Rural policy is an area where Republicans and Democrats should be able to find common ground (no pun intended). The new Congress presents a real opportunity as work begins to pass a Farm Bill in 2023. This legislation is renewed roughly every five years to authorize rural development programs at the U.S. Department of Agriculture. The current Farm Bill will expire on September 30, 2023.

Reauthorization allows policymakers the ability to review programs included in the legislation, consider changes, and address implementation barriers that may have come up since the previous Farm Bill passed.

“I did not see this coming,” tweeted Carolyn Raffensperger, an environmental lawyer and the executive director of the Science & Environmental Health Network. She was referring to the Hancock County Republican Central Committee asking the Iowa Utilities Board to reject proposed carbon dioxide pipelines.

Republican-controlled boards of supervisors in dozens of Iowa counties (including Hancock) have formally objected to CO2 pipeline plans in their jurisdictions. But the December 19 letter, which the utilities board published on December 29, appears to be the first time a county GOP organization has weighed in.

Republican candidates routinely receive more than 70 percent of the vote in this part of north central Iowa, and Democrats have not fielded candidates lately for most Hancock County offices.

The Hancock GOP committee argued against the pipelines on four grounds. Although only one company (Summit Carbon Solutions) has proposed a route crossing Hancock County, the signers asked the board to file their objections to all CO2 pipelines.

What’s a farm? Who is a farmer? These are political questions.

They are important questions for Iowa, as so much of the state’s identity is wrapped around its historical role in U.S. agriculture. The questions also matter for the U.S. Department of Agriculture, which implements policies that strongly favor Iowa’s farm and agribusiness sectors. The higher the number of farms, the more legitimate it is to keep claiming that “Iowa feeds the world.” Funding depends on that number too.

Every member of Congress from Iowa voted this week to force a five-year contract on the freight rail industry, as President Joe Biden had requested to avert a possible strike on December 9. It was the first time since the 1990s that Congress exercised its power to intervene in national rail disputes.

Four unions representing tens of thousands of rail workers had rejected the tentative agreement, which U.S. Labor Secretary Marty Walsh helped negotiate in September. The main sticking point was the lack of paid sick leave. Instead,

The deal gave workers a 24% raise over five years, an additional personal day and caps on health care costs. It also includes some modifications to the railroads’ strict attendance policies, allowing workers to attend to medical needs without facing penalties for missing work.

U.S. Representative Mariannette Miller-Meeks advocated for precision agriculture, biofuels, and expanding nuclear power in comments at the recent 2022 United Nations Climate Change Conference, commonly known as COP27.

Miller-Meeks attended COP27 in Sharm El-Sheikh, Egypt as part of a delegation of six House Republicans who belong to the Conservative Climate Caucus. U.S. Representative John Curtis of Utah formed that caucus last year with support from fossil fuel industry and influential conservative advocacy groups. Miller-Meeks is the only Iowan among the 76 House Republicans currently listed as Conservative Climate Caucus members.

The Conservative Climate Foundation sponsored the House Republican delegation to COP27 and coordinated a panel discussion for the media. Little is known about that organization’s finances; its tax filings are not publicly available on the Internal Revenue Service’s website or ProPublica’s database of tax returns from 501(c)(3) nonprofits.

Iowa House Speaker Pat Grassley wrote to the Iowa Utilities Board this week to object to a waiver request from one of the companies seeking to build a carbon dioxide pipeline in Iowa.

The unusual move reflects strong opposition to the projects in rural Iowa.

The hazardous carbon pipeline proposals rocking Iowa are on the ballot this year. Next year’s legislative session will be key to stopping these dangerous pipelines. Iowans need to elect leaders who will stand up for their constituents, not scheming carbon pipeline corporations.

I try to stay atop the day’s news. But I must have dozed off last week — because I missed the response from Iowa Republican leaders to the Biden administration’s announcement of $1.3 billion in debt relief to 36,000 farmers who have fallen behind on their farm loan payments.

In making the announcement, U.S. Agriculture Secretary Tom Vilsack said, “Through no fault of their own, our nation’s farmers and ranchers have faced incredibly tough circumstances over the last few years. The funding included in today’s announcement helps keep our farmers farming and provides a fresh start for producers in challenging positions.”

I am not here to question the wisdom of the federal assistance. But the silence from Governor Kim Reynolds and U.S. Senators Chuck Grassley and Joni Ernst is markedly different from their criticism after President Joe Biden announced in August that the government would forgive up to $10,000 in federal student loans for most borrowers.

