Labor Day in even-numbered years usually brings more public interest in politics and the final stage of hopeful campaigns for Congress or the presidency.

This time around, many are driven by dread — dread of elections past, and, oh yeah, fears for the one coming on November 3.

Small wonder, given what “We the people” have inflicted upon ourselves.

America’s clean energy economy has been hit extremely hard by the COVID-19 pandemic. An estimated 620,000 U.S. clean energy workers lost their jobs from March 2020 to May 2020, and clean energy employment has fallen by 18 percent over that same time period.

Lost in the ever-evolving news cycle was President Donald Trump’s recent appointment of Michael Pack as the new administrator of the United States Agency for Global Media. This appointment was quickly followed with the dissolution of the advisory boards of Middle East Broadcasting, Radio Free Asia, Radio Free Europe/Radio Liberty, and the Open Technology Fund.

U.S. Senator Joni Ernst told members of the Iowa Farmers Union in June that she’d prefer for fossil fuel companies not to be eligible for COVID-19 relief funds.

However, months earlier she was among only two farm state senators to sign a letter aimed at ensuring that oil, gas, and coal companies would have access to federal funding from the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

President Lyndon Johnson signed the Older Americans Act into law on July 14, 1965. It responded to the need for community services, evidence-based health promotion, disease prevention programs, civic engagement, and elder justice for senior citizens. America’s seniors require a similar response to the COVID-19 pandemic.

The Iowa Alliance for Retired Americans believes that seniors must have relevant and accurate information about preventing and treating the coronavirus. Seniors and retirees are becoming more desperate looking for security and a cure. We should be able to trust President Donald Trump’s pronouncements. However, he repeatedly shows us that we cannot believe his statements.

As Donald Trump’s presidency continues to spawn scandals that would seem farfetched as a movie plot, top Iowa Republicans remain silent whenever possible on news that reflects poorly on their party’s standard-bearer.

The latest shameful example: U.S. Senators Joni Ernst and Chuck Grassley have said nothing in public about reports indicating a “Russian military intelligence unit offered and paid bounties to Taliban-linked militants to kill U.S. and coalition troops in Afghanistan.”

Ernst’s silence is particularly striking, since she built her political brand on (and still frequently invokes) her career of service in the Iowa National Guard.

Another Friday night has brought another irregular ouster of a federal official whose work should be insulated from politics.

Four days later, U.S. Senator Chuck Grassley, a self-styled warrior for oversight and accountability in Washington, has said nothing. Neither has Senator Joni Ernst, who like Grassley serves on the committee that oversees the justice system.

U.S. Senator Chuck Grassley’s reputation as a defender of whistleblowers and government oversight has taken a hit lately, as President Donald Trump sidelined five inspectors general over a span of two months and rebuffed the senator’s demand for an explanation.

In an escalation of sorts, Grassley announced on June 4 that he would hold up two of Trump’s nominees until the White House complies with federal law requiring that the president explain in writing why he removed inspectors general.

The senator might have some leverage if he were willing to block high-priority nominees for the administration. But the opposite is true. The same day Grassley took a stand on inspectors general, he and Iowa’s Senator Joni Ernst advanced yet another unqualified judicial nominee.

For the fourth time in less than two months, President Donald Trump has fired an inspector general who had stirred up trouble for him or his political allies.

Iowa’s senior Senator Chuck Grassley has championed whistleblowers and inspectors general for decades. Yet just like last month, he declined to condemn Trump’s retaliatory move. Grassley didn’t mention State Department Inspector General Steve Linick’s dismissal on his widely-viewed Twitter feed this weekend. Meanwhile, his office released a statement that dinged Linick for not looking into “the State Department’s role in advancing the debunked Russian collusion investigation.”

The gaslighting was strong during Governor Kim Reynolds’ White House meeting on May 6 and Vice President Mike Pence’s Iowa visit two days later. Pence described Iowa as a COVID-19 “success story” on Wednesday. He elaborated in West Des Moines on May 8,

“Iowa has been leading the way with Governor Kim Reynolds […] From very early on, the strong steps and mitigation efforts have made a difference here. We grieve the loss of life here in Iowa, but the numbers speak for themselves. The outbreak in Iowa has not been like we’ve seen in other states and other metropolitan areas around the country. It’s a tribute to your early, strong steps.”

