The record shows that Terry Branstad ran deficits of $43 million in 1989, $143 million in 1990, $300 million in 1991, and $408 million by the middle of 1992^1,2 When confronted with this deficit by the state auditor, Branstad lied, swore, and threatened to cut the auditor's budget by 26%³. It took the Legislature a year and a half to impose fiscal responsibility on Branstad.
