A new poll is in the field testing numerous statements designed to convince Iowa Democrats to caucus for Bernie Sanders rather than for Hillary Clinton. I received the call last night and enclose my notes below. If you were a respondent for the same survey and can provide additional details, please post a comment in this thread or contact me via e-mail (the address is near the lower right corner of this page).

My best guess is that an outside group wanting to boost Sanders commissioned the poll. The questionnaire did not include any negative statements about the senator from Vermont. If the Sanders campaign were designing a poll like this, I think they would have tested a few arguments against supporting the candidate, to identify his possible weak points. An outside group planning to produce direct mail or paid advertising to influence Iowa Democrats wouldn’t need that information. They would only be interested in the best way to discourage people from caucusing for Clinton and/or encourage them to caucus for Sanders.

Although Sanders doesn’t have a super-PAC promoting his campaign, progressive advocacy groups that want him to become president may make independent expenditures supporting him. Note that the survey asked respondents whether they had a favorable or unfavorable opinion of the environmental group Friends of the Earth; no other non-profit organizations were mentioned in the questionnaire. Friends of the Earth endorsed Sanders this summer and would presumably be interested in knowing how well they are known/liked among early state Democrats.

It’s also possible that a conservative organization would commission a poll like this, hoping to hurt Clinton in the early nominating states.

It’s been a while since Bleeding Heartland had a discussion thread about the Democratic caucus campaign. After the jump I’ve posted highlights from the latest opinion polls of Iowa Democrats and other links on campaign infrastructure and strategies. Whether Hillary Clinton or Bernie Sanders is building a stronger Iowa organization so far is an open question.

The final Clean Power Plan released on August underplays the role of natural gas in reducing carbon emissions in comparison to the draft Clean Power Plan rules released in 2014. According to the America’s Natural Gas Alliance President Martin Durbin, initial indications from the final Clean Power Plan rues indicate that the White House discounted gas’s ability to reduce GHG emissions quickly and reliably while contributing to growth and helping consumers.

For the last few years, natural gas was considered to be a bridge between carbon-intensive fuels such as coal and the clean energy of the future. Given that natural gas releases 50% fewer greenhouse gas emissions compared to coal, it was certainly a great substitute. However, the recent growth in the renewable energy industry is quickly proving that we may not need this bridge fuel after all.  Here is why.  

Yesterday the U.S. Environmental Protection Agency released the final version of its Clean Power Plan for existing power plants, the “first-ever national standards to limit carbon pollution from power plants.” The final rule differs from the EPA’s original proposal last June in several respects. An EPA fact sheet spells out the key changes to the Iowa targets:

The goals are much closer together than at proposal. Compared to proposal, the highest (least stringent) goals got tighter, and the lowest (most stringent) goals got looser.

o Iowa’s 2030 goal is 1,283 pounds per megawatt-hour. That’s on the high end of this range, meaning Iowa has one of the least stringent state goals, compared to other state goals in the final Clean Power Plan.

o Iowa’s step 1 interim goal of 1,638 pounds per megawatt-hour reflects changes EPA made to provide a smoother glide path and less of a “cliff” at the beginning of the program.

After the jump I’ve enclosed excerpts from a White House list of benefits from the plan, the EPA’s two-page fact sheet about Iowa, and a graphic showing how much power plants contribute to U.S. carbon emissions relative to other major sources.

Renewable energy resources should make it easy for Iowa to meet the carbon emissions targets. I’ve also enclosed below excerpts from Donnelle Eller’s report for the Des Moines Register and Alisa Meggett’s commentary for the Cedar Rapids Gazette. The facts about wind and solar power’s potential belie scary rhetoric from the U.S. Chamber of Commerce and various groups funded by fossil fuels interests about how the Clean Power Plan will affect businesses and consumers.

Reducing carbon emissions will incur massive collateral health benefits. The Physicians for Social Responsibility report Coal’s Assault on Human Health is still the best one-stop shop on why coal combustion causes so many premature deaths and chronic health problems. On the editorial page of today’s Des Moines Register, Dr. Yogesh Shah, associate dean of global health at Des Moines University, outlined the “human health effects of climate change,” which “are real and already being felt in Iowa.” Scroll to the end of this post to read excerpts, or better yet, click through to read his whole piece.  

