Voters in Jasper County will elect a new state representative on October 12 to replace Democrat Wes Breckenridge, who stepped down last month to become assistant director for the Iowa Law Enforcement Academy.

Although this district looks relatively balanced on paper, Republicans go into Tuesday’s election favored to pick up the seat, which would give the party a 60-40 majority in the state House. A Democratic win would keep the balance of power at 59 Republicans and 41 Democrats. That may not sound significant, but GOP leaders were unable to get several controversial bills through the chamber this year, so every additional vote in their caucus could be important during the 2022 session.

As expected, Iowa Senate Republicans rejected the first nonpartisan redistricting plan on a party-line 32 to 18 vote on October 5. Everyone knows why the maps went down: national Republicans were upset the plan would have created a Democratic-leaning Congressional district in eastern Iowa, and Senate Republicans were bent out of shape because many of their incumbents would have been placed in districts with one another.

Republicans couldn’t say that out loud, though, because Iowa’s redistricting law states, “No district shall be drawn for the purpose of favoring a political party, incumbent legislator or member of Congress, or other person or group […].”

So in Senate floor speeches and a resolution approved along party lines, Republicans asserted that the Legislative Services Agency could better balance compactness and population equality standards. They provided little evidence in support of those vague complaints.

More than nine months behind schedule, the state of Iowa has released its Comprehensive Annual Financial Report for the fiscal year that ended on June 30, 2020. The report was posted to the Iowa Department of Administrative Services website on October 5.

Under normal circumstances, the state would have published this report in late December 2020. However, Iowa State University has had significant accounting problems since switching to the Workday computer system for financials at the beginning of the 2020 fiscal year. State government entities typically submit their fiscal year-end financials to the state by October 1, but ISU was still sending supplemental pieces six months later.

Deputy State Auditor Marlys Gaston told the Iowa Board of Regents last month that state auditors anticipated sending an internal control letter to ISU regarding misstatements or erroneous information in some of the university’s financial statements.

The Iowa House and Senate will convene on October 5 to consider the first redistricting plan submitted by the nonpartisan Legislative Services Agency (LSA).

When the maps were published on September 16, I agreed with the conventional wisdom that the GOP-controlled legislature would reject the proposal, because it creates a Democratic-leaning Congressional district in eastern Iowa and keeps Dallas County with Polk County in the third district. However, as the special session approaches, Republican sources increasingly expect the Iowa House to approve the plan–if it comes to a floor vote.

That’s why the Iowa Senate seems poised to reject the proposal, possibly without letting it reach the floor in either chamber.

UPDATE: In November 2023, a spokesperson for OCIO told Bleeding Heartland, “OCIO never executed a contract for Master Data Management in any RFP.” She did not explain why the project was shelved. However, it appears that the American Rescue Plan funds allocated for this project were not spent for that purpose. In December 2023, the spokesperson confirmed, “Master Data Management has not moved forward since October 2021.” Original post follows.

Governor Kim Reynolds has allocated $13 million from the state’s American Rescue Plan funds for a data project that has been in the works since 2019.

Last year, the governor approved a request from the state’s Office of Chief Information Officer (OCIO) to pay for the Master Data Management Program with $13 million from the Coronavirus Aid, Relief, and Economic Security (CARES) Act. But those funds were never spent, according to pandemic spending reports and documents obtained through public records requests.

OCIO recently transferred the $13 million earmarked for the data management project back to the agency that administers Iowa’s Coronavirus Relief Fund, spokesperson Cayanna Reinier told Bleeding Heartland on September 29. She added that OCIO is “in the process of restarting” the project and “looking forward to moving ahead” with it, now that the governor’s office has approved the use of American Rescue Plan funds.

It’s far from clear this program is an eligible expense under the latest federal relief package.

The non-profit watchdog group Campaign Legal Center filed ethics complaints on September 22 against seven members of Congress, including U.S. Representative Cindy Axne (IA-03). The complaints ask the Office of Congressional Ethics to investigate four U.S. House Democrats and three Republicans, who did not disclose stock trades within the time frame required by the Stop Trading on Congressional Knowledge (STOCK) Act. That 2012 law was designed to prevent members of Congress from turning inside knowledge into profit.

For Axne, it was the worst way to find out about a disclosure problem. The ethics complaint generated extensive Iowa media coverage, all of which included quotes from delighted Republicans. For U.S. Representative Mariannette Miller-Meeks (IA-02), the episode was a heads up to get her own financial disclosures in order before she faces similar scrutiny next year.

