Polk County has long been dominated by safe Democratic Iowa House seats in the city of Des Moines and safe Republican seats in the suburbs. One of the few truly competitive recent Iowa House races in this county took place in 2008, when Republican Chris Hagenow defeated Windsor Heights Mayor Jerry Sullivan by fewer than 100 votes in what was then House district 59.

Hagenow was easily re-elected in 2010. For a long time I heard nothing about anyone stepping up to challenge him in the new House district 43, where I live. Earlier this month, Susan Judkins declared her candidacy here. Background on both candidates is after the jump, along with a map and details on the district’s political makeup.

When Iowa House Appropriations Committee Chair Scott Raecker announced plans to retire from the legislature after this year’s session, he created an opening for Democrats in what would have otherwise been a hopeless district. Follow me after the jump for background on the new House district 40 and the two men who will compete to succeed Raecker.

The redistricting process and several Republican retirements have created many pickup opportunities for Iowa House Democrats. The devastating 2010 election left them nowhere to go but up in the lower chamber, where Republicans currently enjoy a 60 to 40 majority. Relatively few sitting House Democrats represent vulnerable districts.

Speaking to activists at the Polk County Democratic convention on March 10, I heard lots of optimism about the House races. After the jump I’ve posted some early thoughts on the seats up for grabs.

I’m posting the weekend thread early, because the filing period for primary election candidates in Iowa closed this afternoon. The Secretary of State’s Office posted the full list of candidates here (pdf). John Deeth has been covering the filing on a daily basis all month at his blog. Shelley Parbs announced today that she will run for Iowa Senate district 38. She is the second declared Democratic candidate in this district; the winner of the June primary will face first-term Republican Tim Kapucian, a Senate minority leader and ranking member of the Transportation Committee. Expanding nuclear power is again a hot topic at the Iowa statehouse. It’s not clear whether Iowa Senate Commerce Committee Chair Matt McCoy can find the votes he needs to advance House File 561. McCoy announced last week that new language in the bill would protect consumers and satisfy a majority of his committee members. However, opponents say the changes address only one of many problems in a bill that would primarily benefit MidAmerican Energy at the expense of its ratepayers. McCoy was forced to delay consideration of House File 561 on March 8, but he is expected to bring up the bill before his committee sometime this week–if he has the votes.

The Iowa Democratic Party and Republican Party of Iowa held county conventions today. After the jump I’ve posted some notes on where Iowa politicians and candidates spent the day, and which Democrats addressed the Polk County Democratic convention. I left the convention during the lunch break, because delegates had finished most of the day’s business, including all work on the platform. However, the Polk County Republican convention was still going strong at this writing (around 5 pm).

Rick Santorum destroyed the competition in today’s Kansas caucuses, winning 52 percent of the vote to 21 percent for Mitt Romney, 14 percent for Newt Gingrich and 13 percent for Ron Paul. Romney swept the delegates at stake yesterday and today in the Guam and Northern Marianas Islands caucuses. Romney also won the Wyoming caucuses and most of the delegates from the Virgin Islands.

All 40 Iowa House Democrats left the state capitol this morning to protest Republican House leaders’ plans to debate a bill and a proposed constitutional amendment that are among gun advocates’ highest legislative priorities.

UPDATE: Democrats returned late in the day, and I’ve added details below on the House floor debate and passage of both bills the evening of February 29.

Republicans have recruited a strong candidate for the open Iowa House district 14, which covers most of Sioux City’s west side, part of the north side and some of the downtown neighborhood.

A majority of Iowans oppose a constitutional amendment to ban same-sex marriage, according to the Des Moines Register’s latest statewide poll.

Northeast Iowa contains a large number of potentially competitive Iowa House and Senate seats. The field is now set in the new House district 56, where a first-term Republican will face a Democratic challenger with a similar background.

The Des Moines Register’s latest statewide poll conducted by Selzer & Co included more than a dozen questions about issues Iowa legislators are considering this session. Proposals to raise the gasoline tax and allow a large utility company to bill its customers up front for a nuclear power plant were among the most unpopular ideas polled.

The list of potentially competitive Iowa House districts without a Democratic candidate shrank yesterday when the chair of the Muscatine Community College Business Department, John Dabeet, announced that he’ll stand in the new Iowa House district 91.

MARCH 16 UPDATE: Republican Elliott Henderson of Independence qualified for the ballot on the last day of the filing period. Bleeding Heartland will discuss his campaign in a future post.

State Senator Brian Schoenjahn confirmed today that he is running for re-election in the new Senate district 32. This politically balanced seat is a must-win for Democrats hoping to retain their majority in the upper chamber. With barely a month to go before the filing deadline for state legislative candidates, Republicans do not yet have a challenger in this district.