Solar power made big news in Iowa today, as former Secretary of State Hillary Clinton spoke in Des Moines about ambitious goals for installing solar panels. In a forthcoming post, Bleeding Heartland will compare the Democratic presidential candidates’ proposals to combat climate change by increasing renewable energy production and decreasing carbon emissions.

Iowa has tremendous potential to generate electricity from the sun. Recognizing that fact, large bipartisan majorities in the Iowa House and Senate “triple[d] the size of Iowa’s successful solar tax incentive program” in 2014 and during this year’s session increased available solar energy tax incentive funds by another $500,000 to $5 million per year.

But some segments of the utilities sector have been slow to embrace solar power. One of Iowa’s major investor-owned utilities persuaded the Iowa Utilities Board to block certain financing arrangements that made it easier for customers to install solar panels. An appeal of that administrative decision went to the Iowa Supreme Court, which overturned the Iowa Utilities Board last year.

Rural electric cooperatives, which supply electricity to roughly 650,000 Iowans, have approached renewable energy and solar power in vastly different ways. Farmers Electric Cooperative in the Kalona area installed the largest solar farm in Iowa last year.  

But as first reported by Karen Uhlenhuth at Midwest Energy News last week, the Pella Electric Cooperative is seeking to penalize customers who choose to install new solar or other renewable technology. Lee Rood picked up the story on the front page of today’s Des Moines Register. The cooperative’s new monthly charge for a handful of consumers is brazen and probably illegal.  

The best news in Iowa this week came out of a federal courtroom in Cedar Rapids. As Ryan Foley reported for the Associated Press, “Iowa’s second-largest power company agreed Wednesday to drastically cut pollution at several coal-fired power plants under a Clean Air Act settlement that’s expected to make the air safer and easier to breathe around the state.” You can read the full consent decree here and the complaint filed against the Alliant Energy subsidiary Interstate Power and Light here.

Huge credit for the victory goes to the Sierra Club Iowa chapter. Foley reports that this federal government enforcement action “started in 2011 when the Sierra Club filed a notice accusing the company [Interstate Power and Light] of violating the Clean Air Act.” The Sierra Club advocates for a range of policies to reduce air pollution and Iowa’s reliance on coal to generate electricity.

I enclose below highlights from Foley’s article and five reasons the changes at the affected power plants will save Iowans’ lives.

The agreement U.S. officials reached with Interstate Power and Light is also an encouraging sign that a recent U.S. Supreme Court decision against the Environmental Protection Agency’s rule on mercury emissions is at most a temporary setback for clean air. In some communities, the court’s ruling won’t even slow down efforts to convert coal-fired plants to other fuel sources.

If only Governor Terry Branstad, who has often spoken of his desire to make Iowa the “healthiest state,” could recognize the benefits of burning less coal. Although Branstad was happy to bask in the reflected glory of new pollution controls at one of the affected Interstate Power and Light power plants, he welcomed the U.S. Supreme Court ruling against the mercury rule, which the governor’s office characterized as a “misguided” EPA regulation.  

Democratic State Senator Rob Hogg announced today,

I have formed an exploratory committee to consider becoming a candidate for the United States Senate in 2016.  Like many Iowans, I believe we need Congress to work better for all of our citizens and our country’s future.  If we had a Congress that worked better, we could:

> Build a vibrant, full-employment economy that works for all Americans.

> Improve public health and public safety through prevention, prevention, and more prevention.

> Strengthen Social Security and Medicare and fulfill our commitments to seniors, veterans, and people living with disabilities.

> Confront the challenge of our century – climate change – through solutions that work for our economy, our health, and our environment.

Hogg was just re-elected to his third four-year term in the Iowa Senate last November, so he would not have to give up his legislative seat in order to run for U.S. Senate in 2016. Most recently, he has chaired the Iowa Senate Government Oversight Committee; before that, he chaired the Judiciary Committee. He is among the most outspoken Iowa lawmakers on climate change and other environmental issues.

