Former Republican Party of Iowa co-chair David Fischer announced on Facebook February 18 that he has decided not to run for the Iowa Senate this year. Just a few weeks ago, Fischer sounded committed to the race, but he told his Facebook friends, “Much to my surprise, a great opportunity has just presented itself that I owe it to my family to explore.” He promised to return all campaign contributions and to keep working to promote principles of “freedom, prosperity, and peace.”

I had considered Fischer’s campaign a “game-changer” in that it pointed to a strong Republican effort to beat entrenched Democratic incumbent Dennis Black in Senate district 15.

Two other Republicans have announced plans to run against Black: Patrick Payton and Crystal Bruntz. But since neither has Fischer’s connections to the “Liberty” movement that dominates the current state GOP’s leadership, I’m not convinced Senate district 15 will rise to the top tier of competitive Iowa Senate races. Senate Majority Leader Mike Gronstal doesn’t seem worried about holding this seat either.

Last week Jennifer Jacobs wrote a strange feature for the Des Moines Register exploring why the “No Labels” movement is not gaining more traction in Iowa.

A better question: why would smart guys like State Senator Jeff Danielson or U.S. Representatives Bruce Braley and Dave Loebsack hitch their wagons to this useless group? Leaders of No Labels express grand ambitions to “make government work again,” but the organization looks more like make-work for political consultants who are between campaign jobs. Resting on false premises, No Labels promotes the wrong “fix” for what’s broken in public policy. It’s also a classic example of a Washington-based astroturf (that is, fake grassroots) movement.  

Friends of Iowa Midwives has worked with legislators to present companion bills in the House and Senate that would allow for safe and legal access to Certified Professional Midwives (CPMs) in Iowa.  For 15 years Friends of Iowa Midwives has worked toward licensure for CPMs. In 1999 the Iowa Legislature conducted a scope of practice review, the result of which was a recommendation to the legislature that the CPMs should be licensed through the Iowa Department of Public Health.  The bills propose that a license be created for the already trained and nationally certified midwives who seek to provide quality and safe care to Iowa women.

Every year in Iowa, more than 500 women choose to give birth outside of the hospital.  This number is on the rise both in Iowa and nationally.  A study published last month in the Journal of Midwifery and Women’s Health again demonstrated that for low-risk women out-of-hospital birth with skilled providers is a safe option.  This study found that almost 94% of the nearly 17,000 participants had a spontaneous vaginal birth.  The cesarean rate for this study was 5.2%.  The national average cesarean rate is 33%.  The in-labor transfer rate for this study was between 8-23%.  The most common reason for a transfer of care was prolonged labor or what is commonly called failure to progress. This study was one of among several that have demonstrated that out-of-hospital birth is a safe option for low-risk women. 

Iowa’s largest labor union, AFSCME Iowa Coucil 61, endorsed State Senator Jack Hatch for governor yesterday, as did several Teamsters locals in the state. I’ve posted the press release after the jump. Labor union endorsements of the leading Democratic challenger to Governor Terry Branstad are only to be expected. The event would not be as newsworthy had AFSCME not made a big deal out of endorsing State Representative Tyler Olson in October. Olson dropped out of the governor’s race for personal reasons near the end of last year.

I never understood why AFSCME felt compelled to get involved in a primary featuring two state lawmakers with strong records on labor issues. Looking at the financial report AFSCME’s political action committee filed last month, I find the strategy even more baffling. During 2013, AFSCME Iowa Council 61 P.E.O.P.L.E. gave $100,000 to Olson’s gubernatorial campaign–by far the PAC’s largest expenditure. The Iowa Democratic Party and the Senate Majority Fund each received $10,000. Various Democratic state legislators or candidates for the Iowa House and Senate received campaign contributions ranging from $250 to $5,000. The House Truman Fund supporting Democratic candidates for the lower chamber received $1,000. AFSCME also supported a smattering of candidates for local government.

Speaking to Radio Iowa yesterday, AFSCME Council 61 President Danny Homan said, “When we endorsed Tyler I stated that it was a very difficult decision to pick Tyler over Jack. That was a close call.” If my dues donations were supporting AFSCME’s political activities, I’d be very upset that $100,000 went to support a “close call” for one candidate over an equally pro-labor primary rival. It would have been smarter for AFSCME to give more to pro-labor lawmakers and candidates for the Iowa House and Senate during 2013, and save any six-figure gifts for the Democratic nominee after the gubernatorial primary.

UPDATE: Corrected to clarify that separate donations (not union dues) are used for AFSCME’s PAC. My original point stands: I would stop giving to any PAC that made this kind of strategic choice. To my mind, it doesn’t matter whether they endorsed Olson or Hatch; they should not waste $100,000 meddling in a Democratic primary where both candidates support their issues, especially when control of the Iowa legislature is at stake in the midterms. Remember, this PAC made only $150,985.05 in expenditures during the reporting period. Two-thirds of the money went toward a race that Danny Homan admitted was a “close call.” Not a wise use of resources.

Iowa’s Constitution lays out a straightforward process for changing state law: first, a bill needs to pass the Iowa House and Senate by a simple majority in both chambers. Then, the governor signs the bill into law. Alternatively, state legislators can pass a new law without the governor’s support, by over-riding a veto with a two-thirds majority in both chambers.