Meanwhile, Sioux City still tops a national list of “metro areas with the most recent cases and deaths, relative to their population, in the last two weeks.” Waterloo/Cedar Falls is fourth. Confirmed COVID-19 cases are rising rapidly in several smaller counties where Reynolds lifted restrictions on some business activities last week.

But that’s a topic for another day.

I was struck by Reynolds’ failure this week to follow best practices for slowing the spread of the virus.

One of the “curses” or “blessings” of the novel coronavirus pandemic is that we may be reading and thinking more. Either pursuit can be unsettling, nerve-wracking, or even hopeful–but it’s the best we have going for us.

Thanks to lockdowns and self-isolation, we don’t have distractions or escape mechanisms to help us cope with COVID-19 and Trump-45. We have no “bread” — like restaurants to go to, libraries and museums to visit, performances to attend. We have no “circuses” — like televised sports, the I-Cubs at Principal Park, or similar diversions.

Maybe Chicken Little had something after all in his squawking, “The Sky is Falling! The Sky is Falling.” 

Maybe I had something just as panic-stricken in an email I sent U.S. Senator Chuck Grassley last year, when I suggested he might be “an assistant gravedigger for democracy.”

Both reflections tie in with concerns about the double whammy now striking our nation: dealing  with the novel coronavirus and having Donald Trump as president. Our country’s odds are good on surviving COVID-19, but not as good on surviving Trump. Virus-related issues crank up the zoom lens in monitoring the president, and that’s un-nerving because even a microscopic look at Trump can be as troubling as a microscopic look at the virus.

Most Christians (aside from those in the Orthodox Church and Jehovah’s Witnesses) are celebrating Easter today, and Jews all over the world are in the middle of the Passover festival. But the novel coronavirus (COVID-19) pandemic has disrupted holiday celebrations along with almost every other aspect of normal life.

Many Iowa houses of worship have adapted by live-streaming services or broadcasting them on radio frequencies congregants can hear from cars parked outside the building.

President Donald Trump has added to the list of officials he has sidelined for their role in exposing or investigating him. In what Aaron Blake called a “Friday night news dump for the ages,” Trump informed leaders of the U.S. House and Senate Intelligence Committees on April 3 that he is removing Intelligence Community Inspector General Michael Atkinson.

Trump put Atkinson on administrative leave to stop him from doing his job before his dismissal takes effect next month (the president was required to give Congress 30 days notice of such action).

Congress “expanded unemployment insurance by 250 billion dollars” to support laid-off workers, Senator Joni Ernst said during a news conference organized by Governor Kim Reynolds on March 29.

She didn’t mention that she and fellow Republican Senator Chuck Grassley had voted to reduce the amount millions of jobless people will receive over the next four months.

The U.S. Senate voted on March 18 to approve a second bill responding to the rapidly spreading novel coronavirus (COVID-19), and President Donald Trump signed the legislation later the same day. Senators Joni Ernst and Chuck Grassley were part of the 90 to 8 bipartisan majority that approved final passage of the bill. But first, Iowa’s senators supported a Republican amendment to remove mandatory paid sick leave from the bill the U.S. House approved late last week.

U.S. Senator Chuck Grassley claimed this week that his grandson, Iowa House Speaker Pat Grassley, has “never expressed” interest in replacing him in the U.S. Senate.

U.S. Senator Chuck Grassley used his widely-read Twitter account on February 15 to praise U.S. Attorney General William Barr for intervening on behalf of a Donald Trump ally. He also suggested the Department of Justice has not done enough to prosecute targets of the president’s ire.

As anyone could have predicted, Iowa’s Republican U.S. senators voted this week to acquit President Donald Trump on charges that he had abused his power and obstructed Congress. Bleeding Heartland covered Senator Joni Ernst’s explanation for her votes here. Senator Chuck Grassley laid out his reasoning in a fifteen-minute floor speech and news release on February 3. Two days later, he submitted a longer rebuttal of the impeachment charges for the Senate Record.

