Attack of the misleading talking points (updated)

UPDATE: The governor signed the bonding plan into law on May 14.

It’s only been a few weeks since the Iowa legislature’s 2009 session ended, and I’m already tired of hearing Republican attacks on the $830 million infrastructure borrowing program (I-JOBS).

The bonding proposal was among the most important bills passed this year. However, to the Party of No it was a terrible idea because paying back $830 million in bonds will cost a total of $1.7 billion.

Iowa Republicans “support funding infrastructure projects on a pay-as-you-go basis.” In other words, while the economic recession is bringing down state revenues, we should sit tight and only improve our infrastructure when the state has the cash to pay the full cost up front.

Too bad--No Branstad for Governor

I’m so disappointed in Terry Branstad. I had a post in my head about why he won’t get back into politics and was all set to write it when he scooped me by telling the Des Moines Register that he won’t run against Governor Chet Culver next year.

It’s a smart move for Branstad. He served four terms as governor already and has a good job as president of Des Moines University. Why give that up to seek the Republican nomination, which would be far from a sure thing?

I know, a recent Republican poll showed that

Nearly half of likely Iowa voters said they wanted their next governor to be a lot or somewhat like Branstad [….] About a third said they wanted someone somewhat or very different from Branstad.

A generic GOP candidate described in the poll as “a widely respected, former statewide elected official who has managed Iowa through troubled times before” rated highest in the poll. Branstad’s tenure coincided with the Iowa farm crisis of the 1980s.

Despite those poll findings, I don’t think Branstad would have had a smooth ride in the GOP primary. As a three-term sitting governor he nearly lost the 1994 primary to Congressman Fred Grandy. I bet a lot of Republicans wish they could have that one back–with Governor Grandy as an incumbent Iowans probably would not have elected Tom Vilsack or any other Democrat in 1998.

In the middle of his fourth term as governor, Branstad backed Lamar Alexander for president. We all saw how influential that endorsement was in the 1996 caucuses.

Even if Iowa Republicans were eager to nominate Branstad for governor again, would that be smart when the public already views Republicans as “backward-looking” and Democrats as “the party of the future”?

I’ll have more to say about the recent Republican poll in the next few days. I wasn’t surprised to read that Vermeer Corporation chief executive Mary Andringa also told the Des Moines Register that she’s not running for governor next year. Republican moderates like Doug Gross want a candidate from the business community, but I don’t think Culver looks vulnerable enough now. Leaving a senior corporate job to run a serious campaign for governor is a big risk. Even the Republican poll, which had a fairly high ratio of Republicans to Democrats in the sample, found Culver at 52 percent approval and 35 percent disapproval. Culver’s re-elect numbers are somewhat lower, but I stand by my opinion that he is not yet in the danger zone for an incumbent.

Culver taps Krogmeier to head Department of Human Services

Governor Chet Culver has named Charlie Krogmeier to head the Iowa Department of Human Services. He has advised Culver for many years in various jobs, most recently as the governor’s chief of staff since January. State Senator Amanda Ragan, a Democrat from Mason City, told the Des Moines Register,

“I think the agency is just like any other that has struggles because of budgetary issues and Charlie’s been very involved in watching where the money’s going to go,” said Ragan, who is vice chairwoman of the budget subcommittee that oversees DHS. “I think he’s very conscious of the needs of the population who needs the services.”

Senate Republicans blocked Culver’s appointment of Gene Gessow as DHS head earlier this month and rejected appeals from the governor and Senate Democrats to reconsider.

Yesterday Culver appointed to new positions two other nominees whom Senate Republicans refused to confirm.

Culver appoints Elderkin to Power Fund, La Seur to Environmental Protection Commission

I love it! Governor Chet Culver announced four appointments today: Shearon Elderkin for the Iowa Power Fund board; Carrie La Seur for the Environmental Protection Commission; John Mathes as the Interim Commandant of the Iowa Veterans Home; and Tomas Rodriguez as Iowa’s State Public Defender. A press release containing some biographical information about the nominees is after the jump.

Earlier this month Iowa Senate Republicans blocked Elderkin’s appointment to the EPC and La Seur’s appointment to the Power Fund board, despite both women’s strong qualifications. I appreciate the governor’s commitment to giving these women the chance to continue their volunteer public service.

Republicans also rejected Gene Gessow, Culver’s nominee to head the state Department of Health and Human Services. It will be interesting to see where Gessow lands.

UPDATE: Iowa Citizens for Community Improvement issued a press release on April 30 welcoming the appointments of Elderkin and La Seur. Excerpt:

“We are pleased Gov. Culver is appointing these two individuals who are dedicated to working towards a cleaner environment in Iowa,” said CCI board president Barb Kalbach, “We have full confidence that they have the capacity and leadership to stand up for policies that protect our air and water and serve the common good.”

So far, so good on first day for marriage equality in Iowa

As of midday on Monday, the American Civil Liberties Union of Iowa had not heard of any same-sex couples having problems obtaining a marriage license in Iowa. Iowa Independent reported today that “marriage applications have been received in Bremer, Butler, Cerro Gordo, Chickasaw, Dallas, Dubuque, Fayette, Floyd, Fremont, Grundy, Guthrie, Howard, Linn, Mitchell, Pottawattamie, Polk, Harrison, Johnson, Mills, Winneshiek, Woodbury and Worth counties.”

Various local media are covering the story from outside county office buildings or courthouses, and I haven’t seen any reports of disorderly conduct. Some couples have already been married, having received a judge’s permission to waive the normal three-day waiting period before marriage.

The petition drive to pressure county recorders not to do their jobs hasn’t accomplished what conservatives were hoping for. Chuck Hurley, whose Iowa Family Policy Center promoted the petition drive, spoke to reporters in Des Moines after delivering petitions to Polk County recorder Julie Haggerty. He claims one county recorder is prepared to resign rather than issue a marriage license to a same-sex couple, but he didn’t specify the county. I suppose we’ll find out if any gay or lesbian couples try to get married there. The good news for Hurley is that these petitions will help build his 501(c)3 group’s mailing list, since organizers urged Iowans to send copies of all petitions to the Iowa Family Policy Center.

Hurley still doesn’t get that the Supreme Court can invalidate laws that violate the constitution. He told reporters today, “The law, as we speak, this second says marriage in Iowa is between a man and a woman.” I’m waiting for some Republican to stand up and explain the concept of judicial review to the confused conservatives, but I’m not holding my breath.

Meanwhile, Governor Chet Culver said county recorders have a duty to comply with the Iowa Supreme Court ruling:

“The court has spoken loudly and clearly in a unanimous way. It’s time to move on and respect the court,” the governor said. […]

“This is a duty and a responsibility that these elected officials have under Iowa law and they’ll be expected to follow that and I believe they will,” Culver told reporters outside a meeting he attended at the Dallas Center-Grimes high school.

The governor also said it’s time for Iowans to aggressively focus on economic recovery and rebuilding the state’s aging and disaster-damaged infrastructure rather than getting “sidetracked by divisive, partisan politics.”

Culver mentioned that the Supreme Court ruling granted civil marriage rights but did not force churches to accept same-sex marriage. Senator Tom Harkin emphasized the same point today, and also predicted that marriage equality will one day be uncontroversial:

“Time heals all wounds,” he added. “I think in the future people will shrug their shoulders and say what was the fuss all about.

“It won’t take that long. I think things will calm down. As long as there is no drive – and this is where I draw the line – in mandating churches have to perform any kind of ceremony that is outside of their religious belief. That I’m  vehemently opposed to. But as the civil side goes, I think we’re going to abide by the Supreme Court decision and I think in a few years it’ll all be ho-hum.”