Support for abortion rights is rising among Iowa adults, according to the latest statewide survey by Selzer & Co for the Des Moines Register and Mediacom.

The findings illustrate why Republican lawmakers have tried to conceal the goal of their quest to add abortion language to Iowa’s constitution.

State Medical Director and Epidemiologist Dr. Caitlin Pedati is leaving the Iowa Department of Public Health (IDPH) in late October, the agency announced on September 22.

The leader of Iowa’s COVID-19 response had hardly been seen in public all year and granted few media interviews. Pedati was an occasional speaker at Governor Kim Reynolds’ televised news conferences during the first eight months of the pandemic, but had not appeared at one since November 2020.

The unexplained departure raised questions about whether Pedati walked or was forced out. Reynolds’ new spokesperson Alex Murphy told Bleeding Heartland via email that no one in the governor’s office asked the medical director to leave. “This was a personal decision by Dr. Pedati.” Murphy also said the governor won’t pick her successor; rather, IDPH Director Kelly Garcia “and her team will handle the hiring.”

I’ll be seeking records that could show whether Pedati (a board-certified pediatrician) disagreed with any aspects of Iowa’s COVID-19 mitigation strategy, such as grossly inadequate guidance for schools or the retreat from recommending masks, even for unvaccinated people crowded together indoors.

Whether or not Pedati had any private misgivings, she repeatedly failed to keep Iowans safe or adequately informed during this pandemic, which has already killed more than 1 in 500 Iowa residents who were alive eighteen months ago.

Dan Guild: No other recent poll shows Joe Biden’s approval as low among independents as Selzer’s new Iowa poll.

The latest Iowa Poll by Selzer & Co for the Des Moines Register and Mediacom is full of bad news for Democrats. President Joe Biden’s job approval in Iowa is a measly 31 percent, with 62 percent of respondents disapproving. Governor Kim Reynolds’ job approval is 53 percent, with 43 percent disapproving. U.S. Senator Chuck Grassley leads his most likely Democratic opponent, Abby Finkenauer, by 55 percent to 37 percent.

If Selzer is right, the bad news extends far beyond Iowa. This polling suggests Democratic fortunes in 2022 look abysmal.

I have the greatest respect for Ann Selzer, and the last time I suggested she was wrong, I was wrong. 

So why do I think she is wrong now?

Accounting problems at Iowa State University have delayed not only Iowa’s Comprehensive Annual Financial Report for fiscal year 2020, but also dozens of annual reports on state government entities.

The ongoing issues at ISU have pushed other audit work months behind schedule, Deputy State Auditor Marlys Gaston explained during a 20-minute presentation to the Iowa Board of Regents on September 15. In addition, Gaston told the governing body for Iowa’s state universities the State Auditor’s office expects to issue an internal control finding to ISU. That rarely happens for the Regents institutions and indicates that ISU’s financial statements for FY2020 included inaccurate information.

ISU switched to the Workday computer system for accounting at the beginning of the 2020 fiscal year. The subsequent challenges raise questions about what will happen when most state government agencies transition to Workday for accounting, which is supposed to occur during the summer of 2022.

U.S. Representative Ashley Hinson was among many Republican officials to wish U.S. Senator Chuck Grassley a happy birthday on September 17.

But if Iowa lawmakers and Governor Kim Reynolds enact the first map proposed by the nonpartisan Legislative Services Agency, Hinson’s political career could be cut short, unless the 88-year-old senator opts not to seek re-election.

The latest Iowa employment statistics “are disappointing,” Iowa State University economist Dave Swenson tweeted on September 17 after the U.S. Department of Labor released new figures for August. Swenson noted, “Total employed and total labor force are down, unemployment levels rose slightly, and unemployment rate is unchanged” at 4.1 percent. Meanwhile, payroll nonfarm jobs declined.

Governor Kim Reynolds’ decision to cut off pandemic-related federal unemployment benefits in June (three months early) “to goose the economy turned out to be a dud,” in Swenson’s view.

A growing body of research supports that conclusion.

This morning, the Legislative Services Agency released their first set of proposed maps, which can be found here. As expected, the LSA released both congressional and legislative maps — for today I’ll focus on the former, with more analysis to come on the legislative front.

By the numbers

As I’ve written here before, the three standards that the LSA considers in producing a map are contiguity, population equality, and compactness. Of the three, contiguity is an absolute standard: a congressional district must be made up of whole counties that are contiguous. The next most important standard is population equality, meaning the LSA tries to make districts as close in population as possible. However, they must also consider the compactness of a given map, both in terms of minimizing the difference between the length and width of each district, and in terms of minimizing the total perimeter length of all districts.