Iowa House Republicans and Governor Terry Branstad don’t like current state law on setting state funding for K-12 education a year in advance. However, they lack support in the Democratic-controlled Iowa Senate for changing that law through the normal legislative process. So, they have decided they can pretend the law doesn’t exist.

It appears that nothing short of a court order will change their minds.

I knew that Governor Terry Branstad was trying to fill the State Judicial Nominating Commission with conservatives and big Republican donors.

I knew that Branstad liked naming former state legislators to prominent positions, sometimes without considering anyone else for the job, sometimes even when the former lawmaker hadn’t asked for the job.

But until yesterday, I never imagined that Branstad would consider a Judicial Nominating Commission an appropriate place for someone who tried to impeach Iowa Supreme Court justices over the Varnum v Brien ruling on marriage.

After the jump I’ve posted the two-page fact sheet on Iowa, which scored only 4.5 out of a possible 10 and ranked 37th among the states. I’ve also enclosed a sidebar explaining the ten criteria they used to evaluate state fiscal planning. Table 1 toward the bottom of this page shows that Iowa received full marks under three categories: consensus revenue estimates, legislative fiscal offices, and budget status reports. Iowa received half-credit in three more categories: multi-year fiscal notes, pension oversight, and well-designed rainy-day funds. Iowa received zero marks in four categories: multi-year forecasting, a projection of future costs to deliver the “quantity and quality of services to residents that it is delivering in the current budget period,” pension funding and debt level reviews, and oversight of tax expenditures.

For years, the Iowa Policy Project and the Iowa Fiscal Partnership have been sounding the alarm on how Iowa needs to start calculating the costs of various tax breaks and tax credits.

While you’re at it, read the Iowa Fiscal Partnership’s recent background piece on why “Iowa lawmakers must recognize the long-term impact of tax cuts on spending choices. Past choices will force future legislatures to lower investments on critical services on which economic growth depends.”

Yesterday Governor Terry Branstad appointed former U.S. Representative Leonard Boswell to the Iowa Transportation Commission. Boswell will replace former Iowa Senator Tom Rielly, whom the governor named to the commission in 2013. According to the press release I’ve posted after the jump, Rielly “resigned from the commission due to a business-related conflict of interest.”

Boswell served in the Iowa Senate during much of Branstad’s previous tenure as governor. During this year’s Condition of the State address, Branstad recognized Boswell for his work co-chairing the governor’s “Home Base Iowa” initiative to attract more veterans to Iowa.

While serving in Congress, Boswell rightly called attention to the poor condition of many roads and bridges across the state and in the Des Moines metro area. From my perspective, he was too eager to support some new road construction projects that were potentially harmful and not justified by traffic flows. But without question, he is knowledgeable about Iowa’s infrastructure needs and qualified to serve on the transportation commission.

I’ll be curious to see whether Iowa Senate Republicans put up a fight against Boswell. To be confirmed, he will need support not only from the 26 Senate Democrats but also from at least eight of the upper chamber’s 24 Republicans. Last year, Republicans resisted confirming their former Democratic colleague Tom Rielly to the transportation commission, prompting Branstad to withdraw the nomination during the legislative session and appoint Rielly on an interim basis after lawmakers had adjourned for the year.  

Republican State Senator Rick Bertrand was admitted to a Sioux City hospital on Saturday after suffering a “mild stroke.” A statement released by the Iowa Senate Republicans said Bertrand’s doctors expect him to make a “full recovery, with no lasting effects.” His friend and fellow Senator Bill Anderson told the Sioux City Journal that Bertrand drove himself to the hospital and plans to be back in the Senate by next Monday.

A business owner and first-term lawmaker, Bertrand was Iowa Senate minority whip during last year’s legislative session but recently stepped down from that position in order to focus on his re-election campaign. Senate district 7, covering much of Sioux City and parts of Woodbury County, will probably be among this year’s most competitive Iowa Senate contests. So far no Democrat has announced plans to run against Bertrand. The filing deadline is March 14.

The January 23 edition of the Iowa House Republican newsletter contains a mix of news and spin on a wide variety of topics, such as the state budget, the minimum wage, the check-off for corn growers, distracted driving, marijuana use and even a controversy over whether states should charge sales tax on “take-n-bake” pizzas.

From my perspective, the most interesting nugget was the effort to explain House Republicans’ stubborn refusal to comply with a state law that passed nearly two decades ago with strong bipartisan support. Iowa Senate Democrats are determined to set “allowable growth” levels for K-12 school budgets in the time frame laid out by the law. But Republicans are not budging from the position they staked out last year: no early notice for school district leaders who need to plan their budgets.

The Iowa Supreme Court heard oral arguments yesterday in an appeal of Republican State Senator Rick Bertrand’s defamation lawsuit against his 2010 opponent, Rick Mullin, and the Iowa Democratic Party. Des Moines attorney and law blogger Ryan Koopmans live-tweeted the hearing, and Mike Wiser and Grant Rodgers published summaries.

We’ll know the verdict within a few months, but I’ve posted some thoughts and predictions below.