Grassley’s February 5 statement mostly covered the same ground in greater detail, with one exception: it included a mild rebuke of Trump. Iowa’s senior senator avoided expressing those sentiments on camera.

U.S. Senator Joni Ernst told Iowa reporters in October that if articles of impeachment were referred to the Senate, she would “evaluate the facts” as a “jurist.”

Senator Chuck Grassley voted to allow deposition of witnesses in President Bill Clinton’s impeachment trial, explaining at the time he was supporting “a tightly disciplined legal process to get the information needed to help clear up important discrepancies on the record. Witnesses will not be called simply for the sake of calling witnesses. Seeking this information is important to a process that is judicious.”

Yet Iowa’s senators joined all of their Republican colleagues on January 21 to prevent senators from examining any documents the White House is withholding and from hearing any witness testimony about President Donald Trump’s conduct.

Before the new political year kicks off with the Iowa legislature convening and Governor Kim Reynolds laying out her agenda, I need to take care of some unfinished business from 2019.

When I reflect on my work at the end of each year, I like to take stock of not only the most popular posts published on this website and the ones I worked hardest on, but also the projects that brought me the most joy. I’ve found this exercise helps guide my editorial decisions on the many days when I have time to write up only one of several newsworthy stories.

After interviewing twelve applicants, the State Judicial Nominating Commission forwarded three names to Governor Kim Reynolds on January 9 to fill the vacancy created by Iowa Supreme Court Chief Justice Mark Cady’s passing in November.  Reynolds has 30 days to appoint one of the finalists, but there’s no suspense here: she will almost certainly choose Matthew McDermott.

A computer program couldn’t generate a more ideal judicial candidate for a Republican governor seeking to move Iowa courts to the right.

Five years ago, I started taking stock of my most labor-intensive posts near the end of each year. Not all of these are my favorite projects, though invariably, some of my favorites end up on these compilations.

Before getting to the countdown for 2019, I want to give another shout out to guest authors who poured an extraordinary amount of work into two posts Bleeding Heartland published last year.

Chasing traffic never has been and never will be my primary goal for Bleeding Heartland. If it were, I’d publish weekly posts about puppies or Casey’s pizza instead of Iowa wildflowers.

And anyone who has worked on an online news source can vouch for me: a writer’s favorite projects are often not the ones that get the most clicks.

Still, people do ask me from time what posts tend to do well, and I find it fun at year-end to recap the pieces that were particularly popular with readers. Since I started this exercise a few years ago, I’ve always uncovered some surprises.

More than 125 authors contributed to the 290 guest posts Bleeding Heartland published this calendar year–way up from the 202 pieces by about 100 writers in 2018 and the 164 posts by 83 writers the year before that. I’m immensely grateful for all the hard work that went into these articles and commentaries and have linked to them all below.

You will find scoops grounded in original research, such as John Morrissey’s exclusive reporting on Sedgwick landing a lucrative contract to administer Iowa’s worker’s compensation program for state employee, despite not submitting the high bid.

The most-viewed Bleeding Heartland post this year was Gwen Hope’s exclusive about the the Hy-Vee PAC donating $25,000 to the Iowa GOP, shortly before President Donald Trump headlined a Republican fundraiser at Hy-Vee’s event center in West Des Moines.

Several commentaries about major news events or political trends were also among the most widely read Bleeding Heartland posts of 2019. I’ve noted below pieces by Ed Fallon, Tim Nelson, Bruce Lear, Randy Richardson, J.D. Scholten, Dan Guild, State Senator Claire Celsi, and others that were especially popular. (This site has run more than 630 pieces since January 1.)

The U.S. House and Senate managed to wrap up their work for the year without shutting down the government, an improvement on the state of affairs when the fully Republican-controlled Congress left for the winter holiday break in 2018.

The two huge bills contained about $1.4 trillion in spending, which will keep the federal government open through the end of the current fiscal year on September 30, 2020. President Donald Trump signed the legislation.

