More than 9/11 or the financial crisis of 2008, the coronavirus or COVID-19 has affected every single household in America.

Millions of workers have been laid off. Many are working without paid leave or hazard pay. Hospitals are on the brink of being overwhelmed and understaffed. Parents are at home trying to teach their kids during school closures. Grocery store shelves are barren. And everyone is worried about the health of themselves, their kids, and loved ones; about how they’re going to pay the bills; about where to get a test, about how long this is going to last.

Paul W. Johnson wrote this piece in 2017, when Republicans in the state legislature passed a budget bill that defunded Iowa State University’s Leopold Center for Sustainable Agriculture and eliminated it from the Iowa Code. Governor Terry Branstad signed the bill and left in place the sections redirecting funding away from the Leopold Center to the newer, corporate-friendly Nutrient Reduction Center at ISU. But he item-vetoed the section that would have removed all code references to the Leopold Center. Consequently, the center still exists but with no funding for research and education on sustainable agriculture. -promoted by Laura Belin

Aldo Leopold was born in Burlington, Iowa, in 1887. He died in 1948 while fighting a grass fire on his neighbor’s farm. He and his wife, Estella, are buried in a cemetery in Burlington. Aldo Leopold is known today as the father of the wilderness idea, the father of wildlife management in the U.S., and the father of the land ethic. The land ethic encourages us humans to understand that we belong to the community of all life on earth and that we need to learn to love and respect it.

As my life’s journey winds down, I often wake at night and mull over the wonderful life this world, my country, my state, my community, and my friends and family have given me.  Music has been an important part of my life.

With so much at stake in this year’s Iowa caucuses, the latest survey data indicate that the race is wide open, with any of the four leading candidates potentially able to win. As they seek to distinguish themselves from the pack, however, the candidates are constrained by the fact that their policy goals on health care, the economy, and the environment share many similarities. Given that they largely agree on policy, it has been difficult for candidates to distinguish themselves on the basis of distinct visions of what they would do once elected. 

Despite the similarity of their policy positions, however, there is one critical and high stakes issue—Supreme Court expansion—on which the candidates have expressed widely divergent views. Based on new polling data and new research, there is an opportunity during the waning days of the Iowa campaign for one of the candidates to break away from the pack by expressing strong support for court expansion and explaining that key Iowan priorities—in particular rural revitalization—depend on it.

In December, U.S. Senator Cory Booker of New Jersey introduced a historic new vision for agriculture and food in the United States. The Farm System Reform Act would overhaul our unsustainable food and agriculture model and strengthen the Packers & Stockyards Act to give independent family farmers a fighting chance against monopolistic, corporate integrators. It restores mandatory Country of Origin Labeling, so consumers know where their food is coming from.

What makes it truly revolutionary, though, is that it calls for an end to factory farming. The Farm System Reform Act is the first ever national factory farm ban legislation.

Disclaimer: State Representative Louis Zumbach has not clarified whether he will seek a third term in the Iowa House next year. When I reached him by phone early this month, he said “I haven’t made any decisions yet” on whether to run for re-election to the legislature, for Linn County supervisor, or for no public office in 2020. Zumbach had major heart surgery in May and explained, “I’ve been focusing on my health.”

So there’s a chance House district 95 will be an open seat for the third time this decade. For now, I assume this race will be a rematch of the 2018 campaign, pitting the GOP incumbent against Democrat Christian Andrews.

The U.S. House and Senate managed to wrap up their work for the year without shutting down the government, an improvement on the state of affairs when the fully Republican-controlled Congress left for the winter holiday break in 2018.

The two huge bills contained about $1.4 trillion in spending, which will keep the federal government open through the end of the current fiscal year on September 30, 2020. President Donald Trump signed the legislation.

The state of Iowa cannot enforce the latest attempt to discourage and criminalize undercover reporting at livestock facilities. U.S. District Court Senior Judge James Gritzner on December 2 granted a request for a preliminary injunction against a law enacted in March, which prohibits “agricultural production facility trespass.”