Iowa Senate district 15 wasn’t on my top tier of Iowa Senate races to watch or among the competitive seats recently mentioned by Senate Majority Leader Mike Gronstal. However, I am revising my view amid new signs that Republicans will make a strong push against five-term Democratic incumbent Dennis Black.

Republican State Representative Tom Shaw announced on Facebook last night that he will not seek re-election in Iowa House district 10. Defending his “no compromise” approach to serving in the legislature since his first election in 2010, Shaw quoted a retired California legislator as saying, “When we give in to liberals, even an inch, we’re not compromising; we’re abdicating our rights and our honor.” Shaw and his close allies, State Representatives Kim Pearson and Glen Massie, were perhaps best known for helping to block in committee and later voting against a 20-week abortion ban bill, on the grounds that it did not go far enough to end abortions. Pearson and Massie both retired from the Iowa House rather than seek re-election in 2012. Last year, Shaw could persuade only ten of his Republican colleagues to co-sponsor his more extreme version of a “personhood” bill declaring life to start at conception.

Iowa House district 10 covers Humboldt, Pocahontas, and Calhoun counties, plus portions of Webster County (but not Fort Dodge). I’ve posted a map after the jump. It leans strongly Republican, with nearly 3,000 more registered Republicans than Democrats as of January 2014.  

Shaw confirmed by telephone this morning that he is retiring from the state legislature and will not consider running against Democratic State Senator Daryl Beall in Iowa Senate district 5. Shaw’s retirement may be good news for Beall, as the open Iowa House seat comprising half the district should draw more Republican interest than taking on a three-term incumbent in a much more competitive Senate district. Beall currently has one declared challenger, Fort Dodge-based financial adviser Tim Kraayenbrink.

UPDATE: The first candidate to declare for Shaw’s seat was Mike Sexton, who was elected to the Iowa Senate in 1998 but retired after one term. I’ve posted background after the jump. I would guess that an experienced candidate and former legislator would have been a tougher challenger to Beall than Kraayenbrink. But not surprisingly, Sexton sees the open House seat as an easier path back to the statehouse. I would guess that at least one tea party oriented candidate will compete against Sexton in the House district 10 primary.

“States’ rights” has typically been a rallying cry among American conservatives, but six Democratic Iowa legislators are concerned that the Trans-Pacific Partnership now being negotiated may infringe on local control and states’ ability to legislate in the public interest. In an open letter, 43 state lawmakers have asked 23 state attorneys general, including Iowa’s Tom Miller, to analyze the Trans-Pacific Partnership’s possible impact on state and local governments.

I’ve enclosed the text of the letter below, along with a news release on the initiative from the National Caucus of Environmental Legislators. The Iowans who signed are State Representatives Chuck Isenhart, Marti Anderson, Dan Kelley and Curt Hanson, and State Senators Bill Dotzler and Joe Bolkcom. The letter spells out ten areas of state regulation that signers fear could be undermined by the Trans-Pacific Partnership. Isenhart stressed that the lawmakers’ concerns go beyond environmental issues, citing Iowa’s support for the biofuels industry as well as state policies to protect consumers and discourage smoking.

President Barack Obama is seeking to fast-track the Trans-Pacific Partnership. Activists who oppose the trade agreement have criticized the secrecy surrounding the negotiations as well as the agreement’s tilt toward corporations and potential to undermine environmental and public health protections.

UPDATE: Bleeding Heartland user cocinero notes in the comments that the American Cancer Society is concerned about this trade agreement. At the end of this post I’ve enclosed a joint statement from Campaign for Tobacco-Free Kids, American Cancer Society Cancer Action Network, American Heart Association, American Lung Association and the American Academy of Pediatrics.

Democratic State Senator Matt McCoy told the Des Moines Register that he will not run for Congress in the open third district. McCoy has been thinking about a Congressional bid for more than a decade, but “After careful consideration with my family, and my 14-year-old son, Jack, I have decided that this is not the right time in my life to run for Congress.” Instead, he will seek re-election this year to the Iowa Senate, where he chairs the Commerce Committee and is an assistant majority leader.

McCoy will easily be re-elected in Iowa Senate district 21, covering parts of Des Moines and West Des Moines. Registered Democrats outnumber Republicans in the district by about 4,500, and President Barack Obama won nearly 59 percent of the vote here in 2012.

McCoy’s decision leaves Staci Appel in the driver’s seat for the Democratic nomination in IA-03. She has raised approximately $500,000 for her campaign so far (haven’t found her latest filing yet on the Federal Election Commission website) and won the endorsements of many labor unions and progressive interest groups. The Democratic Congressional Campaign Committee has promised her early support as well. Gabriel De La Cerda is also seeking the Democratic nomination in IA-03. He’s a first-time candidate and former Iowa political coordinator for the United Steel Workers Union.

Immediately following Governor Terry Branstad’s Condition of the State address to Iowa legislators yesterday, Senate Majority Leader Mike Gronstal told Iowa Public Television that he “didn’t hear anything I disagreed with.” Not every Iowan who closely follows state government shared his reaction. State Senator Jack Hatch, the leading Democratic challenger to Branstad, slammed the governor’s “very shallow agenda” of “low expectations.”