A new EWG analysis has found that the overwhelming majority of Midwestern counties with increased precipitation between 2001 and 2020 also had growing crop insurance costs during that period due to wetter weather linked to the climate crisis. 

In all, 661 counties got a crop insurance indemnity payment for excess moisture at some point during that period, adding up to $12.9 billion – one-third of the $38.9 billion in total crop insurance payments for all causes of loss in these counties.

This is the first analysis of the link between recent wetter Midwestern weather caused by climate change and rapidly ballooning crop insurance payments in the region for crops that have failed or been harmed by rain, snow, sleet and other wet weather – issues lumped together by the federal Crop Insurance Program under the term “excess moisture.”

Farmers received almost $7.4 billion in payments from two of the largest federal agricultural conservation programs between 2017 and 2020, but only a small proportion of these payments went to practices that reduce greenhouse gas emissions from farming. 

This finding comes from the Environmental Working Group’s newest update to its Conservation Database, which provides 2017–2020 payment data for five of the largest Agriculture Department farm conservation programs.

Like their counterparts across the country, top Iowa Republicans howled on August 24 when President Joe Biden rolled out a three-pronged student loan relief program.

Speaking at a town hall meeting, Senator Chuck Grassley asserted that it’s “unfair” to forgive some student loans but not help other people who struggle to repay their obligations.

U.S. Representative Ashley Hinson denounced the plan as a “handout to the wealthy and a total slap in the face” to working people who didn’t go to college or already paid off their student loans.

The outrage over student debt relief was striking, since Grassley and Hinson have not objected to some other federal government handouts, which benefited their own families.

Who doesn’t love butterflies, especially monarch butterflies?

Let me share several verbal bouquets I encountered in reading articles about monarchs. “Showy looks.” “Extraordinary migration.” “One of the natural world’s wonders,” and, “one of the continent’s most beloved insects.” Unfortunately, I also came across some very troubling terms, like “endangered,” “vulnerable populations,” “declining precipitously” and “teeter(ing) on the edge of collapse.” Suffice to say, it all captured my attention.

Monarchs have been in the news a great deal lately. Appropriately so.

Early this month, Lee Tesdell invited me to the Prairie Strips Field Day he hosted at his family’s century farm in northern Polk County. I’ve visited many prairie restorations in progress, but this was my first encounter with a prairie strip in the middle of rowcrops.

Lee has long employed conservation practices on his farm and is five years into his prairie strip project. Every year, he finds new native plants in the corridor.

In 1972, Gordon Garrison purchased 300 acres of farmland in Emmet County, a rectangle near the Minnesota border one county to the east of the Iowa Great Lakes. 

The Iowa State University agricultural engineering graduate began raising sheep and crops. He also set about working to restore the “prairie pothole” ecology of shallow wetlands that was common in northwestern Iowa when white settlers began arriving 175 years ago. 

Garrison built a house on his land in 1999. He still lives there, although his quality of life has taken a troubling turn since he put down roots there.  

Life for Garrison and his neighbors changed significantly in December 2015 when New Fashion Pork LLP built a CAFO, or a confined animal feeding operation, uphill from and adjacent to Garrison’s property. The confinement building — which the state allows to house 4,400 to 8,800 hogs, depending on their size — is about a half mile from Garrison’s property. 

Iowa Secretary of Agriculture Mike Naig will take a big financial advantage into the general election, new campaign disclosures show. Although the GOP incumbent didn’t raise much more than Democratic challenger John Norwood during the latest reporting period, he has about ten times more cash on hand.

Many of us baby boomer farm kids recall growing up in the 1950s and 60s walkin’ beans, baling hay, quail in the fencerows, and “the back 40.” But you don’t need a time machine to recapture that era, or to ponder the future of Iowa agriculture. Just read The Land Remains, by Neil D. Hamilton.

Raised on an Adams County farm, Hamilton earned forestry and law degrees before becoming director of the Agricultural Law Center at Drake University in Des Moines. He recently retired after 36 years. His memoir traces his growing awareness of how our agricultural policies have shaped not only the land but also the very fabric of our society.

When most people think of small businesses, they imagine a brick and mortar store on Main Street that offers retail or restaurant services. Most would not think of the work worn hands of a person caring for Berkshire hogs on a small farm. But that’s exactly what family farms are: a small business. 

Farming is the only thing I’ve ever known – it’s the only thing I’ve ever wanted to do. I’m a third generation American farmer and I had my first pigs when I was a sophomore in high school.