MARCH 16 UPDATE: Rasmussen did not file for re-election. The Republican candidate in this district is Jim Givant; Bleeding Heartland will cover his campaign in a future post.

Iowa’s new map of political boundaries created a large number of competitive House and Senate districts in the northeast part of the state. Yesterday Democrat Bruce Bearinger announced his candidacy in the new House district 64, now represented by Republican Dan Rasmussen. A district map and background on both candidates are after the jump.

A new report underscores how badly Iowa lawmakers screwed up when they missed the chance in 2010 to enact reasonable regulations on “legalized usury,” more commonly known as payday lending.

Although the 60 Republicans and 40 Democrats in the Iowa House haven’t changed since last year, I thought it was worth updating this post, because some committee assignments have changed, and House Democrats reshuffled their ranking members somewhat.

Majority and minority leadership teams are after the jump, along with all members of standing House committees. All 100 House districts are on the ballot every two years, so I’ve noted the new district numbers for state representatives seeking re-election in 2012, as well as which House members have said they will retire after this year’s legislative session.

Republican Amy Sinclair and Democrat Dick Schrad have launched campaigns in the new Iowa Senate district 14, an open seat in south-central Iowa. Former Senate Minority Leader Paul McKinley lives in this district but decided not to seek a fourth term.

Governor Terry Branstad delivers his “Condition of the State” address to the Iowa House and Senate this morning. Iowa Public Television will livestream the speech here, and I’ll update this post later with highlights. The governor’s commercial property tax reform plan will be a centerpiece of the address. As part of that plan, Branstad indicated yesterday that he will seek unprecedented limits on local government taxing authority in Iowa.

UPDATE: A few details from the governor’s proposed budget are now below, along with some reaction from Democratic lawmakers. Branstad is asking for a significant spending increase in the 2013 fiscal year.

Leaders representing both parties in the Iowa House and Senate outlined their priorities in their opening remarks to this 2012 legislative session. Even the Republicans said next to nothing about social issues such as abortion, same-sex marriage or promoting religious education.

The Iowa legislature’s 2012 session begins today with several major policy reforms on the agenda. Making progress on even one of those issues would be daunting under any circumstances, but particularly during an election year when different parties control the Iowa House and Senate. Iowa House Assistant Majority Leader Steve Lukan announced yesterday that he will not seek a sixth term in the state legislature. His retirement improves Democrats’ prospects of picking up the new Iowa House district 57.

First-term State Representative Kim Pearson announced today that she will not seek re-election in the new Iowa House district 30.

Iowa’s new map of political boundaries paired House Democrats Roger Thomas and Andrew Wenthe in the new district 55. Instead of facing off in a primary, the two incumbents announced today that Wenthe will retire and Thomas will run for re-election in 2012. Democrat John Beard announced today that he will run for the Iowa Senate in the new district 28.

According to an Iowa House Democrats press release, Megan Day Suhr “announced today” that she is running for Iowa House district 28.  

Planned Parenthood of Arkansas and Eastern Oklahoma will become a wholly owned subsidiary of Des Moines-based Planned Parenthood of the Heartland by December 31 of this year, the leaders of both affiliates announced today.  

The state agency Iowa Workforce Development has replaced 36 field offices with hundreds of new “enhanced access” computer terminals this year.

Although the shuttered offices are unlikely ever to reopen, they may live on as talking points in many competitive Iowa House and Senate races next fall.

Democrat-turned-Republican Brian Moore announced yesterday that he will seek a second term in the Iowa House, setting up a re-match with Democrat Tom Schueller in the new district 58.

The Iowa House Ethics Committee unanimously dismissed an ethics complaint against Republican House Majority Leader Linda Upmeyer today.

Less than a week after losing the special election in Iowa Senate district 18, Republican Cindy Golding confirmed that she may run for the Iowa Senate next year in the new district 48.

Former State Representative Tom Schueller is running as a Democrat in the new Iowa House district 58, setting up a likely rematch against first-term Republican Brian Moore.

The new Iowa House district 28 is one of several competitive districts without an incumbent seeking re-election. Two candidates have declared so far: Republican Greg Heartsill and Democrat Megan Day Suhr.

Jim Carley announced last week that he is running as a Republican in the new Iowa House district 30. Carley’s background is typical for a GOP statehouse candidate, but his announcement was unusual in one respect. A Republican incumbent already represents Iowa House district 30, and State Representative Kim Pearson has not decided yet whether to seek re-election.

Republican business owner David Maxwell is running to represent the new Iowa House district 76. Previously declared GOP candidate Mark Dix dropped out of the race yesterday. A map of this swing district and background on Maxwell are after the jump.

The public policy organization representing the Catholic Church in Iowa released its list of 2012 legislative priorities this week, along with a statement on “Labor and the Common Good.”