Polk County Sheriff Bill McCarthy told the Des Moines Register that Fred Phelps and his Westboro Baptist Church canceled planned protests in Des Moines today, but are likely to come to Iowa later this week.

UPDATE: The Des Moines Register has brief reports from around the state. Many rural county reporters say they’ve received the Iowa Family Policy Center’s petitions today but haven’t had any same-sex couples apply for marriage licenses yet.

Fairfield-area progressives, how about getting some people to run against your Jefferson County supervisors in the next election? From the Register:

Jefferson County Supervisors this morning unanimously passed a resolution this morning asking lawmakers to take action against same-sex marriage.

“We expect the Iowa legislature to resolve the issue,” said Stephen Burgmeier, chairman of the three-member, all Republican board. “We hope it either leads to a public vote or to a constitutional amendment.”

About 40 people attended the 7:30 a.m. meeting, a meeting that typically attracts three or four people, Burgmeier said. Almost all at the meeting were against same-sex marriage, he said. A group of residents also brought a petition that asks County Recorder Charlotte Fleig to deny the licenses.

Fleig acknowledged that she was aware of the petition but hadn’t received it as of 9 a.m. this morning. She said she will issue the licenses but, as of 9 a.m., no same-sex couples had requested a license although there was at least one same-sex couple who called to inquire about the process.

Really effective for those supervisors to pass this resolution a day after the state legislature has adjourned until next January, by the way.

Final results from the Iowa Legislature's 2009 session

The Iowa House adjourned for the year a little after 5 am today, and the Iowa Senate adjourned a few minutes before 6 am. I’ll write more about what happened and didn’t happen in the next day or two, but I wanted to put up this thread right away so people can share their opinions.

Several major bills passed during the final marathon days in which legislators were in the statehouse chambers nearly all night on Friday and Saturday. The most important were the 2010 budget and an infrastructure bonding proposal. Legislators also approved new restrictions on the application of manure on frozen or snow-covered ground. Another high-profile bill that made it through changes restrictions on convicted sex offenders.

Several controversial bills did not pass for lack of a 51st vote in the Iowa House, namely a tax reform plan that would have ended federal deductibility and key legislative priorities for organized labor.

Not surprisingly, last-minute Republican efforts to debate a constitutional amendment banning gay marriage also failed.

Time for another look at Culver's re-election chances

In January I went over some of Governor Chet Culver’s strengths and weaknesses looking ahead to the 2010 campaign. Click the link for the analysis, but to make a long story short, I saw three big pluses for the governor:

1. He’s an incumbent.

2. Iowa Democrats have opened up a large registration edge since Culver won the first time.

3. He has at least $1.5 million in the bank.

I saw his problem points as:

1. The economy is lousy and could get worse before 2010.

2. The first midterm election is often tough for the president’s party.

3. Turnout will be lower in 2010 than it was in the 2008 presidential election.

4. Culver’s campaign had a high burn rate in 2008, so may not have a commanding war chest going into the next campaign.

Catch-up thread on gay marriage in Iowa

While writing about lots of other topics during the past week I got behind on Iowa marriage equality news. I did some catching up after the jump.

First things first, though. If you are planning a same-sex marriage in Iowa, please note that this will become possible on April 27, not April 24 as was widely reported after the Iowa Supreme Court announced its Varnum v Brien decision. Iowa’s marriage application forms have already been changed, but the Supreme Court needs to issue an order putting its ruling into effect. Because of furloughs related to budget cuts, the court pushed back that date from April 24 to April 27.

Why did Iowa Senate Republicans reject three Culver appointees?

The Republican caucus in the Iowa Senate is the smallest it’s ever been in this state’s history, but they let us know this week that they are not entirely irrelevant. On Tuesday all 18 Republican senators blocked Governor Chet Culver’s appointment of Shearon Elderkin to the Environmental Protection Commission. The 32 Senate Democrats supported Elderkin, but nominees need a two-thirds majority (34 votes) to be confirmed.

The following day, Senate Republicans unanimously blocked Gene Gessow’s appointment as head of the Department of Human Services. Also on April 15, two Senate Democrats joined with the whole Republican caucus to reject a second term for Carrie La Seur on the Iowa Power Fund board.

Senate Republican leader Paul McKinley released statements explaining each of these votes, but I doubt those statements tell the whole story, and I’ll tell you why after the jump.

Tax reform stalled, bonding package still moving

I was expecting a showdown in the Iowa House this week over the tax reform package that Governor Chet Culver worked out with key Democratic legislators. Republican State Representative Chris Rants announced his intention to amend the tax bill so that marriage would be defined as between a man and a woman.

However, the tax bill never came up for a vote before legislators went home for the weekend. House Speaker Pat Murphy said on April 15 that he had only 50 votes in favor of the proposal:

According to Murphy, he had lined up 52 Democrats to vote for the bill, but two Democrats changed their minds after adjustments sought by the governor broadened the number of Iowans who would get a tax cut — and amounted to a roughly $50 million reduction in the amount of income taxes collected.

“All we need is one person to change their mind,” Murphy says. “…We’re still optimistic we’ll get it done before we adjourn.”

Murphy is counting on Governor Chet Culver, a fellow Democrat, to help find the extra vote that will get the bill passed.

“We still believe that it is a middle class tax cut,” Murphy says. “We still believe it simplifies the tax code and we are optimistic that we will pass it yet this year.”

Murphy may be optimistic, but I’m feeling a sense of deja vu. Two months ago House Democrats were stuck at 50 votes for the “prevailing wage” bill heading into a weekend. The governor and legislative leaders failed to find the 51st vote to pass that measure.

If Murphy’s assessment is correct, two Iowa House Democrats supported the original tax reform bill but not the deal worked out with the governor. Does anyone know who they are, and why they are refusing to get behind the revised tax bill? Do they disagree with changes to the bill, or are they spooked by pressure they are getting from anti-tax conservative activists? It would be a big mistake for the legislature to let this bill die now. Overhauling the tax system won’t become politically easier during an election year.

In other economic policy news, Jason Hancock reports today that prospects look good for three bills which, combined, would approve $700 billion in bonding for infrastructure projects in Iowa. Click here for more details about the bills and what they would pay for. The main difference between this package of bills and Culver’s bonding proposal is that the governor wanted $200 million from bonding to pay for roads and bridges. Legislators have specified that the bonds must be used to fund other kinds of infrastructure projects.

Many Iowa legislators wanted to pass a small gas tax increase this year and next to fund more road projects, but a veto threat from Culver killed that proposal. The federal stimulus package approved this year did include about $358 million in highway funds for Iowa (click that link for more details). I’m with legislators on this one. I’d rather see money raised through bonding used for other kinds of projects.

I am glad to see Democrats move ahead on the bonding bills despite a recent Des Moines Register poll. The poll indicated that just 24 percent supported “Governor Chet Culver’s plan to borrow money to speed up public works projects,” while 71 percent said the state should “pay for the projects as it has the money over time.” That’s a badly-worded poll question if I ever heard one. I’ll bet that people who say we should only take on what we have cash for right now will change their mind once bonding money starts funding projects in their own cities and counties.

Governor Culver, please take your Democratic critics seriously (updated)

In her book Living History, Hillary Clinton wrote,

“Take criticism seriously, but not personally. If there is truth or merit in the criticism, try to learn from it. Otherwise, let it roll right off you.”

This advice came to mind as I read the harsh exchange of words between Ed Fallon and Governor Chet Culver’s office on Thursday.