Two Democrats have already announced plans to run against Grassley: former State Representative Bob Krause and former State Senator Tom Fiegen. They recently discussed their key issues with Mike Glover of the Iowa Daily Democrat. Krause and Fiegen also competed in the 2010 Democratic primary, which Roxanne Conlin won with about 77 percent of the vote.

While Congress is on recess until after July 4, it’s time to catch up on an unusually busy few weeks in June for U.S. House members. Bleeding Heartland previously covered how Iowa’s representatives voted on the failed and successful attempts to pass trade promotion authority, repeal of country-of-origin labeling requirements for meat, a bill to eliminate a tax on medical devices, and the Intelligence Authorization Act.

Follow me after the jump to find out how Democrat Dave Loebsack (IA-02) and Republicans Rod Blum (IA-01), David Young (IA-03), and Steve King (IA-04) voted on the latest defense budget bill, more trade-related policies, and legislation dealing with chemical safety, Medicare cost controls, and regulations of greenhouse gas emissions from power plants. Iowa’s representatives also voted last week on a matter relating to the growing national controversy over Confederate symbols.

Something you don’t see often when looking through Congressional roll calls: three of Iowa’s four House members crossed party lines more than once during the floor debate on the defense budget.

Less than two weeks after an embarrassing defeat for President Barack Obama’s trade agenda, a trade promotion authority bill is headed to the president’s desk. The trade promotion authority legislation, often called “fast-track” or TPA,

will allow the White House to send trade deals to Congress for up-or-down votes. The Senate will not be able to filibuster them, and lawmakers will not have the power to amend them.

The expedited process, which lasts until 2018 and can be extended until 2021, greatly increases Obama’s chances of concluding negotiations on the TPP [12-country Trans-Pacific Partnership], which is a top goal of the president’s.

Follow me after the jump for details on how the Iowans in Congress voted on the latest trade-related bills. Bleeding Heartland covered the Iowans’ legislative maneuvering in late May and early June here. For background and context, I highly recommend David Dayen’s article for The American Prospect magazine, which covers the modern history of trade negotiations and how fast-track emerged some 40 years ago. Dayen also explores “the political transfer of power, away from Congress and into a potent but relatively obscure executive branch office: the United States Trade Representative (USTR).”

I also enclose below some Iowa reaction to the latest Congressional voting on trade. Representative Steve King (IA-04) highlighted one angle I hadn’t heard before, claiming victory because new language allegedly will prevent the president from negotiating provisions on climate change or immigration in trade agreements. UPDATE: Those provisions may not stay in the related bill King is counting on. More on that below.

Shortly before the end of this year’s legislative session, former State Representative Ed Fallon announced “political action” to stop the proposed Bakken Oil Pipeline. He warned that if the Iowa House and Senate did not approve a bill to block the use of eminent domain for the project, he would organize and fundraise “to help defeat one or two Democratic Senators and one or two Republican Representatives” who oppose the bill.

On June 5, the Iowa House and Senate adjourned for the year without passing an eminent domain bill in either chamber. Last week Fallon confirmed that he is sticking to his goal of defeating one or two majority party members in both the House and Senate, adding that he had already raised $4,500 toward the cause.

All I can say is, count me out of that political crusade.

Come to think of it, I have a few more things to say on the subject.

After serving in Congress for 25 years as an independent, Senator Bernie Sanders of Vermont announced today that he will seek the Democratic nomination for president.  

Representative Steve King is making national news again, but in a new twist, for offensive comments about Jews rather than Latinos.

Speaking to Boston Herald radio on Friday, King said, “I don’t understand how Jews in America can be Democrats first and Jewish second and support Israel along the line of just following their president.” Over the weekend, apparently unaware that he had just validated a classic anti-Semitic trope about divided Jewish loyalties, King claimed that he was defending Israelis.

As my grandmother might have said, what King doesn’t know about Jews could fill a book. But after reflecting on the matter, I realized that King’s worldview is just as inexplicable to a typical American Jewish Democrat as mine is to him.