After the jump I’ve posted more detailed comments from Hatch and a few other Iowa Democrats, as well as statements released by several non-profit organizations, which called attention to important problems Branstad ignored or glossed over.  

Former State Representative and Polk County Auditor Ned Chiodo formally announced on Monday that he will seek the Democratic nomination in Iowa Senate district 17, which Senator Jack Hatch is vacating to run for governor. Chiodo has been planning his campaign since last summer.

The district covering parts of downtown Des Moines and most of the south side will not be competitive in the general election, as it contains more than twice as many registered Democrats as Republicans. But the Democratic primary will be an epic battle featuring two giants of south-side politics (Chiodo and former State Senator Tony Bisignano) and Nathan Blake, a relative newcomer to Iowa politics. Bisignano has the backing of a large organized labor group. Blake goes into the primary as an underdog, but presumably his chances improve if Bisignano and Chiodo split the south-side vote.

His legislative priorities include expanding the “use of tax credits for neighborhood revitalization” and “reimbursing the City of Des Moines for the cost of services it currently provides to the State for free.”  

Governor Terry Branstad delivered his annual “Condition of the State” address to Iowa lawmakers this morning. By Branstad’s standards, it was not a partisan speech. He drew several standing ovations from legislators in both parties, and it’s easy to imagine the Democratic-controlled Iowa Senate embracing most of the policies he advocated. In fact, immediately after the speech, Senate Majority Leader Mike Gronstal told Iowa Public Television’s Dean Borg that he “didn’t hear anything” he disagreed with. Gronstal did get in a quick jab at the governor, though, pointing out that Branstad hailed “predictability” for the state budget, which is what statehouse Democrats are seeking for school districts. During the last two years, House Republicans and Branstad have refused to comply with Iowa law requiring the legislature to set allowable growth levels for K-12 school districts a year in advance.

Stylistic note: for a guy who’s been in politics as long as Branstad has, he keeps his eyes glued to his script a lot. Experienced public speakers typically make more eye contact with the audience.  

The Iowa House and Senate convened today to begin the 2014 legislative session. All of the opening remarks reflected on key achievements of the 2013 session, such as compromise bills on commercial property tax cuts, education reform, and providing health care to low-income Iowans. All of the speeches called for more bipartisan work this year, and all stressed “pocketbook” issues such as improving education and building the middle class rather than social issues. But Republican and Democratic leaders take different priorities into the 2014 session.

I’ve summarized below the key points Iowa House and Senate majority and minority leaders raised today. I also enclosed lengthy excerpts and in some cases the full texts of their opening day speeches.

Click here for a tentative schedule of key dates during the 2014 legislative session. Lawmakers tend to finish their work earlier in election years than in odd-numbered years, but I highly doubt they will be ready to adjourn by March 30, as House Speaker Paulsen hopes. They will be lucky to finish work on the state budget by April 22, when lawmakers stop receiving per diem payments.

Iowa Senate Majority Leader Mike Gronstal is “fairly confident” going into this year’s state legislative elections, he told Mike Glover in a recent interview. He cited a “pretty good message” to take to voters as well as a “a slight advantage on the map” that will allow Democrats to play “a little less defense and a little more offense,” compared to 2012.

I agree with Gronstal that Democrats are better positioned now to hold their 26 to 24 majority in the upper chamber than they were at the same point two years ago. Follow me after the jump for a quick look at the eight districts the Senate majority leader expects to be targeted this fall.

Iowa House Minority Leader Mark Smith and Iowa Senate Majority Leader Mike Gronstal both issued statements yesterday challenging a document that listed all 150 members of the Iowa legislature as members of the American Legislative Exchange Council (ALEC). The group lobbies for conservative and pro-corporate policies in state legislatures around the country, often submitting model legislation that lawmakers propose on their behalf.

In an open letter to ALEC’s executive director, Smith said none of the 47 Iowa House Democrats have applied to ALEC for membership or paid dues. He questioned “why ALEC would accept payment of dues on behalf of legislators who clearly want no part of your organization,” adding that it “likely” violates Iowa ethics law for “a corporation or other entity” to pay dues to ALEC on behalf of lawmakers. I’ve posted the full text of Smith’s letter below.

Gronstal’s statement, which is at the bottom of this post, describes ALEC’s claims as “deceptive and deceitful,” since none of the 26 Iowa Senate Democrats is a member of the organization.

Didn’t take long for news to force me to update last week’s post on Iowa Senate races to watch in 2014. Today Johnson County Deputy Sheriff Kevin Kinney announced his candidacy in Iowa Senate district 39. After the jump I’ve posted a district map and Kinney’s press release. He is also a corn and soybeans grower and a cattle producer on a century farm. Republican State Senator Sandy Greiner is not seeking re-election in Senate district 39, and the seat should be competitive. The latest numbers from the Iowa Secretary of State’s office indicate that Senate district 39 contains 13,294 registered Democrats, 13,320 Republicans, and 16,452 no-party voters.

Richard Gilmore was the first Democrat to announce in this district in September. I would consider Kinney the favorite to win the nomination, because as John Deeth points out, Democratic primaries in Johnson County have relatively high turnout, and Johnson County has gained more residents than other parts of the district since Iowa’s redistricting plan was adopted in 2011. Gilmore is from Washington County.