Governor Kim Reynolds and U.S. Senators Chuck Grassley and Joni Ernst praised President Donald Trump in October, when the administration gave assurances corn growers and the ethanol industry would get what they wanted from the Environmental Protection Agency’s 2020 Renewable Fuel Standard (RFS) guidelines. The governor and senators were among Midwest Republicans who had lobbied Trump on the issue in September.

When the final rule released this week didn’t match the promises, biofuels advocates slammed Trump for not keeping his word to farmers. But top Iowa Republicans let the president off the hook by shifting the blame to the EPA.

While testifying before the U.S. House Intelligence Committee on November 21, former National Security Council official Fiona Hill urged Congressional Republicans not to “promote politically driven falsehoods that so clearly advance Russian interests.” She was referring to the idea that “Russia and its security services did not conduct a campaign against our country—and that perhaps, somehow, for some reason, Ukraine did.” Hill added, “This is a fictional narrative that has been perpetrated and propagated by the Russian security services themselves.”

Meanwhile, “American intelligence officials informed senators and their aides in recent weeks that Russia had engaged in a yearslong campaign to essentially frame Ukraine as responsible for Moscow’s own hacking of the 2016 election,” Julian E. Barnes and Matthew Rosenberg reported for the New York Times on November 22, citing three officials familiar with the classified briefing.

Nevertheless, U.S. Senator Chuck Grassley persisted.

As evidence mounts that President Donald Trump abused his power by pressuring Ukraine to boost his domestic political prospects, Grassley has advanced the narrative that Ukrainian government officials interfered in the 2016 election to support Hillary Clinton and undermine Trump.

President Donald Trump has finally admitted that he illegally used a Des Moines fundraiser for veterans to boost his 2016 campaign.

Months of work on reauthorizing the Violence Against Women Act, which lapsed in February, “came to a screeching halt” this week, U.S. Senator Joni Ernst announced on the Senate floor on November 7.

For 25 years, that federal law has supported “criminal justice and community-based responses to domestic violence, dating violence, sexual assault and stalking in the United States.” Congress has reauthorized it three times, each time with improvements. By Ernst’s telling, “Democrats are putting politics ahead of people,” rejecting a bipartisan approach to revive the law in favor of “non-starter” legislation the U.S. House approved in April.

Some salient facts were missing from Ernst’s narrative. The House bill to reauthorize the Violence Against Women Act was bipartisan: 33 Republicans voted for it.

Ernst also left out a few relevant words: guns, firearms, and National Rifle Association.

The U.S. House voted mostly along party lines (232 votes to 196) on October 31 to approve rules for an impeachment inquiry. Iowa’s four House members split as one would expect: Democratic Representatives Abby Finkenauer (IA-01), Dave Loebsack (IA-02), and Cindy Axne (IA-03) voted for the resolution, while Republican Steve King (IA-04) opposed it.

The New York Times explained that the resolution

authorizes the House Intelligence Committee — the panel that has been leading the investigation and conducting private depositions — to convene public hearings and produce a report that will guide the Judiciary Committee as it considers whether to draft articles of impeachment against President Trump.

The measure also gives the president rights in the Judiciary Committee, allowing his lawyers to participate in hearings and giving Republicans the chance to request subpoenas for witnesses and documents. But the White House says it still did not provide “basic due process rights,” and Republicans complain that their ability to issue subpoenas is limited. They would need the consent of Democrats, or a vote of a majority of members. That has been standard in previous modern impeachments. The majority has the final say over how the proceedings unfold.

I enclose below statements from Finkenauer, Loebsack, and U.S. Senator Chuck Grassley. I will update this post as needed with comments from the other members of the Congressional delegation. Grassley’s mind appears to be made up: “This entire process has been contaminated from the beginning and the Senate may have a difficult time taking seriously an impeachment founded on these bases.” That’s comical, given that Iowa’s senior senator voted to remove President Bill Clinton from office on charges stemming from an investigation into unrelated property transactions.