Greenpeace and the Climate Investigations Center have uncovered damning evidence that fossil fuels companies paid a scholar to produce research casting doubt on whether human activity is causing climate change. Justin Gillis and John Schwartz report for the New York Times that Wei-Hock Soon, a scientist at the Harvard-Smithsonian Center for Astrophysics,

has accepted more than $1.2 million in money from the fossil-fuel industry over the last decade while failing to disclose that conflict of interest in most of his scientific papers. At least 11 papers he has published since 2008 omitted such a disclosure, and in at least eight of those cases, he appears to have violated ethical guidelines of the journals that published his work.

The documents show that Dr. Soon, in correspondence with his corporate funders, described many of his scientific papers as “deliverables” that he completed in exchange for their money. He used the same term to describe testimony he prepared for Congress.

Now that NBC News has suspended anchor Brian Williams for six months over untruthful accounts of his experience as an embedded reporter in Iraq, Fox News host Bill O’Reilly is under a new level of scrutiny. He has falsely claimed to have reported on the Falklands War from a “war zone” and now won’t answer questions about the matter. Journalist Eric Jon Engberg remembers things differently from O’Reilly. Excerpts from his account are after the jump. I will be shocked if Fox News disciplines one of its stars. UPDATE: Multiple former CBS correspondents have spoken out to “challenge O’Reilly’s depiction of Buenos Aires as a ‘war zone’ and a ‘combat situation.’ They also doubt his description of a CBS cameraman being injured in the chaos.”

The Des Moines Register’s chief politics correspondent Jennifer Jacobs published a story on Friday headlined, “Joni Ernst targeted by hoax ‘news’ reports.” Her primary example was this post on the National Report website, titled “Joni Ernst: Vaccines Should Be Outlawed As They ‘Manipulate Brains,’ Make People More Liberal.” Many people circulated the vaccine story on social media, unaware that it came from a satirical website. But satire is not the same thing as a hoax. A “hoax ‘news’ report” is more like when Jacobs used her position at the Des Moines Register to suggest that Bruce Braley had claimed to be a farmer–a charge that played into Republican campaign narratives but made no sense to anyone who had ever heard Braley’s stump speeches or read his official bio.  

After hours of floor debate and votes on dozens of amendments over more than two weeks, today the U.S. Senate approved a bill to force construction of the Keystone XL pipeline. Nine Democrats joined all the Republicans present to pass the final bill by 62 votes to 36 (roll call). Iowa’s Senators Chuck Grassley and Joni Ernst have long supported Keystone XL, and Ernst possibly owes as much as any member of the Senate to campaign spending by the Koch brothers, who stand to profit from more tar sands oil extraction in Canada.

The Keystone XL bill now goes back to the U.S. House, which will surely send it to President Barack Obama. (All four Iowans supported the pipeline bill that cleared the House earlier this month.) A White House spokesman repeated today that the president intends to veto the current bill.

Before today’s vote on final passage, senators rejected more than a dozen amendments to the Keystone XL bill. You can find all the roll calls here. Democrats offered most of the defeated amendments, which went down primarily along party lines. For instance, Grassley and Ernst helped their GOP colleagues reject Sheldon Whitehouse’s amendment, which was designed to “require campaign finance disclosures from companies benefitting from the Alberta oil sands.” Other defeated Democratic amendments would have further studied potential safety problems and threats to public health associated with the Keystone XL pipeline, allowed permitting agencies “to consider new circumstances and new information,” or delayed the effective date of the bill until the President could rule out “certain negative impacts” from its construction.

In what may be the first Senate vote where Grassley and Ernst landed on opposite sides, Grassley was one of just three GOP senators to support Heidi Heitkamp’s amendment that would have extended renewable energy tax credits. Ernst was among the 51 Republicans who voted against that amendment, which would benefit Iowa’s wind power industry. Both Grassley and Ernst voted against Bernie Sanders’ effort to expand incentives for installing solar power and Tom Udall’s amendment on establishing a federal renewable electricity standard.

