and Zach Nunn.

Democratic Congressional Campaign Committee executive director Julie Merz told NBC that Democrats will present their candidates “as ‘team normal’ against a chaotic band of “MAGA extremists” they say have taken over the House Republican conference.”

U.S. Senator Joni Ernst is the lead sponsor of a bill that would block a new Pentagon policy designed to expand service members’ access to abortion care.

The Defense Department has long covered abortions if the pregnancy resulted from rape or incest, or if continuing the pregnancy would endanger the mother’s life. The policy announced last month affects “non-covered” reproductive care, including abortion and various fertility treatments. Haley Britzky and Oren Liebermann reported for CNN on February 16,

Refusing to raise the debt ceiling is like running up your credit card and punishing yourself by refusing to pay the bill.  It ruins your credit score and costs more in the long run. Raising the debt ceiling does not authorize new spending, it authorizes borrowing to pay bills already incurred. Paying bills are obligations not negotiations.

MAGA Republicans want to use the debt ceiling fight to force cuts in future unnamed programs. What they want to cut isn’t exactly secret; we have seen and rejected, most of their proposals before.

Fresh off his assignment to the House Agriculture Committee, U.S. Representative Zach Nunn revealed a fundamental misunderstanding of who benefits from federal food assistance programs.

Although the first-term Republican told an interviewer that nutritional assistance goes “largely to blue state communities,” one federal food program alone serves nearly 10 percent of Nunn’s constituents in Iowa’s third Congressional district.

Iowa’s four U.S. House members received good news on January 11, when the House Republican Steering Committee agreed on assignments to the chamber’s most influential committees.

The U.S. House spent most of last week mired in the longest-running attempt to elect a speaker since before the Civil War. Iowa’s four Republicans stood behind their caucus leader Kevin McCarthy from the first ballot on January 3 to the fifteenth ballot after midnight on January 7.

Iowa’s House delegation lacks any long-serving members; three are beginning their second terms, and Representative Zach Nunn was elected for the first time in 2022.

As House members receive committee assignments later this month, where the Iowans land could signal how much influence they have with GOP leadership.

Traditionally, members of Congress who publicly oppose their party’s leader are punished. But McCarthy’s team made so many concessions in search of votes for speaker that several Republican holdouts could be rewarded with prime committee assignments—arguably at the expense of those who were loyal to McCarthy throughout.

As the new Congress began its work on January 3, U.S. Senator Joni Ernst moved up a notch on the Senate Republican leadership team.

Ernst had held the fifth-ranking leadership position, Senate Republican Conference vice chair, for the last four years. She now serves as chair of the Senate Republican Policy Committee, the fourth-ranking position for the minority caucus. Her predecessor, Senator Roy Blunt of Missouri, opted not to seek re-election in 2022.

“[I]t is time for the House to end the mask mandate for fully vaccinated members and bring an end [to] proxy voting,” U.S. Representative Mariannette Miller-Meeks tweeted in May 2021.

“Now that we are lifting the requirement for fully vaccinated individuals to wear masks, we should bring an end to proxy voting and return in-person work!” the Republican representing Iowa’s second district tweeted in June 2021.

“It’s time for the House to follow the science, lift the mask mandate in chamber, end proxy voting, and return to normal,” Miller-Meeks tweeted in February 2022.

Yet over the past two years Miller-Meeks signed five letters designating Republican colleagues to cast votes on her behalf. Most recently, she used a proxy for the final House floor votes of the year, recorded late last week.

The omnibus budget bill Congress just approved will fund dozens of infrastructure projects or services in Iowa during the current fiscal year, which ends on September 30, 2023.

But none of those earmarks (totaling tens of millions of dollars) will benefit communities or facilities in the fourth Congressional district. That’s because for the second year in a row, U.S. Representative Randy Feenstra declined to ask for specific projects to be included in the federal budget.

U.S. Representative Ashley Hinson is at it again.

In January 2022, the Republican made news in Iowa and nationally when she took credit for “game-changing” projects in her district, despite having voted against the infrastructure bill that made them possible.

Hinson is closing out the year by bashing the “wasteful spending” in an omnibus budget bill, while boasting about her success in “securing investments for Iowa” through the same legislation.

The U.S. Senate completed its work for the year on December 22, when senators approved an omnibus bill to fund the federal government through the end of the current fiscal year on September 30, 2023.