The biofuels industry got a big win in the Iowa legislature this week, as the state House and Senate approved a bill requiring most gas stations in the state to dispense a higher ethanol blend known as E15 from at least half of their pumps.

All but a handful of Democratic legislators voted for the bill, and no Democrat spoke against the proposal during Senate or House floor debate.

It was the latest example of how Iowa Democratic politicians have embraced biofuels industry talking points and avoided challenging any policies seen as supporting ethanol.

The longstanding boast of Iowa farmers that they “feed the world” has been made increasingly hollow in recent years as emerging grain export powers Brazil, Russia, and Ukraine have grabbed significant shares of the world’s markets from the long-dominant United States.

The Russian invasion of Ukraine and the attacks on Black Sea ports of Kherson, Mariupol, and eventually, Odessa will likely shut off Ukraine from its sea shipping lifeline. A lengthy war would bring into question the ability of Ukrainian farmers to prepare their fields and plant the spring crop.

The possible elimination of Ukraine as a major corn and wheat producer and exporter, even for a short period, could reverse Iowa farmers’ decline in world export markets.

Polk County Soil and Water Commissioner John Norwood announced on February 7 that he will run for Iowa secretary of agriculture as a Democrat. In a news release enclosed at the end of this post, Norwood promised to “protect urban and rural consumers, expand economic opportunities around diversified food and agricultural production, and advocate for the needs of ALL food, grain, and livestock producers.”

He added that he wants to create a “a modern vision for Iowa for its highly productive but “unbalanced” agricultural system,” in order to provide “healthy soil, clean air, swimmable/fishable waters and safe drinking water for everyone.”

Norwood expanded on his vision in a recent telephone interview with Bleeding Heartland. (Disclosure: I have known the candidate since before this website existed and consider him a friend.)

You may have heard about the three proposals to build carbon pipelines crossing Iowa: one by Summit Carbon Solutions, one by Navigator CO₂ Ventures, and the newest for the Archer-Daniels-Midland Company (ADM). My neighbors and I in eastern Iowa are standing together to fight these pipelines (see “Against Navigator Pipeline” on YouTube, with more than 2,000 views). Here’s why.

When economists talk about rent-seeking, they are usually not referring to literal payments to temporarily use someone else’s physical property. Except in Iowa:

“[Iowa Governor Kim] Reynolds proposes that retired farmers no longer be taxed on cash rent for their farmland…”

More about how economists define rent-seeking differently from Iowa farmers in a moment, but here is the key point — This is not about the retired farming couple who earns $20,000 in cash rent on their paid-for farmland on top of their Social Security income. Income taxes are among the least of worries for this couple. They are likely paying nothing or very little in either federal or state income tax. And in rural Iowa today, these folks likely have many more pressing needs that could be met by an effective state government, but they won’t be.

Instead, this is all about the retired farmers who would receive $100,000 or more in cash rent, either to avoid passing the land on to younger farmers or as part of a complex tax scheme involving their children’s inheritance.

Governor Kim Reynolds wants to exempt all cash rent income for retired farmers from state income tax. This horrible idea would harm rural Iowa and make it even harder for young people to break into the profession of farming.

Iowa already has a problem with an aging population of farm operators. According to the USDA’s 2021 census of agriculture, the average age of farmers in Iowa is 57.1 years. Four times as many farmers are over the age of 65 than under the age of 35. In other words, we don’t have a new generation of farmers to replace the ones already retired.

Why would we want a tax policy that would worsen the problem?

We Iowans love to talk about the weather. But not Governor Kim Reynolds. She didn’t mention the recent off the charts weather disaster in her rosy Condition of the State address earlier this month.

On December 15, Iowans once again experienced a set of events that no one alive has witnessed. A record high temperature of 74 degrees preceded the first December derecho recorded in U.S. history.

“Share this clip of my father,” tweeted Bernice King, the CEO of the King Center on January 17, the holiday honoring the Rev. Dr. Martin Luther King, Jr. “We must study him beyond the end of ‘I Have a Dream.’ (and that’s taken out of context, too)”

I don’t recall seeing this video before today. It’s from a speech in 1968, but I haven’t determined the location. Dr. King spoke about the massive government assistance for mostly-white farmers over more than a century, helping “the very people [now] telling the Black man that he ought to lift himself by his own bootstraps.”

The civil rights leader delivered a similar message in other venues, for instance while visiting Ohio Northern University in January 1968, and during a March 1968 appearance at Grosse Point High School in Michigan.