A few Republican amendments also fell short of the 60 votes needed for passage during the Keystone XL debate. Without Democratic votes, support from Grassley, Ernst, and most of the GOP caucus wasn’t enough to win approval of Ted Cruz’s amendment promoting crude oil exports, Jerry Moran’s effort to “delist the lesser prairie-chicken as a threatened species,” or Lisa Murkowski’s amendment, which would “free up areas like ANWR [Alaska National Wildlife Refuge] and others that have been designated by the federal government as wilderness regions to potential drilling.” Yesterday and today, Grassley and Ernst helped the Republican majority either to reject or to table a series of amendments related to climate change. Puneet Kollipara and David Malakoff described those amendments and votes in this Science magazine article.

During Senate sessions last week, Grassley and Ernst voted for language stating that climate change is “real” and “not a hoax” but against various statements indicating that human activity contributes to climate change.  

The U.S. Senate considered a series of amendments today to a bill that would force construction of the Keystone XL pipeline. Democrats know they will be unable to block passage of the bill, but are trying to get senators on record acknowledging the existence of climate change. One amendment that would “express the sense of the Senate that climate change is real and not a hoax” passed by 98 votes to 1 (roll call). The yes camp included Iowa Senators Chuck Grassley and Joni Ernst as well as possible Republican presidential candidates Ted Cruz, Rand Paul, and Marco Rubio. Laura Barron-Lopez reported for The Hill that most Republicans rejected a separate Democratic amendment which stated that “climate change is real and human activity significantly contributes to climate change.” Grassley, Ernst, Cruz, Paul, and Rubio were all in the “nay” group on that amendment. From Barron-Lopez’s story:

In an attempt to provide political cover for Republicans, Sen. John Hoeven (R-N.D.) put forward an alternative that expressed the sense of the Senate that the Keystone oil pipeline would not significantly impact the environment or contribute to global emissions. The provision included a line stating that humans contribute to climate change but without the word “significantly.”

Fifteen Republicans voted for that amendment, including Paul, making him the only 2016 contender to go on record as saying that human beings contribute to climate change.

Neither Grassley nor Ernst voted for the Hoeven amendment (roll call). I assume that if they do not accept any human contribution to climate change, they would not be open to any government policies aimed at reducing greenhouse gas emissions.  

Iowans are suffering from more infectious diseases and respiratory problems because of climate change, and that trend will worsen if steps are not taken to reduce greenhouse gas emissions, according to the fourth annual Iowa Climate Statement, released today in Des Moines. The scientists are affiliated with 38 Iowa colleges and universities and work in a wide range of fields. One of the lead authors, Dr. Yogesh Shah of Des Moines University, spoke about the relationship between climate change and infectious disease at yesterday’s annual meeting of the Iowa Environmental Council. Warmer temperatures produce greater numbers of ticks and mosquitoes, induce female mosquitoes to bite more frequently, and facilitate more rapid development of the disease-causing agents mosquitoes carry. As a result, some diseases never before seen in North America (such as chikungunya) or long since eradicated (malaria) are spreading rapidly.

In a few minutes Representative Bruce Braley and State Senator Joni Ernst will start their first debate at Simpson College in Indianola. You can watch the debate on KCCI-TV in the Des Moines viewing area and on C-SPAN across the country (in central Iowa that’s channel 95).

Today’s Sunday Des Moines Register includes a big feature by Jason Noble and Jeffrey C. Kummer on the $13.8 million spent so far on television commercials to influence Iowa’s U.S. Senate race. I’ve posted some excerpts after the jump.

Does anyone else think we’ve passed the point of diminishing returns on tv ads in this race? The vast majority of ads aired have been negative, and the overall quality has been poor. One of the biggest anti-Ernst spenders, NextGen Climate Action, has not produced a decent commercial yet. Most of the output has been so bad, I honestly believe Braley would be better off if NextGen had not gotten involved in this campaign at all. The Sierra Club’s spots are only marginally better. Some of the Braley campaign’s own negative ads have struck me as potentially effective, but at this point I suspect most Iowans are tuning out political ads. The volume has been overwhelming in the targeted media markets.