The bill allocates $1.7 trillion in federal government spending ($858 billion for the military, and $772 billion in non-defense spending). The Washington Post broke down the funding by appropriations area.

The legislation also provides $44.9 billion more in aid to Ukraine, and $40.6 billion for disaster aid. It changes some Medicaid rules, which will preserve coverage for many new mothers and children. It also includes some policies not related to federal spending, such as reforms to the Electoral Count Act, workplace protections for pregnant or breastfeeding employees, and a ban on installing TikTok on government-owned devices.

Eighteen Republicans joined the whole Democratic caucus to pass the omnibus bill. Iowa’s Senators Chuck Grassley and Joni Ernst were among the 29 Republicans who opposed the bill on final passage (roll call). But they supported some amendments added to the bill on December 22, as well as several GOP proposals that failed to pass.

Every member of Congress from Iowa voted this week to force a five-year contract on the freight rail industry, as President Joe Biden had requested to avert a possible strike on December 9. It was the first time since the 1990s that Congress exercised its power to intervene in national rail disputes.

Four unions representing tens of thousands of rail workers had rejected the tentative agreement, which U.S. Labor Secretary Marty Walsh helped negotiate in September. The main sticking point was the lack of paid sick leave. Instead,

The deal gave workers a 24% raise over five years, an additional personal day and caps on health care costs. It also includes some modifications to the railroads’ strict attendance policies, allowing workers to attend to medical needs without facing penalties for missing work.

Iowa’s U.S. Senator Joni Ernst was among twelve Republicans who helped Democrats pass the Respect for Marriage Act on November 29. Her vote reflected both a personal evolution and a smart political calculation.

The bill would repeal the federal Defense of Marriage Act, which banned same-sex marriages when it was enacted in 1996. It would also “require the federal government to recognize a marriage between two individuals if the marriage was valid in the state where it was performed.” Finally, although the bill would not require states to issue marriage licenses to same-sex couples, it would require states to give marriages performed elsewhere “full faith and credit, regardless of the couple’s sex, race, ethnicity, or national origin.”

Senate rules require at least 60 votes to overcome a filibuster by the minority party, and the vote on final passage was 61-36 (roll call). Iowa’s Senator Chuck Grassley was one of the 36 Republicans who opposed the bill.

The U.S. Senate is on track to pass legislation protecting same-sex marriage rights, after twelve Republicans (including Senator Joni Ernst) joined all Democrats in voting to proceed with debating the bill on November 16.

Senator Chuck Grassley was among the 37 Republicans who voted to block the bill. In a written statement, he claimed the legislation would “put people with certain sincere religious beliefs at greater legal risk,” even though a bipartisan amendment addressed concerns of religious organizations well enough to satisfy the Mormon Church.

Grassley also portrayed himself as supporting marriage equality: “Of course I believe that all married couples should be able to continue to benefit from the same federal rights and privileges that Barbara and I have enjoyed for 68 years – regardless of their race or sexual orientation.”

That’s not what he said when the U.S. Supreme Court struck down state bans on same-sex marriage, or when the Iowa Supreme Court struck down our state’s Defense of Marriage Act.

Republican members of the U.S. House and Senate introduced companion bills this week that would ban abortion nationally after 15 weeks, with few exceptions.

The three Republicans representing Iowa in the lower chamber—Ashley Hinson (IA-01), Mariannette Miller-Meeks (IA-02), and Randy Feenstra (IA-04)—all co-sponsored the national abortion ban on the day the bill was introduced.

U.S. Senators Chuck Grassley and Joni Ernst dodged questions about whether they would support their colleague’s bill. And leading Iowa news organizations gave them exactly the coverage they wanted.

U.S. Representative Mariannette Miller-Meeks spent more than $63,000 from her office budget to pay for radio advertising highlighting top campaign issues for House Republicans. The expenditures, using the “franking privilege” available to all members of Congress, were legal during the five weeks Miller-Weeks bought the ads, taking advantage of a little-noticed provision allowing such taxpayer-funded media promotions.  

Bleeding Heartland’s review of Iowa radio station political files, archived on the Federal Communications Commission’s website, showed Miller-Meeks used franking funds to place 60-second commercials on at least eight Iowa radio stations in August or September.

Staff for Miller-Meeks did not reply to inquiries about the advertising campaign, which marked a departure from how the Republican allocated her office budget during her first year and a half in Congress.