Obama announces plans for high-speed rail funding

LATE UPDATE: This piece by BruceMcF is a must-read: How to build a national high-speed rail system.

President Barack Obama and Transportation Secretary Ray LaHood released a

blueprint for a new national network of high-speed passenger rail lines Thursday, saying such an investment is necessary to reduce traffic congestion, cut dependence on foreign oil and improve the environment.

The president’s plan identifies 10 potential high-speed intercity corridors for federal funding, including California, the Pacific Northwest, the Midwest, the Southeast, the Gulf Coast, Pennsylvania, Florida, New York and New England.

It also highlights potential improvements in the heavily traveled Northeast Corridor running from Washington to Boston, Massachusetts.

The economic stimulus package included about $8 billion for high-speed rail projects, and Obama is seeking an additional $1 billion each year for high-speed rail in the next five federal budgets.

Culver confirms opposition to constitutional amendment on marriage

Thursday was a great day for marriage equality in Iowa. All but two Iowa House Democrats stood firm against Republican efforts to bring a constitutional amendment banning gay marriage to the House floor.

The same day, the Des Moines Register quoted Governor Chet Culver confirming that he opposes such an amendment:

“I think we have to be very respectful of the equal protection clause of the Iowa Constitution. This court in a unanimous decision has stated that it is discriminatory to deny people rights that they’re given under the current Constitution,” [Culver] said.

Culver released a statement accepting the Iowa Supreme Court’s Varnum v Brien ruling on April 7, four days after the court announced its decision. Most other prominent Iowa Democrats reacted more quickly, but Culver told the Des Moines Register that he didn’t want to make a “knee-jerk reaction”:

“I think it’s appropriate to take as much time as necessary, and in my case about four days, to thoroughly read the decision. … It’s 69 pages long. It involves a lot of complex legal arguments on both sides,” he said.

Culver said he sat down with Attorney General Tom Miller on Monday to talk about the ruling. He had conversations with other “interested parties.” He read many of the “thousands” of messages his office received.

Truth be told, I want to believe Bleeding Heartland user ragbrai08’s hunch about the reason for the delay:

Hopefully […] this means they conducted a quickie poll and found little enthusiasm for amending the constitution.

No time like today to contact your state legislators

The 2009 legislative session is ending soon, and if you haven’t contacted your state representative or senator yet, quit procrastinating. I don’t think legislators diligently read every e-mail when the session gets busy, so I recommend calling them.

I encourage you to tell your state representative and state senator that you support the Iowa Supreme Court’s decision in Varnum v Brien and want them to respect that ruling.

Although I haven’t had time to finish writing a post here about the tax reforms being proposed this year, I support most of what’s in the package, including ending federal deductibility. Right-wing groups are urging Iowans to call their legislators about this issue, so if you support the Democratic tax reform plan, please say so. This article describes the proposed changes to Iowa’s tax code, which Democratic legislative leaders and Governor Culver have agreed on.

Please also mention to members of the Iowa House that you want them to reject SF 432 (here’s why) or remove the Liquid Manure division in SF 432.

If you are speaking with a state senator, especially a Republican senator, please also mention that you want Shearon Elderkin to be confirmed as a member of the Environmental Protection Commission. Culver appointed her to that body last year, and she has been a good vote for the environment.

I happen to know Shearon (pronounced like “Sharon”), because we used to serve on the same non-profit organization’s board of directors. She reads widely on public policy and asks tough questions. She also is a good listener and does not view issues through the prism of partisan politics. Even after serving with her for more than a year, some of our board members did not know whether she was a Republican, Democrat or independent. (For the record, she’s a moderate Republican.)

Feel free to mention any other pending bills or tips for contacting legislators in this thread.

UPDATE: Senator Jack Hatch, who chairs the Senate Health and Human Services Appropriations Subcommittee, says Gene Gessow’s confirmation as director of the Department of Human Services “is in trouble.” I posted Hatch’s speech calling for Gessow to be confirmed after the jump. If your state senator is a Republican, you may want to bring this up as well.

Culver won't try to overturn Iowa Supreme Court ruling

Governor Chet Culver released a statement today confirming that he will not support a constitutional amendment to ban gay marriage in Iowa. The governor said his personal faith still holds that marriage should be between a man and a woman, and he emphasized that the Iowa Supreme Court’s decision in Varnum v Brien

reaffirmed that churches across Iowa will continue to have the right to recognize the sanctity of religious marriage in accordance with their own traditions and church doctrines. The Supreme Court’s decision does not require that churches recognize marriages between persons of the same gender or officiate over such unions.

After reassuring Iowans that religious marriage is not affected by the ruling, the governor noted:

Yet, the Supreme Court of Iowa, in a unanimous decision, has clearly stated that the Constitution of our state, which guarantees equal protection of the law to all Iowans, requires the State of Iowa to recognize the civil marriage contract of two people of the same gender. The Court also concluded that the denial of this right constitutes discrimination. Therefore, after careful consideration and a thorough reading of the Court’s decision, I am reluctant to support amending the Iowa Constitution to add a provision that our Supreme Court has said is unlawful and discriminatory.

“As Governor, I must respect the authority of the Iowa Supreme Court, and have a duty to uphold the Constitution of the State of Iowa. I also fully respect the right of all Iowans to live under the full protection of Iowa’s Constitution.

Here’s to the governor for doing the right thing.  Republicans will hammer Culver for not doing “whatever it takes to protect marriage between a man and a woman,” but they weren’t voting for him anyway.

More important, as Attorney General Tom Miller noted last Friday, the court issued a unanimous “clear and well-reasoned opinion.” Social conservatives don’t have to change their religious beliefs, but their faith-based objections to gay unions are not grounds to deny other citizens the benefits of civil marriage. Marriage equality does not threaten heterosexual marriage in any way.

The coming battle to amend the Iowa Constitution

There’s nothing opponents of marriage equality can do to stop gay and lesbian couples from getting married in Iowa starting on April 24. Over at Daily Kos, Wee Mama posted information about getting a marriage license in Iowa for those who live elsewhere. If you would like to have a religious ceremony, I recommend contacting The Interfaith Alliance of Iowa for help in finding a sympathetic officiant, most likely to be from a United Church of Christ, United Methodist or Unitarian Universalist congregation. Couples wanting a Jewish wedding should contact Rabbi David Kaufman of Temple B’nai Jeshurun in Des Moines, if at least one partner is Jewish and the couple is open to raising children as Jews. Rabbi Kaufman has officiated at a same-sex commitment ceremony and published this blog post on Friday demolishing the arguments against legalizing gay marriage in Iowa.

The political battle over marriage equality will go on for a long time after wedding bells start ringing.

Early reaction from Iowa Democrats to the Varnum v Brien ruling (updated)

Numerous politicians and interest groups have issued statements since the Iowa Supreme Court unanimously paved the way for legal gay marriage by striking down Iowa’s 1998 Defense of Marriage Act. Iowa Politics has links to many of the statements, as well as Iowa blog posts on today’s ruling, and I’ve also received some statements via e-mail.

Detailed Republican poll on 2010 governor's race is in the field

The phone rang early Tuesday evening, and the voice on the other end was an interviewer conducting a survey for Hill Research Consultants. I asked who commissioned the survey, but the interviewer said he didn’t know.

Judging from the type of questions and their wording, I assume this poll was commissioned either by a Republican considering a run for governor in 2010, a Republican interest group trying to decide what kind of candidate to support for 2010, or the Republican Party of Iowa itself.