Pro-Republican groups, starting with fronts for the Koch brothers and now including one of Karl Rove’s outfits, keep pounding at the same two points to make Braley look bad: he insulted Senator Chuck Grassley and allegedly all Iowa farmers, and he missed a lot of House Veterans Affairs Committee meetings. But I have to wonder: once someone has heard 500 times about Braley’s alleged insult to Iowa farmers, will hearing it another ten or twenty times make any difference? Craig Robinson thinks Republicans are putting too many eggs in these baskets, and I tend to agree. The biggest accomplishment of these anti-Braley ads has been to force the Democrat to spend a lot of his money countering these charges (for instance, with tv spots on his connection to his grandparents’ farm or about what he has done for Iowa veterans). They have dictated the terms of his positive messages.

Probably the best outside ad money spent so far has been by the Chamber of Commerce. They’re running ads with Senator Chuck Grassley and Iowa Secretary of Agriculture Bill Northey endorsing Ernst. Simple, positive messages.

Yesterday the U.S. Environmental Protection Agency rolled out a proposed rule to reduce carbon emissions from power plants. The full text of the rule and several short fact sheets are available on the EPA’s website. Click here to read EPA Administrator Gina McCarthy’s speech about the new policy. This fact sheet makes the short and sweet case for targeting power plants, “the largest source of carbon pollution in the U.S.” The new policy goal is to “cut carbon pollution from the power sector by 30 percent from 2005 levels” by the year 2030. Other associated benefits: cutting levels of soot and smog in the air by over 25 percent in 2030, and saving money and lives through reducing air pollution. In fact, the EPA estimates $7 in health benefits for every dollar spent to implement the new policy.

While some in the environmental community were hoping for more aggressive carbon reduction targets, the new rule would be a big step in the right direction. For too long, elected officials in Iowa and nationally have ignored evidence that we need to address climate change. Furthermore, coal’s “assault on human health” is immense and under-appreciated.

Iowa political reaction to yesterday’s news was mostly disappointing but not surprising. I’ve enclosed noteworthy comments at the end of this post. But first, let’s examine three reasons Iowans should embrace the EPA’s new rule.  

An incredible project will take shape soon in Iowa City:

A food forest is a gardening technique or land management system, which emulates a woodland ecosystem using edible trees, shrubs, and herbs. Fruit and nut trees make up the upper level, while berry shrubs, edible perennials, and annuals make up the lower levels. The Wetherby Park Edible Forest will combine aspects of native habitat rehabilitation with edible forest gardening.

Food in the Wetherby Food Forest:

Trees: apple, pear, plum, cherry, mulberry

Shrubs: hazelnut, serviceberry, aronia berry, beach plum, gooseberry, currant, honeyberry

Herbs: strawberry, oregano, thyme, lemon balm, chives, sorrel, lovage

The non-profit group Backyard Abundance is organizing a volunteer day on April 12 to prepare and mulch the future orchard site. Planting will begin in 2015. Backyard Abundance posted detailed design plans and plant lists here (pdf). Iowa City Parks and Recreation is partnering with Backyard Abundance on the edible forest, having previously worked with the group and other volunteers to establish an edible maze in the same park.

For Iowans who would like to create similar projects in their communities, I highly recommend Darrin Nordahl’s book Public Produce. Nordahl formerly worked for the City of Davenport, where he promoted growing food in public spaces. The Cultivate Hope farm and urban agriculture education center in downtown Cedar Rapids would be a great source of advice and inspiration as well.

Change for the better: According to Maj. Gen. Tim Orr, adjutant general of the Iowa National Guard, no members of the Guard are stationed in war zones for the first time since before the Iraq War. Orr delivered his annual “Condition of the Guard” speech to Iowa legislators today. Only about 100 of roughly 9,400 National Guard or Air National Guard members from Iowa are stationed overseas; the largest group is in Kosovo.

Change for the worse: U.S. House Energy and Commerce Committee Chair Henry Waxman announced last week that he will retire after 40 years in Congress. He is one of the giants of his generation, having helped pass the Clean Air Act and a wide range of consumer protection laws, from tobacco regulations to food safety. Until I read this article by Timothy Westmoreland, I didn’t realize that Waxman was also an “unsung hero in the fight against AIDS” during the 1980s.

