Last week, Alliant Energy announced the retirement of its coal-fired Lansing Generating Station in 2022 and conversion of the coal-fired Burlington Generating Station to natural gas in 2021. One interesting fact about Iowa: we were first to develop the electric car, more than a century ago. William Morrison of Des Moines invented the first electric car in the United States in 1890. That vehicle was a six-passenger carriage capable of reaching speeds of 14 mph.

The electric vehicle is older than U.S. Senator Chuck Grassley, and Iowa’s electric vehicles would do a lot better if Grassley hadn’t abandoned Iowa’s renewable energy economy. Once a champion of renewable energy, Grassley is now the adversary to almost all renewable resources.

Election day losses weren’t a failure of rural volunteers, candidates, or voters. In rural Iowa, our folks are exhausted and demoralized after what should have been an incredible caucus year.

What’s it going to take for the the party bosses in Des Moines and D.C. to recognize that talent here and seriously support it? After multiple election cycles, it should be crystal clear that there is no path to victory for Iowa Democrats without rural communities.

No matter how this election turns out, two things are certain:

1. Polling remains hopelessly flawed. The “Bradley effect” took hold once again, as it did in 2016. The theory is named after former Los Angeles Mayor Tom Bradley, who lost the California governor’s race in 1982 despite hugely favorable pre-Election Day polling numbers. Reason: people tell pollsters what they want to hear instead of the perhaps socially unacceptable truth — like they beat their wives, smoke cigarettes or intend to vote for Donald Trump. And pollsters have never been able to account for that.

Bleeding Heartland will analyze the Iowa election results from many perspectives in the coming weeks. For now, let’s review the big picture: just like in 2016, the outcome was more devastating than any Democrat’s worst nightmare.

Turnout set a new record: Iowans cast at least 1,697,102 ballots, roughly 107,000 more than the high water mark of 1,589,951 people voting in the 2012 presidential election.

But as we learned in November 2018, high turnout doesn’t only help Democrats.

Iowa Supreme Court Justice Matthew McDermott declined to comment on whether he would recuse himself from post-election litigation involving Republican candidates or party organizations, judicial branch communications director Steve Davis told Bleeding Heartland on November 2.

McDermott should decline to hear such cases, in light of his past legal work for Republican entities and U.S. Senator Joni Ernst.

When deadline nears for sports columnists and they don’t have a clue what to write coherently about, many resort to “three-dot” columns, emptying their notebooks and typing whatever comes to mind, separated by three dots: “Iowa needed to play better Saturday. … How ’bout them Clones?”

As I write this, the election is just two days away and I don’t have a clue of long-form coherency. Instead, like bumper cars, a jumble of thoughts continues to career around my head; some colliding, some narrowly evading one another, but always in motion. Such as:

Governor Kim Reynolds isn’t on the ballot this November, but you wouldn’t know it from her schedule lately. She’s been putting in full-time hours at campaign events for other Republican candidates.

Since Reynolds’ last televised news conference on October 7, and even since Bleeding Heartland last reviewed this topic a week ago, key statistics reflecting the novel coronavirus pandemic have worsened. Iowa is reporting more deaths and setting new records for hospitalizations, as new daily cases and the fourteen-day test positivity rate also increase.

Iowa faces many challenges in the months and years ahead.

On the economic front, our unemployment rate is 6 percent, nearly twice what it was before the COVID-19 pandemic began. The Iowa Leading Indicators Index, a mix of economic metrics showing where our economy is headed, “strongly suggests” that the state economy will weaken through 2021.

In health care, we are moving in the wrong direction both short-term and long-term. In the short-term, our state has been unable to get a handle on the COVID crisis. Eight months into the pandemic, we continue to set records for hospitalizations and cases. Long-term, we are going to have to help the 24,000 Iowans who have lost insurance since 2016.

Then there is the climate crisis. Whether or not you believe this summer’s derecho was a direct result of climate change, all of us can agree that warming temperatures and more severe weather will have a negative impact on our state.

On October 14, the president of the United States held a superspreader event at the Des Moines Airport for 6,000 mostly un-masked, non-socially distanced supporters. Governor Kim Reynolds was right at his side. He did it on the same day that our neighbors in Wisconsin, who are now at the epicenter of the pandemic, opened a field hospital with 500 beds to try to relieve pressure on their overtaxed hospital system, and only eight days after hospitalizations for COVID-19 reached an all-time high in Iowa–a record that has been surpassed multiple times since.

And just for good measure, the rally directly violated the governor’s own emergency proclamations, which require organizers of mass gatherings to “ensure at least six feet of physical distance between each group or individual attending alone.”