U.S. Representative Steve King (IA-04) was among House Republicans who interrupted a secure hearing on October 23 to protest the Democrats’ impeachment process.

“We are here because the President did wrongful acts, and he admits that,” U.S. Senator Chuck Grassley said in February 1999, when explaining his votes to remove President Bill Clinton from office.

It’s a far cry from the statements he released in September, accusing U.S. House Democrats of “searching for any reason to impeach President Trump since his inauguration because they couldn’t accept the results of the 2016 election.”

With prospects growing that the Democratic-controlled House will vote out articles of impeachment against Donald Trump, it’s worth revisiting in detail how Grassley approached the Senate’s last impeachment trial.

Well, you have to wonder when a farmer from Rippey decides that it is time to challenge the statistical findings of an economist (and a well known and very well-respected economist like Dave Swenson), but here is my mighty swing at explaining why the ethanol industry’s problems are a demand-driven crisis, not a supply-driven crisis as Mr. Swenson contends.

My initial premise is that the sky is NOT falling. Rather, the ceiling has been lowering itself at a steady rate since Donald Trump took office and installed his EPA leadership. The demise of three Iowa ethanol plants during the past month are merely the first indications of the straw that broke the camel’s back.

Forty-three years ago this week, Congress overrode a presidential veto to enact an appropriations bill containing the first ban on federal funding for abortion. Republican U.S. Representative Henry Hyde of Illinois had proposed language prohibiting Medicaid coverage of abortion during House debate on what was then called the Health, Education, and Welfare budget. Ever since, the policy has been known as the “Hyde amendment.”

Four Iowans who served in Congress at the time spoke to Bleeding Heartland this summer about their decisions to oppose the Hyde amendment and the political context surrounding a vote that had long-lasting consequences.

2019 has been a disappointing year for environmental protections, from the Trump administration allowing drilling in the Arctic Circle to Congress failing to renew the Endangered Species Act.

This year’s Iowa Climate Strike was a march of hope, and we hope a majority of Iowans can unite in support of environmental protection. In climate strikes across Iowa and all over the world, people marched in solitary with scientists who have gone from sounding alarm bells to screaming from the roof tops that our climate cannot sustain the amount of pollution we are putting into the atmosphere.

For the second time this year, the U.S. Senate has approved a resolution terminating the national emergency President Donald Trump declared in February in order to start building a border wall without Congressional authorization. Eleven Republicans joined all Democrats present in the September 25 vote (roll call). The rest of the GOP caucus, including Iowa’s Senators Chuck Grassley and Joni Ernst, voted against it.

After weeks or months of avoiding public comment on the topic, all three Iowa Democrats in the U.S. House expressed support for a formal impeachment inquiry on September 24, the same day House Speaker Nancy Pelosi announced, “I’m directing our six committees to proceed with their investigations under that umbrella of impeachment inquiry.”

U.S. Senator Joni Ernst is among Ukraine’s most vocal supporters in Congress. While in college, she visited the Ukrainian Republic of the USSR as part of an agricultural exchange. Now a member of the bipartisan Senate Ukraine Caucus, she has met with high-level Ukrainian officials in Washington and Kyiv, advocating for the U.S. to “make it clear to Russia that we will stand by Ukraine in the face of unjustified aggression.”

Yet Iowa’s junior senator has been silent this week as multiple news organizations reported that President Donald Trump abused his power to seek political assistance from his Ukrainian counterpart.

Ninety-nine years ago this week, U.S. Secretary of State Bainbridge Colby certified that the required three-quarters of states had ratified the Nineteenth Amendment to the U.S. Constitution, giving women the right to vote nationwide. The date of his pronouncement, August 26, is now celebrated as Women’s Equality Day, even though suffrage was limited to white women in parts of the country for many years after 1920.

One day after the Nineteenth Amendment took effect, 77 women were among 214 residents of Black Hawk and Grundy counties who cast ballots in a local referendum on school consolidation. One of the first women to exercise their right to vote in that election was Ruth Corwin Grassley, U.S. Senator Chuck Grassley’s mother.