An under-reported Iowa politics story this year has been strong Democratic recruiting for the 2020 state Senate races. Even though recapturing the Iowa Senate is likely to take at least two election cycles, given the current 32-18 Republican majority, Democrats have declared candidates in five out of six Senate seats the party lost in 2016.*

Other Democrats are actively campaigning in three Senate districts that were only nominally contested in 2016.**

As of this week, Democrats also have a challenger in an Iowa Senate district that is so heavily Republican the party did not field a candidate for the last election.

The Iowa Department of Agriculture and Land Stewardship (IDALS) has not acted on advice to improve its management of financial transactions and databases “to prevent losses from employee error or dishonesty.”

For ten years running, under three different state auditors, reports have warned Iowa Secretary of Agriculture Mike Naig or his predecessor Bill Northey that the IDALS accounting system does not conform to best practices and does not ensure that some divisions are collecting and depositing fees appropriately.

IDALS leaders have responded to each report with boilerplate excuses and non-sequiturs, instead of changing internal procedures to address the concerns.

Iowans haven’t voted out a sitting U.S. senator since 1984, but several recent events have caused political observers to question Senator Joni Ernst’s strengths going into her first re-election bid.

Inside Elections changed its rating on Iowa’s 2020 U.S. Senate race from “likely Republican” to “lean Republican” this month. (Sabato’s Crystal Ball already rated the IA-Sen race “lean R,” while the Cook Political Report still sees a GOP hold likely.) Writing at the National Journal on October 20, Josh Kraushaar cited several “major red flags suggesting Iowa is a much bigger battleground than Republicans anticipated at the beginning of the year.”

Ernst told supporters at a closed-door fundraiser with Vice President Mike Pence this month that she is the fifth most-vulnerable senator, according to Jennifer Jacobs of Bloomberg News.

What’s going on?

David Weaver farms in Greene County and was the 2018 Democratic candidate in Iowa House district 47. He wrote this commentary after October 1, when Reuters reported that the Environmental Protection Agency had halted work on biofuels policy adjustment, and before October 4, when the Trump administration announced an agreement on the Renewable Fuel Standard. Well, you have to wonder when a farmer from Rippey decides that it is time to challenge the statistical findings of an economist (and a well known and very well-respected economist like Dave Swenson), but here is my mighty swing at explaining why the ethanol industry’s problems are a demand-driven crisis, not a supply-driven crisis as Mr. Swenson contends.

My initial premise is that the sky is NOT falling. Rather, the ceiling has been lowering itself at a steady rate since Donald Trump took office and installed his EPA leadership. The demise of three Iowa ethanol plants during the past month are merely the first indications of the straw that broke the camel’s back.

The sky is falling and Midwest rural economies are in danger of collapse. So say the nation’s ethanol producers, corn farmers, and like-minded politicians.

Their collective fingers are pointing at the federal Environmental Protection Agency’s granting of 31 waivers to U.S. refineries lowering the amount of biofuels they are required to blend into the petro-fuels they distribute. The waivers, the stakeholders claim, are the cause of a string of biorefinery closings and idlings.

Working through this, however, does not lead one to necessarily conclude that the infamous 31 waivers are the chief culprits.

Prologue: Some time ago, I wrote an essay for the Iowa Ideas Magazine , which was published recently by the Cedar Rapids Gazette. That piece forms the bulk of this essay. I received no compensation from the Gazette, and the title here is mine and not the Gazette’s.

I am 58 years old, grew up in Iowa, and have lived here most of my adult life. Although some things have improved and exceptions can be found, for the most part the state’s water quality has never been good or even adequate during the span of my life.

Some of this connects to decisions made 100+ years ago by our great-great-grandparents, including my own. But some or most of it is because of recalcitrance and the insistence that we tolerate the status quo. I reject that. Hence the title.