The LSA’s proposed congressional map easily meets the contiguity requirement. Here is how it scores on population equality and the two measures of compactness:

• Lowest Population: District 2 (797,556)
• Highest Population: District 1 (797,655)
• Difference between lowest and highest population: 99
• Total Perimeter Score: 2,772.02 miles
• Average Length-Width Compactness: 34.96 miles

Republican Mike Bousselot won the September 14 special election in Iowa House district 37 with 51.6 percent of the vote to 48.3 percent for Democrat Andrea Phillips, according to unofficial results from the Polk County elections office. Those numbers should change very little, since late-arriving absentee ballots mailed before the election can no longer be counted under the voter suppression law Republicans enacted this year.

Once Bousselot is sworn in to represent this district covering part of Ankeny and northern Polk County, the GOP will again hold 59 of the 100 Iowa House seats. Democrats currently hold 40 seats, and an October 12 special election will fill the vacancy in House district 29.

I’ll have more to say about today’s race once more details become available on the partisan breakdown of the electorate. For now, a few quick hits:

Iowa Supreme Court justices finally let the public in on the secret.

Under Iowa’s constitution, authority to enact legislative maps (but not Congressional maps) passes to the high court after September 15. But a September 14 order signed by Chief Justice Susan Christensen gives the legislature and governor until December 1 “to prepare an apportionment in accord with Iowa Code chapter 42,” which outlines the redistricting process Iowa has used since 1981.

High-ranking Republicans have indicated for months that they expected the Iowa House and Senate to be able to vote on new maps after the constitutional deadline, but the judicial branch’s spokesperson would not confirm whether justices or their representatives gave private assurances to key lawmakers. Bleeding Heartland’s request for written correspondence between the chief justice and legislative leaders produced no responsive records.

The court could have clarified months ago that it planned to proceed in this manner. But better late than never.

At least 6,390 Iowans have died of COVID-19, according to U.S. Centers for Disease Control statistics published on September 13. That’s just over one in 500 of the 3,190,369 Iowans who were living in the state as of April 1, 2020 (the U.S. Census Bureau’s resident population count).

The state’s COVID-19 dashboard, which lags behind federal data and is updated less frequently, now shows 6,337 total deaths. Sara Anne Willette draws on federal databases when updating her Iowa COVID-19 Tracker website, which now shows 6,392 total deaths.

Statistics compiled by the New York Times indicate that Iowa is the 25th state to pass the grim milestone of losing one in 500 residents in the pandemic. The highest per capita fatality rates are mostly found in densely populated northeastern states, where the novel virus spread widely before mitigation practices were in place, or in the deep South.

Among the states bordering Iowa, South Dakota has the highest fatality rate, followed by Illinois. Missouri’s per capita deaths are a little lower than Iowa’s, while Wisconsin, Minnesota, and Nebraska have all lost far fewer residents than Iowa as a percentage of their populations.

The short special election campaign in Iowa House district 37 has been a costly affair, as expected. Disclosures filed last week show the Iowa Democratic Party has spent $306,470.21 on behalf of Andrea Phillips, while the Republican Party of Iowa has spent $234,327.12 supporting Mike Bousselot.

As is typical for targeted Iowa legislative races, the bulk of the spending has gone toward television and digital advertising: roughly $285,000 on the Democratic side and just under $230,000 from Republicans.

Bleeding Heartland analyzed the introductory ads for Phillips and Bousselot here. During the last two weeks of the campaign, I’ve seen more negative advertising about both candidates on Des Moines-based broadcast and cable television. The difference is that the Democratic ads highlight truthful claims about Bousselot’s past work, whereas the Republican ads are wholly false–much like the spots they ran against Phillips in 2020.

State Representative Wes Breckenridge resigned from the Iowa House this week, effective September 10. The three-term Democrat, who is a retired Newton police officer, was recently hired as assistant director for the Iowa Law Enforcement Academy. He wrote in the Newton Daily News that he didn’t feel he could do justice to his legislative work and his new responsibilities.

Breckenridge was among the most conservative members of the House Democratic caucus. During this year’s legislative session, he voted for both versions of a policing bill that will exacerbate racial disparities in the criminal justice system. In fact, he was the only Democrat to vote for the final version of that bill. He was also the lone Democrat to support a bill that eliminated permit requirements for Iowans to purchase or carry pistols or revolvers. However, Breckenridge voted against the extreme constitutional amendment on guns that will be on the 2022 ballot. He had opposed several other GOP bills over the years that loosened Iowa’s gun laws.