Four Democratic state legislators and the leader of Iowa’s largest public employee union filed a lawsuit yesterday seeking to block Governor Terry Branstad’s administration from closing the Iowa Juvenile Home in Toledo (Tama County) this month. Joining AFSCME Iowa Council 61 President Danny Homan are gubernatorial candidate Senator Jack Hatch, Senator Steve Sodders (whose district includes Toledo), Iowa House Minority Leader Mark Smith, and former Iowa House Speaker Pat Murphy. The lawsuit alleges that it is unconstitutional for Branstad to close the home after signing into law budget appropriations for operating the home in fiscal years 2014 and 2015. An official statement from the plaintiffs is after the jump, along with a brief summary provided by Sodders.

When Iowa Department of Human Services Director Chuck Palmer announced in December that the Iowa Juvenile Home would be closed after all the resident girls were relocated, he said the “difficult decision” was in the best interests of the girls who had lived there. Yesterday Governor Branstad also cited the interests of “those kids who’ve been mistreated and abused and not gotten their education.”

Over the past year, the Des Moines Register’s Clark Kauffman has documented outrageous practices at the Iowa Juvenile Home, including long placements in isolated cells. In October, a task force appointed by Branstad recommended reforms for the facility. The lawsuit alleges that at the governor’s direction, DHS Director Palmer disregarded the task force’s recommendations and will unlawfully use funds appropriated for the Juvenile Home for other purposes.

In 2012, the Iowa Supreme Court found that Branstad had improperly used his line-item veto power to change how state funds were allocated. This case is somewhat different but poses similar constitutional questions.

State Senator Brad Zaun will have company in the Republican primary to represent Iowa’s third Congressional district. Today David Young told the Des Moines Register that he is ending his U.S. Senate campaign to run in IA-03.

In an exclusive interview, Young said when he began pondering a run for elective office he had the 3rd in mind, assuming that Latham would run for the Senate seat opened by U.S. Sen. Tom Harkin’s retirement in 2014.

Shifting to the Senate race made sense once Latham took himself out of that contest. As of September 30, Young had $124,052.27 cash on hand for his Senate campaign, which would go further in a Congressional district than in a statewide primary.

Meanwhile, Iowa Secretary of State Matt Schultz announced today on Facebook, “I have received a lot of support and encouragement as I have considered becoming a candidate for Iowa’s 3rd Congressional District. Next week, I will be making an important and exciting announcement about this race and my future plans to fight for Iowa.” I’m no marketing guru, but I think it’s more exciting to say what you’re doing than to promise “an important and exciting annoucement” soon. I suppose the idea is to make the news twice instead of once. Zaun took the same approach.

I agree with John Deeth’s preview of a forthcoming IA-03 Republican debate: “Mr. Schultz, explain your position on the farm bill. ‘Voter ID.’ Should we intervene in Syria? ‘Voter ID.’”

State Senator Jack Whitver confirmed today that he will run for re-election in Iowa Senate district 19 rather than run for Congress in IA-03. Likewise, State Representative Chris Hagenow will pass on the Congressional race to seek re-election to House district 43 and as House majority whip. In a message to supporters, Hagenow wrote, “Serving in Washington D.C. at this time will not allow me to be the husband and father that I have promised to my family.  After prayerful consideration, we believe that I can best serve the people of Iowa by continuing my work in the state legislature.”

It’s the time of year for blog posts about notable candidates and upcoming elections. Every politically engaged Iowan knows already that 2014 will be an unusually exciting year. We haven’t seen an open U.S. Senate race since 1974. The last time Iowa’s first Congressional district was open was in 2006. The last time Iowa’s third Congressional district was open was in 2002, but it wasn’t a wide open seat, since incumbent Representative Leonard Boswell moved into Polk County to run. Amazingly, 1940 was the “last time there was a Congressional race in Polk County without an incumbent seeking re-election.” All of Iowa’s statewide elected officials are up for re-election as well this year, and the secretary of state’s position may become open if Matt Schultz decides to go for the Republican nomination in IA-03.

Since Bleeding Heartland readers already know about the big Iowa races to watch, I want to focus today and tomorrow on the elections that are likely to determine control of the Iowa House and Senate in 2015 and 2016.  

Three-term Democratic State Senator Amanda Ragan has her first declared challenger, as Timothy Junker announced yesterday that he will seek the Republican nomination in Iowa Senate district 27.

Ragan’s race is one of a handful of contests that will likely determine control of the Iowa Senate after 2014. As of December 2013, Senate district 27 contained 11,997 registered Democrats, 13,396 Republicans, and 17,747 no-party voters according to the Iowa Secretary of State’s office. I’ve posted a district map after the jump. It covers Franklin County, part of Butler County, and most of Cerro Gordo County, including the population center of Mason City.