I’ve slightly edited the essay I sent to the Gazette. The new version follows.

There is a consensus in the U.S. that China is a bad actor. It is not so much my goal to destroy that consensus, though most of its underpinnings are based in fantasy, nationalism, and the convenient politics of fear.

Rather, this essay is a critique of current U.S. policy, and the absurdity of the disconnect between what we say we want versus what we’re asking for.

Some sobering facts about the bloodbath that was the 2016 election in Iowa:

Donald Trump carried eighteen state Senate districts that had voted for President Barack Obama in 2012.*

Eleven of those eighteen were even-numbered districts, which are on the Iowa ballot in presidential election years.

The four Republicans who already represented Obama/Trump districts all easily won another term in the Iowa Senate.**

But six of the seven Democratic senators up for re-election in Obama/Trump districts lost: Majority Leader Mike Gronstal (Senate district 8), Mary Jo Wilhelm (Senate district 26), Brian Schoenjahn (Senate district 32), Steve Sodders (Senate district 36), Tom Courtney (Senate district 44), and Chris Brase (Senate district 46).

With Republicans now enjoying a 32-18 majority in the upper chamber, Democrats need to win back at least a few Obama/Trump seats next year to have a realistic chance of regaining Iowa Senate control after the next round of redistricting.

Democrats have been actively campaigning in Senate districts 8 and 44 for some time. Now GOP State Senator Jeff Edler has a strong challenger in Senate district 36.

Despite flooding that devastated the state of Iowa this Spring, our junior U.S. Senator Joni Ernst continues to ignore the climate crisis and to support President Donald Trump’s toxic agenda, which is harming Iowa’s health and economy.

At a recent town hall in Denison, Ernst heard from a Manning constituent, Peter Leo, about the need to act on the climate crisis. Instead of finding common ground, Ernst made the concern a laughing matter and suggested that combating climate change would “crater our economy.”

Where does Elizabeth Warren come up with all of these plans? I’ll tell you where she got her new one, aimed at rural communities and agriculture: rural Iowans from every corner of the state.

I know because I observed a member of the brain trust in action. John Russell is an ex-farmer employed by the Warren campaign to drive his black Chevy Colorado all over Iowa. His team calls him “Roaddog.” Though based in Mason City, he crashes on couches with generous supporters most every day of the week.

J.D. Scholten launched his second campaign for Congress today with a video emphasizing his connection to the land, the people, and the values of Iowa’s fourth district.

U.S. Representative Steve King’s leading Republican challenger reacted with a warning: the GOP could lose this seat with King on the ballot again.

A third candidate is seeking the Democratic nomination in Senate district 22, which is likely to be among Iowa’s most competitive state legislative races in 2020.

Iowa currently hosts a horde of Democratic presidential candidates, but from what I can tell thus far, few have any meaningful experiences or insights dealing with rural areas or rural issues.

Historically, visiting candidates paid obligatory lip service to farm sector concerns – ethanol, commodity prices, and regulatory restrictions as examples — and assumed or pretended that took care of most rural issues.

But rural economies are more diverse than most suppose.

I have written some things about manure lately (link, link, link, link). If you were able to make it to the end of those essays, you learned:

The Landscape of Capitalism by former University of Iowa professor Robert F. Sayre (1933-2014) is an excellent short history of Iowa agriculture. I read Sayre’s essay many years ago and had all but forgotten it, but it was restored to my memory recently by a conversation I had with an ag drainage engineer.

Patrick Swanson describes a project to highlight “the unusual geology and scenic value of the Loess Hills, their importance as a wildlife corridor and a home to the largest tracts of native remnant prairie left in the state, and the presence of many protected areas along the backbone of the hills.” -promoted by Laura Belin

Earlier this month, I attended the dedication of Brent’s Trail, a new eight-mile hiking trail in Harrison County, near the town of Little Sioux, that links Murray Hill Scenic Overlook, Loess Hills State Forest, and Gleason-Hubel Wildlife Area.