Every Iowa candidate seeking a statewide or federal office has agreed to at least one televised debate, with one exception: U.S. Representative Randy Feenstra. The Republican running for a second term in Iowa’s fourth Congressional district rejected an invitation from Iowa PBS without explanation. As a result, “Iowa Press” will interview Feenstra’s Democratic challenger Ryan Melton during the September 23 program, which had been set aside for the IA-04 debate.

Feenstra already backed out of a joint forum planned for the Clay County fair. According to Melton, the only joint appearance the incumbent agreed to was an event the Iowa Corn Growers Association hosted last week, which was not a debate and not open to the public.

U.S. Senate Democrats passed their omnibus Inflation Reduction Act on August 7 by 51 votes to 50, with Vice President Kamala Harris casting the tie-breaking vote. They did so under so-called “reconciliation” rules, which require only a simple majority to pass bills related to appropriations, rather than the usual filibuster-blocking 60-vote margin.

The bill then went to the House, where Democrats approved it on a party-line 220 to 207 vote on August 12. President Joe Biden is expected to sign the bill this week.

The measure contains a number of provisions dear to the hearts of Democrats and many moderates: empowering Medicare to negotiate prices for several key drugs, capping Medicare recipients’ out-of-pocket costs at $2,000 a year, climate control incentives, extension of federal health care subsidies, a 15 percent minimum tax for most corporations whose profits exceed $1 billion a year, and other long-sought goodies.

By raising more money than the act will spend over a 10-year period, it will also enable the government to pay down some of the national debt by several hundred billion dollars. That hasn’t happened for the past 25 years.

A section of the act that particularly irritates Congressional Republicans – and many of their well-heeled donors – increases the funding of the Internal Revenue Service (IRS) by $80 billion over the next 10 years. A little more than half of that increase will go to hire thousands of new agents to audit tax returns.

Meaningful Congressional action on climate change seemed doomed in the 50-50 U.S. Senate after Democratic Senator Joe Manchin of West Virginia tanked President Joe Biden’s Build Back Better proposal earlier this year. But on August 7, Vice President Kamala Harris cast the tie-breaking 51st vote to approve the Inflation Reduction Act of 2022. All Republicans, including Iowa’s Senators Joni Ernst and Chuck Grassley, voted against final passage.

Assuming the U.S. House approves the bill (a vote is scheduled for August 12), Biden is poised to sign into law “the single biggest climate investment in U.S. history, by far.” In addition to significant changes to the tax system and health care policy, the massive package includes $369 billion in spending aimed at reducing greenhouse gas emissions and promoting clean energy.

According to summaries of the bill’s energy and climate provisions, enclosed in full below, the bill could help reduce greenhouse gas emissions to 40 percent below 2005 levels by 2030. However, the bill’s incentives for the fossil fuels industry—which were necessary to get Manchin on board—are troubling for many environmental advocates.

When the U.S. House approved a bill in July to protect Americans’ access to birth control, 195 Republicans voted no. Those House members, including Iowa’s Representatives Ashley Hinson, Mariannette Miller-Meeks, and Randy Feenstra, opposed codifying not only my right to access family planning, but also my health care.

U.S. Senator Joni Ernst has blocked a Democratic bill that would provide a federal guarantee of contraception rights.

Democrats sought to pass the bill, which cleared the U.S. House mostly along party lines, via unanimous consent during Senate floor debate on July 27.

Ernst rose to object and advocated for a measure that would speed up an over-the-counter designation for oral contraception pills. The bill is a companion to a bill that U.S. Representative Ashley Hinson introduced in the House last week. Representative Mariannette Miller-Meeks and Senator Chuck Grassley are co-sponsoring the measure.

All three U.S. House Republicans from Iowa voted this week against a bill that would provide a federal guarantee of access to contraception.

But if Iowans encounter any mainstream news coverage of the issue, they may come away with the mistaken impression that GOP Representatives Ashley Hinson and Mariannette Miller-Meeks took a stand for contraception access.

The episode illustrates an ongoing problem in the Iowa media landscape: members of Congress have great influence over how their work is covered.

Senator Chuck Grassley has not been following the work of the House Select Committee investigating the events of January 6, 2021, he told Dr. Bob Leonard of KNIA-KRLS Radio this week.