Junker is from Butler County and served six terms as the elected county sheriff before President George W. Bush appointed him U.S. Marshal for the Northern District of Iowa in 2006. Since leaving that position in 2010, “Junker has been selling real estate for Schuck Realty Co., served on the Allison City Council and Allison Tree Board, and is an active member of Trinity Reformed Church, Allison Am Vets and the Am Vets/Legion Drill Team.” He has been exploring this candidacy for some time and held a meet and greet with Franklin County Republicans earlier this month.

I’ve heard rumors of several other Republicans considering this race. This fall, some Mason City residents received telephone polls asking whether they would support former Mayor Bill Schickel or Ragan for the Senate seat. Other possible candidates include former Mason City Mayor Roger Bang and former State Senator Merlin “build my fence” Bartz, who runs Representative Steve King’s Mason City office. Bartz would have to move from his Worth County farm to run against Ragan, though. Cerro Gordo County GOP Chair Gabe Haugland was on my radar because he considered running for the Iowa House during the last election cycle. But he told me today that he is “99 percent sure” he is not running in Senate district 27.  

Republican State Senator Brad Zaun posted on Facebook and twitter today, “I hope each of you had a great Christmas! I will have some big news to announce after the first of the year and I look forward to sharing it with my supporters and friends first!” (Hat tip to Bleeding Heartland user rockm.)

The suspense would be greater if the message weren’t coming from the “Zaun for Congress” Facebook page and Twitter account.

Longtime Iowa politics watchers will recall that Zaun emerged from a crowded Republican primary to be the GOP nominee in Iowa’s third Congressional district in 2010. However, he fell short against Democratic incumbent Leonard Boswell. Zaun was just re-elected in 2012 to his third four-year term in the Iowa Senate, so he wouldn’t have to give up his set in the legislature to run for Congress next year. But from where I’m sitting, he’ll struggle to convince GOP primary voters to give him another chance to represent IA-03. He hasn’t delivered much for the party. During his time as the Senate Republican minority whip, he didn’t raise a lot of money for fellow Iowa Senate candidates, despite representing some of the wealthiest precincts in Iowa. Zaun gave up his Senate minority leadership position shortly after the 2012 election, when Republicans failed to win a majority in the upper chamber.

Democratic State Senator Janet Petersen told reporters today that she is “thinking about” running for governor next year. Petersen was an early endorser of State Representative Tyler Olson, who just dropped out of the governor’s race.

Who would advise Petersen to take this course? All polls taken this year, including two surveys released this week, indicate that Governor Terry Branstad will be extremely difficult to beat in 2014. Meanwhile, an open Congressional seat in central Iowa is almost a once in a lifetime opportunity. IA-03 is very winnable for a Democrat, and without meaning any disrespect to Staci Appel, Petersen has more legislative experience and accomplishments. She would be a stronger Congressional candidate.

Either way, Petersen doesn’t need to give up her Senate seat to run for higher office. After serving six terms in the Iowa House, she was just elected to represent Iowa Senate district 18 in 2012. She won’t be up for re-election until 2016.

UPDATE: So much for that idea. Senator Petersen responded to my request for comment: “It would be an honor to serve Iowans in Congress, but my family and I don’t want to move to DC.” I understand the decision; she has three young children.

Former State Senator Kent Sorenson’s political career is over, but his legal problems may be deepening. Robert Wenzel reported today at the Economic Policy Journal blog that two sources have confirmed “the FBI was at Sorenson’s house for 7 hours” one day last week. “They took Sorenson’s computers and the school-related computers of Sorenson’s children. Notebooks and diaries were also taken.”

In order to evade Iowa Senate ethics rules, Sorenson is alleged to have received payments from third parties for work promoting presidential candidates Michelle Bachmann and Ron Paul. (See volume one and volume two of the lengthy report by special investigator Mark Weinhardt.) Some of those payments may have violated federal campaign finance laws. Wenzel discussed some possible national political reverberations from the FBI investigation. Assuming his sources are correct, I suspect this case will be a powerful deterrent to any Iowa lawmaker tempted to seek money for a future political endorsement.

UPDATE: Sorenson’s attorney said the search happened on November 20 and added,

“We were not notified that he was the target of any investigation,” attorney Theodore Sporer told the [Des Moines] Register. “They took computers and things that would be used to verify or validate communications with presidential entities.”

“It wasn’t a ‘raid,’” Sporer told the Register. “They executed a search warrant that, frankly, we anticipated was coming.”

Republican State Representative Julian Garrett has the wind at his back going into today’s special election in Iowa Senate district 13. The district covers Madison County and most of Warren County. According to local elections officials, Republicans have returned 398 absentee ballots in Madison County, compared to 173 returned ballots from registered Democrats and 75 from no-party voters. In Warren County, Republicans have returned 947 ballots, compared to 767 from Democrats and 157 from no-party voters. Garrett lives in Madison County and represents that county plus parts of Warren County in the Iowa House. Democratic candidate Mark Davitt grew up in Madison County and has long lived in the Indianola area, representing much of Warren County in the Iowa House for six years.

There’s no way to know yet which party was more successful identifying early supporters among independents, but GOP activists were able to generate more ballot requests and returns from partisans. As of November 1, Senate district 13 contained 13,291 registered Democrats, 15,037 Republicans, and 15,968 no-party voters.