Governor Kim Reynolds will soon schedule a special election to fill the remainder of Breckenridge’s term. The seat will be a tough hold for Democrats.

Governor Kim Reynolds’ office was able to spend nearly 40 percent more than its $2.3 million budget appropriation during the last fiscal year, mostly by shifting personnel costs onto other state agencies.

Documents Bleeding Heartland obtained through public records requests show that eight state agencies covered $812,420.83 in salaries and benefits for nine employees in the governor’s office from July 1, 2020 through June 30, 2021. In addition, the Office for State-Federal Relations in Washington, DC remained understaffed, as it has been throughout Reynolds’ tenure. The vacant position should allow roughly $85,000 in unspent funds to be used to balance the rest of the governor’s office budget, as happened last year.

The governor’s communications director Pat Garrett did not respond to four inquiries over the past two weeks related to the office budget. But records indicate that unlike in 2020, federal COVID-19 relief funds will not be tapped to cover salaries for Reynolds’ permanent staffers in fiscal year 2021.

Once upon a time, Governor Kim Reynolds postured as an advocate for mask wearing to reduce community transmission of COVID-19. Although she never consistently masked up when near others, and often sent mixed messages about whether face coverings were advisable for everyone or mainly for vulnerable people, she appeared in videos last year that promoted masks as one way to “step up and stop the spread.”

The governor stopped touting masks some months ago. In recent interviews and public appearances, she has claimed it’s not clear whether face coverings reduce virus transmission in schools, and has asserted that masks can harm children.

The Iowa Department of Public Health has similarly retreated from recommending masks as part of a layered COVID-19 mitigation strategy. The governor’s staff have micromanaged the public health agency’s communications with the media since the earliest days of the pandemic. At Reynolds’ latest news conference, she and a staff member intervened twice to stop IDPH Director Kelly Garcia from answering questions about the benefits of masks.

Some 524 Iowans were hospitalized with COVID-19 as of September 1, according to the latest available figures on Iowa’s official coronavirus website. The first time pandemic hospitalizations reached that level here was in late October 2020. Before this week, the last time Iowa marked seven straight days with more than 500 people being treated for coronavirus in the hospital was in early January.

Governor Kim Reynolds put a positive spin on recent trends during a news conference on September 2. The same morning, Dr. Lance VanGundy, an emergency room physician at UnityPoint’s Marshalltown hospital, posted a weary assessment of the current situation on his Facebook feed.

Two weeks before voters will elect a new state legislator to represent parts of Ankeny and northern Polk County, Democrats living in Iowa House district 37 had requested more than five times as many absentee ballots as Republicans.

Polk County Elections Office staff told Bleeding Heartland that 2,818 residents of House district 37 had requested an early ballot by 4:00 pm on August 31. Of those, 2,261 were Democrats, 398 were Republicans, and 159 were affiliated with neither party.

The vast majority of absentee ballots sent to voters have not yet been returned. As of August 31, the Polk County auditor’s office had received 375 completed ballots from registered Democrats and 36 from Republicans.

Four caveats:

“I believe that parental control is local control,” Governor Kim Reynolds told WHO-TV’s Dave Price earlier this month. “I think you’re going to see some interesting school board races this year also,” she added with a smirk.

This past weekend, Reynolds recounted how she “strategized” with Ankeny parent Sarah Barthole last year to force Iowa schools to abandon hybrid models, which allowed for social distancing in classrooms.

Early voting has begun in Iowa House district 37, where voters in parts of Ankeny and northern Polk County will choose a new state representative on September 14. Bleeding Heartland previously covered the recent voting history of this suburban area, as well as background on Democrat Andrea Phillips and Republican Mike Bousselot.

Both candidates and many of their supporters (including other Iowa House Democrats and U.S. Senate candidate Abby Finkenauer) have been knocking doors in the district. Direct personal contact has long been considered one of the most effective ways to drive turnout in a state legislative race.

Phillips and Bousselot are also advertising in the Des Moines market on broadcast and cable television. Both introductory ads tap into voters’ feelings about the COVID-19 pandemic and mitigation policies.

COVID-19 case counts and hospitalizations continue to accelerate in Iowa, reaching levels not seen for many months. Data published on the state’s official website on August 25 show Iowa reported 7,112 new coronavirus cases over the previous week. The last time the state averaged 1,000 new cases a day was in late January.