Changes don’t get much bigger than climate change. U.S. Secretary of Agriculture Tom Vilsack announced today that seven news “regional hubs for risk adaptation and mitigation to climate change” will open around the country. The Midwestern “climate hub” will be located in Ames. The full USDA press release is after the jump.

Polk County Republican Party co-chair Chad Brown has resigned his office and switched his voter registration to no-party, Kathie Obradovich reported for the Des Moines Register today. Click through to read his resignation letter to the Polk GOP Executive Committee, which is as damning as any focus group comments or “autopsy” I’ve seen. Brown pointed out that Republicans have lost ground in Polk County, not just in the city of Des Moines but even in the suburbs. He has concluded that “we are now headed in the wrong direction on several fronts” and that he would only be “enabling” to help “a dysfunctional Party that does not want to address its problems.”

In his resignation letter, Brown wrote that he finds it “increasingly difficult to defend issues and statements made by Party leaders and officials” at the national, state, and local levels. Speaking to Obradovich by phone, Brown cited Representative Steve King’s recent comments about undocumented immigrants, guns, and what he characterized as “war on science and common sense” with respect to climate change.

UPDATE: The Sunday Des Moines Register published a guest column by Brown on August 25. Excerpts are after the jump. He plans to switch his party registration to Democrat.

A recent news report brought to my attention research published earlier this year on poor road and bridge conditions in Iowa. The full report by the national non-profit group TRIP is available here (pdf). Excerpts from the conclusions are after the jump. I knew that Iowa was one of the worst states for structurally deficient bridges, and that the Des Moines metro area is one of the country’s worst mid-sized communities on that metric. However, the estimated financial impact of bad roads and bridges on drivers surprised me. I also didn’t know that “poor road conditions are a factor in one-third of all traffic deaths in Iowa.”  

This summer the U.S. House has approved several energy-related bills, which could affect public health and the environment as well as corporations in the oil, gas and coal sectors. As we saw last year, Iowa’s four U.S. representatives don’t consistently split on party lines when such bills come to the House floor.

Follow me after the jump for details on the latest energy legislation approved in the lower chamber. None of these bills are likely to pass the current U.S. Senate, but they would have better prospects if Republicans won a Senate majority in the 2014 elections.

This year’s cool, wet spring was a blessing at first, reducing drought conditions substantially across Iowa. But now that the state has chalked up the wettest spring in 141 years of record-keeping, many communities are dealing with major flooding again. Flooding forced the closure of Highway 14 north of Marshalltown and prompted emergency sandbagging in downtown Iowa City and Cedar Rapids. You can see high water threatening downtown Cedar Rapids on Friday, and today the basement of the rebuilt city hall flooded. Water was pumped across some lanes of Highway 30. The lack of rain on Friday may have prevented the worst-case scenario in some cities.

At the downtown Des Moines Farmers Market this morning, several vendors told me they have “more water than they need” but not a devastating amount of moisture–yet. Farmers in many parts of the state haven’t been so lucky. Either rains have prevented them from planting, or floodwaters are washing away recently-planted crops.

Governor Terry Branstad was on vacation for most of the past week but has issued disaster emergency proclamations for 47 Iowa counties. He and Lieutenant Governor Kim Reynolds plan to tour flood-affected areas in eastern Iowa on Monday.

JUNE 3 UPDATE: Dry weather over the weekend helped mitigate the flooding in Cedar Rapids and Iowa City, but Coralville Lake is not expected to crest until June 7.

Speaking to reporters in Des Moines on June 3,

Branstad resisted the notion that this year’s floods or last year’s drought conditions could be linked to climate change or that the state could do anything to prevent such events from happening.

“Weather is always going to change,” said Branstad, who’s serving his fifth term as Iowa’s governor. “I’ve been governor during droughts and floods and we just went from a drought to a flood.

President Barack Obama announced two new cabinet appointments yesterday: Ernest Moniz as secretary of Energy and Gina McCarthy as Environmental Protection Agency administrator. Bleeding Heartland posted background on Moniz and McCarthy here; I’ve added more information after the jump.