As I always do whenever I am surveyed, I grabbed a something to write with and took as many notes as I could about the questions. However, it was a long poll and there was commotion in the background on my end, so I know I didn’t get all the questions down. If you have been a respondent in the same survey and can fill in some blanks, please post a comment in this thread or e-mail me (desmoinesdem AT yahoo.com).

My notes on the questions asked during this 15-20 minute survey are after the jump. These are paraphrased, but I tried to remember the wording as closely as I could. I don’t know whether the order of the suggested answers was the same for everyone, but since this sounded like a real poll, I assume the order of multiple-choice answers was rotated.

Organic farmer plans to run for Iowa Secretary of Agriculture (updated)

It’s not yet clear whether Iowa’s Republican Secretary of Agriculture, Bill Northey, will seek re-election in 2010 or run against Governor Chet Culver instead. But at least one Democrat appears ready to seek Northey’s job next year.

Francis Thicke, an organic dairy farmer near Fairfield with a Pd.D. in agronomy and soil fertility, announced yesterday that he has formed an Exploratory Committee to consider running for Iowa Secretary of Agriculture. I’ve posted the press release from Thicke after the jump. One of his top priorities would be expanding local food networks:

“Growing more of our food in Iowa represents a multi-billion dollar economic development opportunity.”  This potential economic activity could “create thousands of new jobs and help revitalize rural communities in Iowa, as well as provide Iowans with fresh, nutritious food,” said Thicke.

Thicke would be an outstanding asset to Iowa as Secretary of Agriculture. A working farmer and expert on many agricultural policy issues, he currently serves on Iowa’s USDA State Technical Committee and has an impressive list of publications. In the past he has served on the Iowa Environmental Protection Commission, the Iowa Food Policy Council, and the Iowa Organic Standards Board.

He has also won awards including “the Activist Award from the Iowa Chapter of the Sierra Club, the Outstanding Pasture Management award from the Jefferson County Soil and Water Conservation District and the Friend of the Earth award from the Sustainable Agriculture Coalition in Washington, D.C.”

Here’s an interview Thicke gave in 2003 about his organic dairy operation. He also wrote this piece on the benefits of pasture-based dairies for CounterPunch in 2004. I found a YouTube video of Thicke speaking about livestock farming in Pella last year.

Thicke’s relationship with the Culver administration is strained, to put it mildly. He did not go quietly when Culver declined to reappoint him to the Environmental Protection Commission. In addition, Thicke is a strong advocate for “local control” of confined-animal feeding operations (CAFOs), which Lieutenant Governor Patty Judge opposes and Culver has not pursued as governor.

If Thicke runs for Secretary of Agriculture, his campaign is likely to become a focal point for environmentalists who aren’t satisfied with our current Democratic leadership in Iowa.

I have pledged my support to Francis. He has an excellent background to be a strong leader of our state agriculture department. His depth of knowledge of agriculture and natural resource management gives him credibility when it comes to truly understanding the relationship of agriculture to the rest of the world. Iowa legislature pretends to care about money in politics

On March 18 the Iowa House voted 96 to 0 to pass a bill banning candidates from using campaign funds to pay themselves or immediate family members a salary. This measure closes the so-called “Ed Fallon loophole,” named because Fallon received $13,750 from his gubernatorial campaign between June and November 2006 after losing the Democratic primary.

The Iowa Senate approved Senate File 50 in February (also unanimously). Governor Chet Culver is expected to sign the bill and may have done so already, but I did not find confirmation of that on the governor’s website.

Looking at the text of Senate File 50, I noticed that it defines “immediate family member” as “the spouse or dependent child of a candidate.”

I’ve been told that at least 20 members of the Iowa House (including Democrats and Republicans) employ either their spouse or child as a clerk. Apparently it is fine for spouses and children of state legislators to draw a salary from taxpayer dollars, but it becomes a terrible ethical problem for a candidate to draw a salary from money voluntarily contributed by supporters.

More grim economic news

Sorry to bring you down on a Friday afternoon, but the Iowa Revenue Estimating Conference released new estimates today, and it ain’t pretty:

The conference estimated that the current year’s revenues will sink by $129.7 million compared to its December estimate. Revenue for the budget year that begins July 1 will drop by $269.9 million.

The drop is in addition to December’s estimates, which cut $99.5 million in the current year and $132.6 million in the fiscal year that begins July 1.

Charlie Krogmeier, Gov. Chet Culver’s chief of staff and a member of the conference, said federal stimulus money may help offset the blow but that the dramatically lower estimates will leave lawmakers with tough options.

It would be difficult to find enough job cuts and furloughs in the current fiscal year to fill the gap. The fiscal year ends June 30, in roughly 10 weeks. […]

House Majority Leader Kevin McCarthy […] and other Democratic leaders noted on Thursday that they were already planning a budget that was $130 million less than Culver’s in the upcoming fiscal year. It’s unclear how they will make up the additional $270 million loss for the current and upcoming year.

Clearly difficult choices lie ahead. I urge Iowa leaders not to implement spending cuts alone, because cutting government spending too much during a recession can make things worse.

I was encouraged to read recently that legislators are looking carefully at all of the tax incentives Iowa provides. The combined effect of all these tax incentives is larger than all state spending:

There are at least 191 tax breaks for income and sales taxes that cost or prevent Iowa from collecting almost $7.2 billion, according to a 2005 review by the Iowa Department of Revenue and Finance.

That’s more than total state spending, which is projected to be $7.1 billion next year.

Not all of these tax breaks provide good value for the lost revenue, and not all of them can be preserved with the budget shortfall we’re facing.

In other unpleasant news this Friday, the Principal Financial Group, one of Iowa’s largest employers, announced pay cuts between 2 and 10 percent, which will affect all employees, management and the board of directors. Some benefits will also be reduced.

Principal already imposed a large layoff in December, and I think they are doing the right thing by reducing pay rather than cutting more jobs now. Labor market specialists differ on whether it’s better for companies to cut pay or lay off more workers in lean times. Obama's health care summit in Iowa will happen on March 23

Earlier this month President Barack Obama hosted a health care summit at the White House and announced plans for regional health care summits in Iowa, California, Michigan, North Carolina and Vermont. The governor of each state will host the regional events.

Governor Chet Culver announced yesterday that the Iowa forum will take place at the Polk County Convention Center on Monday, March 23, at 10 am. To enter the random drawing that will assign tickets to members of the public,

go to www.healthreform.gov and click on the “submit your question or idea” icon. Then click on the “Des Moines, Iowa” icon.

People can also call to request tickets from 9 a.m. Monday through noon Wednesday. The number is (800) 645-8864.

Nancy-Ann DeParle, director of the White House Office of Health Reform, will attend this forum and will be an influential voice in shaping Obama’s health care policies. Here’s a good background piece about her.

Some have expressed concerns about DeParle’s ties to companies with a stake in health care reform:

Since leaving the Clinton administration, Ms. DeParle has been managing director of a private equity firm, CCMP Capital, and a board member of companies like Boston Scientific, Cerner and Medco Health Solutions. White House officials said Ms. DeParle was severing ties with those companies and would recuse herself from participating in any matter that was “directly or substantially” related to former clients or employers.

“It is our view, and the view of counsel here, that the incidence of that will be very low,” an administration official said of the need for Ms. DeParle to recuse herself from decisions. The official, who was not authorized to speak publicly, said Ms. DeParle would be working mostly with federal agencies and lawmakers, and not directly with companies.

Allies of Ms. DeParle described her work in the private sector as a plus, because her familiarity with the industry would enable her to lean on companies to make tradeoffs essential in expanding access to the uninsured.