Virtually unknown two months ago, proposed hazardous liquid carbon pipelines are the latest environmental disaster to hit Iowa’s newspaper headlines. Threatening everything from peoples’ lives to their land and our climate, it’s no surprise these pipelines have garnered mass opposition from the get-go, uniting Iowans of all stripes.

On behalf of the 73,000 Iowans we represent, with members in every county, we oppose carbon capture pipelines. Carbon pipelines are a danger to Iowans and our land, a false climate solution, and a distraction from the real work of reforming our agricultural and energy sectors to combat the looming climate emergency. They are an affront to our shared vision for Iowa’s future — where communities work together to protect our water, land and climate for future generations and those who live downstream.

One evening in late October, the six candidates for the Greene County Community School Board were taking questions from district residents at a candidates’ forum held at Greene County Elementary School. One of the first was what each candidate thought about teaching critical race theory in the school district’s classes.

After a moment of silence, probably as the candidates tried to figure out what to say, they one by one gave brief answers, generally to the effect that they opposed teaching kids that people of difference races are inherently unequal or that they are inherently racist.

At that point another member of the audience asked if any of the candidates could explain “critical race theory.” Extended silence ensued.

That wasn’t surprising. Despite the bludgeoning of critical race theory among conservative politicians and media outlets, there’s very little explanation of what the theory is and how it might enlighten contemporary society.

In the 1987 movie Wall Street, Gordon Gekko quipped that “Greed, for lack of a better word, is good.” Since that time, the American family farm—defined by farm economist and researcher Alicia Harvie as a farmer “who makes the management decisions, provides the bulk of the labor on the farm, and looks to make all or most of their living from farming,” has been on the decline.

Corporate agriculture revenues have been on the rise, reaching record profits even amidst a once-in-a-century global pandemic. Lax enforcement of antitrust laws in the agricultural sector of the economy has harmed family farms and led to the corporate consolidation of the industry, resulting in increased costs and the hollowing out of rural communities.

Iowa Secretary of Agriculture Mike Naig announced on December 7 that he will seek a second full term in 2022. No Democrats have declared for this race, but Polk County Soil and Water Commissioner John Norwood confirmed to Bleeding Heartland that he is seriously considering it.

Only a week after United Auto Workers members ratified a new six-year contract with John Deere, the company announced record profits of $5.96 billion during the fiscal year that ended on November 1.

The company announced Wednesday that the new contract with the UAW will cost $250 million to $300 million. J.P. Morgan analyst Ann Duignan wrote in a note that she expects Deere to increase prices by 1.5% to offset its higher pay to workers.

That cost estimate appears to cover the immediate 10 percent raises and $8,500 ratification bonuses for each of Deere’s approximately 10,000 employees represented by UAW. The range of $250 million to $300 million would work out to between 4 percent and 5 percent of the company’s profits for the fiscal year that just ended.

With the state’s Comprehensive Annual Financial Report and Single Audit for the 2020 fiscal year in the rear view mirror, the State Auditor’s office has been churning out its annual “reports of recommendations” for state government agencies and other entities. The majority of reports issued so far have cited no concerns related to internal control or compliance with statutory requirements.

However, the latest report for the Iowa Department of Agriculture and Land Stewardship (IDALS), published on November 23, pointed to several practices “for which we believe corrective action is necessary.”

A news release noted that State Auditor Rob Sand “recommended the Department strengthen internal controls over receipts in certain Bureaus,” adding, “The finding discussed above is repeated from the prior year.”

That’s an understatement. Sand and the previous two state auditors have been warning IDALS about the same internal control problems for more than ten years.

Iowa’s largest strike in decades is over after nearly five weeks. About 10,000 United Auto Workers members, including nearly 7,000 in Iowa, ratified the latest tentative agreement with John Deere by a vote of 61 percent to 39 percent on November 17.

The offer was only marginally different from the agreement UAW members voted down on November 2 by 55 percent to 45 percent. But many workers appear to have been convinced that this was truly Deere’s “last, best and final” offer, as management repeatedly claimed. Some local leaders warned the company might not come back to the negotiating table, or could hire strikebreakers if the UAW rejected the offer.

The last time John Deere employees went on strike in 1986, it took more than five months to resolve the impasse. Hundreds of UAW members who voted no in early November were unwilling to roll the dice on going into the winter receiving strike pay of only $275 a week, with no guarantee the final deal will be better than today’s tentative agreement. Tyler Jett reported for the Des Moines Register that support for the tentative agreement rose among UAW members at all five Deere facilities in Iowa.