Republican Senator Kent Sorenson’s resignation opened up this seat. If Garrett wins, Democrats would maintain a 26 to 24 majority in the Iowa Senate. A win for Davitt would expand the majority to 27-23. Regardless of today’s outcome, Senate district 13 will be on the ballot in 2014.

Next Tuesday, Iowans in Senate district 13 (Warren and Madison counties) will elect either Republican Julian Garrett or Democrat Mark Davitt as successor to the disgraced Kent Sorenson. Last night I saw a television commercial promoting Garrett several times on CNN. I don’t know whether the spot is running on broadcast networks as well. UPDATE: Bleeding Heartland user rockm points out in the comments that the ad is running on Des Moines area broadcast networks.

I wasn’t able to find it on YouTube, but I got it on tape, and I’ve posted my annotated transcript after the jump. You can see one still shot from the ad on Garrett’s Facebook page.

Garrett isn’t hiding his party affiliation in this Republican-leaning district; his red and white campaign logo includes an elephant. But in an apparent effort to distance himself from Washington-style politics, this commercial portrays Garrett as a pragmatist interested in “fixing problems,” not “fixing the blame.” It also emphasizes his “life on the farm,” not mentioning his long career as an attorney.

In order to win an Iowa Senate majority, Republicans need to defeat at least one Democratic incumbent next November. One of the likely targets, three-term Senator Daryl Beall, got his first Republican challenger earlier this month in Iowa Senate district 5.

Follow me after the jump for my first take on Tim Kraayenbrink’s chances against Beall. I’ve enclosed a district map and the latest voter registration numbers, along with background on both candidates.

Maria Bribriesco announced today that she is running for Iowa Senate district 47 in 2014. The district covers parts of Scott County, including Bettendorf, some neighborhoods in Davenport, and several small towns. Before retiring, Bribriesco was a longtime civilian attorney with the U.S. Army at Rock Island Arsenal, a major employer in the Quad Cities. I’ve posted her campaign press release containing more biographical information after the jump, along with a detailed map of the district. In 2012, Bribriesco unsuccessfully ran against State Representative Linda Miller in House district 94, which covers half of Senate district 47.

The Republican incumbent in Senate district 47 is Roby Smith, who defeated the previous senator Dave Hartsuch in the 2010 GOP primary. Although I haven’t heard anything official and Smith hasn’t updated his campaign website, I assume he will seek re-election next year. I enclosed the bio from his 2010 campaign website below. Smith is an assistant Senate minority leader and serves on the Senate committees on Appropriations, Ways & Means, State Government, and Education (where he is the ranking member).

I consider Smith favored to hold Senate district 47, which contained 13,959 registered Democrats, 15,667 Republicans, and 19,813 no-party voters as of October 2013. However, last year Barack Obama defeated Mitt Romney in Senate district 47 by 50.65 percent to 48.31 percent.  

Iowa House Republican Julian Garrett will face former Iowa House Democrat Mark Davitt in the November 19 special election to represent Iowa Senate district 13. The district covers Madison County and most of Warren County. State Senator Kent Sorenson resigned earlier this month, forcing a special election to fill the vacant seat. The winner will be up for re-election in 2014.

Senate district 13 is a must-hold for the GOP if they want to win a Senate majority in 2014. For that reason, many state party leaders and several Iowa Senate Republicans attended the nominating convention on October 17. Garrett went into the convention as the only announced candidate and easily won the nomination on the first ballot. Kevin Hall liveblogged the event for The Iowa Republican. I expected at least one far-right Republican to compete for the nomination, but I was surprised to learn that delegates nominated three alternatives to Garrett. Unsuccessful 2012 Iowa House candidate Steve McCoy was an obvious choice, but I wouldn’t have guessed that Republican National Committeewoman Tamara Scott would run for the Iowa Senate. I’d never heard of the third candidate, David Keagle, and I couldn’t find much information about him, other than his past donation to former Iowa House Republican Glen Massie.

Democratic delegates nominated Davitt at a special Senate district 13 convention last night. This race will be an uphill climb; as of October 1, the district contained 13,293 registered Democrats, 15,013 Republicans, and 15,909 no-party voters. That said, upsets can happen in a low-turnout environment. McCoy spoke harshly of the GOP establishment during the nominating convention. If from tea party Republicans stay home on November 19, hoping to nominate one of their own in the primary next June, strong GOTV could win it for Davitt.

Hopes to bring passenger rail service from Chicago to Iowa City and eventually to Des Moines and Council Bluffs appear to be dead. For the last three years, State Senator Matt McCoy tried to secure state matching funds for a federal passenger rail grant, citing many possible economic benefits to Iowa. Both Governor Terry Branstad and Iowa House Republicans have opposed allocating funds toward new passenger rail. Speaking to the Sunday Des Moines Register’s William Petroski, McCoy blamed Iowa House Republicans, not the governor, for killing the project. House Speaker Kraig Paulsen told the Register that his caucus did not see the project as a “wise investment.”

I’ve posted excerpts from yesterday’s story after the jump. Neither McCoy nor Paulsen mentioned that the Iowa House speaker works for a trucking company. The trucking industry generally opposes improvements to rail infrastructure. Paulsen’s closed mind on passenger rail is one reason I was disappointed when he decided against running for Congress.