“She can call their bluff far more credibly and say, ‘Come on, guys, I’ve seen the books, I know you can do this with lower margins and higher market share, and you’ll do quite well,’ ” said Chris Jennings, who was President Bill Clinton’s top health policy adviser. “To me that’s very, very helpful.”

In general, people who come from industry to a government job don’t use that position to “lean on” companies where they have connections. But I am reserving judgment until I see what DeParle does in the coming months.

The failure of leadership behind that pig odor earmark

President Barack Obama proposed reforms to the Congressional earmarking process on Wednesday:

• Members’ earmark requests should be posted on their Web sites.

• There should be public hearings on earmark requests “where members will have to justify their expense to the taxpayer.”

• Any earmark for a for-profit company would have to be competitively bid.

The reforms are intended to deflect criticism after Obama signed the $410 billion 2009 omnibus spending bill, which included about $7.7 billion in earmarks.

I have no time for the Republican Party’s blatant hypocrisy on what is really a “phantom problem”. Republican members of Congress secure plenty of earmarks for their own states even as they posture against “pork.” They don’t seem to care about sweetheart deals and no-bid contracts awarded by executive agencies, which cost taxpayers much more than all earmarks combined.

Beltway journalists have been following the Republican script, focusing way too much on earmarks, even though they are “inconsequential”:

Not only do they represent less than one percent of the federal budget, eliminating them wouldn’t even reduce federal spending by even that tiny amount, or any amount at all, since earmarks by definition simply tag the spending in an already established pot of money, such as the Community Development Block Grant. The only question is whether decisions about funding individual projects should be made by Congress — through earmarks — or by a supposedly apolitical administrative process.

Furthermore, Jonathan Singer points out, earmarks simply don’t register when Americans are asked an open-ended question about their concerns.

I’m all for the reforms Obama announced yesterday, but let’s not fool ourselves into thinking that they will make a dent in government spending.

Although I think concerns about earmarks are exaggerated, I do want to examine the origin of Senator Tom Harkin’s $1.8 million earmark for studying odors from large hog confinements (CAFOs) in Iowa. It has become the poster child for Republican taunts about useless earmarks, prompting Harkin to defend himself (see here and here).

Is the Big Lug in big trouble?

There's a batch of poll data out from SurveyUSA, and it's bad news for the Big Lug.
 

Governor Culver doesn't break even in the poll of 600 adults. 47% of voters surveyed said they disapprove of Gov. Culver's performance as governor, with 46% approving, and 7% not sure. 

What's particularly troubling is that Culver only has support from 59% of Democrats surveyed and 41% of self-identified independents. 

Seperate polls found that Sen. Grassley edges out Sen. Harkin as the state's most popular politician. Grassley carried a 71% approval rate, with Harkin ten points behind at 61%. One interesting fact from that set of polling: Grassley has a 66% approval rating among Democrats. 

Background on new Iowa Utilities Board Chairman Rob Berntsen

Governor Chet Culver made two appointments to the Iowa Utilities Board this week. He named Rob Berntsen as the IUB’s new chairman, replacing John Norris. Norris stepped down from the IUB in order to serve as chief of staff for Agriculture Secretary Tom Vilsack.

Culver also reappointed Krista Tanner as one of the IUB’s three members. Culver appointed her in 2007 to serve out the remainder of someone else’s IUB term, which expires at the end of April. Now she will serve out the remainder of Norris’s term, which ends in April 2011.

The governor named Berntsen for the full six-year term that begins on May 1 and expires in 2015. (The third IUB member, Darrell Hanson was appointed by Culver in 2007 for a term that expires in 2013.)

Saving the electoral college will not keep Iowa relevant

Both Governor Chet Culver and Secretary of State Mike Mauro have now come out against a bill that would award Iowa’s electoral votes to the winner of the nationwide popular vote. Their opposition in effect kills any chance of the bill advancing. Although it has been voted out of committee in the Iowa Senate, it may never come to a floor vote there or a committee vote in the Iowa House.

I don’t know what so many people have against one person, one vote for president, just like we have for every other elected office. I also take issue with this part of Culver’s statement:

As the last three elections have shown, Iowa is now a battleground state, and, as such, the issues of Iowans are heard by the candidates of both parties. If we require our electoral college votes to be cast to the winner of the national popular vote, we lose our status as a battleground state and the opportunity to ensure that the ideas that are important on Iowa’s Main Streets remain important on both ends of Pennsylvania Avenue.

If the governor wants to buy into Republican propaganda about this bill, fine. But let’s not pretend Iowa is bound to be a swing state forever. Oregon was a battleground state for a few cycles, but John McCain didn’t seriously compete for it this year. West Virginia was a battleground state in 2000, but hopeless territory for Democrats in 2004 and 2008.

Democratic gains in voter registration could make this purple state blue if Culver and the statehouse Democrats give us a solid record of achievements to run on in 2010. If that happens, don’t count on Iowa’s six electoral votes being up for grabs during the 2012 general election.

I am also unconvinced that the electoral college ensures presidential candidates pay attention to small states. When was the last time a presidential candidate spent time in uncompetitive small states like the Dakotas, Montana, or Vermont?

John Deeth is right:

# The person with the most votes should win.

# It would be better if the Constitution actually said so.

# But National Popular Vote is a nice stopgap.

# If big states want National Popular Vote, it will pass without Iowa.

# The caucuses, not the electoral votes, are what makes Iowa important.

And about those caucuses: we won’t have competitive caucuses on the Democratic side in 2012, and I wouldn’t be surprised if some major Republican presidential candidates skip Iowa. It didn’t stop McCain from winning the nomination last year.

Shelter animals make wonderful pets

Iowa’s first family set a great example recently by adopting a puppy from a shelter instead of buying one from a puppy mill. I know cynics will say Chet and Mari Culver were just looking for some good press (never mind the budget crunch–look at the cute puppy!), but I don’t care. They saved a shelter dog and gave him a good home. Their cat also came from the Animal Rescue League many years ago.

We adopted an adult dog from the Animal Rescue League in the summer of 2004, and I couldn’t be happier with the choice. We knew right away he had a good temperament around small kids (always a question mark when you get a puppy). Also, he was house-trained and didn’t chew up everything he found lying on the floor.

Here is a list of pet shelters in Iowa. Please consider a shelter animal if you want to expand your family.

To his credit, President Barack Obama made clear in November that his family would prefer to adopt a shelter dog. However, they have concerns about aggravating his daughter’s allergies. If that is an issue for your family, read this piece by Michael Markarian on adopting a dog in a household with pet allergies.

On a related note, you probably heard that Socks the cat, who resided in the Clinton White House, died recently at a ripe old age. I’m not a cat person, but I appreciated these memorial posts at Benny’s World and La Vida Locavore.

The price of a flawed coordinated campaign

The “prevailing wage” bill, one of organized labor’s top legislative priorities, stalled in the Iowa House on Friday as Democrats were unable to find a 51st vote. Apparently the plan is to try to twist someone’s arm over the weekend:

House Speaker Pat Murphy will keep the voting machine open the entire weekend until Democrats can convince one of their dissenting members to change their vote. The move will mean Murphy will have to sleep in the chamber over the weekend.

“I want to be sure that taxpayer money is going to responsible Iowa employers who pay a decent wage, not employers who take advantage of people like we’ve seen in Postville and Atalissa,” Murphy said. “As the presiding officer of the House, I will stay in the Speaker’s chair and the voting machine will remain open until Monday. My goal is to get 51 votes and make sure we have good-paying jobs for middle class families.”