With more than 224,000 Americans dead from COVID-19 and perhaps another 25,000 more to join them in November, you would think just about everyone would consider the coronavirus pandemic to be the top issue in the election.

And, that reasonable conclusion would join others from the Bizarro World.

Governor Kim Reynolds found a way to make a bad situation worse.

In the past month, Iowa’s coronavirus deaths have accelerated, while hospitalizations have nearly doubled, far surpassing the previous peak in early May.

Despite numerous warnings from experts that Iowa is on a dangerous path, Reynolds refuses to take any additional steps to slow community transmission of the virus. Instead, she is sticking with the “trust Iowans to do the right thing” playbook, confident that hospitals will be able to handle the influx of COVID-19 patients.

Iowa — and the country — is suffering from a leadership deficit.

In this election, we can send a clear message.

In Iowa House district 39, first-term State Representative Karin Derry has shown integrity in leadership where others have not.

Former Governor Terry Branstad is back in Iowa, having resigned as U.S. ambassador to China in order to campaign for President Donald Trump, Senator Joni Ernst, and other Republicans on the ballot. He’s defending Trump’s trade policy toward China, despite the impact on Iowa farmers. Speaking with reporters on October 10, Branstad “discounted polls showing President Trump and Joe Biden tied in Iowa.”

It’s a waste of time to ask any politician about polls, and Branstad has already spoken to the media at length about U.S. foreign policy toward China. Here are four more salient matters Iowa reporters could raise with the former governor.

Senator Joni Ernst shouldn’t be in this position.

Given Iowans’ tendency to re-elect incumbents and the state’s rightward drift this past decade, she should be running ten points ahead.

Instead, Iowa’s Senate race is universally seen as a toss-up. Ernst has led in only two polls released since the June primary. Democratic challenger Theresa Greenfield has led in fourteen polls during the same period.

Not all of Ernst’s political problems are her own creation. The COVID-19 pandemic and President Donald Trump’s disastrous leadership have put at risk several GOP-held seats that once seemed safe.

But Ernst could have set herself up better to survive a tough environment for her party. Her most important strategic error was not following the example Chuck Grassley set as a 40-something first-term senator.

Mercy Iowa City recently announced that it will be closing its inpatient psychiatric unit, due to “the financial impact of COVID-19.” Hospital officials confirmed that the unit (recently staffed for ten inpatient beds) will close by the end of the calendar year, “in favor of expanding our outpatient service where there is greater community need.” 

However, outpatient care is no substitute for patients who need inpatient care. In fact, there’s no state in our country that needs to expand inpatient care more than Iowa.

President Trump’s rally at the Des Moines International Airport on October 14 will no doubt be billed by the media, and probably Trump himself, as his bid to solidify the farmer support that was so crucial in his 2016 Iowa victory over Hillary Clinton.

Trump has put his (or more properly, the taxpayers’) money where his mouth is, bestowing more than $2 billion in direct aid to Iowa farmers this year alone, along with more than $1 billion the previous two years to soften the damage caused by Trump’s trade wars with China, Mexico, and Europe. Media reports in advance of his visit put the total package nationally to farmers this year at an eye-catching $46 billion, a number that won’t charm economically hard-pressed taxpayers in America’s cities.

The real political problem for Trump in Iowa is that the big farm choir he thinks he is addressing has been reduced to something more like an ensemble.

Halloween will soon be upon us, and there is a “trick or treat” aspect to a flap involving President Donald Trump. I’m not referring to his planned campaign rally at the Des Moines airport, but to a controversy surrounding aid to our nation’s hungry.

Here’s the deal: Given that COVID-19 has cost farmers much of their commercial market and exacerbated food insecurity for millions of people, the U.S. Department of Agriculture advanced a $4 billion Farmers to Families Food Box Program called the Coronavirus Food Assistance Program.

Here’s the misdeal: The boxes that program provides to food banks around the nation–and then to food pantries– now include a letter in English and Spanish and adorned by the usual grandiose signature of Donald J. Trump. He takes a measure of credit for the program and writes, “I prioritized sending nutritious food from our farmers to families in need throughout America.”

President Donald Trump was whisked away by helicopter from the White House lawn to Walter Reed Hospital to undergo treatment for COVID-19. It happened on live TV, and the American public met the news with an outpouring of concern and best wishes.

Trump responded with reckless contempt. For a long weekend in October, America seemed less like a superpower and more like an emerging dictatorship led by a man who cares more about public relations than protection.

I’ve voted in seventeen general elections in Iowa. Until this week, I’d never voted against retaining an Iowa Supreme Court justice.

Let’s play “Fun with Gradient Scaling” on maps. I’m not a cartographer, but I do work with data and how it’s presented.