Statewide, 498 Iowans are now hospitalized with COVID-19, an increase of 25 percent from the 396 reported on August 18. The last time this many Iowans were hospitalized with coronavirus was in mid-January. The number of patients being treated for the virus in intensive care units (133) is at its highest level since late December 2020. Iowa also reported 89 new daily admissions for COVID-19 on August 25, the highest level since mid-January.

Hospitalizations have risen sharply this summer, quadrupling in the last month alone. Current numbers are ten times higher than the low point for Iowa’s COVID-19 hospitalizations in late June.

The slope of this past month’s increases resembles what happened in Iowa last October, as you can see from graphs published on the RMCC Data page of the state’s website. Total hospitalizations and new daily admissions are now approximately where they were on October 20, 2020.

State Representative Christina Bohannan confirmed on August 24 that she’s running for Congress in Iowa’s second district. She’s the first declared Democratic candidate for the seat, where Republican U.S. Representative Miller-Meeks was certified the winner in 2020 by six votes out of nearly 400,000 cast.

Last year’s campaign in IA-02 was Iowa’s most expensive U.S. House race, with the candidates spending nearly $6 million and outside groups putting in more than $15.5 million over the cycle. Both parties are expected to target the district next year, and Miller-Meeks’ campaign had more than $1.1 million cash on hand as of June 30.

Speaking by phone a few hours after her campaign became official, Bohannan told Bleeding Heartland, “I’m having way more fun than I think you’re supposed to when you’re running for Congress.” She said she’s enjoyed the conversations she’s had today and is feeling “really good” about her early fundraising.

I had more questions for the new candidate.

Governor Kim Reynolds loves to boast that Iowa “led the way” in bringing kids back to school during the COVID-19 pandemic, “and we did it safely and responsibly.” The talking point was debatable last year, since Iowa’s new cases and hospitalizations began surging several weeks after schools reopened.

It’s laughable now, as Iowa schools prepare to welcome kids back this week. While the Delta variant has caused spikes in pediatric cases and hospitalizations where schools are already in session, Reynolds and leaders of Iowa’s education and public health departments have blocked nearly every practice that helped reduce COVID-19 spread in schools last year.

Republican lawmakers intended to prohibit schools, cities, and counties from requiring masks when they amended an education bill on the final day of the legislature’s 2021 session. But House File 847, which Governor Kim Reynolds rushed to sign within hours of its passage, was not well crafted to accomplish that goal.

An apparent drafting error opened the door for the mask order Iowa City Mayor Bruce Teague announced on August 19, with the full support of the city council.

The Iowa Ethics and Campaign Disclosure Board will not ask the state legislature to limit the practice of candidates automatically opting donors into recurring contributions.

No one suggested new campaign finance regulations when board’s six members discussed 2022 legislative proposals during an August 12 meeting.

Iowa’s Legislative Services Agency (LSA) intends to submit the first set of proposed Congressional and legislative maps to the state House and Senate by Thursday, September 16.

The agency’s senior legal counsel Ed Cook announced the timing during an August 17 meeting of the Temporary Redistricting Advisory Commission (TRAC), which will organize public hearings on the proposed maps and submit a report to state lawmakers summarizing the feedback.

Republicans nominated Iowa Department of Management Director Michael Bousselot this weekend to be their candidate in the September 14 special election to represent Iowa House district 37. Bousselot received about 75 percent of the vote on the first ballot; one of his two rivals for the nomination withdrew his candidacy before convention delegates voted.

Bousselot did not respond to phone or email messages on August 13 asking whether he would take a leave of absence from his day job, assuming he won the GOP nomination for the special election. But he and Democratic candidate Andrea Phillips are clearly ready to devote substantial time and energy to the abbreviated campaign.

House district 37 was among the most expensive state legislative races in 2020; Democrats spent nearly $800,000 on behalf of Phillips, while Republicans spent about $575,000 defending State Representative John Landon, who passed away in late July.

Deidre DeJear made it official on August 14: she’s running for governor, “because Iowa is worth it.” The 2018 Democratic nominee for Iowa secretary of state spent several weeks on the road over the past month hearing about the challenges facing communities of all sizes. In a news release, she indicated education, small business development, and job growth would be the focus of her campaign:

The Iowa Ethics and Campaign Disclosure Board unanimously found that Governor Kim Reynolds did not violate a state ban on “self-promotion” last year when she appeared in advertisements promoting COVID-19 safety measures.