This post is not about the merits of the bill, which I support. (Click here for background on House file 333, which “would require that companies that contract for public projects pay workers wages and benefits comparable to private projects in the area.”)

This post is about why Democratic House leaders now face two unappealing outcomes: either they fail to pass a good bill supported by a key Democratic constituency, or they force one of their members into an embarrassing about-face that could affect the next election campaign.

Lottery lease worth several times more than gambling exec's offer

State Treasurer Michael Fitzgerald doesn’t make the news often, but I am grateful for his recent frank comments to the Des Moines Register:

Fitzgerald, a Democrat who is chief custodian and investor of state government’s money, said last week that a lottery leasing proposal made recently by Kehl Management to Gov. Chet Culver “was a terribly bad deal.”

The governor should have been embarrassed when the details became public, Fitzgerald added.

“I am against leasing the lottery until somebody proves to me that it is a really good deal for the state. I think the lottery is worth $1 billion – minimum – and that is why I am highly suspicious of selling it,” Fitzgerald told The Des Moines Register. […]

Kehl Management, headed by Riverside casino executive Dan Kehl, has proposed a one-time cash payment of about $200 million for a 49-year lease of the Iowa Lottery, plus a 22 percent annual tax on the lottery’s adjusted gross receipts.

I have no idea how Kehl arrived at the $200 million number. Maybe that was a lowball starting point for negotiation, or maybe he thought state officials might jump at the chance to cover a fourth to a third of the expected hole in next year’s budget.

Either way, Fitzgerald’s comments are on the mark. No one should be talking about leasing the lottery for a price that is well below its value. That’s not only bad policy, but also bad politics, since it would create the appearance of Democratic leaders providing a sweetheart deal for large donors. Kehl gave $25,000 to Culver’s campaign committee in 2008.

Fortunately, Senate Majority leader Mike Gronstal has said, “I’ve not seen much interest inside our caucus in proceeding with the sale of the lottery.”

It’s time for statehouse leaders to definitively take selling the Iowa Lottery off the table.

Kiernan can't do it alone

Congratulations to Des Moines City Council member Michael Kiernan, who was elected to chair the Iowa Democratic Party on Saturday, along with First Vice-Chair Sue Dvorsky, Second Vice-Chair Chris Peterson, Treasurer Ken Sagar and Secretary Dori Rammelsberg-Dvorak.

I was pleased to read Kiernan’s remarks from his first press conference:

“We have over 100,000 new registered voters in this state who are Democrats, hundreds of new activists. I think our key is to keep these folks in the party, to bring them home permanently. I think they’ve stopped by for a visit, and it’s our job to reach out to those new voters and bring them home permanently.”  

Kiernan said Democrats will use new technology, social platforms and grassroots engagement to bring additional people into the party and bring newly registered Democrats home to roost.

“Now it’s about telling these folks that they’re welcome in our party and making sure that they know they have a seat at our table permanently” […]

Kiernan echoed these points in the press release from the Iowa Democratic Party, which I’ve posted after the jump.

It’s good to know the IDP’s leader understands that we can’t count on first-time Democratic voters to continue to support the party. This is especially true because President Barack Obama will not be on the ballot in 2010. Many newly-registered Iowa Democrats were mobilized by Obama’s presidential campaign.

Kiernan noted his family’s tradition of “Democratic public service” on Saturday. He seems to be no more than two degrees of separation removed from anyone who’s anyone in Iowa Democratic circles. Tom Harkin held one of his first steak fry events at the Kiernans’ family farm.

I expect that this political legacy will greatly shorten Kiernan’s learning curve as the new party chairman. His mother, Joan Kiernan, has been a Democratic activist for decades and served as the IDP’s secretary in the past.

Michael Kiernan has also had a close-up view of election campaigns at all levels. His father ran successfully for the Madison County supervisors. His mother was involved in Dick Gephardt’s presidential campaigns. Michael Kiernan managed Chet Culver’s first bid for secretary of state in 1998 and Preston Daniels’ successful mayoral campaign in Des Moines the same year. He also won a special election for a seat on the Des Moines City Council in 2004. (He has not disclosed whether he plans to seek re-election to that position this fall.)

With this extensive campaign experience, Kiernan has seen what works and what doesn’t work for Iowa Democrats. That’s bound to help the IDP’s “coordinated campaign” going into the 2010 midterms. The national political environment is likely to be less favorable for Democrats than it was in 2006 and 2008, so the IDP will have to be at the top of its game in getting out the vote. (It can’t hurt that Kiernan is on good terms with labor union officials.)

Turnout is always lower in midterm elections. In 2006, about 1.05 million Iowans cast ballots for governor, whereas turnout in the most recent presidential election was about 1.5 million. Clearly not all of the newly-registered Democrats will vote in 2010, but even if only half of them turn out, that could give Democrats a significant advantage.

Kiernan and other party leaders can do plenty to build on the IDP’s success with early voting, but the mechanics of GOTV efforts won’t be enough to keep new voters in the Democratic fold.

Here’s where Governor Chet Culver and the Democratic leadership in the state legislature come in. Coasting on the usual advantages of incumbency is not going to be enough, especially if the economy is still in bad shape in 2010.

The best way to change Iowa from a purple state to a blue state is for Democratic elected officials to deliver real, lasting change. That will involve taking on some big problems despite the political risks. In a time of budget scarcity, state legislators can’t just throw money at a lot of popular programs.

Nothing succeeds like success. If Democrats can show that their governance made a tangible difference in the lives of Iowans, it will be easier to give voters a reason to back Culver and Democratic legislators again in 2010. I’ve got a few suggestions:

-Reduce the influence of money in politics by approving a voluntary “clean elections” system on the model of Maine or Arizona;

-Reject new coal fired power plants (as several of our neighboring states have done) and increase our capacity to generate wind and solar power;

-Allow “local control” of large hog confinements (agricultural zoning at the county level);

-Make progress toward providing light rail in the Ames/Ankeny/Des Moines and Iowa City/Cedar Rapids corridors.

I can’t say I’m optimistic about the Democratic leadership taking on any of those tasks, because powerful corporate interests could line up against them.

But I am convinced that we need to have something big to show for four years of Democratic control at the statehouse and Terrace Hill. Give Kiernan something to sell to the voters he’s trying to keep in the Democratic fold.

How vulnerable is Culver in 2010?

David Yepsen published a weird column in the Des Moines Register about Culver’s vulnerability in the 2010 election. Excerpt:

Culver’s been weakened by his handling of the state budget crisis, including the recent fiasco over the sale of the lottery. The state’s financial problems are only going to get worse, and that’s only going to make Culver’s re-election challenge more difficult.

Even before the lottery flap, Culver’s job-approval rating in the Iowa Poll was stuck at 60 percent. His disapproval rating has increased to 32 percent. (By contrast, Tom Harkin’s approval rating is at 70 percent, while Chuck Grassley sets the gold standard at 75.)

One gets a sense that Culver’s in over his head, and that there’s disarray in his administration.

Last year, he floated the idea of a pop-can tax. It bombed. This year, he floated the idea of selling the lottery. That flopped. His relations with the labor movement soured over his veto of their pet collective-bargaining bill last year and his handling of it.

Culver’s replaced some staffers to fix his problems, but glitches remain: For example, his Department of Natural Resources floated the idea of raising hunting and fishing license fees. Huh? How does that square with the governor’s position of not raising taxes in a recession? I thought we were trying to encourage those sports and related tourism. For sure, this alienates some hunters and fisher-persons, largely male constituencies the Democratic Party doesn’t have.