There’s no doubt in my mind that the hugely profitable equipment manufacturer could have offered its workforce more generous terms. On the other hand, the new contract improves greatly on the company’s first offer in October. By going on strike, the UAW obtained the following:

Charles Bruner: Democrats need to recognize rural Iowans’ frustration with the political system and start finding common ground.

Broadly generalizing, rural Iowans are good folk. They work hard and play by the rules, care about their neighbors, and seek to leave a future where their children can succeed and prosper. If an African American family moves in next door, they welcome them with fresh-based bread or cookies. They regard a child with Down syndrome reaching the age of majority as a part of the community and look out to see that youth is supported by and included in community life. They are entrepreneurs and tinker to be good stewards in preserving the land and community, in the context of a corporate agricultural economy.

Those qualities may not distinguish them greatly from city folk, but rural Iowans frequently have much more sense of and hands-on involvement in community life.

They also are older, whiter, and less likely to have college degrees than their urban counterparts. In 2008 and 2012, nearly half of Iowans outside large metro areas voted for Barack Obama for president. But a third of those who had voted for Obama switched away from the Democratic candidate for president in 2016. Donald Trump received about two-thirds of the rural Iowa vote in 2020.

Democrats have been wringing their hands over this shift – and the change in the county coffee shop conversations that must have occurred in small-town and rural Iowa.

Before northeast-Iowa farmer Paul Johnson died in early 2021, he served as an Iowa state legislator, the head of the U.S. Department of Agriculture’s Natural Resources Conservation Service, and director of the Iowa Department of Natural Resources. In light of some current federal policy discussions (e.g. about monopolies in the agricultural sector), Paul’s family is posting here one of the position papers he released during his unsuccessful 2004 U.S. House campaign in Iowa’s fourth Congressional district.

Any discussion of agriculture must start with recognition of its success. For the first time in humankind’s long journey there need no longer be fear of hunger. That hunger still exists in America and abroad, is an indictment of our unwillingness, not our inability, to care for each other. A big thanks is in order to those who have toiled in the fields for the past 13,000 years and in the research efforts of the past 100 years. Iowa farmers and researchers are a big part of that achievement. 

It is because we have been so successful that we have the luxury today to question our future. But question we must.

I was so sorry to hear that former U.S. Representative Neal Smith passed away on November 2 at the age of 101. Iowa’s longest-serving member of the U.S. House represented Polk County in Congress for 36 years, rising to the third-ranking position on the powerful Appropriations Committee. He had tremendous knowledge and wisdom. Having grown up poor during the Great Depression, he sought to use government to improve people’s lives.

I didn’t know Smith well but I always enjoyed seeing him at Democratic events, most recently at a Polk County or Third District event in 2018. The last time we spoke on the phone was in the summer of 2019, when I was working on a piece about the first passage of the Hyde amendment. At the age of 99, Smith recalled details about that 1976 House floor vote clearly.

Of all the events canceled due to the COVID-19 pandemic, the one I was saddest about was the planned celebration of Smith’s 100th birthday at Drake University in March 2020.

The late Paul W. Johnson wrote the following essay as an introduction to Chapter Five of “The Essential Aldo Leopold: Quotations and Commentaries,” C. Meine and R. Paul was a staunch advocate of land use policies which served people and conserved natural resources. During his career, he served as an Iowa state legislator from Decorah, chief of the USDA Natural Resources Conservation Service, and director of the Iowa Department of Natural Resources.

The need to conserve soil and water seems obvious today. It was not always so. When Aldo Leopold began his conservation career with the US Forest Service, our nation was on a destructive rampage. Forests and croplands were thought to exist in limitless supply. Rangelands were considered useful only to the extent that they could support livestock grazing; range health was not an issue. Wetlands were considered wastelands. Surface waters were treated as sewers. Meandering streams were deemed too slow and inefficient, and wild rivers needed to be harnessed “for the good of mankind.”

A big winner at the October 9 Iowa-Penn State football game in Iowa City, besides the Hawkeye team and its fans, was the Iowa Farm Bureau, which used the game for its annual “America Needs Farmers” (ANF) celebration.

The late, legendary Hawkeye coach Hayden Fry created ANF during the 1980s as a way to use his successful teams to remind Iowans of the struggles of agriculture, which was undergoing a severe downturn.

The 1980s farm crisis eventually ended, and by the 2000s Iowa farmers saw record yields, profits, and land prices. But ANF has lived on, even as farmers are enjoying one of their best years in recent history.