The Central Iowa Building and Construction Trades Council is standing by its endorsement of former State Senator Tony Bisignano in the Democratic primary to represent Iowa Senate district 17. Bisignano is one of three Democrats running for the seat State Senator Jack Hatch is vacating in order to run for governor. Bisignano was recently arrested for driving with a blood alcohol level over the legal limit. Commenting on that arrest, Cityview’s Civic Skinny columnist noted that supporters of Ned Chiodo “think Bisignano should drop out.” Both Chiodo and Bisignano have a political base on the south side of Des Moines. The third candidate, Nathan Blake, lives in the Sherman Hill neighborhood near downtown.

The latest edition of Cityview contains a letter to the editor by Earl Agan Jr., president of the Central Iowa Building and Construction Trades Council. He explains why his group “reaffirmed” its support for Bisignano last week. I’ve posted excerpts from Agan’s letter after the jump.

Any comments about the race in Iowa Senate district 17 are welcome in this thread. The winner of the Democratic primary is almost certain to succeed Hatch in the Senate. As of October 2013, Senate district 17 contained 16,943 registered Democrats, 7,179 Republicans, and 11,256 no-party voters.

Today Tom Rubel became the second Democrat to enter the race in Iowa Senate district 41, a strong pickup opportunity in 2014. First-term Republican State Senator Mark Chelgren currently represents the district, covering the population centers of Wapello and Jefferson counties, plus all of Davis and Van Buren counties. I’ve posted a map after the jump. According to the Iowa Secretary of State’s office, Senate district 41 contained 15,169 registered Democrats, 11,558 Republicans, and 13,698 no-party voters as of October 2013.

Rubel is a former superintendent of the Ottumwa Community School District and is now executive dean of Regional Economic Advancement at Indian Hills Community College. More background is in his campaign announcement, which I’ve also posted below. He is the second Wapello County-based Democrat to enter this race. Wapello County Supervisor Steve Siegel kicked off his campaign in September. Ed Malloy, the mayor of Fairfield in Jefferson County, is considering this race too. Presumably Malloy would have a better chance in a primary against two people splitting the Ottumwa vote.

Last month Wapello County Supervisor Steve Siegel announced plans to run against first-term Republican Mark Chelgren, a surprise winner in the 2010 wave. Given the tilt of this Senate district, I’ve been wondering whether a Jefferson County-based Democrat might take a shot at this race too.

Former State Senator Becky Schmitz, now a Jefferson County supervisor, told me yesterday that she has ruled out running in Senate district 41 next year. She made that choice when she decided to run for supervisor last year.

Another name that has come up in conversations with Jefferson County Democrats is Ed Malloy. He served two terms on the Fairfield City Council before being elected mayor in 2001. He has since been re-elected twice and is seeking a fourth term this year. Msn.com named him one of the 15 greenest mayors in the country in 2009. Malloy also serves on the Fairfield Area Chamber of Commerce Board of Directors and has been a trustee of the Maharishi University of Management.

Speaking to me by telephone yesterday, Malloy said he is interested in serving in the Iowa Senate and is considering becoming a candidate in Senate district 41. He is now focused on his re-election campaign for mayor but will give the Senate race serious thought after the local elections on November 5.

Without question, this past week was good for the future of the Iowa caucuses. State Senator Kent Sorenson was pressured to resign after a special investigator found probable cause that he lied about evading Iowa Senate rules against being paid by presidential campaigns. Thanks to improved coordination between the Republican Party of Iowa and Iowa Democratic Party, the 2014 off-year caucuses will be held simultaneously, as usual. Both developments should take ammunition away from critics who point to potential cheating during the Iowa caucus process.

Now it’s up to Iowa lawmakers to prevent corruption or the appearance of corruption from undermining our state’s role during the 2016 presidential race.  

Governor Terry Branstad signed a proclamation today setting the special election to fill Iowa Senate district 13 for Tuesday, November 19. Republican State Senator Kent Sorenson resigned last week after special investigator Mark Weinhardt delivered an exhaustive report about Sorenson’s alleged malfeasance to the Iowa Senate.

I highly recommend looking through Weinhardt’s report (here are links to volume 1 and part 2). It astounds me that Sorenson is posturing as the victim of a “straight-up political witch hunt.” Exhibit 12 in this part of Weinhardt’s report summarizes an interview with Susan Geddes, who managed Sorenson’s Iowa House campaign in 2008 and Iowa Senate campaign in 2010. She repeatedly warned Sorenson that he could not be paid by the Michele Bachmann’s presidential campaign under Iowa Senate rules, and that the truth would catch up with him.

Republican blogger Craig Robinson discussed “winners and losers” in the Sorenson ordeal here. I largely agree with his list, but I would put Senate Minority leader Bill Dix in the loser category, as well as Senate Ethics Committee Republicans Jack Whitver and Jerry Behn. If they’d had their way, Weinhardt would never have been appointed to look into Sorenson’s wrongdoing. Speaking of ethics, it is customary to link to a blog post when you mention it. Robinson referred to, but failed to link to, this Bleeding Heartland post about the legal problems of Sorenson’s attorney, Ted Sporer.