Here are three maps with different gradient levels. All of the graphs represent the same data, the 14-day average of positive COVID-19 tests in Polk County (containing most of the Des Moines metro area).

Many have questioned the accuracy of official positivity rates for Iowa counties, but I want to focus on how playing with the gradient can skew the perception of the data.

The conventional wisdom about the congressional race in Iowa’s fourth district is that Republican Randy Feenstra is going to win, not because he’s Randy Feenstra, but because he’s a Republican. That conventional wisdom about IA-04 was nearly proved wrong in 2018, when Democrat J.D. Scholten lost to Representative Steve King by a little more than three percentage points. The near-miss helped the Republican congressional leadership decide to defenestrate King from congressional committees because he was a little too obvious about being a white supremacist. Four conservative candidates went after him in the primary, and Feenstra won.

Is IA-04 still a rural red district where Democratic ambitions go to die, or is Scholten going to finish the job he started two years ago? Without King on the ballot, will he still attract 25,000 Republican crossover votes? We will not know the answer until at least election night, or later. But Scholten has a lot going for him.

This post focuses on Hoover and West Branch as NARA goes digital to facilitate access to records. The shift likely marks the end of having any more presidential libraries like the one in Iowa, which has drawn some 4 million visitors since its dedication in 1962, and has offered special programs for some 555,000 people since 1997. Such programming continues in modest ways and will resume when COVID-19-related closures end.

Relational campaigning is back. Out of necessity, campaigns have had to adapt to the strictures of social distancing. 2020 has not been a year for mass gatherings, nor for packed party headquarters of volunteers to disperse leaflets door-to-door or operate phone banks. Instead, much of the volunteer work has relied upon people in their own homes and with their computers and cell phones doing what they can.

The plus side of this has been an increased emphasis upon “relational campaigning,” asking volunteers to reach out to the people they know best about issues that matter to them.

Senator Chuck Grassley has no current plans to get tested for COVID-19, his staff told the Des Moines Register on October 2.

With three Republican senators now confirmed to have active coronavirus infections, Grassley should reconsider.

Our moral makeup is really being tested this week. First, it was the prospect of forgiving during this season of atonement. Now, it’s whether we should feel sorry for someone who crashed to earth after jumping out of a plane while refusing to wear a parachute.

Mixed feelings are flowing like Clorox following the White House announcement that President Donald Trump has tested positive for COVID-19. The past 72 hours can be summed up in three words: “apparently,” “schadenfreude,” and “hubris.”

An election is an opportunity for the two dominant political parties to show us their visions for the future, explain the policies they hope to enact, and present us with two competent people to choose from. In theory, the candidates representing the Republicans and the Democrats should be the best the parties can come up with for the districts they will represent.

That is the ideal, but then there is the real world. In the race for Iowa House District 52 Representative, the Republican candidate is so far from ideal that his own party tried to keep him off the ballot.

President Donald Trump’s unhinged and at times frightening behavior during his first televised debate “worried” and “alarmed” some of his most influential allies. The next day, U.S. Senate Majority Leader Mitch McConnell and other top Washington Republicans criticized the president’s failure to condemn white supremacists. Former Republican National Committee chair Marc Racicot even revealed that he had decided to vote for Democrat Joe Biden, after concluding Trump is “dangerous to the existence of the republic as we know it.”

True to form, Iowa Republicans offered no hint of dissent from the president this week. They either said nothing about Trump’s debate performance or put a positive spin on it.

State Auditor Rob Sand and Attorney General Tom Miller reminded Iowans on September 30 about state laws prohibiting the use of public property to promote candidates and attempts to intimidate or threaten voters.

Sand’s advisory was a response to an incident in the western Iowa town of Ute (Monona County). Miller’s comments did not refer to any specific event but appeared relevant to comments President Donald Trump made during the September 29 televised debate.

The first clash between Donald Trump and Joe Biden was indisputably a low point in the history of presidential debates. There were plenty of discouraging moments, when Trump’s incessant bullying left moderator Chris Wallace pleading with the leader of the free world to stop interrupting. More frightening, a sitting president refused to condemn white supremacy and encouraged his far-right militant supporters to “stand back and stand by.”

But near the end, Biden delivered one of the best answers I’ve ever seen him give in a debate.

Retail sales of medical cannabis products began in Iowa on December 1, 2018, implementing Iowa House File 524, which lawmakers passed on the final day of the 2017 legislative session.

Iowans for Medical Marijuana submitted an application to the U.S. Drug Enforcement Administration in January 2019, seeking to exempt Iowa’s Medical Cannabis Program from federal drug laws. That application used the process in Title 21, Code of Federal Regulations, Chapter 1307, 21 C.F.R. §1307.03. I then began to lobby the state legislature and the Iowa Department of Public Health to support the application.