Yepsen makes it sound like an approval rating “stuck” at 60 percent (with only 32 percent disapproval) is a bad thing. Any campaign operative will tell you that an incumbent is considered vulnerable only if his or her approval rating drops below 50 percent.

Also, Culver did not “float” the idea of selling the lottery. He listened to other people floating that idea and waited too long to issue a statement ruling out the proposal.

Look how Yepsen glosses over his own incorrect prediction that the lottery sale was “a done deal”:

Culver’s troubles over the lottery got so bad his office issued a statement that, in part, blamed us pundits for their problems. Ah, shoot the messenger. Punish the pundit.

It may make a politician feel better to blame those of us in the media chattering class, but it wasn’t any of us who took thousands in campaign donations from the gambling industry. Nor did we meet with them in our office to talk about selling the lottery. Nor did we say for days the sale of state assets was under consideration.

Look, I wanted Culver to rule out the lottery sale a month ago, but it was Yepsen who went out on a limb last week and claimed the fix was in.

As for the bad blood between Culver and organized labor, I think most of that will dissipate if the governor signs one or more good bills on labor issues this year. (Sarah Swisher makes the case for “fair share” here.) I sincerely doubt labor will sit out the 2010 election if an anti-union Republican challenges Culver.

It’s really reaching for Yepsen to suggest Culver may be vulnerable because the DNR is considering raising hunting and fishing license fees. A declining number of Iowans are part of the “hook and bullet crowd” anyway.

Culver has several big advantages going into 2010:

1. He’s an incumbent. It’s been many decades since Iowans voted an incumbent governor out of office.

2. Since Culver won the 2006 election by a 100,000 vote margin out of 1.05 million votes cast, Iowa Democrats have opened up a large registration edge. There are now approximately 110,000 more registered Democrats than Republicans in Iowa.

3. He already has about $1.5 million in the bank, and even some Republican businessmen have cut him large checks.

Here are the danger signs for Culver:

1. The economy is lousy and could get worse before 2010. There’s plenty of time for Culver’s approval rating to drop into the danger zone. Poppy Bush had 70 percent approval ratings in early 1991.

2. The first midterm election is often tough for the president’s party. Democrats control the legislative and executive branches in Iowa as well as Washington, and voters may punish Culver if they don’t like what they see. The governor is presiding over budget cuts that may be unpopular.

3. Turnout will be lower in 2010 than it was in the 2008 presidential election (about 1.5 million Iowans cast ballots for president). Traditionally, lower turnout helps Republicans, although that didn’t prevent Iowa Democrats from winning gubernatorial elections in 1998, 2002 and 2006.

4. Culver’s campaign committee burned through a lot of money in 2008, spending more than half of what was raised. If the burn rate stays high in 2009, that war chest may not be big enough to scare off a serious Republican challenger.

Who might that challenger be? Yepsen thinks Agriculture Secretary Bill Northey might have a shot. He’d certainly be a stronger candidate than three-timer Bob Vander Plaats. (Vander Plaats thinks Republicans lost recent elections because they moved too far to the middle and can win again if they “effectively communicate a compelling message of bold-color conservatism.”)

I still think it would be tough for the low-profile Northey to beat Culver. He doesn’t have a base in any of Iowa’s population centers. If the state budget outlook continues to worsen, I’d be more worried about State Auditor David Vaudt, who warned that last year’s spending increases would be unsustainable.

Culver endorses big spending cuts, no tax increases

Details about Governor Chet Culver’s proposed 2010 budget will come on Wednesday morning, but today the governor’s office announced plans to impose 6.5 percent spending reductions on 205 state programs in next year’s budget. According to the Des Moines Register,

“We’re not going to tax our way out of a tight budget,” [Culver] said. […]

Culver will continue to ask lawmakers not to raise taxes. His budget will propose no tax increases, according to a copy of the governor’s remarks provided before a speech at the Iowa Business Council’s annual meeting.

Culver would like to protect certain areas from the full effect of the 6.5 percent cut: public safety, workforce development, human services, disaster relief, the teacher quality program, and early childhood education.

He will recommend that $200 million from the state’s cash reserves be used during the next budget year.

Via e-mail I received this joint statement from Senate Majority Leader Mike Gronstal, Senate President Jack Kibbie, House Speaker Pat Murphy, and House Majority Leader Kevin McCarthy:

“In these tough economic times, we appreciate Governor Culver and Lt. Governor Judge taking another step to ensure a balanced state budget by releasing this proposal.

“Because of the deepening national recession, this year will be very tough for many Iowans.  While Iowans had little to do with the mismanagement, greed, and financial carelessness that is causing the worst national economic situation since the Great Depression, we will be sharing in the pain.

“In the coming weeks and months, we are committed to:

·        Listening to our constituents

·        Working with the Governor, Lt. Governor and Republican legislators, and

·        Passing a fiscally responsible state budget that attempts to protect the progress we’re making on creating good-paying jobs, improving student achievement and teacher quality, and ensuring affordable health care.”

As you can see, the Democratic statehouse leaders did not unconditionally endorse the governor’s proposal or the principle of relying solely on spending cuts and tapping reserve funds to balance the budget. Some statehouse leaders have advocated raising the gas tax to help pay for road works.

As I have written before, I think it would be a big mistake to rule out any tax increases for next year.

As a political sound bite, it’s appealing for a governor to say, “I balanced the budget without raising a single tax.” But seriously, does Culver believe that Iowa has no obsolete tax loopholes that cost the state far more than they benefit the economy? The Iowa Policy Project has identified “wasteful, secret subsidies to big companies through the tax code.” (pdf file) How about asking those companies to share in the sacrifices that need to be made in the coming year?

Borrowing money to pay for certain infrastructure projects is reasonable, but a modest gas tax increase could reduce Iowa’s debt burden in future years without much pain. There may be other tax increases that make sense, if the funds raised could be linked to specific spending priorities that create jobs.

Politically, it’s risky for any governor to raise taxes, but Culver should balance those considerations against the risk that large spending cuts could prolong the recession:

Almost every single economist agrees, the last thing we want to do in a recession is slash government spending. We want, in fact, to increase that spending so that it is a counter-cyclical force to a deteriorating economy. So the question, then, is how to most safely generate the revenue to maintain or increase that spending. By  “most safely” I mean how to raise the revenue in a way that will minimize any negative economic impact. And the answer comes from Joseph Stiglitz:

 

“[T]ax increases on higher-income families are the least damaging mechanism for closing state fiscal deficits in the short run. Reductions in government spending on goods and services, or reductions in transfer payments to lower-income families, are likely to be more damaging to the economy in the short run than tax increases focused on higher-income families.”

So, first and foremost, you don’t want dramatic spending cuts (beyond the usual rooting out of waste/fraud) and you don’t want to raise taxes on middle- and lower-income citizens who both need the money for necessities, and are the demographics that will most quickly spend money in a stimulative way. That leaves taxes on the super-rich, and Stiglitz – unlike anti-tax ideologues – has actual data to make his case.

Which is Preferable During an Economic Downturn?

I’m sure the Iowa Business Council will applaud Culver’s promise this evening to balance the budget with no tax hikes of any kind.

But economic considerations as well as basic fairness dictate that taxes should be on the table when the legislature drafts the 2010 budget. We should not let the fear of Republican-funded attack ads scare us away from sensible steps to increase revenues.

Norris to leave Iowa Utilities Board, work for Vilsack again

John Norris will become Secretary of Agriculture Tom Vilsack’s chief of staff at the US Department of Agriculture, Iowa Independent reported today. Norris was Vilsack’s chief of staff early in his first term as governor.