The board reviewed the “Step Up, Stop the Spread” online and television ad campaign, funded through federal COVID-19 relief dollars, after State Auditor Rob Sand asserted in a report that Reynolds violated a state law prohibiting “self-promotion with taxpayer funds.”

On August 12, the Census Bureau released the “PL 94-171 Redistricting Data File” – the official population counts of every precinct, city, county, and state in the country, as of April 1, 2020.

As I wrote last weekend, Iowa’s redistricting process can now start in earnest – and members of the public can get a clearer view of what districts are possible. For today, I’ll focus on the implications for Iowa’s Congressional maps. Future articles will contain similar analysis at the legislative level.

The League of United Latin American Citizens (LULAC) has petitioned the Iowa Secretary of State’s office to allow elections officials in all 99 counties to accept official Spanish-language translations of voter registration and absentee ballot request forms.

The Secretary of State’s office has not yet replied to the petition and did not respond to Bleeding Heartland’s inquiries about the matter. If it doesn’t issue the requested order within 60 days of the filing date (July 28), Iowa’s largest Latino advocacy group can go to court seeking an exception for voting materials from Iowa’s 2002 “English language reaffirmation” statute, more commonly known as the English-only law.

Can you guess which Iowa senator is up for re-election in 2022, and which one won’t face Iowa voters for another five years?

In a rare gesture of bipartisanship on August 10, the U.S. Senate approved by 69 votes to 30 a bill that would spend $1.2 trillion on infrastructure projects. Iowa’s senior Senator Chuck Grassley was among nineteen Republicans who supported final passage of the Infrastructure Investment and Jobs Act, despite being unhappy with the amendment process. Senator Joni Ernst stuck with the majority of the GOP caucus in opposition; the no votes included potential 2024 presidential candidates Marco Rubio and Ted Cruz.

In a written statement enclosed in full below, Grassley said, “Iowa’s aging infrastructure risks slowing economic growth and eroding daily comfort and convenience. This bipartisan bill fixes potholes, rebuilds bridges, upgrades water systems and brings broadband to rural corners of our state. Investing in Iowa’s infrastructure will pay dividends for decades to come.” His news release highlighted reports showing Iowa has more structurally deficient bridges than any other state and many large roads in poor or fair condition.

Voters in Ankeny will soon choose a successor to State Representative John Landon, who passed away last month. Governor Kim Reynolds scheduled the Iowa House district 37 special election for Tuesday, September 14.

I’ll have more to say about this race once the field is set. Democrats nominated Andrea Phillips at a special district convention on August 7; Republicans have not yet selected a candidate.

For now, I want to touch on the opportunities and challenges this short campaign presents.

Last week, the U.S. Census Bureau announced some exciting news: they will release the next round of redistricting data this Thursday, August 12, four days earlier than promised. 

At long last, Iowa will have the population counts needed to start drawing new district lines – and just in time, considering that the Iowa Constitution requires the legislature to finish redistricting by September 15. 

In an unusual move, Governor Kim Reynolds is allowing two state agency directors she appointed early this year to continue serving through next year’s legislative session, even though they lacked the votes to be confirmed by the Iowa Senate.

Reynolds withdrew the nominations of Department of Management Director Michael Bousselot and Department of Administrative Services Director Adam Steen shortly before state lawmakers adjourned for the year in May. Days later, she rejected the directors’ resignations, saying she would resubmit their names to the Senate in 2022, documents obtained through public records requests show.

The governor’s office has not publicly announced Reynolds’ decision to hold over Bousselot and Steen and did not respond to Bleeding Heartland’s inquiries.

The Department of Management handles state budget planning as well as disbursements from Iowa’s general fund and various other funds. The Department of Administrative Services handles human resources, payroll, and procurement of goods and services for state government.

Take my advice and bookmark that spreadsheet, as well as an updated Daily Kos Elections spreadsheet showing how residents of each Iowa legislative district voted for president in 2012 and 2016, for governor in 2014 and 2018, and for U.S. Senate in 2014. Even though Iowa’s state legislative boundaries will soon change, the data will remain useful as evidence of changing voting patterns.

For today I want to dive into crossover voting in Iowa, which was the focus of a Daily Kos Elections post on July 26. Ticket-splitting is rarer now than it used to be, but six current House members won last November, even though their constituents preferred the other party’s presidential candidate. Four sitting state senators represent districts that voted for the other party’s presidential candidate in 2020. However, only one of them was up for re-election last year. We can’t know how the other three would have performed compared to Trump or Biden.