He should have watched the televised hearings on June 23. The focus was how President Donald Trump tried to use the U.S. Department of Justice to help him subvert the peaceful transfer of power after the 2020 election. The key elements of that conspiracy have been known since the Senate Judiciary Committee investigated that angle last year. But witnesses and exhibits provided many new details.

The testimony from former administration officials and Trump attorneys obliterated the alternate reality Grassley promoted last year, in which the president “did not exert improper influence on the Justice Department.”

U.S. Senator Joni Ernst was among fifteen Republicans who joined the entire Democratic caucus on June 23 to advance a package designed to reduce gun violence.

Senator Chuck Grassley and 33 other GOP senators opposed the cloture motion to end debate (roll call), which under Senate rules needed 60 votes to pass.

Neither Ernst nor Grassley has released a statement on today’s vote or mentioned it on their social media feeds.

Ten Democratic and ten Republican U.S. senators have agreed to a framework for bipartisan legislation on gun violence, they announced in a June 12 news release.

Iowa’s Senators Chuck Grassley and Joni Ernst are not part of the negotiating group.

U.S. Senator Joni Ernst has said little publicly about abortion since Politico published a draft opinion indicating that the U.S. Supreme Court is poised to overturn the Roe v Wade and Casey precedents. The topic wasn’t mentioned in any of the seven press releases her office has published since the news broke on May 2.

Speaking to the conservative network Newsmax the morning after Politico published the draft opinion, Ernst and her interviewer focused on the leak (which the senator described as “absolutely abhorrent”). They did not discuss how Republicans in Congress would respond to a decision sweeping away rights women have enjoyed for nearly five decades.

But according to an article by a well-sourced reporter, Ernst has been part of closed-door talks on the best way to ban abortion nationwide.

The U.S. Senate made history on April 7 by confirming the first Black woman to the U.S. Supreme Court, with the country’s first Black vice president presiding. Three Republicans joined all 50 members of the Senate Democratic caucus to confirm Appeals Court Judge Ketanji Brown Jackson, prompting loud applause in the chamber.

There was never any doubt that Iowa’s two Republicans would vote against this confirmation. However, Senators Chuck Grassley and Joni Ernst laid out their reasons for opposing Judge Brown Jackson only this week.

President Joe Biden has signed into law a $1.5 trillion omnibus spending bill, which funds the federal government through September 30. The president’s action on March 15 ends a cycle of short-term continuing spending resolutions that kept the government operating on spending levels approved during Donald Trump’s administration.

The enormous package combines twelve appropriations bills covering portions of the federal government, as well as an additional $13.6 billion in aid to Ukraine and several unrelated pieces of legislation. One of those reauthorized the Violence Against Women Act through 2027, a task that had remained unfinished for years. Congress last reauthorized the 1994 legislation addressing violence against women in 2013, and that authorization expired in 2019.

Iowa’s Senator Joni Ernst was a key negotiator of the final deal on the Violence Against Women Act and celebrated its passage this week.

Iowa’s four U.S. House members all entered the election year with substantially more cash on hand than their opponents, the latest quarterly filings with the Federal Election Commission show.

However, Democratic challengers in the first and second districts are raising enough money to fund strong general election campaigns.

A one-time Democratic candidate to represent Iowa in the U.S. Senate was only half right when he expressed concern in 2014 that Senator Chuck Grassley might be a threat to our nation’s judiciary.

The comment is relevant today because Grassley still serves on the Senate Judiciary Committee, as the panel’s ranking Republican. He will set the tone for how Republicans respond to President Joe Biden’s nomination of the first Black woman to serve on the U.S. Supreme Court.

Iowa politics watchers and national forecasters agree that the third Congressional district is the only toss-up race among Iowa’s 2022 federal elections. Two-term Democratic incumbent Cindy Axne will face the winner of a three-way GOP primary.

The latest Federal Election Commission filings paint a confusing picture of the Republican race, rather than a clear path for the establishment favorite, State Senator Zach Nunn.

Article One, Section 5 of the U.S. Constitution, gives each legislative body the right to develop its own rules for conducting business. The U.S. Senate currently has 44 rules addressing the expected structure of a legislative day such as the order of business, quorum, and voting procedures. They also open the door for partisan influence on the business of our government and perpetuate a power structure that perpetuates power within the two-party system.

Because of this structure, progressives, and those who cannot bear to align within this narrow illusion of choice, have often been forced to find unique niches in which to attempt to exert influence.