In November, Norris’s wife, Jackie Norris, accepted an offer to become chief of staff for First Lady Michelle Obama.

Before Barack Obama announced his plan to nominate Vilsack to run the USDA, John Norris indicated that he was interested in being appointed to the Federal Energy Regulatory Commission.

Norris’s departure means that Governor Chet Culver will need to make two appointments to the three-member Iowa Utilities Board this spring. Norris currently chairs the IUB. Someone will need to fill the remainder of his term, which expires in April 2011.

IUB member Krista Tanner has been serving out the remainder of a term that expires in April 2009. I do not know whether she will ask to be reappointed to a full six-year term on that body.

Last year Tanner and Norris cast the deciding votes to approve an application to build a new coal-fired power plant near Marshalltown. However, the IUB has yet to issue a ruling on ratemaking principles for that plant. Reuters reported last March,

Ratemaking principles define how construction costs will be recovered in utility rates throughout the life of the generating facility. [Interstate Power and Light] is requesting a 12.55 percent return on common equity as part of the filing.

Several environmental organizations have intervened with the IUB regarding the ratemaking for this proposed plant. The board’s decision could affect whether Interstate Power and Light proceeds with this project or abandons it as unprofitable. LS Power recently announced that it no longer plans to build a coal-fired power plant near Waterloo.

Patrick Dillon will be the White House Deputy Director of Political Affairs

President-elect Barack Obama has appointed Patrick Dillon to be the White House Deputy Director of Political Affairs, according to an Iowa Democratic Party press release on January 16.

The news completes Dillon’s transition from one-half of an Iowa power couple to one-half of a Washington power couple. Dillon managed Chet Culver’s gubernatorial campaign in 2006 and served as the governor’s chief of staff until a few days ago.

Dillon’s wife, Jennifer O’Malley Dillon, directed John Edwards’ presidential campaign in Iowa and then served as battleground states director for Barack Obama’s campaign before Obama chose her to be the new executive director of the Democratic National Committee.

Borrow money for infrastructure, but fix what we have first

The highlight of Governor Chet Culver’s “condition of the state” address yesterday (video here and prepared text here) was a proposal to issue state bonds to borrow up to $700 million over the next few years:

Thousands of new jobs will be created, Culver said. Every $100 million spent on highway construction alone means more than 4,000 new jobs, he said.

“We’re cutting back on the day-to-day expenditures of state government,” Culver said in his Condition of the State speech this morning. “But, at the same time, we will be investing in bricks and mortar – to create jobs and keep our economy going.”

Culver said Iowa won’t need to raise taxes to pay for the plan. The state is in the position to issue bonds, which is essentially borrowing money. Existing gaming revenue would repay the bonds, he said.

Predictably, road industry lobbyists like the spending plans while expressing some doubts about the borrowing plans.

Republicans also don’t seem to like the bonding proposal, while statehouse Democrats think it’s a good idea. State Auditor David Vaudt, who may be a Republican candidate for governor in 2010, said he needed to study the details before expressing an opinion, but noted, “What we’ve got to remember is we’ve got to dedicate and set aside a piece of revenue stream to pay that principal and interest.”

Senate Majority Leader Mike Gronstal made a great point:

Gronstal deflected Republican criticism by pointing out that [Senate Minority leader Paul] McKinley, in his opening day speech, talked about a business he once owned.

“He borrowed every nickel he could and leveraged himself as far as he could because he believed in his future. I believe in Iowa’s future. I believe it makes sense now to borrow money and move this state forward,” Gronstal said.

He added: “This is probably one of the best times in our history to go out and borrow money with a dedicated repayment stream. Do you own a home? Did it make sense for you to borrow money? Or did you just pay cash?”

Gronstal is absolutely right. Iowa has a triple-A bond rating, interest rates are fairly low, and creating jobs is essential to bringing the economy back. Two-thirds of our economy depends on consumer spending, and good jobs generate the money people then spend at businesses in their communities. Construction jobs tend to be good jobs too.

Des Moines Register columnist David Yepsen, who is usually a deficit hawk, also likes the infrastructure bonding idea:

The money will be borrowed over the next few years, supervised by an oversight board and repaid with gambling profits, so no tax increases will be necessary. (If we have to have all this gambling in Iowa, wouldn’t it be nice to see something tangible in return?)

It will be the modern-day equivalent of the Depression-era Works Progress Administration, which built infrastructure we still use today, such as dams, sewers, parks and shelters. Previous American generations left us wonderful systems of interstates, canals, railroads, river locks and dams. What are we leaving our kids? Potholes, bridge collapses and sewers that pollute river ways.

Iowans are a frugal people. Perhaps we are too frugal. According to state Treasurer Mike Fitzgerald’s office, Moody’s Investors Service says Iowa’s per-capita level of public debt ranked 48th in the country last year. Iowa has $98 of state public debt per person. The national average of state debt is $1,158. You could double Iowa’s $98 of per-capita state debt to $200, and we would then rank 46th.

Culver should have told us that. Clearly, most other states saddle their citizens with more debt than is proposed here. And many are more attractive places to live, too, as our children attest when they leave for the better jobs and brighter lights elsewhere.

It’s funny to watch all these Republican legislators, who borrow all sorts of money to buy, expand or repair homes, businesses and farms, now turn prune-faced when Culver suggests doing the exact same thing in state government.

The Des Moines Register explained how Culver’s plan would work:

* Borrow $700 million in 20-year tax-exempt state revenue bonds

* Secure the bonds with about $56 million a year in gaming tax revenues

* Create a Rebuild Iowa Infrastructure Authority to issue the bonds. It will be overseen by a five-member board.

* The authority would be administered and staffed by the Iowa Finance Authority.

How money will be spent:

housing

trails

highways

roads

bridges

mass transit

railways

airports

water quality and wastewater treatment improvements

flood control improvements

energy infrastructure

disaster-relief infrastructure

public buildings

Projects will be judged on:

Whether they are ready to proceed

How quickly the project can be started and completed

Number of jobs to be created by the project

Contribution to sustainability

On the whole, I support the idea. My main concern is that infrastructure money be spent on fixing what we already have, not on building every new road on developers’ wish lists. In the past, our legislators and state officials have focused too much on funding new roads instead of a balanced transportation policy.

The housing slump is likely to continue for at least two more years, and there is no reason to spend large sums to build new highway interchanges and major new roads through undeveloped farmland now. We should spend the money to fix stretches of existing major roads and highways and crumbling bridges, as well as on modes of transit that allow alternatives to driving. These projects will improve the quality of life for large numbers of Iowans while also creating jobs.

As for airports, I would only support spending money on needed repairs and improvements to existing airports. This is not the time to start building a bunch of small regional airports that would benefit a handful of corporate executives.

Culver emphasized that he did not plan to raise taxes, but Gronstal indicated that raising the state gas tax is still on the table.

I would like to hear more lawmakers talk about closing various tax loopholes that mainly benefit wealthy Iowans. The Iowa Policy Project has documented this and various other flaws in our current tax policies.

Open thread on Culver's "condition of the state" address

I have to be away from my computer this morning, but please use this thread to discuss Governor Chet Culver’s annual “condition of the state” address to members of the state legislature.

Citing Lieutenant Governor Patty Judge and Senate Majority Leader Mike Gronstal, the Des Moines Register reported that Culver is expected to announce some new proposals. Presumably those will address flood recovery and the state budget.

I’ll be interested to see whether Culver goes out on a limb to back anything really controversial. If he wants to go down in history as one of the all-time greats, he’ll need to take some risks.