The idea of a long-distance trail through the Loess Hills was envisioned by Brent Olson, whose career as area forester for the Loess Hills State Forest spanned 25 years before his untimely death in 2016 from cancer at age 53. His vision was championed by those who followed to create such a trail and name it in his honor.

If you have followed water quality issues in Iowa, you’ve probably heard or read the phrase, “We all want clean water.” If so, in all likelihood it came from someone of stature or someone knowledgeable about water quality issues.

A while back I had the idea to shake the Google tree and see what fruit fell to the ground when I entered the phrase “we all want clean water.” It turns out one of our politicians has been quoted saying this so many times that I had a hard time figuring out who else had said it, so I started plucking names out of my head and attaching them to the phrase.

What resulted was an impressive list, a veritable who’s who of Iowa politics and agriculture.

For the second year in a row, Iowa’s U.S. Senators Chuck Grassley and Joni Ernst voted to advance a budget plan that would require massive cuts to most federal government programs in the coming decade. Senator Rand Paul’s plan was so extreme that only 22 Senate Republicans–less than half the GOP caucus–supported the motion to proceed with considering the legislation.

By not drawing attention to the June 3 vote, Iowa’s senators successfully kept the story out of the news in their home state.

It was another example of a phenomenon Bleeding Heartland has flagged before: if our members of Congress don’t brag about it in a press release or a conference call with reporters, Iowa newspaper readers and television viewers are unlikely ever to learn that it happened.

You might recall a recent post assessed the amount of public land Iowa has relative to other states. Iowa is 8th-lowest of the states in the total amount of public land and 3rd-lowest in the percentage of our land area that is in public hands. This made me wonder about water, specifically, how much water we have relative to other states.

Iowans awaiting federal flood relief money will have to wait a little longer.

Congressional leaders thought they had a deal to approve $19.1 billion in disaster aid before the Memorial Day recess. The U.S. Senate passed the bill on May 23 by 85 votes to 8. (Senators Chuck Grassley and Joni Ernst both supported the measure and said they’d worked to secure “specific relief for farmers whose grain bins busted because of flooding.”) President Donald Trump was willing to sign the legislation. House passage seemed assured, so most representatives left town for the holiday weekend.

Then a first-term Republican from Texas used a procedural move to hold up the bill on May 24. While most of the blame lies with U.S. Representative Chip Roy and the GOP leaders who failed to dissuade him, top House Democrats should not have put themselves at the mercy of any member of the minority.

Many have written how earth’s species are undergoing a mass extinction right now, the sixth such event in the planet’s history. These writers include Elizabeth Kolbert and the famous biologist Edward O. Wilson. Extinctions are occurring now at a faster pace than any time since 65 million years ago, when earth’s collision with a 7-mile wide asteroid caused the 5th great extinction, wiping out 70 percent of all species.

One species that did survive the fifth extinction was the Pallid Sturgeon. This fish entered earth’s evolutionary record about 70 million years ago. “Pallid” means absence of color, and true enough, the pallid sturgeon is nearly white. It is one of the largest (up to 85 pounds), longest-lived (as long as 100 years) and ugliest (like a bizarre cross between a shark and an armadillo) fish species in North America. The fish is endangered because we wrecked the Missouri River.

Midwesterners who supported Donald Trump for president may be open to policies that would “improve environmental conditions while also addressing jobs and the economy, clean water and air, and renewable energy,” even if they are not highly engaged in those issues or convinced that climate change is a global emergency.

Extreme local weather events or threats to area drinking water are good conversation starters, with potential to tap into “pent-up goodwill” rather than reinforcing the “resistance” such voters may feel when confronted by alarming rhetoric.

Those were among the notable findings from twelve focus groups Selzer & Company conducted recently in Michigan, Illinois, and Iowa.