McCarthy has served as the EPA’s top air quality official since 2009. Because she is well-qualified for the position and committed to making the country’s air cleaner, environmentalists are excited about this choice. I hope that Obama is not merely “promoting a climate change champion” to soften the blow when he approves the KeystoneXL pipeline. The State Department’s draft report on KeystoneXL whitewashed the impact that project would have on the environment.  

Also yesterday, Obama formally nominated Sylvia Matthews Burwell to be the new director of the Office of Management and Budget. The White House announcement notes, “She served as Deputy Director of the OMB from 1998 to 2001, as well as Deputy Chief of Staff to the President and Chief of Staff to the Secretary of the Treasury during the Clinton administration.” UPDATE: I should have added that Burwell is a former president of the Gates Foundation’s Global Development Program, and that her most recent job was running the Wal-Mart Foundation.

The president has not yet announced his picks to run the departments of Labor, Transportation, or Commerce.

Memo to politics-watchers: read carefully before speculating. Last week, Ed Fallon announced that he would roll out a new “campaign” on his 55th birthday, March 1. While some people jumped to the conclusion that the former candidate for governor and Congress was planning another bid for public office, others realized that Fallon might have in mind a campaign to raise awareness or money for some cause.

Last night Fallon revealed his plans: “This is a campaign to mobilize 1000 people to march coast-to-coast, demanding action on climate change – action from both the American people and from our public officials. The Great March for Climate Action will set-out from the west coast one year from today and arrive in Washington, DC the weekend before the mid-term election. It will be the largest coast-to-coast march in our nation’s history.”

President Barack Obama delivers another State of the Union address tonight, and U.S. Senator Marco Rubio of Florida is set to give the Republican response. I will miss most of the president’s speech but plan to watch the replay later and will update this post with highlights. I find it depressing that when I came home to catch up on the news, the blogosphere and twitterverse were obsessing over Rubio taking a drink of water during his remarks. So sue him, he’s not the most camera-savvy politician in Washington (yet). Who cares?

The plan to extend Highway 100 through the Rock Island Preserve in Linn County made the Sierra Club’s list of worst transportation projects nationwide. No Iowa projects made the group’s “best” list from the same report on Smart Choices, Less Traffic (pdf). More than 100 scientists and researchers from 27 Iowa colleges and universities have signed a new statement on the relationship between climate change and weather extremes like the drought of 2012.

Luther College in Decorah has built the largest solar array in Iowa, which will power the state’s first college housing facility to be “net zero” as a greenhouse gas emitter.  

Most of Iowa remains parched this week, with triple-digit high temperatures and not enough rain in the extended forecast. The Connect the Dots project is organizing a global day of action this Saturday, May 5, to raise awareness about how climate change affects extreme weather around the world. More than 50 religious leaders in Iowa have signed an appeal for “responsible precautionary action to limit global climate change.” I’ve posted below the full statement below with all the signatories, including Catholic Bishops Martin Amos and Richard Pates, United Methodist Bishop Julius Trimble, Lutheran Bishops Michael Burk and Michael Last, and Episcopal Bishop Alan Scarfe.

The faith leaders mention a recent warning to Iowa legislators from 44 scientists representing 28 Iowa colleges and universities. Unfortunately, even when Democrats controlled the state House and Senate, lawmakers did almost nothing to implement the Iowa Climate Change Advisory Council’s recommendations (pdf).

I enclose below State Senator Rob Hogg’s comments on the religious leaders’ statement. He is of the Iowa legislature’s strongest advocates of policies to combat climate change.

On a related note, the 2011 Iowa Farm and Rural Life Poll indicated that 68 percent of Iowa farmers believe climate change is happening, 5 percent do not believe it is happening, and 28 percent are not sure. About 45 percent of that survey’s respondents said human activities are partly or mostly responsible for changing climate patterns.

The U.S. Environmental Protection Agency released a new database yesterday showing 2010 greenhouse gas emissions for large facilities across the country. After the jump I’ve posted the top 10 emitters in Iowa.
